>> crews continuing to survey the damage in and around that historic community. and in just a few hours, a group of firefighters from san francisco will take off to help the people of maui recover. >> bay area animal shelters are making sure no animal is left behind after the fires on maui, where you can go to help them find forever homes this week and desert communities across the southwest are dealing with the muddy and messy aftermath of hilary this morning. >> good morning to you on this tuesday, august 22nd. >> yes, we're going to start the check of our forecast with lisa. >> isn't it crazy? >> i mean, at least the clouds and kind of that hazy ness to the air yesterday? i thought it was kind of wild. but yeah, we missed out on all the fun, didn't we? we did have a few rain showers. and you can see in the sierra nevada that there are some thunderstorms down through the san joaquin valley and the cemetery area. but back home, we have a very muggy air mass in fact, it is in the 60s everywhere, 66 in oakland, 64 in napa. and as you translate that to our current dew points, we're

all in the upper 50s. and this range here does make it feel a little bit on the muggy side. but as we go through the afternoon, we'll get drier conditions and we will have some sunshine out there. you can see the dew points dropping throughout the afternoon. so certainly it will be changing big time as we get into the middle of the week. and we get into a warmer air mass, moderate air quality today. you've heard about all the fires to the north, had a little bit of haze there yesterday. could see a little bit of that this morning until it mixes out. but notice the 24 hour temperature change. it is cooler inland, warmer at the coast. so muggy to start, then warm in our inland valleys near 90. good morning, jobina. >> good morning, lisa. thank you. hi, everybody. we're going to start here with a live look at the richmond-san rafael bridge where we do have a wind advisory in effect this morning. we also have a wind advisory issued by the chp for the altamont pass as we bring in a live picture from the san mateo bridge, we are getting reports of a stall at the mid-span in the westbound direction. we also are hearing of a slow ride for you if you're traveling on

westbound 80 towards 780 there in vallejo. i'll have that for you. and seven things as we end here looking at our drive times. tracy to dublin 33 minutes not bad there. antioch to concord 19 goumaz. thank you. >> jobina this morning, president biden is back in the lake tahoe area where he is vacationing inning after touring the devastation in maui yesterday. the president talked through lahaina after viewing the burned areas by helicopter. he walked, i should say. he also spent more than an hour speaking with survivors and first responders during a community meeting. so far, 114 people have been confirmed dead and more than 800 people are unaccounted for. firefighters the president has promised more federal aid and says the rebuilding will be focused on local culture. >> countries should grieves with you, stands with you and will do everything possible to help you recover, rebuild and respect culture and traditions. when the rebuilding takes place. >> fema says nearly 6000

survivors have already registered for federal assistance. the maui fire is the deadliest in the us in the last 100 years. >> this morning, more help is headed to maui. members of the san francisco fire department will travel to the island to help the community there preparing to take off from oakland international airport this morning. and that is where we find abc7 news reporter gloria rodriguez. gloria fillled . >> good morning, reggie. those fire fighters will be leaving from oakland international airport at 830 this morning. i've been in touch with them and i'm hoping to catch up with them before they go on that plane. members of the san francisco fire department will be traveling to maui to help the community after the devastating wildfires. the team of about ten firefighters will be assisting at a community distribution site at the lahaina gateway center. it's one of the only structures in town left standing after after the fires, literally right after the event, the tragedy. >> i got a call. i was very

moved by that. the fact that people from all over the world, from all over anywhere, would come together and help our community. well, there is working in the food bank kitchens, shelter professionally . >> we are first responders. so if they need us for anything besides what we're volunteering to do, we're willing to do it >> that's asian firefighters association president stan lee, who spearheaded this campaign and recruited members of the rfa to aid in relief efforts on the ground in maui. he says that they represent aapi firefighters of san francisco and that many of their members have close ties to the people of hawaii. and he says they cannot just sit back and do nothing. and again, we are hoping to catch up with those firefighters this morning. we'll bring you the very latest from here live at oakland international airport. gloria rodriguez, abc seven news. >> thank you, gloria. and if you'd like to help with the maui wildfire relief efforts, you can

one of which has already found its forever home ceo susan levick says for her it's personal. >> after growing up in santa rosa, it means more to me than i can possibly say catastrophic wildfires ravaged our community twice and i know what that feels like. >> i know that absolute heartbreak and confusion, and it doesn't end there. >> welcome to california, marin humane east bay spca to the alameda animal shelter and the tri city animal shelter also stepped up with berkeley humane and arf to take in as many dogs as they had room for. >> animal welfare in general. were all family or ohana, as the hawaiians call it, and so we wanted to help them out. the staff right now is overwhelmed with animals in need, and by monday morning, people like beth manganaro showed up with an open heart and an open kennel because my family and i always rescue dogs. >> and that's really important

to give a dog another chance. that's something that we've always enjoyed as maui, especially lahaina. so i'm just trying to help out in a way that i can rescue a puppy. as for dogs like brownie here at the animal rescue foundation, pending health checks for all of the other animals, they should be ready to find their forever homes by the end of this week in walnut creek. >> lena howland, abc seven news. new developments in that massive fire at a scrap metal plant in oakland earlier this month. >> the alameda county district attorney's office says it is now investigating the fire started at the schnitzer steel facility near the port of oakland august 9th. it burned for nearly 24 hours. it sent hazardous smoke across many parts of the east bay. no cause has been given. alameda county prosecutors are now asking the public to come forward with information they might have about the fire. >> new information has emerged in an outbreak of legionnaires disease at a spa in richmond. contra. costa county health says there's now at least four cases

of disease has been linked to zen day spa. two people have died. the two other people, thankfully, they recovered. lab results revealed a high level of legionella bacteria in samples include testing from an unpermitted hot tub at that business. health officials say the spa did not have the required disinfecting materials to operate a public hot tub. >> this particular business did not notify us that they were going to be operating a hot tub or a spa and so we therefore did not go through the plan reviewing process, which is the beginning stages of issuing them a health permit. >> contra costa health says the district attorney's office will decide whether to move forward with criminal charges. >> and now we talk about the tropical storm formerly known as hilary. this morning, people across southern california and nevada are drying out and digging out after that rare storm dumped record amounts of rain. jobina is tracking the latest now from the live desk. jobina. thank you, reggie. >> a small creek is transformed into raging rivers carrying tree

trunks and boulders. some areas getting more than a foot of rain. and take a look at this video here from oak glen in san bernardino county. the only bridge out of that town is down , buried under feet of mud in the mountain town of seven oaks. some 700 people were rescued. there mud even washing into the fire station in and near palm springs, which saw its wettest august on record or wettest day in august on record, i should say. a giant front loader had to be called in to rescue at least a dozen people at an assisted living facility stranded in mud . >> nearly all the low lying areas in this desert valley are filled with water and mud, including the interstate. this is the ten which has been shut down or crawled since the heaviest rains came in yesterday day in the desert town of cathedral city. >> at least 46 rescues are reported there. crews responded to 1800 emergencies in the region. the flooding threat in some areas could last for days as rain water washes down

mountainsides. let's check in with lisa. >> wow. pretty incredible there. they'll be cleaning up for quite some time. yesterday, we picked up 3/100 of an inch of rain at sfo down through big sur. and this was associated with an area of low pressure getting an assist from hillary. but as we look at live doppler seven right now, you can still see the thunderstorms firing up here in the southern sierra. but most of the activity has moved off. and we're looking at the cleanup certainly in the days ahead. so here's a look at all the cloud cover. and it is muggy out there. it will linger the humidity in the air throughout the day today. already 65. we haven't cooled off that much in danville, 64 in blackhawk closer to the bay, all in the 60s here, but a drier air mass and a much warmer air mass building on in today throughout the next couple of days. so claudia muggy this morning looking at that humidity lingering and isolated chance of a shower. you'll see in a moment the upper elevations could stay a little bit active. otherwise the heat returns for tomorrow into thursday. here are all our

treatment to stop fentanyl overdoses before they happen. >> the monoclonal antibody therapy known as csx 1004 has been developed by cessation therapeutics, which was funded by san jose based investment firm altamont pharmaceutical holdings. unlike narcan, which is administered after an overdose as this treatment is an injection given by a doctor before someone uses fentanyl, it's shown 30 days of overdose prevention action in non human testing. the hope is that this will be another tool in the fight against fentanyl deaths. >> we're trying to get to people, high risk individuals before they experience an overdose and provide a protective mechanism in the form of this antibody. so fentanyl is rendered ineffective. >> this treatment is in the early stages of the approval process. fda approval is not likely until late 2025 or early 2026. kaiser permanente is now

over 10,000 acres near the oregon border. more than 1200 firefighters have been working to contain the fire over the last six days. >> a warning for people on the peninsula this morning. >> the san mateo police say a bobcat has been spotted in the same area where a mountain lion was seen just a couple of days ago. the bobcat was spotted in a backyard just south of abbott middle school sunday evening. last friday morning, this photo was taken of a mountain lion on vanessa drive. this is in the hayward park avenue area excuse me. the two locations are about three miles from each other. officials say if you come across one of these cats when you're outside and don't approach it, don't run, but turn and face the animal, wave your arms, make loud noises and try to scare it away. this would take all my strength. >> i know we say that all the time, but would i be able to do it? i all my strength? >> no. >> it would take it. i know myself. yeah. take it off. i'd

yesterday day. if the fog didn't clear at your house, you certainly could tell with the light that there was a little bit of smoke. now today we'll get better mixing. and as that occurs, clearing out with temperatures upper 80s to near 90 in livermore so near average . but then as we get into your wednesday and thursday day, certainly above average and on the hot side, we'll bring in that cooldown in time for the weekend. so maybe a few showers in the upper elevations, the hills here, but san jose today, 84, 82 in milpitas. so that is going to feel warmer, especially with the humidity. 82 in redwood city, 76 in millbrae downtown. we're at 72 with partly cloudy skies that mixing of the air mass is the low departs and the high builds in allowing for moderate air quality. today 82 in sonoma, 77 in oakland and inland we're warming up through the 80s. could be shy here, maybe in 90 degree temperature is possible throughout the inland valleys. but look at the big warm up up to ten degrees on wednesday. and then by thursday,

westbound 80 right into 780. there you can see that whole stretch around 26mph as you approach the carquinas bridge. so be aware of that slowdown and then our round of dry times here . everything looks on time. >> thank you, jobina happening today, a vigil will be held for the four year old girl hit and killed by a car at the intersection of fourth and king streets in san francisco last week. that's not far from oracle park and the caltrain station neighbors plan to attend today's vigil to call for immediate changes to the intersection. they say it's a spot with a dangerous past. abc seven news reporter amanda costello tracking the story in the newsroom. amanda, the city is promising changes, but they haven't given any firm dates. >> yeah, reggie and organizers. >> aaron supporters with walk san francisco, a group whose campaign focuses on pedestrian safety across the city, are behind tonight's demonstration to demand action. that rally is scheduled to begin at 5:00 this evening, marking exactly one week after the deadly crash that killed that four year old girl

in the crosswalk at fourth. and king, the girl and her parents were visiting from out of the country. she was being pushed in a stroller when a driver struck and killed her plans this evening include parents standing together pushing strollers across the crosswalk. there during the evening commute. drivers near the caltrain station and oracle park should also notice a memorial for the child and messages of never again. in a statement, mayor london breed's office said sfmta will improve the safety of the intersection with two main changes. first, by removing one of the southbound right turn lanes from fourth onto king street and second by changing the traffic signal for drivers, making a right turn, going from a green light to a yellow arrow . >> there's a focus on the individual intersection or street where that thing happened. instead of thinking more citywide and how we get more people to shift trips away from cars, they've said they're going to do it. >> so now we want to see the plan. that's that's what we're asking for and for walk sf there

this week that mayor breed's efforts simply aren't working. he says too much money is being spent and the problem only seems to be getting worse. >> when you look at our homeless issue, we've spent in the last seven years to 2 billion, $800 million. now, that's in seven years. and we're averaging now $700 million a year just on homeless. but when you break that down, nobody seems to know. is it 7000 homeless or is it 17,000 homeless? >> jordan introduced the controversial matrix program. it cracked down on crimes committed by homeless people during his tenure. today, he thinks the city needs mental health wards, group homes and judges who can mandate extended care for the homeless population. we've reached out to mayor london breed for comment. we have not yet heard back. >> the archdiocese of san francisco filed for bankruptcy. while it deals with hundreds of sex abuse lawsuits, chapter 11 bankruptcy allows the roman catholic archdiocese to keep

operating while it addresses the lawsuit. it's collectively instead of individually. in a statement, the archdiocese said it has paid more than $70 million to sex abuse survivors. the bankruptcy filing does not affect parochial schools or the 88 parishes that are operating under operating under the archdiocese. the archdiocese of oakland filed for bankruptcy back in may. president biden says federal help for the people of maui will continue as long as it's needed. he made that promise yesterday while visiting the island with the first lady. the couple toured the burned area by helicopter, then walked the streets of lahaina before attending a community meeting with dozens of survivors. fema says nearly 6000 survivors have already already registered for federal assistance. and today, more help is on the way from the bay area. members of the san francisco fire department are traveling there to help the community in need. they're preparing to take off from oakland international airport where we find abc7 news reporter gloria rodriguez this morning. hi, gloria.

>> good morning. kumasi those fire fighters will be leaving from oakland international airport at 830 this morning and we will be catching up with them before they board their flight. members of the san francisco fire department will be traveling to maui to help the community after the devastating wildfires. the team of 11 firefighters will be assisting at a community distribution site at the lahaina gateway center. it's one of the only structures in town left standing after the fire. asian firefighters association president stan lee spearheaded this campaign and recruited members of the rfa to aid in relief efforts on the ground in maui. >> there's actually 11 of us uh- nine active duty firefighter, one retired and one first responder. we're willing to do whatever the people of lahaina, maui need us to do when we're there, you know, because we just couldn't sit back and not do anything. we just we just couldn't do that. we just needed

at the communities impacted by the storm. the big story is mud and water in places like cathedral city in riverside county. more on that in a moment. the storm set a rainfall record in nevada. the mountains near the community of lee canyon got nearly nine inches of rain, nearly doubling the previous record set 116 years ago. rescue crews from here in the bay area are helping out with the cleanup and the restoration in southern california. we're hearing from a bay area newlywed couple whose wedding near san diego didn't exactly go as planned during the storm. abc news reporter abc7 news reporter cornell bernard has the details. firing swift swiftwater rescue teams from marin and sonoma counties are testing equipment which could be needed across southern california in the wake of hilary. >> do have some highway closures in the area here, some residents are affected as some of the streams start to go down. >> rescue team 11 is staging near the grapevine in kern county and ready to move to los angeles or palm springs, where
