we know there is certainly plenty of excitement surrounding the big return. we are talking 34,000 students coming back to ousd around town. to give kids extra time to get back into learning mode, the district will operate on the minimum learning days across elementary schools. everyone is helpful for a seamless start of this after an admittedly rough last school year. you remember the oakland teachers strike started in early may and kept students away from the classroom for nearly two weeks. >> last year was pretty rough. we had a lot of pandemic issues going on. we are really looking forward to having a brand-new start this year. we are all looking forward to a great year. we are happy with all the teachers who have come into the district. last week, we had the new

teacher institute, where he trained 160 or so new teachers. it is a really exciting time. amanda: and district is in better shape, oakland is still seeing several dozen teacher openings. it is only august 7, so i asked why is the district starting so early, i think the first in the bay area. he says a lot of high school level students also take college-level classes at the same time, so the district moved to align with that. so once the high schoolers finish school, they also finish the semester at college level. that is the reason they are starting this morning, august 7. kumasi: thank you. this morning, the union representing 4500 san jose city ploys is that to reveal the result of a vote that could need to a strike pay last week, they

conducted an in person strike authorization across san jose. the union is seeking larger pay raises for city workers and a plan to fill vacancies. the city is offering a 5% raise next year followed by a 4% and 3% raise in the following years. >> i do not want this exhibit e in a position where we overextend ourselves and then have to do layoffs and cut services later. kumasi: both sides said they do not want strike happened for the good of everyone involved. >> i know the city of san jose employees who are homeless, who are living in their cars. i know others who choose to commute to san jose, live in their car overnight for a couple of days because they can afford to commute back and forth. kumasi: if the workers vote in favor of a three-day strike, it would be the biggest in san jose since 1981 and could lead to disruptions to things like summer camps and airport operations. also today, san jose taxi

drivers will rally outside the california public utilities commission headquarters. this is happening as the city prepares to vote thursday on lifting reductions for waymo driverless cars. without restrictions, these cars could work before seven as driverless right hailing services. in a statement, a port number of the city of san francisco taxi workers alliance said, in part, taxi drivers are the canaries in the coal mine in the coming ai onslaught. our jobs may go first, but yours could the next. they also expressed concerns about safety. reggie: hundreds of marchers from across the bay area will converge at the federal building for a rally demanding immigration reform. undocumented residents and their allies took part in two rally -- and like rallies. one walk was from petaluma to san francisco.

abc7 news reporter cornell barnard tells us advocates are demanding congressional action on a pathway to permanent residency for millions of migrants. cornell: this of san jose are heading down the peninsula on foot -- not easy in the hot summer sun. >> we are going through a lot, but it is not even compared to what all my brothers and sisters go through every single day without a green card and social security. cornell: undocumented immigrants and their allies taking part in the long walk to demand congressional action on a pathway to permanent residency for millions of migrants stuck in legal limbo nationwide. >> the fact they pay into all of our government taxes and community but can't use benefits is unjust. cornell: in the north bay, these marchers passing through san rafael after starting their trek saturday in petaluma.

how are you managing today? >> with a lot of gatorade and water. cornell: this group also calling for reform. specifically, they want congress to pass h.r. 1511, also known as the "registry bill," which would allow approximately 8 million undocumented people currently living in the u.s. to apply for legal permanent residency. >> people should have a safety net when there is a pandemic or wildfires. that's why we are walking for three days, so that both democrats and republicans will see the urgency of passing the registry bill. cornell: this is the destination for both marchers. the two groups will meet here at the san francisco metro -- federal building for a rally on monday afternoon. >> we hope everyone can hear us. hopefully, it's not just 150 people. i hope it is 1000, and they show up and support us. cornell: after the marches, advocates plan more action this summer, calling for immigration reform offering a path to citizenship.

kumasi: millions of people are on alert as storms threatened to bring tornadoes and strong hail. this is already causing problems, especially at a sold-out beyoncé concert. jobina: i was at the spot where this happened just the night before. there were some scary moments at the beyoncé concert last night at fedex field in maryland care that is just outside of washington, d.c., where the commanders play. a shelter in place was issued because of lightning in the area, forcing tens of thousands of fans to pack inside the covered portions of the stadium -- reminding you all here this is a football field, sensually. the danger was not only inside but also outside. there was intense crowding, with temperatures in the 80's, people reportedly passing out. at least one person was taken to the hospital. >> people started passing out, and we just looked at each other

and were like it is not safe. i do not feel good about being here. jobina: and then, the concert went on after a two hour delay. the tour reportedly played -- paid about $100,000 to keep local trains running late into the evening to take people home. meanwhile, dangerous weather is expected today along nearly the entire east coast, with thunderstorms from the deep south to new york. i was in d.c. as this hits. we were on the runway. it was like nothing, then suddenly clouds opened up to the point when the planes were shaking. i think the event canceled all flights going down to atlanta. it was wild. drew: i would not be surprised if this happens later this afternoon. we have more severe weather. take a look at the map from the storm prediction area. we have a huge area shaded in orange, level 3 out of 5, eating we expect severe weather through numerous states.

reggie: we are seeing concerning morning after scenes -- this one is particularly unusual, a cart fished out of the water at the antioch marina. police say it is the result of a sideshow at the marina and smith's landing parking lot. the car was submerged and had to be towed out of the water. another driver crashed in the parking lot and opened up this fire hydrant. a third driver from the sideshow also crashed near 10th and g s treets. three people were hurt and taken to the hospital. and four b been -- four people were taken to the hospital after

a water rescue in alameda. it happened by the ferry terminal. it is still unclear what went wrong, but fire officials say all four people were in one boat and it sank airing the rescue. one person suffered cardiac arrest. our media partners report that person died at the hospital. the three others were taken to the hospital for observation. they are excited to be ok. kumasi: we are hearing from the mother of angus cloud care the 25-year-old died last monday in his family's home in oakland. in a facebook post, cloud's mom said her son did not intend end his life. the oakland fired apartment says cloud's cause of death has not been determined. his mom said he spent his last day reorganizing his room, doing art projects, and spoke of his intent to provide financially for his family.

in south lake tahoe, eight famously large female black bear named "hank the tank" longer break into people's homes. wildlife officials have captured her and her cubs and they will be relocated soon. they are responsible for almost 20 break-ins last year. >> this rarely happens. they are not relocated, they are killed when designated as problem bears. this is not going to happen every day. people need to step up and keep bears out of trouble, lock their doors and windows, do not let them in. do not put birdfeeders out, do not leave garbage out. kumasi: well. i know you love hank. reggie: i love hank. i also didn't know hank was a girl, a lady bear. kumasi: hank will be taken to a

[laughter] reggie: we have another animal to talk about. an otter. wildlife officials have been trying to capture otter 841 for weeks after she kept adding to close to surfers. this woman says she has encountered 841 twice. >> i understand that it is a

wild animal and deserves to be free, but, at the same time, she's really beginning to be a danger to the local crowd here. reggie: how? who has she hurt? kumasi: well. reggie: officials say efforts to capture otter 841 due to ocean conditions and due to the fact that she simply doesn't want to be caught.
