pressure on the city to respond, she is in the newsroom now. >> it seems like every week there is a n it shows both problems are only getting worse. bruce wong is the owner of nearly a dozen different businesses in oakland . he says each of them are robbed nearly every week, including quality tech automotive shop at the corner of 16th and international. >> just ridiculous. oakland is no longer oakland anymore. oakland has become a war zone, a battleground just to do his own job. >> last thursday, he helped his employees pick up stranded triple a drivers. within seconds, his tow truck was gone. >> person jumping tow truck and took off with our tow truck. once they get in the tow truck and destroy all camera system during the course of this interview, he says he saw one of the men walk by and that's another one you need to deal with. yeah breaking every car, breaking every window. the guy who just walked by.

today to get some answers on that. but they told us they were unavailable. all dana nama. we will certainly keep trying. okay. >> thanks very much, stephanie. now police are investigating a deadly shooting on an oakland sidewalk this evening. one person was shot and killed just before 5 p.m. a little more than an hour ago on high street near oakport street. this is close to the oakland home depot streets in that area have been blocked off while officers conduct an investigation. no information about the shooter tonight, friends and family of a teenage murder victim held hands and prayed today outside the mission recreation center in san francisco. >> it was their last friday that damian gonzalez was killed while playing basketball with his friends. witnesses say a man wearing a black ski mask went inside and shot him. the 18 year old victim volunteered with the latino task force and had a t shirt business. his mom fought back tears as she recalled how excited damian was to be a father for he was a great kid >> he was about to be a dad. he

was so excited. next week it was was going to be his baby shower . >> no arrest have been made yet. the mission recreation center is closed until further notice. >> now to the latest latest on the homelessness crisis. a former san francisco mayor says the city is spending way too much on the problem. he says despite mayor london breed pouring billions of dollars to try to fix things, conditions are not getting any better. here's abc seven news reporter suzanne fawn, former mayor frank jordan spent years trying to crack down on the homeless problem in the 90s. >> he was mayor between 1992 and 96, and this week he told california insider that mayor london breeds efforts are simply not working. >> when you look at our homeless issue we've spent in the last seven years 2 billion, $800 million. now that's in seven years. and we're averaging now $700 million a year just on homeless. but when you break that down, nobody seems to know,

is it 7000 homeless or is it 17,000 homeless? >> jordan criticizes the mayor's efforts to put the homeless in local hotels for housing. he says 70% of the homeless have mental health, drug and alcohol problems and need round the clock supervision. >> they start fighting with people in the hallways or lighting fires in the room. so we have, i think approximately 30 of those 70 hotels that are now suing the city because of the damage that's been caused in those hotels. >> jordan says we need to try something new to i think you need mental health wards. >> you need group homes and you have to have judges who will mandate that 60 to 90 days of care, not just 72 hours, and put them back out on the street. >> in the 90s, jordan introduced the controversial matrix program using police to crack down on the crimes that homeless people were committing more than 20,000 citations were issued, but critics say jordan's program did not provide alternatives for homeless people. >> i have found that what no matter what policy i try to be sensitive and helpful to the

homeless. there's always detractors out there that will find something wrong with the system jordan criticizes. >> mayor breeds current approach to getting unhoused people off the streets, he says, too much money has been spent and the problem only seems to be getting worse. mayor breed did not respond to the comments, but today we heard from the san francisco coalition on homelessness as we try to frank's way. >> and it didn't work. it was an abject failure when jordan was mayor, we had way more homeless people than we do today. so so that didn't work. we tried it. it failed. time to switch gears in san francisco, suzannephan abc7 news tonight, governor newsom and officials across southern california are crediting emergency preparedness plans for helping to avert a major disaster from tropical storm hilary. >> what was said there was the fact that it wasn't a catastrophe. we anticipated. we're very happy about that. that's a quote. the storm brought wind and a lot of rain to the region, but so far, no

deaths or really significant injuries have been reported. today, we're getting a look at the communities affected by this storm. the big story is mud and water in places like cathedral city in riverside county. we'll have more on that in just a moment. >> and the storms at a rainfall record in nevada. the mountains near the community of lee canyon got nearly nine inches of rain, nearly doubling the previous record set. 116 years ago. >> and hillary's remnants brought some rain to parts of the bay area drivers on eastbound 580 in oakland had to turn their wipers on this afternoon. we also saw some rain in san jose for the latest on hillary and its aftermath, let's go quickly touch base with meteorologist sandy patel. sandhya yeah. >> dan and we are still seeing some isolated showers in santa rosa. as we look at live doppler seven. these are remnants of hillary. let's take a look at the wider picture. it was a tropical storm when it made landfall yesterday in northern baja. all that moisture as it is post-tropical now continues to stream in across the western us and live. doppler seven is tracking rain. all the way up

into idaho post tropical hillary will continue to slowly fall apart. but the flooding threat remains across the region going into tomorrow, along with the gusty winds. so you can see that animation showing you out west. we will continue to see some rainfall there are flood watches and warnings in effect for excuse me, sorry about that. flood watches and warnings for much of the western us shaded in the dark green and the lighter green high wind warnings and wind advisories across parts of the northern rockies. so they will continue to see some issues around the state. you will notice numerous reports of damage from flooding to a funnel cloud to even some gusty winds. so hillary may be dying, but the effects continue. dan >> okay, sandy, thanks very much . southern california's inland empire is among the areas hardest hit by tropical storm hillary. reporter carlos granda from our sister station in los angeles, spent the day there talking with residents who are cleaning up after this storm. >> none of us anticipated this

happening. for people in this residential area of oak glen, the only way in and out is now covered in mud. >> chagall road had a bridge here until yesterday day. it's probably about five feet down is where the original creek bed was. >> so now the bridge is probably about 18in. we dug it up and it just it's below the water line right now. >> yeah, that's going to be a lot of work to get out here to get the bridge down again. they'll probably have to bring a backhoe in or something and clear out that. but yeah, it's kind of a natural dam, you know, once something clogs it up. so this is how it looked during the storm. >> residents say what was a small creek became a roaring river of mud and debris. neighbors say normally this creek is about six feet deep and there's a huge space between the pipe and the bottom of the creek. but now you can see with all the mud, it's right up to the pipe. >> the mud just piled up. trees, branches and boulders the size of dang wheelbarrows. you know, coming through. >> on top of that, there's a ruptured water pipe and problems

with fresh water. >> he had never seen it like burst open and spray out like it was doing yesterday. >> and because of that, you have to boil your water. >> yes. >> for firefighters and others, it is a hard day of cleaning out mud for the people in this home were trapped. neighbors came by working in four feet of mud to help get the area clear. >> i was horrified. i just thought they're alive. they were they were scared that they weren't going to make it through the night. forest falls was also hard hit from the air. >> you can see the damage valley of the falls drive is one of the mountain roads that is still impassable after being covered with mud and debris. and in seven oaks, we're seeing for the first time the washed out roads. about 30 residents had to shelter in place during the storm. and swiftwater rescue teams had to get people out. >> rescue efforts for the day have been concluded because the water level continues to rise in that area. we're going to try again tomorrow morning. >> robert lot has lived here all his life and says he hasn't seen anything like this ever. >> last time when i was a kid at

69, it flooded this house out. >> you know, this year, it's i don't know, four times, five times now in. >> no. glen, i'm carlos granda, abc seven news a high level of legionella bacteria was found in water and swab samples from a richmond spa. >> contra costa health now says at least four cases of legionnaires disease have been linked to zen day spa to people have recovered, but two others died from the disease after visiting the facility. lab tests results revealed the legionella bacteria included samples from an unpermitted jacuzzi at the business. health officials say the spa did not have the required disinfectant materials to operate a public hot tub. >> this particular business did not notify us that they were going to be operating a hot tub or a spa. and so we therefore did not go through the plan reviewing process, which is the beginning stages of issuing them a health permit. >> contra costa health says the

since 2007. >> crews and its autonomous cars spent the weekend pulling back some of its vehicles on san francisco streets following an order from the department of motor vehicles. that's after two accidents and several incidents in the past week that we've talked about here. as abc seven news reporter leanne melendez explains today, crews said it will work with the dmv to make improvements to its fleet. >> today, crews kept half of its 400 autonomous vehicles on the sidelines. right now, according to the company, 150 cars are scheduled to drive at nit d only 50 vehicles will be on san francisco's streets during the day. this after the department of motor vehicles said it was investigating concerning incidents. the first one on august 11th, when several of them paused for 15 minutes at an intersection in the north beach neighborhood. then several days later, an accident involving a fire department truck. police have yet to determine who was at fault. a second accident

occurred in the mission district , where a driver ran a red light and crashed into the crew's vehicle, which had stopped in the middle of the intersectn. in a statement, crews said they look foro working with the califomv to make any imprts and provide any data they need to reinforce the safety and efficiency of our fleet. this week in the autonomous vehicles encountered some minor issues in glen park city. crews had closed the street to fix a water main break. watch how the worker stands in the way of the crews vehicle as it tries to enter the street. frustrated the worker began kicking the tires. >> we hear about it in the news. >> that's michael connell, reporter for the atlanta journal constitution who has written about cruises announcement that it would start testing cars with a driver in atlanta earlier this month. >> they gave us the impression that they were going to do the rollout pretty steadily and slowly and not all at once. so i wouldn't expect to see a big

wave of them. >> crews is doing the same in austin, and crews has from the beginning talked about the number of people who die as a result of car accidents. again today, they told us that they believe it's clear that crews positively impacts overall road safety. in the newsroom, leanne melendez, abc seven news. >> okay, leanne, thank you very much. >> all right. we've had some interesting weather today. not as bad as southern california. no but it has been a little while. >> little rain cloud cover, as you saw. meteorologist sandy patel is here. >> sandy yeah, and dan and alma, we're still seeing some showers. believe it or not. as we take a look at a live picture from our mount tam cam, it's not only breezy to gusty, but you will notice a very wet picture across the region. we have had measurable rain as remnants of hilary have been moving in along with an area of low pressure over our area, three hundredths of an inch. hayward, sfo, oakland, ben lowman picking up two hundredths of an inch trace in san jose. fairfield getting six hundredths of an inch of

rain so it would hang on to the umbrellas even though not all of this is going to hit the ground, some of it still will over the next few hours. as you will notice on live doppler seven, we're still seeing some moisture across the mendocino county area. also some light showers on street level radar just east of petaluma there. those showers are going to just keep popping up as the sun sets things will start to die down. but certainly thunderstorms have been strong across parts of the sierra as this low has been sitting here for much of the week, providing the lift. and you get the heating from the sun that destabilize ises the atmosphere. so like i said, until the sun goes down, still the risk of an isolated thunderstorm here in the bay area as well. those showers have been moving in from the south since earlier today and the humidity has been elevated. you probably noticed it. dew points right now, 65 in oakland, 64. santa rosa. when you're in that 60 to 60 degree, 69 degree dew point range, that's humid for our taste and it's sticky for us here in the bay area. so if you're feeling

that you're not alone, one more day, let's say six more hours to 12 more hours before we start to notice the humidity coming down, 60s to 80s on those temperatures as as we check out the winds, they are about 20 to 26 miles an hour, gusting san jose to 26. the temperature is have come down compared to yesterday. we had records at oakland and sfo right now we're running about 22 degrees cooler in napa down to 30 in san jose. so it is noticeable from our golden gate bridge camera you are seeing it's socked in view there. scattered showers tonight, isolated thunderstorms, possible drier and warmer weather for midweek, which means lower humidity and our seasonal summer pattern is expected for the weekend. so tonight, 7:00 still could see a shower or two popping up as we head towards tomorrow morning. things quieting down. certainly a lot of cloud cover, some fog around at 8 a.m. as we head towards tomorrow afternoon. an isolated shower is still not out of the question, although i'm not expecting the same repeat of

>> president biden with a heartfelt message for the people of maui arriving this afternoon for a firsthand look at the devastation often left behind by the deadly wildfires. welcome back. i'm ama daetz. >> i'm dan ashley. president biden is in lahaina, joined by hawaii governor josh green and the first lady. the president spent the day meeting with survivors and first responders assessing the damage caused by the devastating wildfires. many locals are frustrated with the federal government's response to the disaster, but the president has vowed to rebuild that fire ravaged community. the way people of maui want it built. >> this as new video is coming out showing firefighters surround hounded by flames as they approach the historic town of lahaina. last week, the death toll on the island now stands at 114. the president and first lady are meeting with survivors and first responders. more than 800 people are still missing. >> haven't heard from my father since the fires had started. so we haven't been able to locate

bay company is about to begin human testing on a first of its kind treatment for fentanyl overdoses. that's administered before the drug is taken. abc's seven news south bay reporter dustin dorsey explains how experts hope it can be a solution to stop the overdose deaths across the country. a sobering dose of reality. >> fentanyl remains the leading cause of death for people ages 18 to 45 and the cause of 90% of overdose fatalities. experts say more options are needed to prevent loss of life, despite the availability of things like narcan. >> we continue to see all time high overdoses throughout the country. and we think our big news is we have something that we think will help address this public health crisis. >> born out of san jose based investment firm altamont pharmaceutical holdings cessation therapeutics has developed a new monarch clonal antibody therapy. the fda has authorized a human clinical trial of the 1004 injection that provides know high and prevents any type of overdose, whether it's injected intravenous or

snorted through the nose or even taken orally. >> once it gets to the bloodstream. um, this antibody is going to grab it with high affinity and prevent it from from inducing its harmful effects in the brain. >> unlike narcan that's given by someone else after an overdose, the antibody would be given by a doctor before someone uses fentanyl and has shown 30 days of overdose prevention in non human testing. the hope is that this would be another tool in the fight against fentanyl deaths. >> we're trying to get to people of high risk individuals before they experience an overdose and provide a protective mechanism in the form of this antibody. so fentanyl is rendered ineffective. >> the santa clara county fentanyl working group's doctor, rachel sussman, says there are other pre overdose treatments for opioids like vivitrol and more study needs to be done before csx 1004 receives full fda approval. but she says this could be helpful. >> we do have several tools already and i think that one of our challenges is making sure that those existing tools are not underused.

>> but another tool would never hurt. and absolutely, i think the more the more things we have to offer patients, the better this treatment is. >> in the early stages of the approval process. while the first round of human testing begins tuesday, fda approval would not come until late 2025 or early 2026. in santa clara county, dustin dawsey, abc seven news. >> the archdiocese of san francisco filed for bankruptcy today as it deals with hundreds of sex abuse lawsuit. s chapter 11 bankruptcy allows the roman catholic archdiocese to keep operating while it addresses the lawsuits collectively. instead of individually. in a statement , the archdiocese said it has paid more than $70 million to sex abuse survivors. the bankruptcy filing does not affect parochial schools or the 88 parishes operating under the archdiocese. the archdiocese of oakland filed for bankruptcy in may. when you cross into the magical bridge, it is magical and everyone really feels a sense of welcome.
