the state of san francisco. so many problems. but tonight, are we beginning to see a brighter future? we are looking at it all tonight. good evening. i'm amanda. >> and i'm dan ashley. thanks for joining us. it's no secret we know the future of san francisco is threatened by many things. the work from home shift , struggling retail shopping and crime. but we're here to find the solutions to help build a better bay area and the city that we all care so much about. >> that's right. the city is struggling downtown scene has been a hot topic for months. we want to take a step back and get the full picture of its road to recovery. that's why we're making it. tonight's abc7 deep dive at 11 today in a six month update on the roadmap to san francisco's future mayor, london breed praised the city's recovery. >> she first unveiled her roadmap during the official state of the city address back in february. transform downtown into a clean, safe, welcoming destination at all hours every day. so here's a piece of what the mayor laid out. >> she touted the largest new

police academy class in three years, a 38% increase in office attendance since last july. and more than 5500 new business registrations among other milestones earlier. abc7 news insider phil matier had this assessment of the mayor's announcement today. >> i think the big thing what we saw today was that what might have been a small step a year ago or two years ago is big now because we're really trying to change the narrative, as they say, into the glass half full and it's going to get more full. >> another area covered today was bringing workers back to the downtown area. it's not as simple as having businesses demand employees return to the office. >> so it's not enough for just workers to come back because even when they come back, they're going to use less space. but the mayor has to attract new employees, new people to come in. they're betting big on artificial intelligence. the mayor has thrown out some big ideas, including converting the westfield mall on market into a sports stadium. >> phil says there might be something more behind that idea

. >> for when you've got a problem, you try to fix the problem. but in the meantime, you try to throw some things out there to keep the public occupied with the ideas that you're doing something now, she's proposed a soccer stadium and sports arena for where nordstrom's in the westfield mall is right now. is that practical? i don't know. but she's commissioned somebody that's going to put up a drawing and we're going to watch that. and we're going to talk about it. she's talking about bringing university of california campus to the downtown. okay. is that realistic? is it going to take time? yes absolutely. but she is also in politics here. you have to understand, she is getting gearing up to run for reelection. and it could be a very tough reelection because the public is not happy. >> and then tomorrow, another big opening with a lot riding on it for the city. our media partner, the san francisco standard, got a sneak peek inside the new ikea on market street. it will offer items geared toward city living spaces. the store opens its doors tomorrow at 11 across from the powell street bart station. >> also tomorrow, the issue of homelessness in san francisco

will go before three federal judges. the city is appealing a court ruling that they say has tied their hands when it comes to removing encampments on the street to continue our deep dive at 11, abc news reporter j.r stone is here with all sides of this debate. j.r. dan and alma, what we're about to see tomorrow is extremely rare. >> according to those i've talked with. you have a court hearing with the city and before that, the elected officials in san francisco will hold a press conference to voice their opinions about that court hearing with the three judges. they are basically pushing off the homelessness issues and blaming a lack of action on the system in this is what it looked like walking along van ness avenue in san francisco tuesday night just two blocks from city hall. it's very frightening to see what they're doing. challis mosher and others, we spoke with live at nearby opera plaza. mosher is referring to the homeless situation and the tents that she says now sit on

sidewalks along van ness avenue for long periods of time. >> we keep calling 311. nothing we can do, nothing we can do. >> city officials will go in front of three federal judges wednesday to appeal a court order that temporary limits the city from enforcing certain laws that prohibit public lodging or camping against invol three homeless individuals. >> that is, as long as the number of people experiencing homelessness exceeds the number of available shelter beds in san francisco, officials say those on the street won't take help. >> over half of the folks that they're reaching out to are refusing offers of shelter by the city or actually have shelter elsewhere for but choose to keep a tent on the streets. >> we asked those with the coalition on homelessness if that is true. >> only half of the people are accepting shelter because they only have shelter to offer half of the people. you can see how many shelter beds are being offered to people in the encampments. they've only got

enough for half of them. so the other half they marked down is refusing shelter. and as the city battles in the court system over enforcement, some community members say they are now angry over what they call a lack of any action. >> i've lived here since 1974. >> i've never seen san francisco this dirty. it's just it's pathetic. my wife and i have to cross the street just to walk up to go to dinner just because all the tents are blocking everything. they're coming here for one reason, and it's not to pay taxes. >> it's to use our facilities and use the drugs that are here. >> abc seven news political insider phil matier people are compassionate, but they're also growing frustration. >> we've spent billions of dollars. we've tried many, many things. none of it seems to be working now. there's going into the legal system. you just figuring like when does this end ? what is an answer? >> this court hearing is scheduled for 930 at the federal building. city officials will rally with the public at 9 a.m. outside of court, it's unlikely we'll see a decision by these

judges on wednesday, but that will likely come soon. j.r stone , abc seven news. all right, j.r, thank you. >> now to the east bay. we have long been closely covering the rising theft and retail crime in oakland. mayor shengtao just got back from an overseas trade trip in vietnam. we used the chance to ask her about those crime concerns. even though violent crime has ticked down in the last 12 months, data shows robberies are up 21. burglaries are up 48. and auto theft is up 41% in the city. we asked mayor tao what she's doing to increase public safety while dealing with a historic budget deficit hit. >> arguably, i would say that crimes would be even higher than it is today. if i were to have cut in my budget the programs for our after school programing for our summer program. but there remains one key vacancy. >> chief of police, she says, that remains the police commission's responsibility. >> her job is to actually go through the hiring process and

they are to refer three top candidates to my office. to this day, i have not yet received those referrals. >> soquel's this month, the commission has been holding town hall meetings to get public input before making those referrals. back in february, mayor tao fired chief laurent armstrong for failing to discipline officers for misconduct. >> new developments tonight in the fight to protect pedestrians in san francisco. exactly one week after a four year old girl was hit and killed. a rally is held in her honor at the intersection where it happened. abc seven news reporter tim johns was there and has the grief, the frustration and the call to action. >> this is your wake up call. >> this is it. >> calls for change in the form of strollers at a san francisco rally tuesday, neighbors and activists all demanding action after last week's deadly crash. a four year old girl killed while her parents were pushing her in her stroller at the crosswalk of fourth and king for years old.

>> four years old. >> news of the girl's death has especially impacted julie nicholson, who spoke at the rally back in 2020. nicholson broke her back and neck after being hit herself by a speeding driver on a san francisco street. >> it hit me, i thought i was going to die. flew about 30ft, landed on the ground. >> advocates say last week's accident is just another example of how deadly the city streets can be in 2022, 39 people were killed in traffic related deaths, the highest number in 15 years. many at the rally want the city to redesign hundreds of especially dangerous intersections to make them more pedestrian friendly. the urgency isn't there right? >> we have the basic infrastructure for 900 intersections that haven't been done yet. >> why a goal? sfmta says they need more money to do completely. >> we're going to be making at least some changes on all of those streets. and meanwhile,

we're looking at other known locations like this one here where there are two lanes of traffic that are turning right across a crosswalk. >> the city says it is taking more immediate action, though, at fourth and king, they plan on reducing the number of right turn lanes and installing a yellow turn arrow to replace the current green light. >> officials say they also want the state to pass a law installing more speeding cameras . >> if somebody is speeding off the highway onto a residential street, they should just get a ticket in the mail. and when they get enough, maybe they'll learn not to do that anymore. >> until then, advocates like nicholson say they'll keep fighting to make the streets safer for everyone. >> i want our city leaders to say enough. never again. you heard us say never again. >> in san francisco, tim johns, abc seven news. it's our guiding focus every day here at abc7. >> finding places of progress in our work to build a better bay area. and tonight we are taking you through some of those breakthroughs. our first took us

for a ride on bart earlier today. we jumped on board with bart's general manager and state senator scott wiener. the two went from the civic center. stop to the bart police headquarters in oakland. they chatted about ways to help bail out the transit agency after a state funding bill was just paused. >> and this is not optional. if our transit systems start to unravel, we will see dramatically increased congestion on our freeways and roads. low income workers will not be able to get to work. senate bill 532 would have hiked bridge tolls by one and a half dollars to help raise money for bay area transit. >> now, bart says it's switching its strategy to now run fewer ten car trains as an alternative . >> it'll save us $12 million, and that is real money and that's real savings. and it's to signal to our stakeholders that we are willing to find savings without cutting service. >> bart debuts a new schedule on september 11th with more focus on nights and weekend trains to attract more riders and help its

bottom line. our next abc7 building a better bay area breakthrough takes us to the north bay where marin county is taking a new approach to clear a large rv encampment. we first told you about the dozens of vehicles lining binford road in novato back in may. now the county is planning to get some of the people into permanent housing. it received more than $1.5 million from the state for what's called an encampment resolution fund. the money will go toward outreach and support for the unhoused. marin county also must match funding with vouchers for housing and assist people with things like rent, as well as secure city deposits and our final abc7 building, a better bay area breakthrough national recognition for a nonprofit helping disadvantaged san francisco school kids. real options for city kids or rock works with principals staff and the community to help remove barriers to learning for kids in visitation valley. for example, rock hosts a vision day to provide free eye exams and glasses on the spot to elementary and middle schoolers.

so it's no surprise rock was honored with the civic engagement award at the 2023 community schools and family engagement conference hosted by institute for educational leadership. >> we won. it was it was about our ability to do community school work, just integrating with schools in san francisco and making good things happen. >> so what does it mean? getting a national award? national recognition for rock? how does that help the organization? >> you know, we're just this little tiny organization focused in san francisco's visitacion valley. and so getting that national exposure, my hope is that it opens a bunch of doors for us and gets us more exposure . i think the work we do is really important. i think a lot more people should know about it and now you know about it and perhaps you want to help rock form positive relationships with and fill the needs of students in this valley. >> go to rock org to help out. >> ready for round one. the very first republican primary debate for the 2024 election is

presidential candidates will hit the stage for the first republican primary debate for the 2024 election. former president donald trump confirmed he's skipping tomorrow's debate in milwaukee. instead, he's airing a prerecorded interview with him and political commentator tucker carlson on x or what was twitter? with trump's absence, it means florida governor ron desantis will likely bear the brunt of the debate stage attacks. >> we got the first debate in this whole shebang. we're going to be able to do it should be a lot of fun. the debate is also leaving behind two candidates who did not qualify, including california republican larry elder. >> he's now threatening to sue the republican national committee for rejecting his bid. elder claims he met all requirements. >> it is officially the summer of the mega shows from taylor swift to drake or the dead and company cross country concerts are gaining massive attention and bringing even bigger profits to local economies. and next up in the bay area is queen bee

look at a live picture right now. we do have fog on the golden gate bridge. visibility in half moon bay down to a quarter of a mile. it's going to be warming up tomorrow. it started today. tomorrow, you'll notice the biggest jump comes in concord from 87 to 97 degrees, ten degrees warmer for san jose . you're going up five degrees from 85 to 90 degrees. a live view of that fog from our sutro tower camera over san francisco. air quality advisory for wildfire smoke will continue through tomorrow. so moderate air quality expected, but the wildfires up in northern california certainly sending us smoke in the upper parts of the atmosphere by late tomorrow night. looks like it is going to lift on out back to the northern portion of the state on live doppler seven. we have that fog watch out in the morning. we're still hanging on to a little bit of the mugginess and the humid city. as you will notice, the dew points are in the 50s and 60s range. but that is also going to be coming down. here's a look at those temperatures in the 60s and 70s right now. so still pretty mild. want to turn

your attention quickly to tropical depression harold. it made landfall as a tropical storm earlier today in south padre island. it is still dumping rain across texas. as you know, they've been dealing with the drought. this is not going to be a drought buster, but certainly will help them out. meanwhile, in the caribbean, tropical storm franklin newly formed gust to 50 miles an hour, expected to actually dump flooding and life threatening rain across parts of hispaniola going into tomorrow and even into thursday. so storm surge winds also going to be an issue. a live view from our emeryville camera as we look at that fog back towards the city. limited fog along the coast overnight, less humid and noticeably warmer tomorrow and a sharp drop in temperatures is coming on friday. tomorrow morning, we begin with the fog, 5060s by lunch. it's already warming up and it is going to be a warm to hot one at 4:00 pm with temperatures slowly coming down when the sun sets. speaking of coming down tomorrow morning, 50 and 60s pretty quiet weather pattern. afternoon highs really
