building a better bay area moving forward, finding solutions. this is abc7 news. >> please please listen to emergency personnel. local officials take seriously debris flows and floods. flash floods, lightning possibility of tornadoes. stay safe. >> at the top of the hour, california on alert. the last minute preparations underway as more than 42 million people are waking up under a tropical storm warning this morning. we are tracking hurricane hillary as it barrels toward california. the railroad tropical storm is expected to unleash floods, strong winds and heavy rain. good morning. it's sunday, august 20th. i'm stephanie sierra. meteorologist francis lawson is here tracking the hurricane. the big question of course, will it affect us here in the bay area? it will, but minimally, especially compared to southern california. right now, it's hurricane hillary

category one, winds at about 80mph. it's only 285 miles away from san diego. and as we move along throughout the day, you'll notice at around 11:00, it starts to make landfall and then it turns into a tropical storm. it loses power tonight and we will see remnants of hillary impacting the bay area. but i'll show you exactly by how much we'll notice an increase in humidity. and today, possibly an isolated shower or two, right now, the models show most likely in the north bay, better chances of showers on monday morning will see some rain. and this looks like it'll hit parts of the bay area. a lot of the north bay and to the areas well east of us. so right now, rainfall amounts are very minimal, but we'll be tracking this as things change and we'll keep you posted on what you can expect the next couple of days. stephanie, all right, frances, thank you. well right now, california is under a state of emergency as millions of people are evacuating and

heeding the warnings. governor gavin newsom issued the emergency saturday. more than 7500 people from first responders to ready to go. cal fire is on standby as well as with hundreds of engines and position. it will have teams ready for any potential swift water rescues and prepared to search urban areas. united airlines issued an alert saying that flights could be affected on till tomorrow. major league baseball games in the area have postponed and the rain could cause flooding and mudslides in areas with burn scars. hillary is expected to be the first storm of its kind to hit the region since nora in 1977. we spoke to residentss who are concerned. >> thousands of sandbags

now in san diego alone as hillary the region. the life-threatening storm is expected to bring heavy rains but the potential for devastating flash flooding, and even mudslides. forecasters say the storm could drop by year's worth of rain in hours. >> the biggest will be flooding. >> the san bernardino county sheriff's office issued evacuation warnings for several communities. >> make no mistake -- this is a very dangerous storm. > and said clemente cruz set out plastic tarps -- in san clemente crews set out plastic tarps to deter mudslides.

he now runs the ok program. this is one of their training session for mentors who will work in the oakland chapter. >> we are trying to help our boys develop in their academics and social behavior. >> i still remember mr. mc told me i would be a leader someday. this was when i was in high school. i am 46 now. >> seth had a track coach who guided him as he was growing up so he knows the impact a mentor can have. he is now chief of staff to dan cao. he said he is'impressed with the programs commitment'-- he is impressed with the program's commitment to raising men. >> the program starts with and middle school and follows them through high school.

robert smith is an oakland police officer who grew up in foster care. he has been with the program for eight years and now oversees the oakland chapters. >> we have a lot of young men who elect to go into trades. >> the success of the program has taken it national, there is still work to be done. >> if specifically focused on that, then we are in trouble. stephanie: it is great to see that impact in the community. san francisco hosted its first ever asian community cookout. they came together for a celebration of culture and food. local artisans and marriott she banneds

bands were there. happening now san francisco crews are helping to battle multiple wildfires burning along the calif the smith river complex is made up of 12 fires covering the six rivers national forest. the national -- the service said several ligning strikes have hit the area, which led to several fires being ignited. you can track all of the fires burning in our state right now. th create its own electricity service. san jose power would not be the same as san jose clean energy, which started back in 2019. the proposal would operate separately from pg&e. dustin dorsey explains. >> san jose

warning for the area in orange. even wind advisories out towards phoenix and arizona. here is the forecast model with how much rain they're going to get. they will be inundated. you will see anywhere from one to six inches. that is why we are thinking these are life-threatening rainfall amounts with possible flash floods expected throughout the day today. what it will do for the bay area is give us a chance of storms and increased humidity. it is already muggy to humid and we will experience that over the next few days. a live look at sfo shows us fog their. temperatures are the milder side but in san francisco, it we are

stephanie: after years of silence san francisco's emergency sirens are coming back. they have been off-line for a security upgrade with no funding for years. emily woodrow has the story. >> since 2019 thi been silenced. that is when san francisco's emergency sirens were taken off-line because they were vulnerable to cyber security threat. >> there are ways to communicate >> important -- there are ways to communicate in real time that are important. all of these departments bring their list of priorities in priority order. >> the sirens never made it to

in the east bay concord high school is getting a new mascot. starting next year the concord high minutemen will become the concord high bears. the decision is coming with some opposition. >> the concord high minutemen are no more. board approved a new mascot for the school. next year they will become the bears. >> i support that our students feel connected to our schools, that they have a voice, and that students gthrough a process. >> clark is the district superintendent. he says discussions over the change have been ongoing for years. >> it is time for new attitudes and if changing a mascot will

it will be tracking to the north end by 11:00 this morning it will make landfall in the baja california area. i 2:00 this afternoon, that is when it will hit the border of california. it they will get inundated with rain from 2:00 until 8:00 and that is when it moves the center. tropical storm hilary will be moving north of los angeles. they will get the brunt of it this afternoon and evening. here is what it is doing in the bay area -- we are not getting too much rain in the bay area, may be the chance of an isolated shower, and it is bringing rain to parts of the central valley. fresno has already gotten a few hundredths of an inch of rain and even some lightning strikes there north of kalinga. most of the rainfall is heading parts of southern california at this point. as we take a look, we have

numerous advisories. the tropical storm warning goes from los angeles down to san diego. a flood watch in many parts of the state and there is even a winde advisory and parts of arizona. rainfall totals could be as high as up to 10 inches by tomorrow evening. the areas they are in the dark purple, many other areas will get anywhere from one to 3 inches of rain. for the immediate bay area, rainfall estimates are little to none for the immediate bay area may be parts of the north bay like ukiah could get up to a quarter of an inch, but most of this rainfall will affect the interior valleys and further east of the bay area. dew points is what we will notice are changing and that will feel muggy and humid today

and tomorrow. temperatures right now are from the upper 50's to even the upper 60's, so san francisco, 59. a live view from sutro. you can see those low clouds and the salesforce tower peeking out from below the low clouds. some patchy drizzle is possible this morning. it will be warm and humid today with showers possible. the shower chances increase tomorrow. temperatures today will range from 60's at the coast to mid to upper 90's inland so it will be quite a warm day. here is the seven-day forec the isolated showers chance, today but better chances tomorrow. we have a couple humid days as remnants of hilary will pass through the area tomorrow and then drier and quite hot on wednesday before temperatures moderate. stephanie: we are tracking

chelsea is no stranger to the international stage. she first pri competition a year ago. was that your first world championship? >> chelsea was way better than anyone else at that competition. they did not have the skills she was doing even listed. >> that is her coach don pombo. she has been working with chelsea for two decades now, but when they started working together she had no experience working with kids with special needs. what is your secret? > i treat her like anybody. she does not have down syndrome. >> that hard work has paid off tenfold inspiring parents of kids with down syndrome around the world. >> you think there are not going to be opportunities for my
