young children, what doctors say parents need to know. >> and later, america's new number one song, a sign of the times. . >> this is america. this morning. >> good tuesday morning, everyone. i'm andrew dymburt. >> good morning. i'm morgan norwood in for rhiannon and we begin with the record rainfall wreaking havoc in parts of the southwest. some areas getting a year's worth of rain in 24 hours. >> floods and mudslides trapped people in homes and cars in southern california. and now we're tracking a new storm threat, this one on the gulf coast where texas is bracing for tropical storm harold. those details in a moment. but we begin with our coverage in the west this morning. people across southern california and nevada drying out and digging out after a rare tropical storm dumped record amounts of rain, creating this muddy mess. small creeks transformed into raging rivers carrying tree trunks and

boulders spilling onto a road in san bernardino county. some areas getting more than a foot of rain. in nearby oak glen, the only bridge out of town is now buried in feet of mud. >> yeah, that's going to be a lot of work to get out to get the bridge down again. and they'll probably have to bring a backhoe in or something. and some 700 people rescued in the mountain town of seven oaks, mud washing into the fire station and near palm springs, which saw its wettest august day on record, a giant front loader had to be called in to rescue at least a dozen people at an assisted living facility stranded by mud. >> nearly all the low lying areas in this desert valley are filled with water and mud, including the interstate. this is the ten which has been shut down or crawling since the heaviest rains came in yesterday in the desert town of cathedral city. >> at least 46 rescues reported. crews responded to 1800 emergencies in the region. several vehicles hydroplaning on the slick roads, nearly 100 traffic accidents in l.a county alone. the flooding threat in

some areas could last for days as rain water washes down mountainsides, roads. meanwhile, today, another storm is taking aim. this time, it's the texas coast under a tropical storm warning with up to seven inches of rain possible and winds up to 50mph. back in california, the death valley saw 2.2in of rain, its wettest day on record. >> two major wildfires burning for days in washington state are now just 10% contained. those fires outside of spokane have burned more than 20,000 acres and two people have died. thousands under evacuation orders and hundreds of homes and buildings have gone up in flames , lost everything i had a lot of things you can't replace and an and just it was just gone >> just had what i got on now what would you have grabbed. oh probably pictures of our kids is fema is on the ground in washington to assess what aid is

needed. >> we turn now to former president trump announcing when he will surrender to authorities in the georgia election interference case. it will come the day after the first republican primary debate. abc's justin finch is here now with the details. justin, good morning. >> hey there, andrew. good morning. and though former president donald trump says he plans on skipping tomorrow's republican debate, look for him to still be very much in the spotlight in atlanta. attorneys for former president donald trump striking a deal with the fulton county prosecutor to surrender at the county jail thursday for fingerprinting and his mugshot photo. the agreement calls for trump to be released on $200,000 bond and with clear cut conditions. trump can make no direct or indirect threat towards any potential witnesses , including his 18 alleged coconspirators. that provision also including posts on social media or reposts of posts made

by another individual, trump s defense lawyers, a judge and top fulton county prosecutor fani willis signing off on those terms. last week, willis handed down an indictment accusing trump of orchestrating a scheme to reverse his 2020 election loss to joe biden. $100,000 bonds were set for a trump attorneys. john eastman and kenneth chesbrough, who were also due to surrender at the fulton jail this week. sources sources tell abc news trump pre-taped an interview with former fox news host tucker carlson to run head to head against tomorrow's first 2024 republican presidential debate in milwaukee. trump on social media posting that he's not attending, adding the public knows who i am and what a successful presidency i had. and i will therefore not be doing the debates. his rivals pouncing . >> he's a coward. if i had his record, i'd be nervous about showing up to nobody is entitled

front of the magpie store and yelled many homophobic slurs. >> officials say the suspect was fatally shot during a confrontation with deputies and was carrying a gun that was not registered to him. >> now to the safety of air travel. a new report is shining a spotlight on the actual number of close calls in the skies recently. all of this amid a shortage of air traffic controllers. the number of near misses on commercial airliners may be far more common than travelers realize. according to the new york times, about 300 close calls were reported in the past year, but only a fraction of them were publicly disclosed . >> and the new york times is looking at nasa databases that's bringing to light some of these incidents that haven't been publicly known. most of them, if not all of them, have been factors involving human error. >> some of the incidents include this delta plane at jfk in new york, nearly colliding with an american airlines flight on the wrong runway. and in austin, texas, a fedex cargo plane came

within 100ft of a southwest flight packed with passengers. >> southwest bought. fedex is on the go. >> several of the close calls were linked to mistakes by air traffic controllers. an industry coping with severe staffing issues. a report in june found 20 of the 26 critical air traffic control facilities were staffed below the minimum threshold, with controllers working mandatory overtime time and six day work weeks to cover the shortages. as we are reducing positions in facilities that are not staffed to their current guideline numbers. one big issue, the mandatory retirement age of 56 for air traffic controllers. responding to the new york times report, the faa told abc news the us aviation system is the safest in the world, but one close call is too many, adding if there is a shortage of controllers for a shift, we slow traffic to match the staffing level and another issue behind the shortage is the training and certification of new controllers, which by the

for car crash that killed her boyfriend and a friend. prosecutors say she was on a mission driving 100mph when she rammed into a building last summer. one victim's mother had no sympathy for cirillo or her family. >> the cries heard from the shrill family and friends after the verdict are nothing more than a lack of remorse. mackenzie cirillo had a choice. dom and devon did not prosecute . >> tutors say, weeks before the fatal crash, cirillo threatened her boyfriend during an argument. >> we turn now to the fire disaster in maui. the death toll rising overnight to at least 115. but this morning, a remarkable story of survival from a man forced to sleep on the beach for one week. i couldn't believe what i saw. >> everything was burnt to the ground. >> philip huddleson is sharing his harrowing story of survival . he escaped the maui inferno on a scooter and spent days in the harsh elements. >> i didn't know what to do with

myself. i was like, man, i'll just sit on the beach. i sat there for a week. i got one of the chairs from from the hotels, one of the lounge chairs. as soon as the sun went down, i would just jump into my place to sleep. >> wildfires swept through his community of lahaina, destroying his home and leaving him with no way to contact family. his sister flew to the island, finding her brother after she provided a dna sample. >> i felt the best thing i could do was come out here and it was the best thing i did. and sure enough, here he is. >> their story bringing hope to others during the difficult recovery, president biden toured the devastation yesterday and spent 70 minutes speaking with people at a community event in lahaina. as some criticize his administration's response time. >> the country grieves with you. stay with you and we'll do everything possible to help you recover, rebuild and respect culture and tradition is when the rebuilding takes place. >> signs of normalcy are emerging. it's back to school here at maui prep, which is welcoming 100 new students displaced or impacted by the

the study, published monday in the journal jama pediatrics, is significant because it looks at the impacts of screen exposure on babies. finding that anywhere from 1 to 4 hours of screen time could have long lasting effects as kids at age one who have an excessive amount of screen time are lacking that face to face human interaction, which is how they learn about speech, intonation, listening skills and essentially everything about the world at that age are their educational benefits, though with screen time, you know, there is no distinction in this study between educational programing and programing design for pure entertainment. >> and the researchers do acknowledge that this is another area that needs to be explored to differentiate these two, because while the american academy of pediatrics does say that under the age of two, they recommend no screen time. they do recognize that parents out there are going to rely on screens at some point in time. >> so how much screen time is okay? >> in a perfect world under the age of two, screen time would be
