hour, around 220 miles south southeast of san diego, california. it is expected to hit our border around 2, 3 :00 this afternoon. it will bring the heaviest rain and winds this afternoon and evening through southern and central california. remnants of hilary will impact the bay area, most likely more tomorrow than today. today, we could see a few isolated showers. tomorrow, we have better chances of showers. the forecast animation, you see a little bit of green east of ukiah and cloverdale. for the most part, increasing clouds and higher humidity. tomorrow morning is when we could see better chance of scattered showers throughout the day. rain totals will be little to none, more rain north and east of the bay area. stephanie: southern california is under a state of emergency as millions are evacuating and heeding the warnings. governor gavin newsom issued the

emergency saturday. we are tracking all the preparations, more than 75 hundred people from first responders to support staff are ready to go. that includes hundreds of california national guard's and women. calfire is on standby with hundreds of engines in position. it will have teams ready for any potential swift water rescues and prepare to search urban areas. if you are traveling, united airlines issued an alert saying flights could be effective today and tomorrow. major-league baseball games in southern california have been postponed. the rain could produce flooding and slides, particularly in areas with burn scars. residents are getting ready, filling sandbags and putting up barriers. hillary is expected to be the first form of its kind to hit the region since nora in 1997. we spoke to residents who are concerned about what is to come. reporter: sandbags in high demand in the southwest,

thousands given out in san diego alone as hillary heads toward the region. >> i need to a large storm with a huge footprint, unlike what we usually see in san diego. reporter: it is expected to bring heavy rain with the potential for devastating flash flooding and mudslides. forecasters say the storm could drop a years worth of rain in some areas in just 48 hours. >> the biggest will be flooding, that is what is looking right because of the rain coming down. we do not have the infrastructure to deal with this. reporter: evacuation warnings were issued saturday for several communities. >> make no mistake, this is a very, very dangerous and significant storm. reporter: crews set up plastic tarps hoping to guard against possible mudslides. along the coast, they work to milled -- build s from waves. >> is l.a. prepared for this?

>> i doubt it. if we cannot handle normal rain, i doubt we can handle this type of rain. reporter: she has been in contact with the governors of california and nevada, offering federal support. abc news, new york. stephanie: help is on the way from the bay area, a special task force from the east bay has been deployed to riverside county, where they expect heavy rainfall. tara campbell has a closer look at their mission. reporter: loading up their gear and getting ready to head south, urban search and rescue task force for in the east bay called on to help respond to hurricane hilary. >> tonight, we will see what we can do about where we can stay. reporter: the captain leading the way. >> we got a call around 12:00 this afternoon, stating there was possible deployment. very quickly after that, we got the official order saying there was a deployment with immediate need and we needed to go down there as soon as possible.

reporter: the swift water rescue team is made up of 61st responders from across the bay area, congregating quickly saturday afternoon in oakland. >> checking the motors, checking the boats, checking all of the equipment to confirm we have everything. we are operational and ready in the event we to get out there and it is go time. reporter: they know how to go, it has been deployed to hurricanes throughout the country. >> harvey in texas, florence in north carolina. reporter: costa county fire. >> people stranded, high flooding conditions. reporter: the team is heading inland to riverside county, expecting massive rainfall. >> flash flood is a concern we have. reporter: packing up and preparing for whatever may come. >> you cannot predict the magnitude. reporter: as for how long they

aftermath. >> the sound of a is something i do not wish on anyone to ever hear or experience. the sounds i heard will never leave my head. stephanie: just devastating. an investigation is underway into the cause of the fires. hawaiian electric is facing scrutiny. one of the reasons, the maui county government recognized the potential wildfire threat in a report two years ago, but did not follow procedure. the 2021 report warned about aboveground powerlines, adding they are vulnerable to wildfires and can provide the ignition that could start a wildfire, particularly in windy or stormy conditions. president biden will make his way to the island tomorrow to survey the damage. according to white house officials, he and the first lady will meet with first responders, survivors as well as federal, state and local officials. some have criticized the president for not having more of a response to the massive

casualty disaster. i've tweaked, he said he did not want the demands of a presidential visit to interfere with any search and recovery efforts. that help is happening from coast to coast, including here in the south bay. the san jose fire department and others raised money to support maui firefighters. they are asking the community to donate to their fill the boot fundraiser. all proceeds support the island to begin recovery. if you would like to help with the wildfire relief efforts, you can make a $10 donation to the red cross by texting red cross or calling 1-800-red-cross. any donation is appreciated to keep the island maui strong. in the north bay, take a look at this video. a small plane makes an emergency landing not on a runway, but beside grapes in a vineyard. the cessna was in route to sonoma county airport when the engine failed.

it rolled through about 100 feet of grapevines before coming to a stop. thankfully, the pilot walked away without a scratch. >> the engine quit when i was approaching to land. i did not have enough altitude to make it to the runway. i thought i would make it to the golf course. i walked away, i am not hurt. but the airplane is crunched. stephanie: the pilots as with limited time and options, the only safe place to land was this vineyard. bill is a certified flight instructor and has had decades of experience flying since 1982. we are glad you landed safely. let us take a peek outside, how is it looking? frances: looking gorgeous, seeing some high clouds move through. we will have a chance of isolated showers today due to tropical storm hilary, but not too much impact.

how disciplined they are. reporter: he was a sergeant with the sheriffs office when he noticed there was a big problem in the black community. >> i got tired of seeing black men going to jail and becoming victims of homicide. i looked around for a solution and did not see one. reporter: so he started one, he runs the ok program, which recruits and trains blackman of all ages and backgrounds to mentor black boys. this is one of the training sessions for new mentors and the oakland chapter. >> help boys develop in their academic and social behavior. if they do that, they will be successful. they will avoid the negative pitfalls. >> i remember mr. mckenzie told me i would be a leader someday, this is when i was in high school. i am 46 now. that kind of stuff stays with you. reporter: he had teachers, boy scout leaders and a track coach

that guided him as he was coming up, so he knows the impact a mentor can have. he is chief of staff to an oakland city councilmember. he is impressed with the program's commitment to reducing violence. >> it develops people into goo men by focusing on the mentors, they come in regularly every saturday to talk to boys and help them become better people. reporter: it starts with boys and middle school and follows them through high school. robert smith is an oakland police officer who grew up in foster care. he's been with the program for eight years and oversees the oakland chapter. >> several young men go to college, a lot of young men elect to go to trade. we have a few young men that have military service. reporter: there is still work to be done. >> 6% of the population accounting for more than 50% of homicides. if we cannot have something specifically focused on that, we are in trouble.

stephanie: canada, major evacuations are underway in british columbia is more than 1000 wildfires burn across the region. this footage was shot at a lake where locals escape from their homes. residents escape the deadly flames using boats and kayaks while some people had to swim across the lake to safety. >> i think it is -- it h become evident that this event is going to leave a long, lasting scar on our community. stephanie: canada's armed forces has been helping people escape the region and flying them to safer areas. san jose power may soon have a new name. it depends if the city of san jose ends up creating its own electricity service. a proposal that would operate separately from pg&e. reporter: power over its own power.

the city council is looking into creating san jose power, its own limited utility company managed by the city. councilmember says he can make up for the shortcomings pg&e has as new power transmission lines are being planned for the city. >> pg&e has in places with fire danger and might not have the resources to expedite those kinds of connections. i think it might be good in the future to offer an alternative. reporter: he is in favor because residents could save between 15 and 25% on their bills. and see more resiliency in light of frequent pg&e outages. the impact of nearly 100,000 people and two hospitals. the time to act as now is the california independent system operator has plans to build two new transmission lines into san jose in the coming years. >> those lines will be built between now and 2028 and open in

2028. if we get involved early in the design process, we may be able to tap into the system and have the connections we need to have this as an option in the future. reporter: not all think this option is a good one. letters to the council calling on the deferral of the agenda item to a later date, citing issues involving loss of jobs for union workers, and qualifications to run the grid. the councilmember says the city would not take over infrastructure from pg&e and there is more exploration to be done. he is helpful with more time, they will see san jose power is best for the city. >> it cannot hurt to explore and see if it is possible. right now, pg&e is the only provider and i do not think it is healthy to ever have a single provider. stephanie: did you catch drake this weekend?

weather, tropical storm hilary is headed to the golden state. what is the latest? frances: we are tracking at right now, around 200 20 miles away from san diego and moving north. it will hit california this afternoon. wind speeds are around 70 miles per hour, it is a category -- it is a tropical storm at this point. we will track it in the next few hours. this afternoon, it hits the california state border. los angeles is already reporting heavy rain right now. it moves through this evening, bringing the brunt of hilary to southern california and parts of central california before it moves to nevada. by monday, remnants of hilary will bring us better chances of light, scattered showers. today, not too much, just an isolated shower. most of the rainfall is falling right along the track, you see some of the areas where it is

purple. those are some of the heaviest rain falls we could expect, up to 10 inches in a few spots. other areas getting anywhere from one to six inches. here is what live doppler 7 looks right now, you see the yellow in los angeles right now. we could see a spotty showers in the bay area. for the most part, it is pretty dry. the flood watch in green shows the track of the storm, so we have a flood watch for the southern part of our state into nevada and even parts of oregon and idaho. the tropical storm warning near los angeles in orange. in the bay area, lots of cloud cover right now. it is still pretty dry. we will notice an increase in humidity. dew points in the upper 50's to low 60's, maggie to humid conditions today and tomorrow. a live shot from sutro shows a nice start in san francisco, a

stephanie: after years of silence, san francisco's emergency sirens are coming back. they have been off-line since 2019. melanie woodrow has this story you will see only on seven. reporter: since has been silenced. that is been san francisco's emergency sirens were taken off line because they were vulnerable to cyber security threats. >> there are ways to communicate in real time, i think they are profoundly important. reporter: important, but not a priority. according to supervisor aaron peskin. >> all these departments bring their list of priorities in priority order. reporter: the sirens never made it to the top of the list. the department of emergency management said in part it remains the city's intention to bring the outdoor public mourning system back online as quick as funding and project

implementation are available. last time funding went before the planning committee, he was the only no vote. >> i felt we should be putting more money, even though it was difficult, into capital planning citywide. reporter: the sirens have been top of mind since the devastating fires in maui. stephanie: in light -- reporter: in light of what happened in lahaina, do you think you made the right call? >> knock on wood so far, but i think lahaina has taught us it should be higher up on the priority list and is the reason i am moving forward with a funding package for it this year. reporter: on september 5, he will introduce an appropriations ordinance to fund the first phase of the outdoor public mourning system rehabilitation. >> the state not recertify the skilled nursing facility are now available to be expended in different ways. reporter: about $96 million.

shooting saturday. the police responded to calls about a person who had just been shot after 2:30 p.m.. a 34-year-old of santa rosa is suspected of shooting the victim who later died while at the hospital. no other information is available at this time. mr. gators ask anyone with information to call the police department. beck tropical storm california certainly is not taking chances with this storm bearing down. millions of people are in its path and some are preparing to write it out while others are evacuating. we look at how the golden state is getting ready. reporter: hilary nearing landfall on mexico's baja peninsula, bringing heavy rain, wind and rough seas will hundreds of miles north, humidity near l.a. --

communities near l.a. are filling sandbags for epic rainfall rarely seen in southern california. >> it will be some rain, usually there is flooding and landslides and things like that. reporter: evacuation warnings have been issued. my friend juliet is c families southern california vacation short and driving back home to phoenix, but heavy rain made the drive tough. >> when we looked at the pathway of the storm, we saw it will track further east. being from the desert, we know water in the desert are not a good mix. reporter: heavy rain from the storm in 2019 sent water rushing into palm springs. it is why many neighbors are getting ready with sandbags, something they never needed before. >> everybody is pulling together and helping one another. think it is going to be a pretty big deal. reporter: some cities are running out of sand, so people have been driving into desert

open space to fill sandbags. near san diego, some stores have sold out of flashlights. fema activated the national response coordination center. officials expect flooding, landslides and power outages. >> prepare now. people may not be sure of how seriously they should take it, we are encouraging people to take it very seriously. >> my flight got canceled. reporter: this bay area native is trying to get back home to san diego after spending the weekend in the east bay. >> we have a family friend driving down to l.a. tomorrow, i might hop in the car than tech -- take the bus to san diego. reporter: she has tickets to a game on monday, but fears it will be rained out. any public laces in l.a. county will be closed sunday and monday, from hiking trails to beaches. the big message is, be prepared.

tropical storm hilary making landfall in california. no significant impacts expected here in the bay area. in the east bay, concord high school is getting a new mascot. starting next year, the minutemen will become the bears. the decision opposition. reporter: the concord high minutemen are no more. by a vote of 4-1, the school board ted to approve a new mascot for the school. starting next year, they will become the bears. >> what i support is making sure our students feel connected to our schools, that students have a voice. that students go through a process. reporter: he is the superintendent and says discussions over the change have the district decided to replace human mascots with nonhuman ones. the goal was to make them more inclusive. >> it is time for new attitudes.

if changing a mascot will make students feel welcome, embraced and empower them to participate more at their school, then i will support this. reporter: one of the concerns the minutemen holding a musket at a time or school shootings are top of mind for many students. other issues come from the use of the word men. >> what about our female students? they are not represented. reporter: not everyone agrees with the changes. this recent graduate was on the student committee involved in the mascot change. he says even though the student body voted to become the bears, he believes it was because the status quo is not an option. >> they never asked us if we liked the current mascot or wanted to change it. we were just told it had to change. reporter: the cost to change the mascot is estimate is to be around $200,000, money that could be better spent improving

championship? >> yes. >> chelsea was way better than anyone else at competition. they did not have the skills she was doing even listed. reporter: that is her coach, she's been working with chelsea for around two decades. when they started, she had no experience working with kids with special needs. >> it was a learning curve for both of us. reporter: what is your secret? >> i treat her like anybody. she comes in the gym, you have to do a handstand, you have to do a handstand. reporter: the hard work has paid off, inspiring parents of kids with down syndrome across the world. >> you think there will not be opportunities for my child with down syndrome. chelsea and other athletes are proving that is completely untrue. the sky is the limit. reporter: are you ready to compete? >> yes. >> if she does what we practice,

she will win. stephanie: smile. chelsea, you are remarkable. let us get another check on tropical storm hilary, any updates? frances: it is along the baja coast and will be tracking north northwest around 25 miles an hour, heading toward san diego and southern california at around 3:00 this afternoon. the heaviest rain is this afternoon and evening, through southern and central california. remnants of hilary will impact the bay area in forms of scattered, light showers. chances of them tomorrow. right now what it looks like is increased cloud cover around the bay area. parts of the south bay are seeing more sunshine. we will see more humidity. look at the rainfall hitting parts of southern, areas around los angeles have had 4/10 of an

inch, san diego 3/10 of an inch. it will continue, we are getting lots of storm reports. flooding, downed trees, winds and storms. 11 reports, including two deb flows, three flush reports, some wind damage, trees down and wind gusts, five reports of that. this will continue over the next day or so. we can get one to five inches of rain in many spots, then the areas that are concerning are the areas of purple and dark purple, some isolated areas getting up to 10 inches in the next day. for the bay area, it will bring a chance of showers and increased humidity. dew points are in the upper 50's to low 60's. it will feel muggy to human today and tomorrow. we are not going to get too much of a rain impact today, but tomorrow we could see the light,

scattered, spotty showers. most of the rain to the north of the bay area and east, have your umbrella handy may be. it is mostly the humidity that will affect us. rainfall amounts not too much around the immediate bay area, we could get up to a quarter of an inch in some areas then may be a few hundredths around the cities. a look from sutro tower, currently 59 degrees. 60 in mountain view, san jose and palo alto. from mount tam, increasing high clouds throughout the afternoon and into tomorrow. santa rosa currently 63, fairfield and concord 69, livermore at 72. temperatures get hot inland, antioch hitting 94. it is warm around the bay, oakland 81, san francisco 74, san jose 87 degrees. tomorrow is humid with showers possibly impacting the morning commute, temperatures mild in the upper 50's to upper 60's.

it is the last sunday of the festival. the mayor made the proclamation in honor of the canadian band flaming lips that are said to close out the show today. the mid to first appearance here back in 1985 and it is only fitting for that time period it came to san francisco culture as an experimental psychedelic band. doors open at noon and the concert starts at 2:00, right off 19th avenue. the birth of an endangered antelope at an illinois zoo is being celebrated. take a look, the newest addition at the brookfield zoo is the third birth this year. with 100 living in the wild, the species is at risk of extinction. this 15 pound male calf is doing quite well, playing with his mother four-year-old iv in their outdoor habitat. --
