staffing and support. kristen: marin county takes a new approach to clearing the binford road encampment which is full of rvs and abandoned cars. grant money is being put to use to move people into permanent housing. larry: ice for joining us. that grant is a total of $1.6 million for what the state because an encampment resolution fund. the goal is to move 90 people there into housing over three years. kristen: this is happening along binford road on the northern edge of bravado. lena howland is breaking down how the money will be spent. >> more than 100 rvs and cars lying binford road in marin county. living inside, 80-90 people expensing homelessness. residents say the encampment has ballooned in size. >> we will be looking at a different binford road a couple

of years from now. >> city supervisor eric luken says that is about to change. >> shuffling on houston visuals around the county is not a solution. >> marin county received a $1.6 million grant from to provide direct outreach and housing based case management services is to create identified pathways to housing and help move folks directly from the street into a permanent housing destination. >> according to the county's department of health and human services is a little more than half of the grant money will go toward funding two full time outreach workers and one housing case manager. the rest will go toward trash pickup showers and wastewater. among other things, the county says the goal is to have at least half of the people currently staying here along binford road into permanent housing within two years. >> it takes time, you know, for that to happen. but every one

everyone wants a permanent and safe home. home and destination. >> but for neighboring business owner rick williams says that's too long. it's harder and harder for me to encourage my people to come to work. and he says the issues along binford road need more urgent attention. >> move up your timeline. three years is unacceptable. there's people that are dying out there . >> the county's health and human services team will come back to the board of supervisors for an update on their progress in december. in marin county, lena howland, abc seven news. part of our efforts to build a better bay area, we're tracking san francisco's recovery from the pandemic. >> it's struggled more than most major cities. while a big step toward comes tomorrow. that is that is when the new ikea opens downtown on market street. our media partner, the san francisco standard, got a look inside the new store. there's a lot riding on it. the city hopes it will revitalize the mid-market area. it'll also create 100 new jobs.

items will be geared toward city living and small spaces. so selling a lot of items that you don't need a moving truck to get home. plus, the store will be the first ikea to offer grab and go meals. well today san francisco mayor london breed provided a six month update on the roadmap to san francisco's future. >> that is the city's plan to transform downtown into a clean, safe welcome destination at all hours every single day. the mayor announcing the launch of the roadmap during her state of the city address in february. and today, she said the plan has already reached several milestones, which include graduate getting the largest new police academy class in three years, budgeting nearly $50 million for non police community based ambassador programs over the next two years, extending the first year free program to eliminate permit costs for new businesses and increasing office attendance by more than 38% since last july. mayor breed says that's the largest year over year back to office gain of any american city. joining me now to talk more about this is abc7 news insider phil matier.

so do you think that the goals are being met and are they being met quickly enough? >> that's a really good question. what we had today was the mayor sort of evaluating the state of the city. and let's think of it in the old adage of it's the glass half full, or is it half empty? and she was trying to say it's half full. we still got a long way to go, but we are making progress. has she met her goals? yes, but are her goals the same goals that maybe the average person would be seeing that remains to be seen. i was in the downtown today. i went down by the new ikea. i have to say, larry, that it was clean. they did not see tents, did not see homeless, saw more security than i've ever seen, more cops than you've ever seen, including inside the westfield mall, which is ground zero for the retail pullout. so it looks good, but it's still the empty offices, the empty retail. so it's clean and it's safe looking. but it's empty. >> all right. well clean and safe is a good start. >> it is. that's what i'm

saying. that's part of the half full. >> so you mentioned westfield mall. there was some talk about maybe we turn this into a soccer stadium because there's a couple of teams looking at it. is that viable? is that is that just fantasy or, you know, in politics, if you're losing somewhere, you try to score a win somewhere else and you try to get the camera to turn to that. >> and mayor breed is doing that just that in the next couple of weeks, she says she's going to unveil a sketch of the concept of a concert and soccer stadium venue at the westfield mall center. what we're seeing is take over this huge block and turn it into an entertainment and sports center aside from the fact that she doesn't have a sports team or that she doesn't own that place, it's a good start. but you're throwing out things to say, look, we are serious about trying to change rather than being just a financial or office center. she wants the downtown to have a mix of different uses like other cities have, so that you don't get wiped out. if there is a downturn in the tech or they decide to work from home. >> well, there's a lot of cities that have had great success with

downtown stadiums, so you could see where they want to go in that direction. what about office workers returning? i mean, the mayor seemed to tout that we were doing better than a lot of cities. but we've also we're so far behind because hardly anybody came back initially. >> exactly. exactly we invented remote work. i mean, the tech age was the one that allowed people to run their businesses off laptops. and when the covid shutdown happened, people took those laptops home wherever that might be, and continued to run the businesses. now, the latest polling by the chamber of commerce members show that most of the employers are saying we want three days or more from our workers back in the office. but that still just translates into about 50% of your traffic. i mean, bart is still running at about 40. and that reflects, you know, how many people are coming back. so it's not enough for just workers to come back because even when they come back, they're going to use less space. but the mayor has to attract new employees, new people to come in. they're betting a big on artificial intelligence to be that. and it's interesting that one of the

things she says we need is a world class transit system. i don't think we have that, but we have an interesting one and one that people might want to actually come and try out, which is the driverless cars. i mean, there's not too many cities where you can take a ride in that. so it's an interesting to see. we have the new ikea coming in. we have the driverless cars that are making headlines right now. is that a plus or a minus for the city? it gives us our sort of wacky techie edge out there and gives maybe a reason for tourists to come here and try it on themselves. but i think the big thing, what we saw today was that what might have been a small step a year ago or two years ago is big now because we're really trying to change the narrative as they say, into the glass half full. and it's going to get more full. >> all right. and hopefully safer as well, because that's obviously something that everybody cares about if they're going to come into the city. >> that's absolutely number one. number one. all right, phil, thank you. >> appreciate it. happening tonight, a vigil will be held for the four year old girl hit and killed by a car at the

intersection of fourth and king streets in san francisco a week ago today. >> the vigil is being organized by pedestrian safety group walk san francisco. it's scheduled to begin at 5 p.m, the exact time that a car hit and killed that young girl who was being pushed in a stroller. her father was critically injured. she and her parents were visiting from out of the country yesterday. mayor breed's office announced two safety improvements for that intersection. first, removing one of the southbound right turn lanes from fourth onto king street. and second, changing the traffic signal for drivers, making a right turn, going from a green light to a yellow arrow. since a bill to bail out bart using bridge toll hikes has been put on hold, the beleaguered transit agency is making other operational changes to cut costs and improve safety. efficient mass transit systems are a key part of building a better bay area. abc7 news reporter leslie brinkly has the latest this afternoon. >> bart's general manager is taking california senator scott wiener on a ride from san

francisco's civic center to the bart police department in oakland to discuss what's next with the agency needing a bailout out, a controversial bill to raise bridge tolls by $1.50 to help financially strapped transit systems in the bay area. it was just not gaining enough support. >> but we've been working all year to try to deal with a potential train wreck coming our way in the bay area. >> senator wiener says they've hit the pause button on considering the toll hikes until at least next year. >> this is not optional. if our transit system starts to unravel , we will see dramatically increased congestion on our freeways and roads. low income workers will not be able to get to work. we're very glad the bill was put on hold because it's unfair geographically. >> it's unfair to people a certain income and we think it's time that the transit agencies got to reforming themselves to adapt to the modern era. bart is faced with attracting more riders post-pandemic with safety

. >> a big concern now, bart says they're going to run fewer ten car trains when you have empty trains, it doesn't create a safe environment and people feel less safe. >> we want to hit that point perfect level of just comfortable crowding. it'll save us. $12 million. and that is real money and that's real savings. and it's to signal to our stakeholders that we are willing to find savings without cutting service. >> bart debuts a new schedule on september 11th with less emphasis on 9 to 5 commutes, more emphasis on weekends and nights in the hopes it attracts more riders and helps their bottom line in the east bay. i'm leslie brinkly, abc7 news. >> coming up, tackling the teacher shortage. how bay area school districts are stepping up to try to fill the gap with the school year already underway and major star power in san jose, some of the country's best gymnasts are gearing up for a champions showdown this week and

major league debut against the philadelphia phillies. the 22 year old left hander who went to delasalle high school in concord . he's one of major league baseball's top pitching prospects drafted in the third round back in 2020. fans hope that harrison will help stabilize the giants, who were really shaky right now, they've lost seven of their last ten games and he's already given up a two run homer to bryce harper. so the giants are trailing two one in the second. but still, you know, he shows much, much promise and the giants, you know, they're bringing up a lot of young guys. they need they need every arm they don't have starting pitching. so if kyle harrison can do well, that would be a big plus for them. yeah. >> and you know, development takes time. he's going to be great. >> yeah. yeah >> just in game for sure. all right. we are a little over two months away from the warriors season opener and steph curry's off season stays busier than ever. >> it's incredible. actually. this afternoon he's back in the bay area hosting the final day of the currie cup and abc seven's chris alvarez joining us live at lake merced golf club

with more on the underrate golf tour. chris yeah, you couldn't have dialed up a more perfect day of weather here for the championship round of the second annual currie cup. >> it's all part of the underrated golf tour, as you mentioned, larry and kristen. and what a day we've had a couple of days. we've had here in the bay area, 25 of the best youth golfers in the country. they're here. you see stephen curry looking on today as he met some of the golfers at 1812 boys, 13 goals, 13 girls excuse me, competing for a shot at their respective championships. and much like that, underrated basketball tour he has. the goal is to provide equity, access and opportunity to competitive golfers with dreams of reaching higher levels in this sport. we want to make sure that we can be the link and the liaison for those that come from a different clubhouse. >> kids that desire to play the big stages, the beautiful courses, but they wouldn't have means any other way. so if we can have this underrated golf tour serve as that connecting point, you know, overall, we're growing the game of golf.

going on right now in our live doppler seven looping image. and you can see the clouds have been pulling away from the coastline today, giving us sunny skies, at least for most of the day. just about everywhere we have some little cloud buildups over here in the mount hamilton area, maybe a shower or two. but not probably not affecting any population populated areas. it's breezy, but not terribly windy right now. we have an onshore flow with wind speeds at the surface, basically 12 to about 15, 18mph. and noticeably warmer than at this time yesterday. in fact, 13 degrees warmer right now. concord and livermore, 11 degrees warmer in novato. so that warm up has been quite significant, especially in our inland areas. nice view from sutro tower looking out over san francisco where the temperature at this hour has not yet reported but it was above 70 a little bit earlier 75 right now in oakland mountain view 7781. san jose 78, palo alto, 68 at half moon bay, blue sky and a light breezes at the golden gate of the temperature readings right now 83 at santa rosa also low to mid 80s at novato and

napa, 86 at concord, 88 at livermore. and the view from emeryville looking toward the golden gate. and notice the absence of a marine layer right now but it'll get a little bit mistier at a little shallow marine layer expected to develop overnight. these are all there it is right there. shallow marine layer returns to the coast overnight and while mild at the coast tomorrow and hot inland, i'll be tomorrow and thursday, as a matter of fact. but a much cooler pattern develops on friday. that will take us into the weekend. here's our overnight forecast animation starting at 5 p.m. notice it doesn't get very cloudy until overnight. we'll see some areas of clouds, low clouds forming near the coastline, but mainly clear skies inland and a mainly sunny day again tomorrow. overnight, low temperatures will be generally in the low to mid 60s inland. so still pretty mild inland during the overnight hours, but it will be comfortably cool near the coast and bay where lows will be in the upper 50s highs tomorrow. about 70 and half moon bay, 76 in san francisco, mid to upper 80s in some bayside locations tomorrow and upper 90s in the inland east bay 98 at fairfield

vietnam. >> oakland mayor chantelle uh- made the announcement after returning from a trade mission to vietnam. mayor tao also signed agreements to bring more business into the port of oakland. as well as that direct flight to vietnam. but this was more than just official business for the mayor. her family fled laos during the vietnam war, she said going there was very moving, especially when she met vietnam's prime minister. >> he saw my presence there as the beginning of a healing process between vietnam and the united states. and so for me personally, it was very emotional. i'll be very honest, because of what my parents went through, aratow said the trip led to direct contact with vietnamese businesses that would use the port of oakland to bring products into the us. >> the hollywood writers strike landed at the doorstep of netflix's headquarters in los gatos. sky seven was overhead as dozens held picket signs in a show of solidarity between different unions. more than 11,000 writers went on strike in may. they were joined by 160,000

>> building a better bay area moving forward, finding solutions. >> this is abc7 news. >> two weeks into the school year and we've got a problem. a lot of local districts still do not have enough teachers to fill the vacancies. >> tonight as part of our work to build a better bay area, we're taking a look at measures that are taking to address the teacher shortage. abc7 news senior education reporter lyanne melendez joins us live from the newsroom with more. >> liane. well you know, some call it a national crisis and school districts here in the bay area are doing things they wouldn't normally do like having job fairs late, allowing school administrators to recruit candidates and even hiring teachers from abroad, in particular, the philippines. >> san francisco unified admits their teacher shortage is worse this year than the previous year to date, that school district has filled 85% of vacancies. >> it's a huge concern. >> parents from sf community school addressed their concerns in a letter to the

superintennt and the school board stating that san francisco unified has failed to provide our entire middle school with mathematics instruction over multiple years without credentialed teachers who have experienced teaching this. >> then it's only going to make the gap bigger for, like san francisco. >> other districts are still hiring. oakland unified has roughly 40 teachers vacancies, but are lacking 290 support staff positions. they say are now having a affair. on thursday , beginning at 4:30 p.m. we're looking for support staff. >> we're looking for one on one aides. we're looking for people to do small group instruction with students. we're looking for people who want to serve and prepare meals for our students. so we're looking for people to make up the full community of our schools. >> west contra costa unified is also facing a shortage, but is doing better this year. last year at this time we had 143 vacancies across our district, which was really felt by our community and really felt by our schools. >> now we have 75. we've also

been trying to really empower our principals as chief networkers. we know a lot of people get their jobs through networks. >> this has been an ongoing problem since before the 2020 pandemic. many blame it on teacher burnout. >> we know that in the united states, the respect for teachers isn't quite as high as it is in other places. we know that the salary that our teachers earn is really insane nificant compared to what they can make in the private sector. >> a few districts are feeling some of their vacancies with retired teachers for some of our teachers who just retired, they're itching to sort of fill in temporary positions. >> they might have a former colleague who went on maternity or parental leave and they want to fill that gap. >> but there's a problem after a teacher retires, they have to wait six months before going back into the classroom. there's also a salary cap, which means they are unable to stay for the entire school year. but sacramento is working on a solution. if passed, senate bill 765 would make it easier for

retired teachers to come back to their teaching position. and meanwhile, the california commission on teacher credentialing reported that there were over 10,000 teacher vacancies across the state during the 2122 school year. those are their latest numbers. and even with all these proposed solutions, it will take years to fill those positions in the newsroom, lyanne melendez, abc seven news. >> low process lyanne. thank you so much, santa clara county is taking a new approach to address a teacher shortage. the key is this pilot or this plot of land in downtown palo alto. that is where office officials held a groundbreaking for a new affordable housing complex for teachers and school employees. as the 110 units will serve school districts in los altos, mountain view and palo alto. the goal is to have teachers live near the schools where they work. we've got teachers and other school staff who are commuting out hours and hours, and that is time not spent with or for kids. the complex is

they live and breathe baseball. >> they always got a glove in their hand as you could see, seven year old robert altman is hoping someone will return his beloved baseball glove. >> it was special because he gave it to me. >> robert was gifted. the glove by his uncle joe. >> three months ago, joe passed away from health issues. on saturday, robert brought his glove to the oakland a's game after the altman family watched the post game star wars themed drone show. they walked back to their car and realized robert's glove was missing from a bag, grabbed my wallet, and i booked it to the, you know, the front gate and asked the security, hey , can i please go in and check my seat? security took selena altman back to her section and to lost and found, but had no luck before i made it to the car. obviously he's seen i didn't have it. >> i just heard the sobs, altman said. >> it was a crushing ride home to san jose. she posted to

first responder paramedic from the bay area flew to hawaii from oakland international airport on tuesday morning. >> for kiro nacua, it's personal. he was born on maui and raised in hawaii. >> my grandparents were born and raised on lahaina. my dad and that side of the family. so all my hawaiian sides from maui. well, i'm very sensitive to it. i mean, being part hawaiian also. so i'm sensitive, sensitive to the cultural aspects of it. but with the san francisco fire department, i'm trained to be part of the critical incident stress team. so that skill set you can bring to the table, to the team will distribute supplies to the community at lahaina gateway, one of the only structures in town left standing after the fire. >> asian firefighters association of san francisco president stan lee spearheaded the trip. he says they represent the aapi firefighters of san francisco and many have strong ties to hawaii. >> we're going out there as volunteers to help with the community. but if the fire

yesterday and warmer tomorrow still. here's a look at our live doppler seven looping image. you can see that during the afternoon hours, the low clouds have actually moved away from the coastline, giving us sunnier conditions. even at the coast and of course, helped with the warm up as well. now we have an onshore flow. it's not a powerful flow, but breezy conditions right now. and certainly that flow of onshore winds will bring some low clouds back to the coastline during the overnight hours. right now, we're looking at temperatures in the upper 80s and our warmest inland locations. it's mid to upper 70s around the bay shoreline and upper 60s to about 70 on the coast. that's pretty mild. now, overnight, we'll see. not much of a cooldown inland. it will be mild in our inland areas once again. and perhaps a little bit muggy in some spots. low to mid 60s will be the lows, especially in the inland east bay up in the north bay. a little bit cooler and we'll have upper 50s along the coast. now, tomorrow, look for high temperatures up to and above 70 degrees along the coast. we'll have mid 80s around the bay shoreline, upper 90s inland probably won't see 100 degrees,
