ama: hillary was upgraded to a category four hurricane as it spirals up toward baja. in southern california, they are seeing people getting ready. dan: crews were out today building gravel blockades to protect lifeguard towers and buildings from what's to come. governor newsom says the states emergency response teams are prepared. ama: let's get to sandhya patel for some perspective on what to expect here. sandhya: hurricane hilary has rapidly intensified. locally, let's look at this monster hurricane just south of cabo san lucas. tropical storm warnings have gone up for parts of the baja peninsula. it's now packing 140 mile-per-hour winds and it's moving to the west northwest at 14 miles per hour. it's expected to intensify into -- and continue its turn toward cabo san lucas, eventually weakening to a tropical storm

and making landfall as a tropical storm as -- or a depression into southern california. spaghetti tracks show you the path of the hurricane. most models are taking it into southern california and making that eastward turn. this computer model is hinting at the potential for some rain here in the bay area. southern california will get soaked out of this system. up to a half a foot in palm springs. three to 410 seven inch possible in the bay area. flood watches have already been posted for this weekend. they are likely going to see excessive rain and flooding issues down there. ama: you hilary with our hurricane tracker. we have details about where the current -- hurricane is. dan: a stunning fbi

the local reaction tonight is strong. >> today should give us some hope that the people who are supposed will pull the law, that they don't just get to skate free. dan: a lengthy federal investigation finds a conspiracy of fraud, corruption, and excessive force between a group of 10 law enforcement officers. seven of those officers are no longer with the departments, three are currently on leave. the departments say t cooperating with the investigation. the acting police chief saying in part, today's announcement is disheartening and undermines the incredible work our staff does on a daily basis. any police who breaks public trust must be held accountable. j.r. stone has been all over this story. he's in the newsroom to take you through key developments here tonight. reporter: hundred fbi agent's were involved in arrests that

have happened in texas, hawaii, and california in the last 48 hours. this stems from a two-year investigation. we must tell you, some of the allegations include graphic language. lol, putting a pistol in someone's mouth and telling them to stop stealing isn't illegal. it's an act of public service to prevent further victims of crimes. that's a text message sent from one antioch police officer allegedly to another. one of a number of text messages found in one of four unsealed indictments released on thursday by the united states attorney's office. >> let me be clear. color of law violations will not be tolerated. reporter: that from the fbi special agent in charge, referring to someone in an official position who deprives someone else of their constitutional rights. which is what is being alleged in many of these documents. >> the indictment describes are

defendants boasting about their illegal uses of force in text messages between one another. reporter: within these indictments, nine sworn police officers and one community officer with not only the antioch police department at the pittsburgh police department as well. as to the charges. >> conspiracy to distribute steroids. wire fraud. numerous civil rights violations. falsification of federal investigations. >> the indictment shows numerous text messages discussing use of force on individuals. 2020, 1 officer texted this to another. lol, what did you get. a derogatory term for a person of color. in another alleged text, an officer writes, i walked out the tent and game how to expletive him up. went back and got justice. >> collectively, these

indictments describe a group of officers who acted as though they were above the law. reporter: one of the indictments alleges that in officer used his personal cell phone to tip off the target of a wiretap. eight of the officers have already had first appearances in court. tomorrow will have that soon. these crimes have maximum sentences of 10 to 20 years in jail if convicted. j.r. stone, abc7news. dan: stunning allegations here. thank you very much. the city of oakland is finished with a formal review of a ransomware attack that crippled its data systems earlier this year. hackers infiltrated oaklands networks back in january. since then, the ransomware group play has dumped home addresses, drivers licenses, social security numbers, and more on the dark web. oakland announced no more data has been released since april. the city has secured $10 million in funding to strengthen its information systems going

forward. >> the latest on the wildfires on maui. the death toll has risen to 111 people. crews have searched 40% of the disaster zone on the island so far pigot data and video from the night the fire started suggests damaged powerlines may have sparked the flames. malley's top emergency official is resigning, citing health reasons. one day after he defended his decision not to sound warning sirens as the wildfires swept across the iran. -- island. one place where they are now using wildfire warning sirens, paradise. this is what they sound like a full fire is approaching. >> this is a test of the paradise early warning siren. them this spring. 85 people died when the campfire

ripped through paradise into thousand 18. right now, nick's restaurant is raising money to help maui residents rebuild. the restaurants manager lived on maui for 16 years and moved to paradise the year before she would lose everything in the campfire. she says her neighbors need her help right now so she's providing her customers with ways to donate. >> gosh. like everybody else, the campfire was devastating. they are a community that is very strong and we can help them financially and help them to rebuild in the way that they need to rebuild. i think it's very important that we let them tell us what they need. ama: if you would like to help with the maui wildfire relief effort, you can make a $10 donation by texting red cross or call 1-800-red-cross. ama: san francisco's and -- dan: san francisco's emergency sirens are coming back after sitting

silent since 2019. the city took the sirens off-line because they needed an upgrade and were vulnerable to cybersecurity threats. funding to fix them never made it to the top of the city's agenda of following what happened in hawaii, that stance has changed. aaron peskin voted no the last time there was a funding request , saying he thought the city should be spending money on planning. now he is supporting bringing back the sirens. >> i think lahaina has taught us that this should be higher up in the priority list and is the reason that i am moving forward with the funding package this year. dan: there are 119 sirens throughout san francisco. peskin estimates it will cost $5 million for all of them to be back online. that will be paid for with money the city had set aside for a hospital. ama: a problematic outside of cupertino. after millions of dollars of

fines and a tragic shooting, the facility is closing for good. the 3500 acre cory west end of stevens creek boulevard. lauren martinez is looking into white mike -- what might come next for the future of the site. reporter: the historic cement plant will shut down permanently and never reopened. tuesday, the santa clara county board of supervisors approved a legally binding agreement with the plants parent companies. >> if there's a change in business plans, if there is new leadership at the company, the plant still stays shut. reporter: this is a once and for all arrangement. the cement plant operated for more than 80 years. the quarry has been there more than a century. lehigh has supplied the bay area with more than half of the cement it uses in constructing bridges and buildings but not without problems. >> this has been a real challenge environmentally.

more than 2000 violations over 10 years. reporter: those 2100 violations range from small to big. the environmental advocacy nonprofit green foothill says the cement plant was the worst source of air pollution in the county. >> the quarry also was a source of pollution for permanent -- for the creek. it was discharging salami him, a toxin that causes birth defects and wildlife. reporter: the plant and quarry are shut down which seems like an environmental victory. plans to clean the site will take years. >> they have a proposal in, called reclamation plan amendment. it talks about what they will do and equally important, how they will restore the site when they ramp up their activities. that will probably take a couple years. >> the quarry is surrounded by some of the most beloved nature preserves in the county. reporter: their work to monitor the site is not done yet.

dan: concord high school is getting a new mascot. they will become the bears. the decision without some pushback. >> the concord high minutemen are no more. by a vote of 4-1, the board of the school district voting wednesday to approve a new mascot for the school. starting next year, they will become the bears. >> what i support is making sure that our students feel connected to our schools, that students have a voice. and that students go through a process. reporter: adam clark is the district superintendent. he says discussions have been happening for years after the district decided to replace human mascots with nonhuman ones. the goal was to make some more inclusive. >> it's time for new attitudes. if changing a mascot will make

students feel welcome, embraced, and empower them to participate more at their school, then i will support this. reporter: one of the concerns is the minutemen holding a musket at a time where school shootings are top of mind for many students. other issues come from the use of the word men. >> with the term men, what about our female students? they are not represented. reporter: not everyone agrees with the changes. matthew is a recent graduate who was on the student committee involved in the mascot change. he says even though the student body voted to become the bears, he believes that's because the status quo wasn't an option. >> they never asked us if we liked our current mascot or if we wanted to change it. reporter: the cost is estimated to be around $200,000. money that could be better spent improving student life in other ways, he says. >> it's the identity of our teams. we fight even when we are down.
