>> building a better bay area, moving forward, finding solutions. this is abc7news. >> please listen to emergency personnel. possibility of tornadoes, st safe. stephanie: at the top of the hour, california on alert. the last preparations underway as more than 40 2 million people are waking up under a tropical storm warning. we are tracking hurricane hilary as it barrels towards california. the rare tropical storm is expected to unleash floods, strong winds and heavy rain. good morning. i'm stephanie sierra. let's get right to hurricane hilary.

francis is tracking the latest and how it will affect us here in the bay area. francis: we will see the effects of remnants of hillary affecting the bay area. it is a category level one with winds at 80 miles per hour. at 11:00, it will hit baja, california. around 2:00 in the afternoon, it will hit the california border. some of the heaviest rain in southern california this afternoon and this evening as it turns into an area of low pressure. by monday, it moves towards our northeast and this is what will bring us the chance of rain in the bay area. for today, as we show you forecast animation, we will see some increasing cloud cover with an isolated showers or two. better rain chances monday morning into the afternoon to our north and east. i will have the rain totals coming up. stephanie: right now, california

is under a state of emergency as millions of people are evacuating. governor gavin newsom issued the emergency saturday evening. more than 7500 people from first responders to support staff are ready to go. that includes hundreds of california national guard's and women. calfire is on stand fire as well as hundreds of engines and position. teams will be ready for any potential water rescues and prepared to search urban areas. united airlines issued an alert saying flights could be affected today until tomorrow. major-league baseball games in the area have been postponed. the rain could produce flooding and slides in areas with burn scars. residents are getting ready filling sandbags and putting up barriers. hilary is expected to be the first storm of its kind to hit the region since 1997. lionel moyes talks to residents who are uneasy about what is to

come. >> sandbags in high demand in the southwest. thousands given out in san diego alone as hillary heads towards the region. >> this is a large storm with huge footprint unlike what we usually see in san diego. lionel: the life-threatening storm is expected to bring heavy rain with the potential for devastating flash flooding and even mudslides. forecasters say the storm could drop a years worth of rain in some areas in just 48 hours. >> the biggest will be flooding because of all the rain coming down. lionel: the san bernardino county sheriff's office issued an evacuation order saturday for several communities. >> make no mistake, this is a very dangerous and significant storm. lionel: cruise set out plastic tarps hoping to guard against possible mudslides. along the coast, crews make massive sam berms to protect

from waves. this is unprecedented. >> is l.a. prepared for this? >> i doubt it. >> fema's administrator in contact with the governors of california and nevada, promising federal support. stephanie: as you can imagine, a lot of help is needed and it is already on the way from the bay area. a special task force from the east bay has been deployed to riverside county where they are expecting heavy rainfall. tara campbell was there while they are packing up to leave and has a closer look at their mission. >> loading up their ready to go south. the task force called on to help respond to hurricane hilary. >> we will see what we can do about where we will stay. >> captain frank leading the way. >> we got the call around 12:00 this afternoon stating there was

a possible deployment. very quickly after that, we got the official order saying there was a deployment. it was immediate need. tara: the swift water rescue team is made up of 61st responders from across the bay area, congregating quickly saturday afternoon in oakland. >> we are checking all of the equipment to confirm we have everything, nothing is broken and we are operation ready. tara: this team knows how to go. it has been deployed to hurricanes across the country. >> hurricane harvey, hurricane irma. >> what we typically have to handle is the stuff directly afterwards. people stranded inside buildings, high flooding conditions, contaminated water. tara: the team is heading inland to riverside county, expecting massive rainfall. >> flash floods is one of the

concerns we have. tara: packing up and preparing for whatever may come. >> you cannot predict the magnitude of the flooding or if a levee breaks. tara: as for how long they will be down there, that all depends on how hilary plays out. >> it is all based off of what ends up coming out of this storm. tara:ara campbell, abc 7 news. stephanie: a lot developing a new contract at all too. our hurricane tracker has details about where it is currently located, its strength, and the impact expected here in the bay area. we will have special team coverage on our 24-hour livestream when hllary reaches california at 4:00 p.m. now to the latest on the maui wildfires. officials now reporting that 78% of the area has been searched with the death toll now at 114. there is also progress on the containment of the lahaina

fire, containment now 90%. and the two upcountry fires that broke out at the same time are now at 85% containment but that instruction remains as survivors are dealing with the aftermath. >> the sound of a something i don't wish on anyone to experience. the sounds i heard will never leave my head. stephanie: an investigation is currently underway into the cause of these fires. hawaiian electric is facing scrutiny. one of the reasons, the maui county government recognized the potential wildfire threat in a report two years ago but did not follow procedure. the report warned about aboveground power lines, adding they are vulnerable to wildfires and can even provide the ignition that could start a wildfire, particularly in windy or stormy conditions. president biden will make his way to the island of maui tomorrow to survey the damage. according to white house officials, biden and the first

lady will meet with survivors, as well as federal and state officials. some have criticized the president for not having more of a response to the mass casualty disaster but last week, he said he didn't want the demands of a presidential visit to interfere with search and recovery efforts. santa clara county firefighters are pitching in to raise funds to support maui firefighters. the san jose fire department and other department raised money for the cause. they are asking the community to donate to their fill the boot fundraiser. all proceeds will support firefighters in maui. if you would like to help with the maui wildfire relief efforts, you can make a $10 donation to the red cross by texting "red cross," to the number on your screen or call 1-800-red-cross. any donation is certainly appreciated. it will go a long way to keep the island strong.

in the north bay, a small plane makes an emergency landing at an vineyard. a cessna was going to sonoma county airport when the engine failed. it rolled through 100 feet of grapevines before coming to a halt. thankfully, the pilot was walking away without a scratch. >> the engine quit when i was approaching the land, and i didn't have enough altitude to make it to the runway. i thought i would make it to the golf course. i walked away. i'm not hurt. but the airplane is crunched. stephanie: glad he is ok. with limited time and options, the only safe place to land was in that vineyard. the pilot says he is a certified flight instructor and has been flying since 1982. he certainly knew how to handle that. let's take a peek outside. good morning. >> good morning. here's a live look where san

stephanie: major evacuations underway in british columbia as more than 1000 wildfires burn across canada. take a look at this footage where locals escaped from their homes. residents escaped at the deadly flames using boats and kayaks while others swim across the lake to safety. >> it has become evident that this event is going to leave a long-lasting scar on our community. stephanie: canada's armed forces have been helping people escape the region and fly them to safer areas. abc7news is dedicated to building a better bay area, and one of the most important issues we focus on is crime and local efforts to prevent it. we went to tell you about a program in oakland connecting middle and high school boys to mentors. the goal is to teach

critical thinking, leadership skills and keep them out of trouble. we have their mission. >> grade-point average tells me how disciplined they are. >> donald was a sergeant in the sacramento county sheriff's office but noticed there was a big problem in the black community. >> got tired of seeing black men going to jail and becoming victims of homicide. i looked around for a solution to the problem, and i did not see one. >> he didn't see one, so he started one. he now runs the ok program. it recruits and trains black men of all ages and backgrounds to mentor black boys. this is one of their training sessions for new mentors working the oakland chapter. >> we are trying to help our boys develop in their academics and social behavior. we know if they do that, they will be successful in society and avoid the negative pitfalls. >> i still remember mr. mckenzie told me i would be a leader someday. this was when i was in high school. i am 46 now.

that stays with you. >> seth stewart said he had a track coach who guided him as he was growing up so he knows the impact a mentor can have. he is now chief of staff to dan cao. he says he's impressed with the programs dedication. >> really focusing on the mentors. they come in every saturday to talk to boys and become better people. >> the program starts with boys in middle school and follows them through high school. robert smith is an oakland police officer who grew up in foster care. he has been with the program for eight years and now oversees the oakland chapters. >> several young men go to college. we have a lot of young men who elect to go into trades. we have a few young men that have military service. >> the success of the program has taken it national, there is still work to be done. >> if we cannot have something

specifically focused on that, then we are in trouble. stephanie: happening now, the eastbound portion of highway 80 is closed between the cities of hercules and crockett. it is expected to open back up at 5:00 a.m. monday. it is for major pavement repair work by caltrans. this with the last weekend for the eastbound section shut down. work for the westbound side is scheduled for the labor day weekend. san francisco crews are helping battle multiple wildfires burning along the california-oregon border. the smith river complex is made up of 12 fires covering the six rivers national forest. take a look. the u.s. forest service says about 150 lightning strikes at the area since tuesday which led to over a dozen fires being ignited. you can track all of the fires burning in our state right now.

just go to abc7new the abc 7 bay area wildfire tracker. the city of san jose might create its own electricity service. san jose power would not be the same as san jose clean energy, which started back in 2019. it is important to note the proposal would operate separately from pg&e. dustin dorsey explains. >> san jose wants to have the power over its own power. the city council is looking into creating san jose power, its a loan limited utility -- own limited utility company managed by the city. it could make up for the shortcomings pg&e has. >> pg&e has a lot of focus on rural areas and places with fire danger, and it might not have the resources in san jose to expedite those resources. i think it might be good in the future to offer an alternative. >> cohen is in favor of the exploration because early

estimates found that residents could save between 15% and 25% on their bills and see more resiliency in light of outages. it impacted nearly 100,000 people and two hospitals. he says the time to act is now is the california independent system operator has plans to build two new transmission lines into san jose in the coming years. >> those new transmission lines will be built between now and 2028, but if we get involved early in their design process, we may be able to tap into that system and have the connections that we need to have this as an option in the future. >> but not all think this option is a good one. pg&e and the international brotherhood of electrical workers local unions both sent letters to the council calling on the deferral of the agenda item until a later date, citing issues involving loss of jobs for union members. the cost to start up a new utility service and

qualifications to run the new grid. councilmember cohen says the city would not take over infrastructure from pg&e but is hopeful that with more time, san jose power is best for the city. >> it cannot hurt for us to explore and see if that will be possible. right now, pg&e is the only provider and i don't think it is healthy to have a single provider. stephanie: take a look at this. drake is the latest music artist to have something thrown at him while on stage. it happened during his concert friday night at the chase center. it is not the first time this has happened. he was pretty quick to think on his feet. he grabbed the item in the air while performing which looks to be a pamphlet. he catches the item and tells the fan they are lucky it did not hit him. thankfully, he was not hurt. ♪ stephanie: for those who misse the taylor swift tour, don't

worry. the space and science center held a laser and light show to keep that going. the queen of pop takes taylor swift's biggest hits and takes them to life in a dazzling laser light spectacular. the next one will be held on october 13 and will have a different theme, a spooky "stranger things." one. it is the popular series. speaking of stranger things, we have some stranger weather headed into the golden state. we have the latest with hurricane hilary. frances: very unusual we have a tropical storm warning in parts of southern california right now. right now, hurricane hilary is a category level one with winds of about 80 miles per hour. it will make landfall in the next few hours as it works its way up towards california but not without doing a lot of extensive damage. around 11:00 this morning, starts to make landfall.

2:00 in the afternoon is when it hits the california border and they will get hit with lots of heavy rain throughout the day into the evening before it turns into a tropical storm and tropical depression. remnants of hillary will pass to the east and that will bring us a chance of rain on monday. but really not much. the brunt of this rainfall will fall in southern california anywhere from one to four inches , five inches but notice the areas of purple and some of the mountainous regions, especially near palm springs and los angeles. we could see up to 10 inches in some of the isolated spots. very dangerous conditions. the area in orange is a tropical storm warning through wednesday morning. the areas in green is the flood watch. san francisco is not included in the flood watch at all. it expires on monday in the evening for california and then continues all the way through

tuesday morning for nevada. here's what it looks like right now. we saw a few lightning strikes north. we are seeing some light rainfall in the central part of the state and some rain in southern california has started this morning. rainfall estimates for our area, you will notice little to none around the immediate bay area. we could get a few hundreds. for the most going to see much rain. a chance of showers tomorrow res the humidity. dew points anywhere in the upper 50's to low 60's so it will be muggy to humid over the next couple days. lots of cloud cover out there. low clouds as we show you a live shot from our roof camera looking toward san francisco. san jose at 65. around the east bay hills, we are seeing some high clouds working their way through the bay area.

santa rosa, 60 but we have some milder temperatures. fairfield at 66. you can see the marine layer creeping into the bay area. there is the salesforce tower. we are going to be dealing with low clouds, fog, patchy drizzle. isolated showers possible but more likely a better chance of showers tomorrow. it will still be humid. temperatures warmer concerto -- compared to yesterday. inland areas in the mid to upper 90's. tonight, temperatures stay mild and we will see the areas of green, those other showers that start to pop up tomorrow morning. it could be a little bit of a slippery commute. isolated chances today, quite warm inland. tomorrow, a little cooler. it will still be humid. better chances of showers. drying out by midweek. getting hot wednesday before temperatures moderate.

285 miles southeast of san diego. let's put this in motion. 11:00, it hits baja, california and then it hits our state at around 3:00 this afternoon. some very heavy rain throughout the afternoon and evening as it weakens into a tropical storm and tropical depression. by monday, remnants of hilary will bring the bay area chance of rain. we could even see an isolated shower or two this morning or today but not too much rain expected. just increasing clouds and humidity. tomorrow is when we see better chances of rain. monday morning could be slippery in spots and then it starts to dissipate by the evening. rainfall anywhere from zero inches to a quarter. stephanie: minute by minute, we know you will be tracking it. california certainly is not taking chances with the storm bearing down.

millions of people are in hurricane hilary's path and some are preparing to write it out while others are evacuating. cornell barnard looks at how the golden state is getting ready. cornell: hilary nearing landfall on mexico's baja peninsula, bringing heavy rain, and rough seas. hundreds of miles north -- humidity -- communities near filling sandbags, preparing for hilary which could bring epic rainfall. >> there's going to be some rain. usually there is some flooding and landslides. >> evacuation orders have been issued for mountain communities in san bernardino county. my friend juliet is cutting her family's socal vacation short, and driving back home to phoenix. but heavy rain was making that drive tough. >> we cut the vacation short because when we looked at the pathway, we saw it would track further eastward. being from the desert, we know it is not a good mix. >> heavy rain from this storm i

2019 water rushing into palm springs. it is why many cut -- many coachella valley neighbors are getting ready with sandbags, something they have never needed before. >> everyone is pulling together and helping one another. i think we think it is going to be a big deal. >> some cities are running out of sand so people have been driving into desert open space to fill sandbags. near san diego, some stores have sold out of flashlights. fema has activated its national response coordination center. officials expect flooding, landslides and power outages. >> we are recognizing and encouraging people to take the time they can to prepare now. people may not be sure how to take it. we encourage people to take it very seriously. >> my flight got canceled. i found out this morning at 8:00 a.m. >> emily is trying to get back home to san diego after spending the weekend in the east bay. >> we have a family friend who

>> since 2019, this sound has been silenced. that is when san francisco's emergency sirens were taken off-line because they were vulnerable to cyber security threats. >> there are ways to communicate in real time. i think it is important. >> important but not a priority. >> all of these departments bring their list of priorities in priority order. >> he says the sirens never made it to the top of the list. in a statement, the department of emergency management told abc 7 it is the city's intention to bring the outdoor public warning system back online as quick as funding and public implementation is available. peskin says he was the only no vote. >> i felt we should be putting more money into capital planning citywide. that is why i was the only no vote. >> the sirens have been top of mind since the devastating fires in maui.

in light of what happened in lahaina, do you think you made the right call? >> knock on wood, so far, but i think lahaina has told us that it should be higher up on the priority list, and it is the reason i am moving forward with a funding package for it this year. >> on september 5, peskin will introduce an ordinance to fund the first phase of the public outdoor warning system rehabilitation. >> contingency funds that we had for laguna had the state not recertified that skilled nursing facility are now available to be expended in different ways. >> about $96 million. he says the first priority will be to allocate approximately $3 million to 27 of the 119 outdoor warning facilities and a tsunami zone. all sirens will cost approximately $5 million,

it is now 6:39 a.m. so cute. in the east bay, concord high school is getting a new mascot. starting next year, the concord high minutemen will become the concord high bears. the decision is coming with some opposition. >> the concord high minutemen are no more. by a vote of 4-1, the school district board voted wednesday to approve a new mascot for the school. next year, they will become the bears. >> what i support is making sure that her students feel connected to our schools. that students have a voice and that students go through a process. >> he is the district superintendent. he says discussions over the change have been ongoingor years after the district decided to replace human mascots with nonhuman ones. the goal was to make them more inclusive. >> it is time for new attitudes and if changing a mascot will make students feel welcome,

embraced, and empower them to participate more at their school, then i will support this. >> one of the concerns among those who called for change is the minutemen holding a musket at a time when school shootings are top of mind. other issues come from the use of the word men. >> with the term men, what about our female students? they are not represented. >> not everyone agrees with the changes. matthew was a recent graduate who was on the student committee involved in the mascot change. he said although the student body voted to become the bears, he said that only because this status quo was not an option. >> they never asked us if we like our current mascot or if we wanted to change it. >> the cost to change the mascot is estimated to be around $200,000. money he believes could be better spent. >> it is kind of the identity of our teams.

10th and the a's lose 7-2. have a great weekend, everybody. stephanie: what are the chances of that ball getting stuck on that fence? i guess one in a million. frances: if you are going to the a's game today, you will need an umbrella. hurricane hilary is a category level one but over the next few hours, it will weaken to a tropical storm when it makes landfall. it is expected to hit the california state border around 2:00 in the afternoon. it will move through the state through the evening hours and it will turn into a tropical depression. later on, we will see remnants of hilary impact the bay area in terms of maybe some light rainfall tomorrow. i will show you that. here is what it looks like. lots of rain moving into southern california at this point. it is going to be affecting the nevada state area.

the area in orange is where we have the tropical storm warning. there's a flood watch through monday until monday evening. and then through nevada until tuesday at 5:00 a.m. the bay area, no major concerns regarding hurricane hilary. the rainfall amounts will be quite heavy especially in the areas, the mountainous regions where it can be seven to 10 inches. that is why we are expecting life-threatening flooding and other areas will see anywhere from one to five inches. in the immediate bay area, most areas will see possibly up to a quarter inch. maybe 1/10 of an inch at clearlake but you will see it is hit-or-miss, spotty light showers. what we will notice points are going to be higher than couple days so they will be in the upper 50's to low 60's

>> did you do it? she did it. >> we are now at a point where it is no different than coaching any of the other kids. >> how many years have you been doing gymnastics? your whole life? >> the whole life. >> after spending the past six years in usa gymnastics with individuals with no disabilities, next month, she is going to the south african down syndrome gymnastics competition. >> it is a great experience. her gymnastics has never been better than it is now. the competition will be tough but she is ready. >> chelsea is no stranger to the international stage. she won first prize in the same competition first in london and then italy six years ago. was that your first world championship? >> chelsea was way better than anyone else at that competition. they did not have the skills she was doing even listed.

>> that is her coach don pombo. she has been working with chelsea for two decades now, but when they started, she had no experience of working with kids with special needs. what is your secret? >> i treat her like anybody. she does not have down syndrome. she just comes into the gym, you have to do a handstand, you do a handstand. >> that hard work has paid off tenfold inspiring parents of kids with down syndrome around the world. >> you think there are not going to be opportunities for my child with down syndrome but chelsea and other athletes are proving that is completely untrue. >> as for south africa -- are you ready for september? >> yes. >> if she does what we practice, she will win. stephanie: what an inspiration. frances: definitely. stephanie: she is defying all odds.
