solutions. this is abc7news. >> make no mistake. this is a very dangerous and significant storm. comes hello current -- hurricane hilary. it will see its first tropical storm since 19 89. you are watching abc seven news at 11 i am going to get right to spencer christian who is tracking hilary for us tonight. we have been watching it closely all night. looking at your graphics, it did week into a category one. >> wind intensity has dropped as it goes farther north it is getting a little weaker. in terms of wind intensity. the rainfall potential is still as great as it was. >> for folks in southern california. >> and for the northwestern baja peninsula. here it is moving up along the western coast of baja california. it is likely to make landfall in

northwestern baja before it hit southern california around 5 a.m. tomorrow as a category one hurricane but it will begin quickly as it moves through southern california during the day tomorrow and into the afternoon hours. it may maintain that strength until it crosses over the state border between california and west central nevada tomorrow afternoon. it will continue dumping huge portions of rain all over a third of the state of california, western arizona, the southern two thirds of nevada. the hardest hit areas five to 7 inches of rain. three to 5 inches generally in the areas affected. look at its reach. the rainfall will reach all the way up into southern idaho by monday. we will keep tracking this for you and have more on the storm on our local weather in a few minutes. >> governor newsom declared a state of emergency earlier today and people are heating the warnings and evacuating. there are a lot of resources ready to respond.

roughly 7500 people from various state agencies ranging from the national guard to rescue teams have been deployed. cal fire is on standby as well with hundreds of engines in position already. besides fighting fires they have teams that do swift water rescues and search urban areas. most of the rain is expected to arrive sunday and monday and could produce flooding and mudslides particularly in areas with burn scars. help is already on the way tonight to southern california, a special task force loaded up this afternoon in the east bay and rolled out. while they are from here many have dealt with the aftermath of hurricanes. abc seven news reporter tara campbell has a closer look at their mission. >> loading up their gear and getting ready to head south, urban search-and-rescue task force for in the east called on to help respond to hurricane hilary. >> tonight we will see what we can do about where we are going to stay.

from their loved ones and heartbreaking for those sifting through the debris. >> president biden and the first lady are scheduled to travel to maui on monday to meet with survivors. abc news maui. >> san jose firefighters are pitching in to raise funds to support maui firefighters. the skf s --jfd was joined with other departments to raise money. they're asking the community to donate to their fill the boot fundraiser. on maui more than 2000 structures into the ground destroying the entire town of lahaina the proceeds raised will support firefighters in maui with their recovery from the devastating wildfires. some furry friends from maui are hoping to make the bay area at their new home. about 40 rescue pets arrived last night and will take refuge at local shelters. cats, dogs, puppies and kittens who are already in shelters at the time of the fire will now be put up for adoption here.

>> new at 11 someone threw an object at drake during his concert last night at the chase center. drake grabbed the item, it looks like a pamphlet. this is the latest in a series of incidents where fans have thrown things at performers during -- during shows including cell phones and drinks. in the north bay a small plane was forced to make an emergency landing in a vineyard. the cessna was in route to sonoma county airport when its engine failed. small plane rolled through about 100 feet of grape before coming to a stop. the pilot walked away without a scratch. he says it with limited time and options the only place to land was in the vineyard. >> the engine quit when i was approaching to land and i did not have enough altitude to make it to the runway and that became apparent. i thought it would make it to the golf course. i walked away right? it is all good but the airplane

is crunched. >> and some damaged vines. the pilot also says he is a certified flight instructor and has been flying since 1982. autonomous vehicle company crews will reduce the number of cars operating in san francisco at 50%. that is in response to a request by the california dmv which is investigating recent incidents involving them. at the latest was in san francisco thursday night. it involved a collision between a crews car and a fire truck. a passenger in the robo car was injured. crews released a statement saying it positively impacts road safety and looks forward to working with the dmv to make improvements. this comes a week after state regulators allowed crews to expand operations. happening now the eastbound portion of highway 80 is closed between the cities of hercules and crockett. the shutdown started at 9 p.m. and will be ongoing until 4 a.m. when it reopens.

the weekend closure is to accommodate major pavement repair work by caltrans. this will be the last weekend for the eastbound section shut down the westbound aside is scheduled to be closed over labor day. building a better bay area and one of the important issues we are looking at right now is crime and the efforts in some cities to prevent it. a program in oakland is connecting black men as mentors to middle and high school boys. the goal is to teach critical thinking and leadership skills and to end of the playground to prison pipeline. today there was a session for the new mentors who will get to work as the new school year starts. disciplined they are. >> donald was a sergeant in the sacramento county sheriff's office when he noticed a big problem in the black community. >> i got tired of seeing black

men go to jail and become victims of homicide and i looked around for a solution and did not see one. >> so he started one, he now runs the ok program which recruits and trains black men of all ages and backgrounds to mentor black boys. this is one of the training section -- sessions. >> our goal is to have our b develop in academics and social behavior and then they will be successful in society and avoid negative pit walls. >> i still remember mr. mckenzie told me i would be a leader some day. this was when i was in high school. i am 46 now. and that stays with you. >> seth said he had boy scout leaders at a track coach who guided him when he was growing up so he knows the impact a mentor can have. he is now chief of staff to in oakland city council. he is impressed with the program's commitment to reducing violence. >> this program really helps

develop people into good men. by focusing on the mentors here that come in regularly every saturday to talk to boys and help them become better. >> the program starts with boys and middle school and follows them through high school to teach critical thinking and leadership skills. -- he has been with the program for eight years and now oversees the oakland chapters. >> several young men go to college. we have a lot that i like to go to trades. we have a few that have military service. >> the success of the program has been taken national but there is still work to be done. >> we are only 6% of the population and account for more than 50% of the homicides each year. if we cannot have something specifically focused on that we are in trouble. >> in oakland abc7news. >> san francisco hosted its first ever asian and latino cookout. abc7news was at that free event at pier 30 which brought two major communities together in a celebration of culture and food.

food trucks, vendors, local artisans and mariachi bands were part of it. the festival also includes a carnival, a low rider car show and an asian night market. the asian and latino cookout is organized and hosted by two local nonprofits. in case you missed and exciting laser and lights show is taking place at the showboat space and science center tonight. the queens of pop showcase takes taylor swift's biggest hits and brings them to life in a dazzling laser light spectacular. the next laser night will be held on october 13 and will feature a spooky stranger things theme. i love these laser shows they have in san francisco, oakland. it has been cool to watch. >> there are lots of fun to watch. a great distraction from what we've been thinking about all

day. at the hurricane. >> you and i have been talking for a while. the bay area is pretty clear. >> minimal impact. >> but just south of us they will see some rain. >> basically for monterey county east and southward. that is where the heavier rain will fall and possibly produce flooding. let's take a look, it is still a category one hurricane. his moving up along the west coast of the baja california peninsula. by 5 a.m. or so it will make landfall in northwestern baja before moving up into the san diego area. by that time it will have weakened into a tropical storm. it will have tremendous flooding potential because of the heavy rain that will accompany the storm even up into parts of nevada. the excessive rainfall each of the storm goes well beyond these areas hardest hit like palm springs and las vegas. all the way up into northeastern california in the entire states

of nevada, utah and arizona. this is a monster storm in terms of its rainfall potential and flooding potential. in the bay area things are calm right now. light winds. here is a view from the exploratorium looking at the cityscape. 60 in the city, close to mid 60's in oakland, mountain view, palo alto. at 68 in san jose and 59 and half moon bay. from emeryville looking toward san francisco, we see clear skies although some marine layer is likely to form in the overnight. at 60 degrees in santa rosa and novato 63 in napa, 67 airfield and 72 in concord and livermore. pretty warm for this hour. looking across the embarcadero. let's check out the forecast headlines, low clouds, fog and patchy drizzle likely to return overnight. warm and humid tomorrow with a chance of isolated showers and still human on monday with a chance of more showers through the day. for tonight this is the forecast

animation. spotty showers coming from way down south ahead of the approaching tropical storm. we won't get much impact from the storm except some scattered showers and maybe a little bit of measurable rainfall. it will taper off in the midday hours tomorrow. overnight low temperatures mid to low 60's so pretty mild and humid and kind of uncomfortable. tomorrow it will be hot inland and becoming more humid as you look further east and south. you see that moisture coming up from the approaching storm. we will have high temperatures in the mid-90's tomorrow in the east bay and around the shoreline some mid-80's. upper 80's to low 90's in the north bay. the forecast animation for tomorrow evening, on monday we do expect to get some more substantial shower activity from the remnants of what will then be the depression of a tropical storm. patches of showers come in monday and monday night and that will wind down and we will start to dry off. here is the seven-day forecast. humid for the next few days, hot

>> hilary tonight as the storm moves northward and closes in on southern california. spencer christian is keeping an eye on hilary and have the latest track. >> here is a satellite view of the storm still off the west coast of baja california as a category one. as it moves northward it is encountering cooler waters and is weakening in terms of the wind intensity. it is not losing any of its rainfall intensity so it is expected to make rainfall -- landfall sometime tomorrow morning. as it weakens it will continue moving north crossing the border into nevada by late tomorrow or early monday. still with flooding rainfall potential, excessive rainfall reach goes all the way up through parts of northern california and across the four

supposed to stay through monday but because of the hurricane i want to be safe. my sister is starting high school, she could not get stranded. and my friend is in law school we had to get home. >> major evacuations are underway in british columbia and the northwest territories of more than 200 wildfires burn across canada. this footage was shot where locals were fleeing their homes. residents escaped the deadly flames using boats and kayaks while others swam across the lake to safety. canada's armed forces has been helping people escape the region and fly them to safer areas. president biden is expected to visit hawaii on monday to see the devastation from the wildfires on maui and visit those impacted. he is on vacation this weekend in tahoe attending church today. biden and his family are staying on the east side of the lake at the home of climate activist tom stier. he was among those who sought

and drug use outside their building. the area near the federal building has been a hot spot drug users and dealers who gather in plain sight of security. abc seven news reporter leon melendez went out to assess the situation. street and mission we found a group gathered in front of the federal building. >> do you realize you are in front of a federal building and doing drugs? they don't care you say. they said you can come here and do it? another man showed us his paraphernalia which included aluminum foil and a straw typically used to smoke fentanyl. >> can you explain what this is? >> this is, i picked it up off the ground. >> he gave his two unused needles to another man. are you using fentanyl or heroin? >> i shoot fentanyl and crystal together. >> that blasé behavior no longer surprises security at the federal building.

guards occasionally come out to ask them to move. one guard told me that is all they can do. >> this is a daily occurrence. >> yes every day. >> so much so that the chronicle reported that the u.s. department of health and resources -- services which has an office here has told its employees to work from home in light of the conditions at the federal building. supervisor matt dorsey lives nearby. >> we are not solving anything if we do not sell police staffing. >> he says he knows of another situation involving the daycare center. >> they were sharing with me that they were doing everything they can to hire people to do childcare work and 19 applications, a large majority of them decided they had no interest in working here once they found out the location. >> the federal government spent $3 million making improvements to the outside of the building which included a galvanized steel fence to keep the plaza

>> spencer christian is here with me now and we are going to talk about the weather. it is the weekend so a lot of people are making plans. how is it going to be here in the bay area? >> we will get only minimal effects from the approaching storm that will hit southern california. we will get humidity and some showers but for tonight sort of mild and humid. clouds overnight with overnight lows in the mid 60's. highs tomorrow under mainly sunny skies. the humidity is coming up from our southeast and as you can see in the inland you will encounter not only the heat of the humidity. here is the forecast animation starting tomorrow evening going into monday. notice how the areas of showers start to move into the bay area. we are not expecting any steady or heavy rain here from the storm. it is going to miss the bay area but we will get enough shower activity that there could be some measurable rainfall here on monday from the remnants of hurricane hilary.
