day prescription and pay as little as $0 zero. building a better bay area moving forward. finding solutions. this is abc7 news. exasperation and frustration are boiling over in oakland as residents and small business owners share their stories of carjackings and thefts. >> good evening. >> i'm daetz. and i'm dan ashley. thanks for joining us. new data obtained by the abc seven news i-team shows an increase in robberies and carjackings in oakland. >> and tonight, i-team reporter stephanie sierra is putting pressure on the city to respond. >> she joins us live now in the newsroom with the very latest on this steph. yes, dan and alma, it seems like every week there's a new battle for business owners and residents in oakland. >> people risking their livelihoods just to go to work. now, from robberies to carjacking, these new data shows both problems are only getting worse. bruce wong is the owner of nearly a dozen different businesses in oakland. he says each of them are robbed nearly

every week, including quality tech automotive shop at the corner of 16th and international . >> just ridiculous. >> oakland is no longer oakland anymore. >> oakland has become a war zone, a battleground just to do his own job. >> last thursday, he helped his employees pick up stranded triple a drivers within seconds, his tow truck was gone. >> person jumping tow truck and took off with our tow truck. once they get in a tow truck and destroy all a camera system. >> wong says the suspect destroyed the tracking system, but his phone was still inside. so he was able to track its location. >> i had to chase him for at least 45 minutes from oakland, west oakland to east oakland, east oakland to berkeley, berkeley to come back. we finally stopped him at at telegraph and 30th to get a tow truck back with a tow truck. he got so much damage to it. >> wong says he tried calling opd but they couldn't respond, so chp had to show up. >> but the reality not only do i need a new police chief, i need

more officers on the street able to close at 3:00. >> now it's likehost town. >> opd confirmed to the i-team just this past weekend alone, theree 15 different robberies co in orange on this map. and two carjackings colored in red across the city. to put that in perspective, there's been a 27% increase in robberies year to date from 2022 to 2023 and a 19% increase in car jackings so far this year. like this silver mercedes benz suv stolen off the dealership lot in oakland. and dumped in alameda on friday. >> this is another auto body shop. you go you walk down the block, there's like 3 or 4 more that have been impacted. some already closed on left oakland. >> i myself might think about leaving oakland and relocate somewhere else because this city have no law. >> michelle smith the assistant principal for achieve academy in oakland, has contemplated the same came out of work around 5 p.m. and had all my dirty coffee

at these images. in the upper left corner. you can't see anything but gray. that's because of the thick fog and rain on our camera lens at the top of mt. tam. next to that on the right, you can see the rain as abc seven news crews drove on 580 through oakland a few hours ago. on the bottom is the scene in san jose where you can see some light sprinkles falling. and finally see those gray clouds lingering above the golden gate bridge. so for all the details, let's get to abc7 news meteorologist sandhya patel. sandhya yeah, alma and dan, as we take a look at live doppler seven, you will notice that we're still tracking some moisture. these are remnants of former tropical storm hilary linking up with an area of low pressure and that's why we've been seeing these showers as we get you into street level radar right around san jose, willow, glen, we are seeing some light showers, very scattered sprinkles from the north bay to the east bay. but as we loop this back in time, we did have scattered showers coming up from the south just pushing through the bay area and the remnants of hilary continuing to draw

moisture all the way up into the northern rockies. this is a post-tropical hilary tropical cyclone hilary. so it is no longer a tropical storm, but you can see that moisture trails all the way up into the rocky mountain states. they have flood watches in effect for that region. and as you take a look here, it's going to be another day, at least before the activity dies down. they not only have flood warnings, but also flood watches. and we are talking about wind advisory as well. so as you take a look there, lighter green is flood watches and the darker green is flood warnings. this continues the storm reports over the last 24 hours, there have been numerous reports across california, including flash flooding. they have seen your half a year to a year's worth of rain from hilary across parts of southern california in just a matter of hours with gusts up to 84 miles an hour. dan it's just remarkable. >> sandhya, thanks very much. and people in southern california and nevada are assessing the damage left behind

by tropical storm hilary from mud and debris flows to cars stuck in flooded roads. the aftermath has caused widespread damage across the southwest. the record breaking rainfall has brought risks of flash flooding and rockslides, leaving people worried and on high alert. >> we set up sandbags over the weekend thinking that that would be sufficient, but it blew right through them. there's boulders in the backyard that i don't know how they got on that side of the garage, but there's boulders the size of a volkswagen ion that are just sitting over there. so strange, the considerable flooding, mudflows and road closures have created an unfamiliar situation for many desert residents. >> hilary is also the first tropical storm to ever cross into nevada. >> the bay area is feeling the ripple effects of tropical storm hilary swift. water rescue teams from the north and east bay are in southern california assisting first responders in the aftermath. meanwhile, we're also hearing from a local newlywed

couple whose wedding near san diego didn't exactly go as planned during the storm. abc's seven news reporter cornell bernard has details. >> swift water rescue teams from marin and sonoma counties are testing equipment which could be needed across southern california in the wake of hilary. do have some highway closures in the area here. >> some residents are affected as some of the streams start to go down. >> rescue team 11 is staging near the grapevine in kern county and ready to move to los angeles or palm springs, where flooding has been an issue. >> so when you have large debris flows that affect towns and communities, it is pretty significant. and we just are waiting to see really where those impacts are. >> community, urban search and rescue team four from oakland and the east bay is in riverside county helping local fire departments assess storm damage where floodwater is running off. >> sometimes you just got to roll with the punches and make the best out of any situation.

current two turning lanes. a four year old girl and her father were struck by a car at that intersection last week. last year, san francisco reported 39 traffic deaths, which was the city's highest fatality count since 2007. san francisco's latino community is coming together after a young leader was shot and killed in a community center on friday. >> friends and family of damian gonzalez prayed this afternoon outside the mission recreation center on harrison street. it was there last friday where gonzalez was playing basketball with friends, witnesses say a man wearing a black ski mask went inside and shot and killed gonzalez, the 18 year old victim volunteered with the latino task force and had a t shirt business. his mom said damian was expected to become a father this summer. >> he was a great kid. he was about to be a dad. he was so excited kid. next week it was was going to be his baby shower or. >> no arrests have been made. so far. the mission recreation

center is closed until further notice. >> all right. now to the latest on the homelessness crisis. one of san francisco's former mayors says the city is spending way too much money on this problem. he says despite mayor london breed pouring billions of dollars to try to fix things, conditions are not getting any better. abc seven news reporter suzannephan has more. former mayor frank jordan spent years trying to crack down on the homeless problem in the 90s. >> he was mayor between 1992 and 96, and this week he told california insider that mayor london breeds efforts are simply not working. >> when you look at our homeless issue we've spent in the last seven years to billion, $800 million. now that's in seven years. and we're averaging now $700 million a year just on homeless. but when you break that down, nobody seems to know. is it 7000 homeless or is it 17,000 homeless? >> jordan criticizes the mayor's efforts to put the homeless in local hotels for housing. he says 70% of the homeless have

mental health, drug and alcohol problems and need round the clock supervision. >> they start fighting with people in the hallways or lighting fires in the room. >> so we have, i think approximately 30 of those 70 hotels that are now suing the city because of the damage that's been caused in those hotels. >> jordan says we need to try something new. >> and i think you need mental health wards. you need group homes, and you have to have judges who will mandate that 60 to 90 days of care, not just 72 hours, and put them back out on the street in the 90s, jordan introduced the controversial matrix program using police to crack down on the crimes that homeless people were committing. >> more than 20,000 citations were issued, but critics say jordan's program did not provide alternatives for homeless people. >> i have found that wouldn't matter what policy i try to be sensitive and helpful to the homeless. there's always detractors out there that will find something wrong with the system jordan criticizes. >> mayor breeds current approach to getting unhoused people off the streets. he says too much

money has been spent and the problem only seems to be getting worse. >> mayor breed did not respond to the comments, but today we heard from the san francisco coalition on homeless ness. >> we try to frank's way and it didn't work. it was an abject failure. when jordan was mayor, we had way more homeless people than we do today. >> so. >> so that didn't work. we tried it. it failed. time to switch gears in san francisco, suzannephan abc7 news second bay area archdiocese has filed for bankruptcy as the roman catholic church grapples with sex abuse lawsuits. >> the latest is the san francisco archdiocese which filed for chapter 11 bankruptcy today. the filing allows it to address hundreds of lawsuits collected instead of individually san francisco archbishop salvatore cordileone said that the bankruptcy does not affect parochial schools or its 88 parishes. the archdiocese of oakland filed for bankruptcy in may. >> coming up here, president biden is in maui right now. in just the past hour, in fact, he toured the area devastated by the wildfires. we'll tell you

burning throughout the state are causing hazy skies in the bay area and affect our air quality. and you certainly can notice that as you move around the bay area. >> yeah, absolutely. and it was quite the day to day. some winds, some sprinkles, a lot going on. >> that's absolutely right. and meteorologist sanjay patel is here with the forecast. let us know what this week has in store, sandy. >> it is going to be quieter weather, that's for sure. but let's talk about the air quality advisory. and dan, as we take a look at a live picture right now from walnut creek camera, some lingering clouds, certainly some haze in the air. the air district has extended its air quality advisory through tomorrow due to the smoke from wildfires burning around the state. moderate air quality is expected tomorrow. we do have good to moderate air quality across parts of the bay area, but just north of ukiah, it is poor for sensitive groups. as we look at the smoke forecast, you will notice that the air quality continues to suffer as smoke spills in to parts of the bay area tomorrow. so i think you're going to start to notice an

improvement by late at night. here's a live view from our sutro tower camera and still seeing some dark clouds out there, scattered showers resulting in measurable rain for these areas. 300 sfo hayward two hundredths of an inch in oakland and ben lomond. not a lot, but remnants of hillary and a low off the coast resulting in measurable rain for parts of the bay area. fairfield 600 in san jose, a trace amount as we look at live doppler seven, we're still watching this moisture coming in from the south. and so right now, street level radar around discovery bay. discovery bay boulevard, highway four, seeing some wet weather. i would definitely plan on some wet roadways as this area of low pressure continues to spin and it continues to draw up just leftover moisture. certainly seeing a lot of thunderstorms in the sierra nevada and strong ones at that here locally. earlier in the day, those showers began to develop and started moving northward. we certainly have humid weather still. you will notice those dew points are in the low to mid 60s, which for us, when you have

60 to 69 degrees, that is humid , 63 right now in hayward, 65 in oakland. so feels sticky to you. that's why temperatures 60s to 80s as we look at the winds, it's definitely a gusty 126 miles an hour sfo, napa, 29 miles an hour. and we have noticed most areas are running cooler than yesterday, 21 degrees cooler in san jose. as you look at a live picture from our mt. tam cam, still seeing those raindrops on the lens. scattered showers tonight, isolated thunderstorms are possible. drier warmer weather midweek. and we do have seasonal summer pattern for the upcoming weekend. so at 7:00, still could see a pop up shower or two as we head towards tomorrow morning, the air mass begins to stabilize . 8:00 in the morning. we'll see some clouds and fog. and then as we head into the early afternoon, can't rule out an isolated sprinkle or two in the inland east bay. but other than that, we are looking at quiet weather. your morning temperatures will begin in the 50s and 60s with a lot of cloud cover. it's going to be a mild

start tomorrow afternoon. upper 60s coast side to the upper 80s inland for your tuesday. the accuweather seven day forecast. we're going to notice that heats up on wednesday. warm to hot day expected 70 to 90 heat will hold on thursday and then we'll turn it cooler on friday for those of you who don't like that, back to our usual pattern with 60s to 90s, dan and ana for the upcoming weekend. and we'll certainly be less humid by then too. that's nice. yes, that is. thank you, sandy very much. san mateo police are warning residents take a look. recognize that short little tail? yeah. bobcat has now been spotted not far from the neighborhood where this mountain lion was captured on camera a couple days ago. the bobcat was spotted last night in a backyard just south of abbott middle school friday morning this photo was taken of a mountain lion on vanessa drive. there you see the mountain lion that's in the hayward park area . the two locations are about three miles apart from each other. officials say if you come across one of these cats when you are outside, do not approach it. do not run. instead, face
