would say that crimes would be even higher than it is today. if i were to have cut in my budget. the programs for our after school programing for our summer programing. >> according to data obtained by the i-team, there's been a 27% increase in robberies and a 19% increase in carjackings is year to date from 2022 to 2023. murtaugh points out that homicide rates are down, but the local chapter of the naacp is calling for city leaders to declare a state of emergency. >> a state of emergency. tsay i am the mayor of oakland. this is why i was able to call the governor directly. and this is why we now have the resources of our chp here in the city of oakland. mayor tao says the chp has successfully been working along the freeways and in some high crime areas. >> she also states that oakland has the highest number of police officers in uniform than in the past three years. and they're working on ways to increase the police department's capabilities to investigate. >> we're talking about how do we

free up our officers? you know, whether it's civilians using some positions, you know, so that we can get more officers doing more investigative work. >> but the remains one key vacancy, chief of police is mayor to fire chief laurent armstrong in february for allegedly failing to discipline officers for misconduct. she says the process to hire a new chief begins with the police commission. there job is to actually go through the hiring process and they are to refer three top candidates to my office. >> to this day, i have not yet received those referrals. oakland is facing a historic deficit in light of that, mayor tao reminds residents that the city didn't cut funds to violence prevention and got $1.2 million from the state to fund technology upgrade. >> as she understands the sense of urgency but says change takes time. >> although this is a hard moment in time, this too shall pass because we are now in the phase of implementing. but i promise you that you will start seeing some of those results as

we move forward towards next year. >> in oakland, an abc seven news, oakland police want help finding the driver of a deadly hit and run cshappened july 3rd on th in bancroft avenues . >> police say a dodge challenger drove through a stop sign on 45th and slammed into the side of a mercedes. one person died, two people in the dodge took off running. now one was detained. police are looking for this person, though investigators believe this person is the driver. they're offering a $10,000 reward for information leading to an arrest. >> a san jose man will be sentenced to 12 years in prison for selling fentanyl laced pills to teenagers. santa clara county district attorney's office convicted 23 year old simon armendariz on multiple felony drug related charges. armendariz known by the name risky, sold $10 counterfeit percocet pills through a group of los gatos high school students. one of the four victims was a 15 year old girl who overdosed, died from the fentanyl laced drug in the bathroom of a narcotics

anonymous meeting. the district attorney's office says their goal is to raise awareness. it's so important to get the word out about how addictive and dangerous and deadly fentanyl is . armendariz pleaded guilty to all charges and will be formally sentenced on december 6th. >> happening tomorrow in san francisco, a new ikea store is scheduled to open on market street. >> there's a lot riding on the opening, including the city's hopes of revitalizing the mid market area. the store is also creating 100 new jobs. our media partner, the san francisco standard, got a sneak peek inside the new store, which will offer items geared toward city living and small spaces. it will also be the first ikea to offer grab and go meals. >> and just today, mayor london breed provided a six month update on the road map to san francisco's future. what? that's the city's plan to transform downtown into a clean, safe, welcoming destination at all hours every day. mayor breed announced the launch of the roadmap during her state of the

city address back in february. today, she said the plan has already reached several milestones. they include graduating the largest new police academy class in three years, budgeting nearly $50 million for non-police community based ambassador programs over the next two years extend the first year free program to eliminate permit costs for new businesses and increasing office attendance by more than 38% since last july. mayor breed says that's the largest year over year back to office gain of any american city. now, coming up at 530, abc seven news insider phil matier will be here with us to discuss the mayor's update and the city's economic recovery effort in the north bay. >> marin county is taking a new approach to clearing a large roadside encampment of rvs and abandoned cars. it's happening along binford road on the northern edge of nevada, which runs parallel to 101 as abc7 news reporter lena howland explains, the county will use a $1.6 million grant from the state, called an encampment

resolution fund to move around 90 people from binford road into permanent housing. >> more than 100 rvs and cars are lined binford road in marin county, living inside between 80 and 90 people experiencing homelessness. residents say the encampment only ballooned in size over the years. >> we will be looking at a very different binford road a couple of years from now. >> marin county supervisor eric luken says that's about to change. >> simply shuffling unhoused individuals around the county is not a solution. >> marin county received a $1.6 million grant from the state, called an encampment resolution fund. it provides three years of funding to help resolve the encampment. on tuesday, the clock started ticking on the plan to provide direct outreach and housing based case management services to create identified pathways to housing and help move folks directly from the street into a permanent housing destination, according to the county's department of health and human services. a little more than half of the

grant money will go toward funding two full time outreach workers and one housing case manager. the rest will go toward trash pickup showers and rv wastewater, among other things. the county says the goal is to have at least half of the people currently staying here along binford road into permanent housing within two years. it takes time, you know, for that to happen. >> but everyone, everyone wants a permanent and safe home, home and destination. but for neighboring business owner rick williams says that's too long. >> it's harder and harder for me to encourage my people to come to work. and he says the issues along binford road need more urgent attention. move up your timeline. three years is unacceptable. there's people that are dying out there. >> the county's health and human services team will come back to the board of supervisors for an update on their progress in december. in marin county, lena howland, abc seven news, a new housing complex for teachers is

closer to reality in marin county. >> the state approved an environmental impact study for the housing development next to san quentin state prison overlooking the larkspur ferry terminal. the complex would include 135 units for teachers and school employees and another 115 homes for families. it would be the largest affordable housing project in marin county in 50 years. more than 40% of marin county school staffers say they just cannot afford to rent an apartment in that area. >> dozens of actors and writers picketed at the netflix campus in los gatos today. it's happening as the unions representing them continue to strike across the country without a clear end in sight. abc7 news south bay reporter zach fuentes was there and has the details. local members from the writers guild of america and sag-aftra took over a main street outside of netflix's los gatos campus. >> it comes as a national day of solidarity was called for by the unions fighting major studios. the demands are a living wage that grows with the inflation. the bay area is home to a large

community of people who work in the entertainment industry. >> i felt like i was the only one out here and it was actually through some collective action that was happening a few months ago that the wga got together all the bay area writers and we realized we lived up the street from each other along with disputes over residual pay shrinking due to an increase in streaming. >> and both unions are pushing for limitations on artificial intelligence or ai. writers say that i could use their ideas or replace them altogether, something they believe could not only harm their job security, but the craft itself. >> i like a lot of the writers i know they always tell stories that are based on their jobs or places they've been and the jobs they've worked in. >> and those are truths you can't get from a computer. >> sag-aftra union members say that many northern california actors already have fewer opportunities to audition for background work. they say studios could film a person for background work one day and then use ai to finish the product. >> i is just going in a direction that that the future of our younger career actors will just be gone.

>> the alliance of motion picture and television producers, who represents the studios, have disputed claims from both unions. in a statement, the alliance says in part, the deal that amptp has offered sag-aftra represents more than $1 billion in wage increases. pension and health contributions and residual increases and includes first of their kind protections over its three year term, including expressly with respect to ai, the alliance has also addressed the writers guild claim, saying in part, the wga bargaining committee's rhetoric is unfortunate. this strike has hurt thousands of people in this industry and we take that very seriously. our only playbook is getting people back to work. union members say they're ready to strike until their demands are met. >> i'm very confident because we're not going to give up and we're on the right side of humanity in los gatos. >> zach fuentes, abc seven news. coming up here, steph curry is doing good again, providing equity, access and opportunity this time to young competitive golfers. >> we're going to take you live to lake merced golf club for the story. abc7 news at five

. he's back in the bay area hosting the final day of the currie cup. >> he is always doing something. abc seven sports reporter chris alvarez is at lake merced golf course with more on the underrated golf tour. he's live for us. chris hey, dan and emma, what a perfect day of weather for this championship event. >> isn't it amazing? you kind of touched on it, how busy steph is during the off season. just over the weekend, he was in baltimore at an under armor basketball event. today, back here in the bay area, the currie cup championship here, as you mentioned, lake merced golf club, it's a championship event as part of his underrated golf tour, 25 of the best youth golfers in the country. they are right here in the bay area this weekend, 12 boys, 13 girls competing for a shot at their respective individual championships. and much like that, underrated basketball tour, steph has the goal to provide equity, access and opportunity to competitive golfers with dreams of reaching a higher level. >> it's amazing to be a part of this tour. i'm so grateful to be able to enjoy the experience and

yeah. >> today some of the training sessions began at sap center as abc seven news south bay reporter dustin dorsey explains this is all part of the lead up to the olympics in paris. >> no hockey at the shark tank this week. instead, the athletes are on the mat for the 2023 usa gymnastics championships, an incredible field on display for south bay fans with national names like 2022 olympic all around champion sunisa lee and the gymnast. many consider the greatest of all time. simone biles. we will also have 29 gifted athletes with local ties, including stanford university senior asher hong. i don't think i've ever competed like in my hometown, like i've never had like a big championship in houston or like, so i think it's really exciting. >> i hope we get a big crowd here from stanford or like some of the athletes at stanford and all the gymnasts at stanford. so yeah, it means a lot and i'm really excited. the men were on display tuesday for an open media session ahead of the competition. >> one of the biggest gymnastics events of the year. a men's junior and senior and women's junior and senior champion will be crowned. but with a 2024

summer olympics around the corner, this competition under the lights in san jose will also play a major role in determining the roster to represent team usa. this is almost like the last big meet you really want to do well at to start getting on that real road to paris. >> so the us championships is like it's like the entryway to worlds and then worlds goes to the olympics and that's it. so this one's a big one, a major competition on the global scale and huge for the city of san jose as well. >> san jose sports authority executive director john poach says having yet another national sporting event take place in the south bay is critical for other big events to come to town in the future. >> we don't get 2026 world cup. >> we don't have a proven record of hosting mega events. let's not forget we have the 94 world cup matches at stanford stadium. well yeah, by the way, we had two super bowls, one is stanford and one levi's stadium. so people know the way to san jose. >> the competition will begin thursday for the junior and senior men. and friday for the junior and senior women. the four day event will culminate

with champions crowned on the weekend in san jose. dustin dawsey, abc seven news. that's awesome. >> i love watching gymnastics. i don't know. incredible. i don't know how they do it, to be honest, is incredible. good for them. good luck. all right. let's turn our attention now to the weather forecast. >> abc seven news meteorologist sandhya patel is here. sandhya. >> yeah, and it was a nice day today. >> dan and amy, you probably noticed it, but one thing you may have noticed is look from our mount tam cam, it's a bit hazy outside the air quality advisory for the bay area has been extended through tomorrow as those wildfires up in northern california continue to burn. moderate air quality is expected to remain in place. let's look at the smoke forecast hour by hour at 6:00 tonight, you are going to have to contend with some haze. smoke may be visible as we head towards tomorrow night, though, the smoke begins to lift out of the area a bit and stays more to northern california late tomorrow night. so keep that in mind here are some live views from our tower cameras. and we are seeing plenty of sun out there. area of low pressure that's been sitting off the coast is finally starting to

weaken and get absorbed. it will move on. and so we are going to be left with less humid weather coming up here as we look at live doppler seven, just a couple of clouds right now. dew points are still elevated in the 60s for many areas, which is humid for our taste measure of the moisture in the air. it is 57, though, in fairfield. so starting to come down. temperatures in the 60s to the 90s right now. so a warmer day today. while it's quiet here in the bay area, not the case across texas where they've been dealing with not just the drought but hot weather for days on end, they are finally getting soaked by rain. this was a tropical storm when it made landfall across south padre island earlier today. it's a tropical depression now, but rainfall is going to continue on the order of inches as it moves across parts of mexico and arizona. so texas will get its share of some rain. unfortunately, it's not going to wipe out the drought. a live view from our santa cruz camera. sorry about that. as we look at the lighthouse fog returns to the coast overnight. less humid

and noticeably warmer tomorrow and a sharp drop in temperatures is coming in on friday. so we look at the hourly forecast tonight. the fog starts to regroup near the coast. it's not going to go very far tomorrow morning and then it's just going to sit near the coast and eventually peel away for the afternoon and setting the stage for a warmer day 50s and 60s tomorrow morning. it's not going to be quite as warm tomorrow afternoon. it is going to be a warmer day, hot in the south bay. 97 gilroy, 90 in san jose on the peninsula, 90 in redwood city, 73. pacifica. san francisco above average, 76 degrees. a warm 73 in the sunset district. north bay numbers. many of you in the 90s away from the coast. 91 santa rosa, 92. in san rafael in the east bay, 83. in oakland, 89. in fremont. head inland 97. concord 98. in livermore accuweather seven day forecast we bring the heat up tomorrow. it eases a bit on thursday and it's going to be much cooler for a day. but the temperatures will rebound as we hit the weekend and we're not
