drew: good morning. a breezy start to the day, helping to mix out the fog early. cloudy over the city and in the east bay. we do not have as much cloud cover. look at that guest at sfo. the winds pick up as the day rolls on. here is a live look from our tam cam facing south. it is pretty clear across much of marin county. as you head south, cloudy over the city. we have fog in the east bay, and this is how the day shapes up. a blend of sunshine and clouds. breezy this afternoon and temperatures below average this time of the year. let's check on the traffic. sue: good morning. a couple of incidents at the bay bridge. an accident after the metering lights, clear to the shoulder. metering lights are on. a minor delay. not even back to the over crossings. there is the drive time from hercules to the corridor to san

francisco, 35 minutes. reports of a stall on the san francisco side, exiting at fifth and seeing a little slowing across the western span. make sure you give yourself a little extra time this morning. it is pretty moderate for this thursday. >> developing news out of san pablo, a hazmat situation forced people from their homes for more than 12 hours now as police, firefighters, hazmat specialists and a bomb squad worked to clear out dangerous material. you can see that area on the map between giant road, miner avenue, 11th street, and lena howland is live in san pablo this morning with the latest. lena: good morning. first responders have been on scene since 2:00 in the afternoon yesterday. as you can see behind me, they are still on scene right now 16 hours later, and they originally

responded to this as a gas leak. when i got here, firefighters, police and hazardous materials experts found questionable materials in the backyard shed of a house along into a former chemist. no word on what they are. fire officials said it was found in a number of containers, and the material is believed to be unstable. yesterday afternoon, our camera crew witnessed the bomb squad owing to work. resolving the situation may take some time, which is why evacuations are still in place. >> identifying the fluids or materials in those containers and proper containment and transport from the area in which they were found. they were found in an area where they were not stable, and could not and should not exist in the residential area. there are residents asked u.s. 20 feet from that actual shed -- residents as few as 20 feet from the actual shed.

lena: here is a map of the evacuation zone, it covers a block in each direction of the house. residents are told to go to the contra costa community college gym. the last update from officials was that this area is considered a hot zone. they plan to be out here investigating until midnight. but crews are still on scene at the hour.a moment ago. officials arrived from the bomb squad on scene. as soon as we get more information, we will bring it to you live. lena howland, abc 7. news reggie: new developments in oakland, chp officers will be deployed to help address safety issues. interstate 880 is one freeway where we have seen shootings recently. in july, a boy was badly hurt, shooting on 580. the violence has led to residents convert outside help. last week, we were at a town hall meeting with oakland police and alameda county d.a.. the calls were loud and clear.

the exchange happened as police responded to how they respond to some crimes. >> we see a stolen car, we cannot chase for either one. at the end of the day, they just go. we are very fortunate at times -- yes, sir. i understand, but my officers will not break policy. we just cannot. [shouting] reggie: the man in the red was saying that he wanted the highway patrol to come and help, and that is actually happening. the mayor asked for help from chp, and governor newsom granted it. the city will also get license plate readers. not everybody agrees more policing is the answer. >> if our elected officials are serious about public safety, then we need to address the things we are pushing people -- these that are pushing people into the underground economy. we need to address lack of

housing, jobs, and until we do that and seriously, i do not care how many police important oakland -- police you poor into oakland. reggie: it is unclear when they will be in oakland. amanda: new details on that massive fire in the hayes valley neighborhood. the fire broke out on oak street on tuesday morning. abc 7 learned from san francisco city data that there have been nearly three dozen calls to the fire department for outdoor fires along the hayes valley and octavia corridor this year alone. the president of the neighborhood association says she has alerted city leaders multiple times. these pictures show a fire at the construction site in january. >> there was a fire somebody started to keep warm under the scaffolding of that construction site. amanda: the supervisor received her letter and says it was "elevated to different city departments."

mayor london breed responded to the concerns on social media saying in part, we are working to address these encampments, but we are under a federal injunction that limits our ability to move tents, even when people review shelter." reggie: the trial date is set for the date for the man accused of attacking nancy pelosi's husband. he is accused of breaking into their home in san francisco in october. his attorneys asked the judge if they could get access to the home to inspect the crime scene. the government prosecutors pushed back, calling this an extreme violation of privacy. the judge said she probably will not decide on that until next week. paul pelosi is still recovering from the attack. >> he is coming along. it will take him a couple more months but thank you for asking. i said more people are praying for you and the world, so you have to get better. reggie: the federal trial is set to start november 9. help casey is expected to test it -- paul pelosi is expected to testify. amanda: still to come, the

>> we will continue to fight for you, and we will not stop until you come home. reggie: his sister says they have not received information about his whereabouts, but they say he is not the type to just disappear. the united nations command says they are in talks with north korea over him, but no details have been released. prevention program to keep families off the streets in the south bay is proving to be effective, according to a new study on the santa clara county homeless prevention system. people can receive financial help with legal matters, medical issues, and other immediate needs. it led to a partnership with researchers at university of notre dame's economic department, where the study found homelessness was reduced in people who received $2000 in assistance. >> we recorded research to follow up with people who got the assistance and people who were not able to access it, and compare what happens to them. by comparing them, you can get a sense of how much of a difference this makes in people's lives. reggie: the research can be used

as a model for communities in the bay area and beyond, they say. chinese officials want to limit the amount of time children spend on their screens. it would require all mobile devices, apps, and app stores to have a built in minor mode. that means no screen time from 10:00 p.m. to 6:00 a.m. children between 16 to 18 would only be able to use the internet for two hours a day, and if you are in between eight or 15, you only get one hour. kids under eight would be allowed 40 minutes a day. amanda: california's lieutenant governor and other leaders are urging taylor swift to postpone her los angeles concerts, set to begin today. they're asking her to stand in solidarity with hotel workers on strike. some hotels are doubling or tripling charges because of the concert while hotel workers fight for a living wage. swift just wrapped up her bay

kidnapped a woman in seattle and held her in a makeshift excel in his southern oregon home -- cell in his southern oregon home. she made a daring escape and has bay area ties. ryan curry has the story that is getting attention across the country. ryan: good morning. details coming out of the case are hard to believe. the fbi said this case is alarming even the most seasoned investigators. you are looking at what the fbi says is a homemade cinderblock cell, where agents believe the 29-year-old suspect used it to lock up a woman he kidnapped in seattle. at a press conference wednesday, they say he drove 450 miles to klamath falls, oregon, and they say the woman was shackled and sexually assaulted prior to escaping. she was able to wave down a driver, who called 911. fbi investigators say the suspect lived in oakland from 2012 to 2018 but in the last

decade, he lived in 10 states. they say he is connected to other sexual assault cases. >> according to the complaint, the woman fought for her life, beating the doors in the walls of the cell with bloody hands. to date, the suspect has been linked to four sexual assault and four other states and we believe there may be more victims. ryan: the fbi says he had several different methods to gain control of victims, including drugging their drinks, pretending to be a police officer, soliciting the work of sex officers and then violently assaulting them. they say charges. they say anyone with information is asked to contact them. amanda: thank you. developing news. reggie: a san pablo neighborhood

is evacuated as authorities deal with the hazmat situation in a backyard shed, and it started yesterday morning off of giant highway and may not wrap up for hours. abc 7's lena howland is live with brand-new information. lena: that is right i just spoke with officials from the contra costa county fire department who are helping assisting with the investigation. they said their cruiser back on scene, including the bomb squad. they arrived around 6:00 to start processing this scene, and they still do not have an estimated time of reopening this area. that is the latest information we have heard from fire officials in san pablo. this call originally came in yesterday afternoon around 2:00 as a gas leak, but when first responders showed up, they found questionable materials in the backyard shed of the house, which they learned belongs to a

processing the scene, and we have learned that the bomb squad is also here. in san pablo, lena howland, abc 7. amanda: in the east bay, oakland police are investigating after a car plowed into a 7-eleven overnight at the store on 23rd avenue. merchandise was seen scattered outside the parking no word if anybody was hurt. we reached out to oakland pd for an update and will bring you new information as soon as we get it. san francisco city leaders will share more information about safety priorities in the tenderloin. san francisco da brooks jenkins and the police chief william scott will hold the town hall. you can attend the event for free but you are asked to register online first. it begins at 6:00 p.m. at saint anthony foundation. reggie: multiple people are under arrest following a human trafficking stint in the east bay. fbi shared video of agents in action on operation cross-country, along with local law enforcement.

the contra costa human trafficking task force made two arrests and recovered one child as part of the speed. it got its start in the bay area more than one decade ago before going nationwide. >> there are kids that are living in our communities, on our streets, and they are not for sale. the fbi and our partners will continue to focus our efforts on protecting the most vulnerable members of society here at home and across the country. reggie: a total of nine suspects are in custody and more could face charges. amanda: the staff at a new high school in oakland, set to open for the first time next month, is scrambling after being hit by burglars. it happened over the weekend at an independent high school in east oakland serving gang impacted youth. the thieves stole eight laptops, several projectors and microphones. despite losing up to $8,000 of property, staffers are staying focused on the bigger mission. >> we are starting off with 30

publicly admitted their behavior on tour was unprofessional. two tennessee lawmakers are hoping to retain their seats in special elections. justin pearson a justin jones, an oakland native, were ousted by republican numbers at the legislature earlier this year after disrupting a meeting to rally for gun reform. both were reinstated in their districts to serve but mustwin a special election, which is today, to serve the rest of their terms. gloria johnson also based an expulsion vote but was not ousted. reggie: a new legal fight over the popular drugs used for weight loss. the manufacturers face a lawsuit over alleged side effects. one woman says she lost 150 pounds but claims the manufacturers failed to warn her about the risk of gastroparesis, a condition in which the movement of food out of the stomach slows or even stops.
