cooling temperatures. in fact, it'll be pleasant in the city, but right now it is 64. in oakland, 67 in san jose, 63. downtown 59 with that fog, half moon bay and a pretty view here of the city. no fog there. 58 santa rosa with low to mid 60s inland. so we're talking a cool down this morning anywhere from 2 to 7 degrees cooler ramping up anywhere from five degrees this afternoon. and our sea breeze gets going late. so notice the spread. we're in the 70s at the shoreline in the low 80s over in oakland. later on this afternoon and in the 90s for high temperatures. so by 4:00 we begin to feel a little bit better. but still it is going to be slightly muggy and much hotter today. so prepare for that, jobina. >> thank you, lisa. good morning , everybody. so i want to zoom in to oakland right now because we were looking at this earlier this morning. it was a big rig that was stalled on northbound 880 at broadway, but i didn't bring it up because it wasn't causing a slowdown, but it is

still in the way the chp is estimating that it should be gone in about 15 minutes. but now it's clogging things up and your speeds are down to around 14mph in that spot at the bay bridge toll plaza, you're metering lights flipped on at 533. so you're seeing the backup in that area. and then tracy to dublin, the ride has maintained pretty decent so far. this is tracking about the same as yesterday, but i would say moving faster than normal where it's a little slower than normal, though as antioch to conquer that ride around 28 minutes jobina. >> thank you san francisco mayor london breed is laying out her roadmap toward a downtown line upgrade. she did this months ago and now she's giving us a six month update and she's highlighting what she says are key achievements. painting an optimist stick picture of the city's future. abc seven news reporter gloria rodriguez joins us this morning with more on what the mayor is saying. gloria >> good morning, reggie. mayor london breed first unveiled her roadmap during her state of the city address back in february three. it's the city's plan to transform downtown into a clean

, safe destination every day at all hours. the six month update on the roadmap to san francisco's future touts the largest new police academy class in three years. a 38% increase in office attendance since last july and more than 5500 new business registration this year. among other milestones signs when it comes to bringing workers back to the downtown area as abc7 news insider phil matier noted, it's not just as simple as having businesses demand that employees return to the office. so it's not enough for just workers to come back because even when they come back they're going to use less space. >> but the mayor has to attract new employees, new people to come in. they're betting a big on artificial intelligence. the mayor has thrown out some big ideas, including converting the westfield mall on market into a sports stadium. >> phil says those ideas could be meant to keep the public occupied with idea that she is

order temporarily blocking officials from removing encampments on city streets. >> this order is keeping the city from clearing these encampments as long as the number of people experiencing homelessness exceeds the number of available shelter beds. the issue, according to the city, is that many unhoused people are refusing help. >> over half of the folks that they're reaching out to are refusing offers of shelter by the city or actually have shelter elsewhere. but choose to keep a tent on the streets. >> the coalition of homelessness claims the city actually only has enough shelter beds for half of the unhoused population, so they're marking many people down as refusing shelter, even though there's no room for them. meanwhile, residents say they are fed up. >> i've lived here since 1974. i've never seen san francisco this dirty. it's just it's pathetic. my wife and i have to cross the street just to walk up to go to dinner just because all the tents are blocking everything.

>> before today's hearing, city officials are planning a rally with the public outside the court. it's not likely to see a decision today, but it will likely come soon. >> marin county taking a new approach to clear a large rv encampment. we first told you about dozens of vehicles lining binford road in novato in may. now the county is planning to get some of the people into permanent housing. it received more than $1.5 million from the state for what's called an encampment resolution fund. the money will go toward outreach and support for the unhoused, and marin county also must match funding with vouchers for housing and assist people with things like rent and security deposits. >> new this morning, a witness in the classified documents case against donald trump is retracting his prior testimony. the witness is identified as an it employee at mar a lago. prosecutors say he initially testified to a grand jury that he was unaware of any effort to erase security footage recorded at the former president's estate. after getting a new attorney, prosecutors say he retracted his prior testimony

and detailed an alleged effort to tamper with evidence. a trial in the case has been set for may 20th of 2024. trump has pleaded not guilty. we are also expecting rudy giuliani to turn himself in today. he is charged in the georgia case, accused of trying to overturn the 2020 election. this morning, giuliani's attorneys are expected to finalize a bond package with the district attorney's office. giuliani a former president trump and 17 others are charged in this case. >> happening tonight, the first gop debate of the 2024 election cycle happens in milwaukee. eight republican candidates will take the stage together. former president trump won't be there. jobina sources tell abc news trump is planning to counter the debate with his own program saying yes. >> reggie so final preparations are underway in wisconsin right now. the republican national committee's inaugural debate starts at 6 p.m. with out former president donald trump. as you mentioned, he says he won't be there, but instead will be running this prerecorded interview with political commentator tucker carlson.

forward yesterday in the state legislature. senator steven bradford of southern california announced the introduction of an amendment to sb 490. the amendment aims at establishing a freedmen affairs agency. that agency would handle a range of services for people trying to prove eligibility for reparations. claims need infrastructure to implement the programs, and this is what this bill does. >> it gives the foundation an it gives this structure and it was one of the number one recommendations of creating a freedmen affairs agency to implement those programs is the amendment won't be heard until the next legislative cycle in 2024. >> to watch more, you can find the full interview with senator bradford and abc seven race and culture reporter julian glover online at abc7 news.com. many bay area school districts still do not have enough teachers to fill vacancies. san francisco unified admits its teacher shortage is worse this year, compared with last year. parents from sf community schools

addressed their concerns in a letter to the superintendent as well as a school board saying in part, sfusd has failed to provide our entire middle school with mathematics instruction over multiple years without credentialed teachers who have experienced teaching this, then it's only going to make the gap bigger. oakland unified is also looking to hire. it's lacking nearly 300 support staff positions in west contra costa unified is facing a shortage, but is seeing some improvements compared with last year. state lawmakers are working on a possible solution if it's passed , that this bill would make it easier for retired teachers to return for temporary teaching positions. santa clara county is taking a new approach to address a teacher shortage, and it involves a plot of land in downtown palo alto. that's where officials held a groundbreaking for a new affordable housing complex for teachers and school employees. these 110 units will serve school districts in los altos, mountain view and palo alto. the goal is to have

teachers live near the schools where they work. we've got teachers and other school staff who are commuting hours and hours, and that is time not spent with or for kids. the complex is being built on land owned by the county, but developed by two nonprofits and financed in part by meta, facebook's parent company. a similar project is being planned for the cupertino area. >> the 2023 us gymnastics championship kicks off tomorrow at sap center. some of the best gymnasts in the world are going to be there, including simone biles, the winningest gymnast in us history. nearly 150 men and women gymnasts will compete now together, they have won 12 olympic medals, 50 world championship medals and 46 national titles. the top women and men, gymnasts will win a spot on the us national team. while this is not the olympic roster, there will be an olympics feel. >> i mean, how many basketball fans say they wish you saw michael jordan or how many

today in oakland. so it's going to be a warm day. 58 in santa rosa, 62 in napa with mid 60s and very little wind out there. and when we do get the sea breeze, it's going to be late in the day. so tomorrow offers a little bit relief. but as we look at our forecast headlines, the noticeably cooler temperatures will be from the humidity lacking today. but with the warmer air mass on top of us, it kind of cancels it out and we're going to be a little hot today for sure. and as we get into your thursday, things will improve. well, you see it right there, 90 in san jose. that's a good six degrees warmer than yesterday. how about those upper 80s in cupertino? all the 80s on the peninsula. redwood city 90. so the sea breeze really not with you until late in the day and the sunset. 73 though for an afternoon high 91 santa rosa air quality remains moderate so it was a little hazy yesterday, but the sea breeze late in the day will help us out somewhat along the coast. 85 san leandro, upper 90s inland and

>> good morning. kumasi mayor london breed first unveiled her road mark plan during her state of the city address back in february. and yesterday she gave a six month update to the san francisco chamber of commerce. the roadmap to san francisco's future is a city's plan to transform downtown into a clean, safe, welcoming destination at all hours, every day. the six month update highlights the largest new police academy class in three years. a 38% increase in office attendance since last july and more than 5500 new business registrations this year, among other milestone signs, the mayor's thrown out some big ideas, including converting the westfield mall on market into a sports stadium. abc7 news insider phil matier weighs in. >> you've got a problem. you try to fix the problem but in the meantime you try to throw some things out there to keep the public occupied with the ideas that you're doing something now she's proposed a soccer stadium and sports arena for where nordstrom's in the westfield

dealing with a historic budget deficit. abc seven news reporter amanda delcastillo live in the newsroom with the latest on this. amanda carmassi breaking down the numbers using data obtained by the abc seven news i-team year to date there's been a 27% increase in robberies and a 19% spike in carjackings from . 2022 to 2023. >> oakland mayor shane tao acknowledging the uptick in crime, but emphasized it is not unique to oakland. she addressed issues yesterday after returning from a trade mission to vietnam. tao making a point to mention oakland has the highest number of police officers in uniform now compared to the past three years. however one key vacancy remains chief of police. the mayor fired chief laurent armstrong in february for allegedly failing to discipline officers for misconduct and she says the process to hire a new chief begins with the police commission. in meantime, mayor tao says the city is working on ways to increase the police department's capabilities to investigate all of this happening as oakland faces a

delcastillo, abc seven news. >> amanda, thank you. new developments in the fight to protect pedestrians in san francisco. so exactly one week after a four year old girl was hit and killed near oracle park, a rally was held in her honor at the intersection where that happened. advocates say the crash is just another example of how deadly city streets can be. they're calling on the city to make changes. >> the urgency isn't there, right? we have the basic infrastructure for 900 intersections that haven't been done yet. why. pienta 2022, 39 people were killed in traffic related deaths. >> that's the highest number in 15 years. at fourth in king, where last week's deadly crash happened, the city has announced changes the number of turn lanes will be reduced from 2 to 1. and they're going to make a yellow turn arrow replace the current green light. officials say they also want the state to pass a law so they can install more speeding cameras. >> the hotel facility in san francisco's mission district is

carrying seven children and one adult. it was dangling by only one wire and the whole thing lasted more than 15 hours. jobina getting claustrophobic just thinking about it. >> oh, my goodness, reggie. the situation was terrifying yesterday and the gut wrenching, gut wrenching rescue operation was broadcasted live on tv for more than 15 hours. so that's unbelievable. the group of eight were on their way across the ravine when their cable car got stuck. now they call it a cable car. many of us here would likely refer to it as a gondola. it's used every day to get kids to school on the other side of the ravine, a line snapped, leaving them stranded and dangling 600ft in the air from a single cable. at first, a helicopter rescued one child hoisting them up in the air by a safety line. but then crews found a different strategy. they built a makeshift zip line and rescued the seven others on board. late into the night, there are regular complaints

that the cable car system there is not regularly maintained. normally, the kids would have a two hour ride to school, but the cable car cuts that time down to roughly four minutes. kumasi thank you. >> jobina a meeting of the minds on bart yesterday to brainstorm ideas to fund public transit. bart's general manager and state senator scott wiener, took a ride together. it came after wiener announced he was pausing a controversial funding bill that would have temporarily raised bridge tolls to shore up funding. scott wiener says we have to find a way to provide adequate funding for our transit systems. >> this is not optional. if our transit system start to unravel , all we will see dramatically increased congestion on our freeways and roads. low income workers will not be able to get to work. >> senate bill 532 would have hiked bridge tolls by one and a half dollars to help raise money for the bay area transit. and now bart says it is switching

livermore. so we're looking at the fog along the shoreline. it's not dense. well, it is dense. the golden gate bridge is going to peel back quickly, though and looking at a warmer day today. a cool down on friday as high pressure builds the northerly winds really get going in this pushes more weight down on the atmosphere here and that's going to allow for a quick warm up. so the fog is there temporarily. and then by 11:00, it is certainly wiped out. it comes back into play to allow for maybe a 3 to 5 degree cooldown. as we get into your thursday afternoon. so livermore today, upper 90s ten degrees above yesterday's high and the average highs still pretty warm on thursday. but then friday and saturday look to be your cooler days. 76 downtown 83 in oakland. look at that 86 palo alto, 90in napa and san jose. and then you notice as we get towards the weekend and it looks like summer feels like summer around here back the way we do it with that microclimates all in play jobina . >> thank you, lisa. good
