spot where a girl recently lost hers. this could prompt changes at crosswalks all over san francisco. >> tonight we are joined by abc7news insider phil matier to put into perspective. plus. >> what will it take to keep transit rolling now that a bailout bill has been put on hold? announcer: building a better bay area, moving forward, finding solutions, this is abc 7 news. >> happening pedestrian safety. changes that happen at one intersection could be put into action elsewhere. i'm ama daetz. dan: and i'm dan ashley. thank you for joining us. it's been one week since a child was killed and now the argument forge -- for change. a girl was in a stroller being pushed by her parents, when a car hit them, killing the girl and putting her father in the hospital.

ama: it happened at a busy intersection near caltrans station. and show you this going on right now. now what we are just seeing the conclusion of is everyone at this rally making a loop around this intersection with strollers, with stuffed animals , with children's shoes, with bicycles, and that, of course, is symbolic of that little girl who was hit and killed. just one week ago today here at the intersection of fourth and king street in san francisco. now, dan alma, we've been listening to this rally for about the past 35 or 40 minutes or so. and the calls for change have been persistent and they want action now. yesterday, mayor breed's office released a statement saying that changes are coming to this intersection. those namely being that they're going to be reducing the right turn lanes on fourth street, turning here onto king street from two lanes of traffic currently down to just one. they're also going

to be reducing the green light and make it instead of a green light. it's going to be a yellow turn arrow. the idea there to tell drivers that this is an intersection that is heavy with pedestrian traffic and that they need to slow down. but advocates here at this rally tell us that is simply not enough. they're also calling on city leaders to reimagine intersection as not just here at fourth and king street, but really across all of san francisco. they say there are about 900 different intersections across the city that are dangerous to pedestrians and that need immediate attention. now, of course, that is something that will take time. the city says it plans to release some sort of action plan to tackle that by the end of next year. advocates here, we heard them in the crowd saying they think that that plan needs to be, you know, accelerated that all of this work needs to be done as soon as humanly possible. they believe that the city has the tools to

enact these changes to make our streets safer, but that they simply don't have the will power to do it. this rally is, of course, still going on. we're going to be out here with more and we'll have details coming up. i'm in san francisco, tim johns, abc news. >> okay. a lot more there, tim. thank you. >> since a bill to bail out bart using bridge toll hikes has been put on hold, the transit agency is making other changes. efficient mass transit systems are a key part of building a better bay area. abc7 news reporter leslie brinkley looks at how bart is trying to cut costs and improve safety. >> this afternoon, bart's general manager took california senator scott wiener on a ride from san francisco civic center to the bart police department in oakland along the way, talking to bart workers to discuss what's next with the agency needing a bailout, a controversial bill to raise bridge tolls by $1.50 to help finance strapped transit systems in the bay area was just not gaining enough support. >> we've been working all year to try to deal with a potential

train wreck coming our way in the bay area. >> senator wiener says they've hit the pause button on considering the toll hikes until at least next year. >> this is not optional. if our transit systems start to unravel, we will see dramatically increased congestion on our freeways and roads. low income workers will not be able to get to work. >> we're very glad the bill was put on hold because it's unfair geographically, it's unfair to people. certain income. and we think it's time that the transit agencies got to reforming themselves to adapt to the modern era. bart is faced with attracting more riders post-pandemic with safety. >> a big concern now, bart says they're going to run fewer ten car trains. >> when you have empty trains, it doesn't create a safe environment and people feel less safe. we want to hit that perfect level of just comfortable crowding. it'll save us $12 million and that is real money and that's real savings.

and it's to signal to our stakeholders that we are willing to find savings without cutting service. >> bart debuts a new schedule on september 11th with less emphasis on 9 to 5 commutes and more emphasis on weekends and nights in the hopes it attracts more riders and helps their bottom line in the east bay. i'm leslie brinkly, abc7 news. >> oakland mayor shengtao returned from a trade trip to vietnam with high hopes oakland will get a new direct flight to vietnam. >> this is particularly exciting right now given that china is finally reopening outbound flights after four years of closure. >> the negotiations are still ongoing. while in vietnam, mayor tao signed an agreement to bring more businesses into the port of oakland, about 75% of oakland's international trade is with asia, and she'd like to see mors oakland's fifth largest export market and the third largest import market. also today, the

mayor addressed concerns about crime and highlighted what she's been doing to increase public safety while dealing with a historic deficit. the mayor is promising to turn things around. abc7 news reporter angela tran has the story. >> i feel that there is an uptick in crimes and i know that that's happening, but that's not unique to oakland. >>or sngtao is back from a trade mission to vietnam, but she returns to a city that's seeing a spike in crime. >> arguably, i would say that crimes would be even higher than it is today. if i were to have cut in my budget the programs for our after school programs for our summer programing according to data obtained by the i-team, there's been a 27% increase in robberies in the 19% increase in carjack rings year to date from 2022 to 2023. >> murtaugh points out that homicide rates are down, but the local chapter of the naacp is calling for city leaders to declare a state of emergency. >> a state of emergency. i am

the mayor of oakland. this is why i was able to call the governor directly and this is why we now have the resources of our chp here in the city of oakland. >> murtaugh says the chp has successfully been working along the freeways and in some high crime areas. she also states that oakland has the highest number of police officers in uniforms than in the past three years. and they're working on ways to increase the police department's capabilities to investigate. >> we're talking about how do we free up our officers, you know, whether it's civilians using some positions, you know, so that we can get more officers doing more investigative work. but the remains one key vacancy. >> chief of police. murtaugh fire chief loren armstrong, in february for allegedly failing to discipline officers for misconduct. she says the process to hire a new chief begins with the police commission. >> their job is to actually go through the hiring process, and they are to refer three top candidates to my office to this day, i have not yet received

those referrals. >> oakland is facing a historic deficit. in light of that, mayor tao reminds residents that the city didn't cut funds to violence prevention and got $1.2 million from the state to fund technology upgrades. she understands the sense of urgency, but says change takes time. >> although this is a hard moment in time, this too shall pass because we are now in the phase of implementing. but i promise you that you will start seeing some of those results as we move forward towards next year. >> in oakland, hassan, abc seven news. >> a reminder here, our abc seven news neighborhood safety tracker is available to give you a picture of public safety where you live. we have data for oakland as well as san francisco and san jose. you'll find it on the front page of our website abc7 news.com today in a six month update on the roadmap to san francisco's future, mayor london breed praised the city's recovery. >> she touted the largest new police academy class in three years. a 38% increase in office attendance since last july and

more than 5500 new business registrations. among other milestones. the mayor announced the launch of the roadmap during her state of the city address in february. it's a plan to transform downtown into a clean, safe, welcoming destination at all hours, every day. joining us now is abc seven news insider phil matier to give us some perspective. >> yeah, phil, obviously the mayor, of course will highlight the positives, but what grade would you give san francisco's recovery and why? >> i would give it about a c plus to a b. it's definitely not an a, it's not springing back. her goal is for clean, safe and revitalized downtown. well, i was walking through the downtown today. i took a stroll from here down to the new ikea, which is being touted as a possible pivot point for the recovery. and i would say that it was clean the streets on this side of the city are clean where the tourists are. they're clean, where the downtown businesses are. it's clean, safe. i've not i can't remember the last time i've seen that many cops and ambassadors

and cars on foot, both in cars, on foot, on the corners in the mall. the westfield mall outside the westfield mall and on dirt bikes patrolling the area as well. that'll make it safe. okay so that will we've got that as far as revitalize the odd thing was it was like walking in sometimes through a well-populated movie set. the you had the people, you had people you had cars. but the storefronts were empty. the banana republic is not there anymore. the gap's not there. the old navy's not there. the other stores are now there are high end stores. they're still get your gucci bags. sure. but as far as nordstrom, lot of vacancies. a lot. a lot of i went into nordstrom's empty shelves because they're getting ready to close down. that was a sight of things that are going to come. so we are still going to go down a bit, i think before we come back up. >> but what about the variety the mayor wants to bring to downtown places for sports and schools? is that enough to overcome all those empty stores and spaces you're talking about? >> you know, when you've got a

problem, you try to fix the problem. but in the meantime, you try to throw some things out there to keep the public occupied with the ideas that you're doing something. now, she's proposed a soccer stadium and sports arena for where nordstrom's in the westfield mall is right now. is that practical? i don't know. but she's commissioned somebody that's going to put up a drawing and we're going to watch that and we're going to talk about it. she's talking about bringing universal of california campuses to the downtown in. okay. is that realistic? is it going to take time? yes, absolutely. but she is also in politic here. you have to understand, she is getting gearing up to run for reelection. and it could be a very tough reelection because the public is not happy. and so what you do is you put out things to say, at least i'm trying. okay? i am trying. and i give her points for trying the results. we'll see. 50 million for public safety. i saw it today. that's working. it's a steep price to pay. so how long we can keep paying it? i don't know. but you obviously have to at least be proposing solutions and look like you have to or

reporter leanne melendez is in the newsroom with a look at the problem. and leanne, the solutions. >> well, some call it a national crisis. and school districts here in the bay area are doing things they wouldn't normally do, like having job fairs this late, allowing school administrators to recruit candidates and even hiring teachers from abroad, in particular, the philippines. san francisco unified admits their teacher shortage is worse. this year than the previous year to date, that school district has filled 85% of vacancies. >> it's a huge concern. >> parents from sf community school addressed their concerns in a letter to the superintend and the school board stating that san francisco unified has failed to provide our entire middle school with mathematics instruction over multiple years years without credentialed teachers who have experienced teaching this. >> then it's only going to make the gap bigger for like san francisco, other district s are still hiring.

>> oakland unified has roughly 40 teacher vacancies but are lacking 290 support staff positions. they are now having a fair on thursday beginning at 4:30 p.m. we're looking for support staff. >> we're looking for one on one aides. we're looking for people to do small group instruction with students. we're looking for people who want to serve and prepare meals for our students. so we're looking for people to make up the full community of our schools. >> west contra costa unified is also facing a shortage, but is doing better this year. >> last year at this time we had 143 vacancies across our district, which was really felt by our community and really felt by our schools. now we have 75. we've also been trying to really empower our principals as chief networkers. we know a lot of people get their jobs through networks. >> this has been an ongoing problem since before the 2020 pandemic. many blame it on teacher burnout. >> we know that in the united states, the respect for teachers isn't quite as high as it is in other places. we know that the

salary that our teachers earn is really insignificant compared to what they can make in the private sector. >> a few districts are filling some of their vacancies with retired teachers. >> as for some of our teachers who just retired and they're itching to sort of fill in temporary positions, they might have a former colleague who went on maternity or parental leave and they want to fill that gap. >> but there's a problem after a teacher retires, they have to wait six months before going back into the classroom. there's also a salary cap, which means they are unable to stay for the entire school year. but sacramento is working on a solution. if passed, senate bill 765 would make it easier for retired teachers to come back to their teaching positions. and here's how big the problem is. the california commission on teacher credentialing reported that there were more than 10,000 teacher vacancies across the state of california during the 2122 school year. those are the

including here in the bay area, but you will probably notice the dew points. they're still up in the 60s range for most of you except fairfield. and when you're in the 60s, that is humid for our taste here locally. the other thing you may have noticed if you were out and about is from our walnut creek camera, you can see the haze in the air. air quality advice was extended through tomorrow due to wildfire smoke from northern california. wildfires. moderate air quality is expected, but in the upper parts of the atmosphere, don't be surprised if you do see some smoke. this is from purple air and you can see most areas are in the good to moderate air quality right now as we go hour by hour, the smoke forecast will show you that there's still some smoke overhead at 7:00 tonight. it starts to shift a little bit away from the bay area. by late tomorrow night. so for the time being, just expect it through at least the first half of tomorrow . a live view from our golden gate bridge camera. and it is just bright and sunny as we look at the golden gate bridge. 69 in

the city, 73 in oakland. it was a warmer day, 78 in san jose, 75 degrees in palo alto. here's a hazy view from our emeryville camera looking at downtown oakland, low 80 from santa rosa to napa. livermore 89 degrees in fairfield and concord. you're at 84 from our san jose camera. it's a sunny view as we look towards the shark tank fog returns to the coast overnight. less humid and noticeably warmer tomorrow and then a sharp drop in temperatures on friday, 7:00 tonight. it's still going to be warm. if you want to run out, do some errands, perhaps grab a coffee. 80s inland 60s coast going into 9 p.m, still mild across the region. and then tomorrow morning, we begin with some fog. tomorrow afternoon, those temperatures coming up into the 90s inland 60s, coast side. i'll show you where they ultimately land by 4 p.m, 50 and 60s out the door limited fog, but it may be a little bit thick, especially near the coast. so keep that in mind. a hot weather in the south bay tomorrow. los gatos, 94, 90 degrees in san jose on the peninsula, you're looking at 86. in mountain view, low 70s near

september 12th on fox stream on hulu. >> marin county is getting a million and a half dollars to clear a homeless encampment just north of novato. the encampment is located along binford road, which runs parallel to 101. this is what the encampment looks like now. more than 100 cars and rvs are parked along the road. some 90 people live there. the grant gives the county three years to find permanent housing for those living in their vehicles. >> to provide direct outreach and housing based case management services is to create identified pathways to housing and help move folks directly from the street into a permanent housing destination. some merchants near binford road would like the area cleared sooner. >> they say it's affecting their businesses. the money will go to paying outreach workers, providing trash pickup and offering showers to those experiencing homelessness. >> to the east bay now. happening now, p-g-and-e's is holding an open house to talk about power outages in the lamorinda area. seven on your side told you this would happen

guild and sag-aftra strikes. >> the writers guild has resumed negotiations with the two sides being far apart. it does not look like that strike will end anytime soon, however, sag-aftra talks are said to be at a standstill. >> abc's seven news south bay reporter zach fuentes was at today's picket and has the story . >> local members from the writers guild of america and sag-aftra took over a main street outside of netflix's los gatos campus. it comes as a national day of solidarity was called for by the unions fighting major studios. the demands are a living wage that grows with the inflation. the bay area is home to a large community of people who work in the entertainment industry. >> i felt like i was the only one out here and it was actually through some collective action that was happening a few months ago that the wga got together all the bay area writers and we realized we lived up the street from each other along with disputes over residual pay shrinking due to an increase in streaming. >> both unions are pushing for limitations on artificial intelligence or ai. writers say that i could use their ideas or

replace them altogether, something they believe could not only harm their job security, but the craft itself. >> like a lot of the writers i know, they always tell stories that are based on their jobs or places they've been and the jobs they've worked in and those are truths you can't get from a computer. >> sag-aftra union members say that many northern california actors already have fewer options to audition for background work. they say studios could film a person for background work one day and then use ai to finish the product. >> i is just going in a direction that that the future of our younger career actors will just be gone. >> the alliance of motion picture and television producers, who represents the studios, have disputed claims from both unions. in a statement, the alliance says in part, the deal that amptp has offered sag-aftra represents more than $1 billion in wage increases, pension and health contributions and residual increases and includes first of their kind protections over its three year term, including expressly with respect to ai. the alliance has also addressed the writers guild claim, saying in part, the wga bargaining

committee's rhetoric is unfortunate. this strike has hurt thousands of people in this industry and we take that very seriously. our only playbook is getting people back to work. union members say they're ready to strike until their demands are met. >> i'm very confident because we're not going to give up and we're on the right side of humanity in this guy. >> zach fuentes, abc seven news. some breaking news. >> there's a big backup all along the bay bridge because three lanes of eastbound 80 are shut down. sky seven was overhead just a few minutes ago. took this video for you. we believe several vehicles, including a motorcycle, were involved in a crash. it happened about an hour ago near the toll plaza. but again, this is on the eastbound side of 80. three lanes are closed. two lanes are open. the second tropical storm to hit the us mainland in three days is now weakening, but it's still causing trouble in texas. >> harold made landfall as a tropical storm on padre island this morning with sustained winds of 50mph and gusts as high as 67. the national weather service downgraded the storm to a tropical depression, but it
