donald trump won't be there. now at five, the latest legal obstacle facing the former president as he prepares to turn himself in to authorities in georgia. >> the issue of homelessness in san francisco will go before three federal judges today. the city claiming a court ruling has tied their hands when it comes to removing encampments on the street. >> a brighter future is on the way for san francisco. those words from city mayor london breed. a look at the bold proposal she's now laying out in a roadmap to recovery. good morning. it is wednesday, august 23rd. >> i'm going to start the check of our forecast with lisa. >> hi. i saw some fog this morning. so we're getting back to our normal weather pattern, which is going to move out that subtropical moisture and bring in a bit of a marine layer. so that should help us out feeling a little bit more comfortable today, although low temperatures are going to soar. here's a look at live doppler seven. some of the patchy fog offshore there. there and you see the current numbers. only a couple 50s. but still we are looking at the higher relative humidity right now. but the second half of the

day, we're going to feel a little bit better. so those 50s being influenced by the low clouds, the fog off the coast and notice the scale here. 50s and 60s muggy to humid. this is our dew points, the area of moisture, the amount of moisture in our atmosphere. so this is all going to come down. and here's a look at our current temperatures. anywhere from a degree to seven degrees cooler. so we're going in the right direction. the golden gate bridge, you can't see much there because of the cloud deck. and we'll look for temperatures to warm quickly. high pressure building overhead. so 60s to start out through 7:00, 70 in 80s by noontime, upper 80s around 4:00 and even some 70s at the coast jobina. >> thank you, lisa. good morning, everybody. so our completely green map except for coming out of tracy for our super commuters pretty much tells the story for our commute right now and i'll show you those drive times for anyone that's coming out of tracy san mateo bridge. no advisories from the chp this morning. and that goes for anything that's blocking our roads as well. emeryville moving at the limit

as well as you see where you see the headlights are, where the traffic is traveling in the westbound direction towards the maze. our drive times here this is what i wanted to point out for our super commuters. tracy to dublin is about 38 minutes. so it's really not that bad westbound for that traffic building ever. so slightly antioch to concord is going to be 22 minutes. thanks jobina san francisco mayor london breed is laying out a roadmap to where what she's calling a downtown upgrade during a six month update. >> mayor breed highlighted some key achievements painting an optimistic picture of the city's future. abc7 news reporter gloria rodriguez is in the newsroom this morning or i should say is live this morning with more on the mayor's update. hi, gloria. >> good morning, reggie. yes, mayor london breed first unveiled this roadmap during her state of the city address. back in february. and it's the city's plan to transform downtown into a clean, safe destination 24 hours a day. the six month update on the roadmap to san

francisco's future touts the largest new police academy class in three years. a 38% increase in office attendance since last july. and more than 5500 new business registered this year. among other milestones. bones. and when it comes to bringing workers back to the downtown area as abc7 news insider phil matier noted, it's not so simple as just having businesses demand employees return to the office so it's not enough for just workers to come back because even when they come back they're going to use less space. >> but the mayor has to attract new employees, new people to come in. they're betting big on artificial intelligence. >> the mayor has thrown out some big ideas, including converting the westfield mall on market into a sports stadium. bill says those ideas could be meant to keep the public occupied with idea that she is doing something now in the roadmap. mayor breed touts changing laws to fill

vacant space. also reforming taxes. some of those downtown activations and making streets cleaner and safer. live in san francisco, gloria rodriguez, abc seven news. >> gloria, thank you. and let's talk more about downtown. we've told you about stores leaving the market street corridor in san francisco today is the day when ikea is going to open up its new store in the city. our media partner, sf standard got a sneak peek inside the new store. it looks similar to other ikea's, but does have a different format geared towards city living spaces. the store opens at 11 a.m. across the street. bart station. >> happening today, the future of homelessness in san francisco is going before a three actually. federal judges the city is appealing an order temporal blocking officials from removing encampments on city streets. the order is keeping the city from clearing the encampments as long as the number of people experience homelessness exceeds the number of available shelter beds. now the problem, according to the city, is that many of the unhoused are refusing help.

>> over half of the folks that they're reaching out to are refusing offers of shelter by the city or actually have shelter elsewhere. but choose to keep a tent on the streets. >> the coalition of homelessness claims the city actually only has enough shelter beds for half of the unhoused population. so they are marking many people down as refusing shelter, even though there's just no room for them. meanwhile residents say they are fed up. >> i've lived here since 1974. i've never seen san francisco this dirty. it's just it's pathetic. my wife and i have to cross the street just to walk up to go to dinner just because all the tents are blocking everything. >> before today's hearing, city officials are planning a rally with the public outside the court. it is unlikely, though, that we will see a decision today. it will likely come soon . we will keep you updated on that. >> marin county is taking a new approach to clearing a large rv encampment. we first told you about the dozens of vehicles

lining binford road in novato in may. now the county is planning to get some of the people into permanent housing. it received more than $1.5 million from the state for what's called an encampment resolution fund. the money will go toward outreach and support for the unhoused. marin county also has to match funding with vouchers for housing and assist people with things like rent and security deposits. >> also in marin county, a new housing complex for teachers is closer to reality. the state approved an environmental study for the housing development next to san quentin state prison overlooking the larkspur ferry terminal. the complex would include 135 units for teachers and school employees, another 115 homes for families. it would be the largest affordable housing project in marin county in 50 years. more than 40% of marin county school staffers say they cannot afford to rent an apartment in that area. santa clara county is taking a new approach to address a teacher shortage, and it involves a plot of land in downtown palo alto.

that's where officials held a groundbreaking for a new affordable housing complex for teachers and school employees. the 110 units will serve school districts in los altos, mountain view and palo alto. the goal here is to have teachers live near the schools where they work. >> we've got teachers and other school staff who are commuting hours and hours, and that is time, not spent with or for kids . >> the complex is being built on county owned land. it's being developed by two nonprofits and financed in part by meta, facebook's parent company. a similar project is being planned for the cupertino area. >> new this morning. a witness in the classified documents case against donald trump is retracting his prior testimony. the witness is identified as an it employee at mar a lago. prosecutors say he initially testified to a grand jury that he was unaware of any efforts to erase security footage recorded at the former president's estate . after getting a new attorney.

prosecutors say he retracted his prior testimony and detailed an alleged effort to tamper with evidence as a trial in the case. has been set for may 20th of 2024. trump has pleaded not guilty and happening tonight, the first gop debate of the 2024 cycle will happen in milwaukee. eight republican candidates will take the stage. and former president donald trump, who leads in the polls, won't be there. jobina sources tell abc news trump is planning to counter the debate with his own programing. yes reggie, so final preparations are underway in wisconsin. >> the republican national committee's inaugural debate starts at 6 p.m. of course, as you mentioned, without former president president donald trump, who says he won't be there and instead will air a prerecorded interview with political commentator tucker carlson. many have criticized trump's decision not to attend abc news political contributor and former congresswoman barbara comstock is emphasizing the need for candidates to face trump in the debate cycle. >> while donald trump is the leader. and if you want to be

number one, you have to take on the person who is number one, the eight candidates in tonight's debate met the committee's polling and campaign donation requirements to participate. >> so something to note here. abc news partner fivethirtyeight shows florida governor ron desantis trail trailing behind trump's lead in the polls by more than 30. although trump himself will be absent, his campaign has said that top advisors will represent him in the debate. spin room. so that's the place where candidates can interact with various media outlets and of course, journalists after the debate. >> all right, good wednesday morning to you. we have low clouds and fog reforming along the coast, but our sea surface temperatures still 5 to 6 degrees above average. and with a compressed marine layer, temperatures are going to warm up upper level winds out of the north, allowing for a hot day today. so you may not notice those changes until we get to our cooldown, which is the

latter part of the week. it is in the 60s 65, san ramon, dublin. closer to the water, we have the 50s quarter mile visibility, half moon bay. look at that. 5758 novato santa rosa. but most of us still running well above average. so we're going to call for the fog along the coast this morning to be patchy. still less humid out there, but with the warmer temperatures today, it's going to feel like summer. and looking at that sharp drop in temperatures on friday, the marine layer is patchy. this is 11:00. it goes away all together. and then as we get into the overnight hours into your thursday, it's coming back into play. and that allows for a bit of a cooldown. highs today ranging from 70 half moon bay, 76in san francisco, 83 in oakland, upper 90s inland 90 santa rosa and san jose. the accuweather seven day forecast where hottest today almost as hot tomorrow. inland big cooldown friday and the rest of the week looking a lot like summer there but still pleasant and not too hot. reggie carmassi

spreading to parts of the bay shore, not inland, though, quarter-mile visibility 55 half moon bay fog pacifica and there is some also along the marin county coastline. but it's mild 60s to 70s out there and that's due to the amount of moisture in the air. still humid, but overall temperatures are down anywhere from a couple degrees to seven degrees cooler in parts of the north bay. but i wanted to show you this. the winds are light. they're out of the south early. but by the afternoon, we do get a sea breeze. so that will bring in comfortable temperatures along the coast, but certainly not inland. well, we will be flirting with 100 degrees later on today. so as a take a look at your thursday, we're still hot here. temperatures coming down, though, across the bay with a better sea breeze. friday, everyone gets the sea breeze and then into saturday, very pleasant summer-like conditions. so 70 half moon bay, 90 napa, 98 in livermore and as we look ahead, it's hot. not as hot in the coolest day will be friday

francisco's mission district is under investigation after allegations of animal mistreat and neglect. a wax spokesperson told the chronicle animal control officers visited the 14th street location last week that visit came a day after the chronicle reported on claims the pet daycare business endangered pets last summer, multiple tiktokers accused the san francisco facility of mistreat their dogs. a wag spokesperson denied the allegations, saying most clients are happy with their experiences as new developments in the fight to protect pedestrians in san francisco. >> exactly one week after a four year old girl was hit and killed near oracle park, a rally was held in her honor at the intersection where this happened. advocates say the accident is just another example of how deadly city streets can be. they're calling on the city to make changes. >> is the urgency, isn't there? right. we have the basic infrastructure for 900 intersections that haven't been done yet. why in 2022, 39 people

were killed in traffic related deaths. >> that's the highest number in 15 years. at fourth and king where last week's deadly crash happened. the city has announced changes the number of turn lanes will be reduced from 2 to 1 and a yellow turn arrow will replace the current green light. officials say they also want the state to pass a law so they can install more speeding cameras. >> oakland mayor qingtao is addressing the city's rise in certain crimes. she's telling abc seven her team is working to increase public safety, while also dealing with a historic budget deficit. abc seven news reporter amanda delcastillo is live in the newsroom with the latest on this. amanda kumasi. >> oakland mayor shengtao acknowledging the current uptick in crime is not unique to oakland and addressing issues yesterday after returning from a trade mission to vietnam. data obtained by the abc seven news i-team shows there's been a 27% increase in robberies, a 19% spike in car jackings year to date from 2022 to 2023.

>> the debate is also leaving behind two candidates who didn't qualify, including california republican larry elder. he's now threatening to sue the republican national committee for rejecting his bid. elder claims that he met all the requirements the second tropical storm to hit the us mainland in three days is now weakening. >> but it is still causing trouble in texas. we are talking about harold, which made landfall as a landfall as a tropical storm on padre island yesterday with sustained winds of 50 miles an hour and gusts as high as 67. the national weather service downgraded the storm to a tropical depression, but it could still cause flooding with half a foot of rain expected to fall in some places. harold is the first storm to come ashore as part of the 2023 atlantic hurricane season. of course, parts of southern california are still cleaning up after tropical storm hilary. places like cathedral city in riverside county are still muddy and messy. so far, no us deaths are being attributed to the storm.

carrying seven children and one adult and was dangling by one wire. the whole ordeal lasted more than 15 hours. jobina is at the live desk with that. >> thank you, reggie. so the terrifying situation yesterday in pakistan was just absolutely gut wrenching. so this is the operation that was underway and it was broadcast for more than 15 hours on live tv. so the group of eight were on their way across a ravine when their cable car got stuck and the cable cars went. many of us here would refer to as a gondola. it was used every day to get kids to school. on the other side of the ravine, a line snapped, leaving them stranded and dangling 600ft in the air from a single cable. at first, a helicopter rescued one child hoisting them up in the air by a safety line. but then crews found a different strategy. they built a makeshift zip line and rescued the seven others on board late into the night. and there are regular complaints that the cable car system is not regularly maintained. normally, the kids would have a two hour ride to school on the cable car cuts that time down to roughly four minutes. coomassie >> thank you, jobina. now to another high elevation rescue. this one happening at the golden gate bridge. although no lives were in danger, it was still a really delicate situation. it happened over the weekend. someone crossing the span dropped their phone and it
