tonight, the state of san francisco. so many problems, but tonight, we are aiming to see a brighter future. good evening. dan: thanks for joining us. it is no secret we know the future of san francisco is threatened by many things. the work from home shift, struggling retail, shopping and crime, but we are looking to find the solutions for a better bay area. ama: the city's downtown scene has been a topic for months. we want to get a full picture of recovery, and that is why we are making it tonight's abc 7 the dive at 11:00. dan: today, mayor london breed praised the city's recovery. she unveiled her roadmap during the state of the city address in february, transform downtown into a clean, safe, welcoming destination at all hours every day. ama: she touted the largest new

police class in 28 years, and increases in office attendance since last july, and 5500 new business registrations. earlier, abc 7 had this assessment of the mayor's announcement today. >> the big thing we saw today was what might have been a small step a year ago or two years ago is big now because we are trying to change the narrative, as they say, into the glass half-full, and it is going to get more full. dan: another area covered today was bringing workers back to the downtown area. it is not -- >> it is not enough for workers to just come back, but the mayor has to attract new employees, new people to come in. betting big on artificial intelligence. ama: the mayor has thrown out big ideas, including converting the westfield mall and markets into a sports stadium. there might be something more behind the idea.

>> when you have a problem, you try to fix the problem, but in the meantime, you throw some things out there to occupy the public. she has proposed a soccer stadium and sports arena, but road strums and the westfield mall -- nordstrom in the westfield mall is their right now. we will watch it and talk about it. she is talking about bringing university of california campuses to the downtown. is it realistic? is it? going to take time? ? yes, but she is also in politics. it could be a very tough reelection because the public is not happy. ama: and tomorrow, another big opening with a lot riding on it for the city. our media partner at the san francisco standard got a look inside the new ikea of market street. the store opens tomorrow at 11:00. dan: also tomorrow, the issue of

homelessness in san francisco will go before three federal judges. the city is appealing a core drilling they say has tied their hands when it comes to removing encampments on the street. to continue our deep dive at 11:00, j.r. stone is here with all sides of this debate. j.r.: what we are about to see tomorrow is extremely rare, according to those i talked with. have a court hearing with the city, and before that, elected officials in san francisco will hold a press conference to voice their opinions about that court hearing with the three judges. there are basically pushing off the homelessness issues and blaming a lack of efficient -- lack of action on the system. this is what it looked like walking along van ness avenue in san francisco tuesday night, two blocks from city hall. >> it is frightening to see what is happening. j.r.: this resident and others we spoke with live at the nearby plaza. she is referring to the homeless situation and the tents she says

now sit alongside rocks on vanness avenue for long periods of time. >> nothing we can do. j.r.: city officials will go in front of three federal judges wednesday to appeal a court order that temporarily limits the city from enforcing certain laws that prohibit public lodging or camping against involuntary homeless individuals. that is, as long as the number of people experiencing homelessness exceeds the number of available shelter beds in san francisco. officials say those on the street will not take the help. >> over half of the folks they are reaching out to our refusing office -- official shelter by the city or have shelter elsewhere but choose to keep the tent on the streets. j.r.: we ask to those with the coalition on homelessness if have -- if that is true. >> they can only shelter half of the people. you can see how many shelter beds are being offered to people

and they only have enough for half of them. j.r.: as the city battles the court system over enforcement, some community members say they are now angry over what they call a lack of any action. >> i have lived here since 1974, i have never seen san francisco this dirty. it is pathetic. my wife and i have to cross the street just to go to dinner because the tents are blocking everything. >> they are coming here for one reason, and it is not to pay for taxes. it is to use the facilities and drugs that are here. j.r.: here is abc 7 n political analyst. >> we have spent billions of dollars, tried many things, and none of it seems to be working. now going into the legal system, when does this end? what is the answer? j.r.: this court hearing is scheduled for 9:30 at the federal building. city officials will rally with the public at 9:00 a.m. outside of court. it is unlikely we will see a

decision by wednesday, but that will likely come soon. j.r. stone, abc 7 news. ama: thank you. now to the east bay, we have long been closely covering the rising theft and retail crime in oakland. mayor sheng thao just got back from an overseas trip to vietnam. we asked her about those crime concerns. even though violent crime has dipped down the last couple of months, data shows robberies are up 21%, blurred glories are up 41% -- burglaries are up 41%. we asked the mayor what she is doing to deal with this safety. >> crimes would be even higher than it is today if i were to have cut in my budget the programs for our afterschool programming, for our summer programming. ama: but there remains one key vacancy, chief of police. she says that remains the police commissioner's response ability. >> our job is to go through the

hiring process, and they are to refer three top candidates to my office. to this day, i have not yet received those referrals. ama: this month, the commission has been holding town hall meetings to get public comment. the mayor fired chief leronne armstrong for failing to discipline officers for misconduct. dan: francisco pedestrians after a four-year-old was killed. rally is happening at the intersection where it happens. tim johns has the grief and frustration and the call to action. >> this is your wake-up call. this is it. tim: calls for change in the form of strollers as san francisco rallied on tuesday. neighbors and activists demanding action after last week's deadly crash, a four-year-old girl killed on the crosswalk of fourth and king. >> four years old.

tim: news of the girl's death have especially impacted julie nicholson who spoke at the rally. in 2020, nicholson broke her back and neck herself while being hit by a speeding driver. >> it hit me and i thought i was going to die, flew about 30 feet. tim: the accident is another example of how deadly the city streets can be. in 2022, 39 people were killed in traffic-related deaths. the rally to redesign the city intersections to make. the more pedestrian friendly. >> we have basic infrastructure for 900 and for -- intersections that have not been done yet. why? tim: it is something the city says they need more money to be done completely. >> we are looking at other known

locations like this one here or there are two lanes of traffic turning right across the crosswalk. tim: the city says it is taking more immediate action. at fourth and king, they plan on reducing the number of right turn lanes and installing a yellow turn arrow to replace the current green lights. officials also want to pass a law to install more speeding cameras. >> if someone is speeding on the residential street, they should just get a ticket in the mail. tim: until then, advocates like nicholson say they will keep writing to make the streets safer for everyone. >> i want our city leaders to say, enough, never again. tim: in san francisco, tim johns, abc 7 news. ama: it is our guiding focus every day at abc 7, finding places of progress in our work to build a better bay area. tonight, we are taking you through those breakthroughs.

her first took us for a ride on barge. we jumped on board with bart's general manager and state senator scott wiener. they went to the bart headquarters in oakland. they chatted about ways to bail out the transit agency after a state funding bill was paused. >> this is not optional. once the transit system starts to unravel, we will see dramatic increase in congestion on the roads, low income workers will not be able to get to work. ama: the senate bill would have hiked bridge tolls by $1.5 to help raise money for bay area transit. now, a strategy to use fewer car trains as an alternative. >> it will save us $12 million, and that is real money and savings. it will say to our stakeholders we are willing to and savings without cutting service. ama: bart debuts a new schedule on september 11 with a focus on nights and weekends trains to attract more work -- more

riders. our next building a bay -- building a better bay area breakthrough takes us to where a county is working to clear a large rv encampment bid we first told you about the dozens of vehicles in may. the plenty is to get those people into permanent housing. it received half $1 million from the state on what is called a camp resolution fund. the county must also match founding -- funding and give vouchers to help people with rent and security deposits. our final building a better bay area breakthrough, national recognition for a nonprofit hope being -- helping disadvantaged san francisco school kids. the group works with the community to remove barriers to learning for kids in the valley. for example, they hosted a free vision date to provide free

exams and glasses to this -- for free to the students. >> it was about our ability to do community school work, integrating with schools in san francisco and making good things happen. >> what does it mean, getting national recognition? how does it help the organization? >> we are this tiny organization focused in san francisco's vegetation valley, so getting that exposure, i hope it opens more doors to us and gives us more exposure. the work we do is important and a lot more people should know about it. ama: now you know about it. perhaps you want to help the nonprofit form positive relationships on students. go to their website to help out. dan: ready for round one. the very first republican

silicon valley pride all week long. the celebration ends with a parade and festival this weekend. ama: lauren martinez was in san jose with the flag raising that means much more. >> happy silicon valley pride week. lauren: community members gathered to raise the pride flag in front of san jose city hall. today's theme was to lift out of the crowd, a sentiment that is more important than ever. >> we see the tragedy that just happened in southern california a few days ago. lauren: speaker after speaker address to the level of recent violence against people within the lgbtq+ community. in lake arrowhead, a clothing store owner was killed in a dispute for flying a pride flag outside her store. laura ann carlton was a married mother of nine children. >> no matter how progressive you

think you are, there is always work to be done. >> the hate has always been there, but it has been emboldened. lauren: gabriella has volunteered with the lgbtq community center since the 1980's. the center continues to inspire action and provide a safe space. >> we are bringing mental health trainings so we can keep people afloat. and also we are doing a lot of advocacy work and training people on how to do community organizing. lauren: tuesday's flag ceremony brought together city leaders and local organizations in the south bay that proved there are allies out there. >> we need to be doing everything we can to support the effort to make it more exciting, vibrant, and safe. lauren: omar torres is the first out lgbtq+ person of color to sit on the san jose county council. he was at the parade this weekend. >> i know you want to walk with

cross country concerts are gaining massive attention and bringing even bigger profits to local economies. next up in the bay area is queen bey, beyoncé. her show is coming to levi's stadium next week and it will be a spectacle. santa clara city leaders have pushed the city's curfew time back one hour. the concert is next wednesday night. ama: and tonight, fans are gathering to see korean girl group blackpink. they are currently on the encore of their north american tour, born pink. >> hit you with that ddu-du -duu-. >> this is our third time seeing them. ama: they love them. tonight was the band's first time playing in the bay area. dan: we have had so many big shows and more coming. it is amazing.

good weather for the outdoor shows. ama: abc 7 news meteorologist sandhya patel is here. sandhya: we have great weather coming your way for these events. let's take a live look at the picture. we have fog on the golden gate bridge, visibility in half moon bay down to a quarter of a mile. it will be warming up tomorrow. tomorrow, the biggest jump comes in concord, from 87 to 97 degrees. san jose, up five degrees from 85 to 90 degrees. a live view of that fog from our sutro tower camera over san francisco. air-quality advisory for wildfire smoke will continue through tomorrow. moderate air quality expected, but the wildfires up in northern california sending smoke into the upper parts of the atmosphere. by late tomorrow night, it will lift on out to the northern portion of the state. on live doppler 7, we have that fog. watch out in the morning.

we still have mugginess and humidity. dew points are in the 50's and 60's, but that will also be coming down. here is a look at the temperatures in the 60's and 70's right now, so it is still mild. we want to turn our attention to tropical depression harold. it made landfall as a tropical storm today in south padre island. it is still dumping rain across texas. they have been dealing with a drought. this will not be a drought buster, but it will help them out. in the caribbean, tropical storm franklin, newly formed. expected to dump flooding and life-threatening rain across parts of hispaniola went into parts of tomorrow and even into thursday, so dorm surge and winds will be an issue. a live view from our emeryville camera. limited fog along the coast overnight. less humid and warmer tomorrow, and a sharp drop in temperatures is coming on friday. tomorrow morning, we begin with fog.
