thing in the morning on good morning america. and for many of you in the west, we'll have obvious up to the minute late reporting at the top of world news tonight. i'll see you then . good night. now from abc seven live. >> breaking news books and released. >> we're following breaking news in georgia. former president donald trump turns himself in at the fulton county jail in atlanta, just a day ahead of the deadline to turn himself in. trump facing 13 charges in connection to the effort to overturn the results of the 2020 election in georgia. just like his 18 co-defendants in this case, the former president's mug shot was taken and will be released. good evening. thank you for joining us. i'm dan ashley. >> and i'm karina nova trump's bond now set at $200,000, the most of any of those facing charges in the georgia case. and if the fulton county da has her way, he'll be on trial in october. joining us now is abc seven news political analyst jackie spear. thanks for being

here, jackie. >> jackie, this booking process what is seen former president facing 13 felony charges trying to overturn the election. your thoughts as you watch it's a little groundhog day ish, as you point out here. we've seen this several times now, four times. criminal charges he's facing. >> so disconcerting about it is the fact that he will now race raise money off of it. he raised $13 million off of the first indictment and the supporters of donald trump will continue to support his and this money will go to his legal defense. yeah, you know, the plane that flew him down is going to be charged off to it. all of his attorneys fees, those he's also paying for the attorney fees of other defendants. and it's we have to sit back and think thihe former president of the united states who, while he was president of the united states, committed potentially criminal acts. now he's considered innocent until proven guilty. but the charges against him are

are truly daunting. >> and they're really piling up. >> they are. >> and, jackie, what, if anything, will these charges against former president trump do to his 2024 presidential run? we've seen the impact on polls barely impact on the last three charges. but what about it today? well, a lot depends on how many of these cases are going to come to trial before before the primary is over. >> once the primary is over and if he is the nominee and it sure looks like it now, it's not going to matter to that base. it's going to matter to the nevertrumpers. it's going to matter to those who are swing voters. but we have to wait and see. >> and last night, of course, was the first republican debate of the process. former president trump was not there, maybe more to lose than to gain by being there. your thoughts on his absence. so 12 million people watched. >> 20 million people watched when he first appeared on the stage in the 2016 election. and i think he won last night. i

think he recognized that he's the front runner, much like ronald reagan, who did not participate in the first debate. and i think what it was was an audition for the vice presidential nomination. interesting. >> did anyone in that debate yesterday really stand out to you? >> you know, surprise me. well, nikki haley, did she appealed to the never-trumpers and to a general election, an electorate . whether she will appeal to the other republicans in primaries, i don't know. but the people that really, i think, lost a lot of ground were people like tim scott, who was seen as a great winner in iowa. i think that people thought about desantis, desantis seemed to carry carry the day for what he was trying to do. he's still an unlikable person. so between him and ramaswami, i think they're they're competing against the most unlikable of the

candidates. >> any sign that they're moving past donald trump at all, or are there still afraid to do so? oh, there's i mean, you watch them talk about pardoning him, supporting him if he was the nominee. >> they're not going to mess with that 30% base that donald trump continues to carry. >> all right, jackie speier, thank you so much for your time and input. well an east bay businessman is so fed up with sideshows as we move on here that he is using his own money to install license plate readers at his properties across antioch . >> they just need to be held accountable. it's ridiculous. >> we're tired of it. >> personally, i'm tired of it. i'm not going to put up with it . it will cost upwards of $50,000, but he says people need to be held accountable in order to make the city safer. abc seven news reporter anzar hassan talked with him about this. do it yourself attempt to protect people and property sideshows may seem innocent and kids playing, but it turns into something more. >> that's what happened earlier this month when one car ended up

in the water at the antioch marina and another hit a fire hydrant, leaving three injured. >> sean mccauley owns property at the marina. they just need to be held accountable. >> it's ridiculous. we're tired of it. personally, i'm tired of it. i'm not going to put up with it. >> so mccauley is now going to put up license plate readers at his properties at the marina and other parts of the city, and he's paying for it all himself, costing upwards of $50,000. >> that data goes right back to the police department. >> and if there's anything that occurs, incidences that occur here, they can get real time data and they can get historical data. >> but that's raising privacy concerns. >> the electronic frontier foundation is a nonprofit that defends civil liberties in the digital world. it calls automated license plate readers a mass surveillance technology because of the data that's collected, i do have a concern about privacy and these license plate readers aren't meant to have people with expired registration. >> these are meant for criminal activity. >> mccauley worked with the city of antioch and the police department, which has strict

protocols around the use of data . he even consulted a private security firm headed up by kenneth lakes. >> police departments already have license plate readers on a lot of their patrol cars that you see, and they ride around communities and stuff. so i think a license plate reader is very appropriate to have. >> mr. mccauley is trying to bring a lot of business to the downtown area and to do that and to be successful and to bring other investors in, we have to show the community that it's a safe place. >> antioch city council member mike barbanica supports license plate readers. he wants the city to install more cameras. meanwhile mccauley says he just wants people to be accountable. >> we're going to go after them . we're going to go after the parents if they're underage, we're going to go after them. if they're 18 or over in antioch, saracen, abc7 news all across the bay area. >> car break-ins are a serious problem. many times car after car is being hit. and today i spoke to a man who captured that very thing happening in san francisco. he's a former news photographer. he says he

recorded the incident to raise awareness and as a public service, since it's already had more than a million views on youtube. so we're going to take a look at that video later. but that video starts with items being taken out of this vehicle . and the former photographer says he started shooting the video when he saw a person driving and another hopping out to break into cars at fisherman's wharf and it happened right on north point, near powell street. and you can see a person in a mask hop out of the white lexus and peek into cars at metered spots. at some, they broke into and others they didn't. and we can only assume that they saw nothing inside to take. and we counted up the cars that they hit up in this video, a white suv was the second one. and that happened in less than 30s as the car drove by a hop on, hop off, big bus. you can see it speed past people on a pedicab at and you can also see

a man reach into a blue suv where it looks like there was someone inside and there was a hand that you could see in that video and someone screaming. and the person that was taking the items out kept going, making dangerous turns and they don't even brake. so that's when the recording stops. three cars broken into in less than two minutes. we wish we could show you that video. unfortunately, it's not working right now. but the man who shot the video told me he didn't feel in danger. but stopped recording in case his luck ran out. he also told me he took the video to police and they said they know this is happening and he returned to the area the next day and that's when he says there was added police presence overall. he said this is just a sad situation and he hopes people are aware that it's happening. so for more on what police are doing to crack down on these break ins, let's go to abc7 news reporter cornell bernard who is live in the

newsroom. cornell. >> yeah, karina, police are launching a new tactic to stop or reduce those brazen smash and grab car break-ins officials made the announcement near a popular tourist area today. but just minutes before the news conference began, you guessed it, there was a break in. >> people that do this have to be held accountable. >> sfpd chief william scott is talking about a crime spree that's reached epidemic proportions as brazen car break-ins are happening every day across the city, especially in popular tourist areas. >> we are restaffing our deployment for our tourist areas . >> scott says his department is adding more officers in tourist neighborhoods and he plans to use bait cars to catch thieves. >> so when people come in to this city or people who are in this city break into cars, they may be breaking into cars that are put out there by the san francisco police department, but we intend to catch people in the act. these are very, very. thank you. >> what an ironic thing. right?

what are the chances i'm ironic considering moments before this news conference began at the palace of fine arts tourist lindsay doubler from missouri had her family's rental car broken into near the same spot. so we pulled over park, got out, did a little sightseeing, and when we came back, we had our back glass shattered out and yeah, and four backpacks stolen with a lot of electronics and all the passports and all that good stuff. so sorry about this, guys. >> yep. appreciate it. thanks >> after an officer took their report, we asked the chief about what just happened. >> my reaction? i'm sick and tired of this happening to people in the city. like i said, you know, i've had my car broken in long ago. i have people in my family whose car has been broken in friends. this impacts us all the sfpd says so far this year, there have been 13,331 reported car break ins, compared to 13,493 for the same period in 2022. >> da brooke jenkins is promising penalties for those caught. >> that's what we are trying to

reinstill in san francisco right now, is that not only will you be caught, but when you are prosecuted, there will be a consequence for of that behavior. >> are you sick of it? >> of course i am. >> yes. >> marina district neighbors like daphne are hopeful the break ins can be stopped. >> it's been going on too long and we need to do more. and the only thing that we've seen as neighbors work is actual police presence. >> meantime, lindsay from missouri says she'll come back to san francisco, but with a few changes. >> if you're going to sightsee, leave your stuff in the hotel and just uber somewhere. >> yeah, police have the same advice. don't leave valuables in your car. the chief says things have certainly improved since 2017, when the city had 31,000 car break ins. he says still a lot of work to be done and hopes this new strategy will work. we'll be watching in the newsroom. cornell bernard, abc seven news. we will be watching for sure. >> cornell, thank you so much. coming up, san jose zeros in on a so called trash bag church. how city leaders are turning up

what downtown san jose would look like to residents. >> the city council and mayor matt mehan clean, vibrant and a good representation of the city. this on the other hand this is exactly what they do not want downtown to look like. >> my office, my team have been flooded with emails and phone calls about what our constituents call the trash bag church. >> what is a beautiful l historic landmark has become an eyesore because of one negligent property owner in 2017. >> controversial real estate company zanele properties purchased the historic first church of christ scientist property. it's one of multiple rundown, unfinished buildings they own in san jose. this is what it once looked like and this is now covered in scaffolding and construction tarps. mayor mehan says the city has been finding the buildings owners for code violations. >> we are charged xinle properties $1,000 per day because of their inaction. by mid-march we will be at $100,000

in assessed fines, which is currently the limit in the city of san jose. >> those fines are unpaid and the $100,000 may not be the limit for long. mayor mehan and council member omar torres will propose the city council approved an increased fine limit of $500,000 to further pressure properties and other owners to keep their buildings up to code. downtown resident elizabeth chin hale says this is crucial in order to make downtown a place for people to visit and live. there's just an overall feel that the park is not vibrant, the neighborhood is not vibrant and may not be safe. >> so i think having a nice building here will only add to the utilization and enhancement of the park. >> we owe it to our community, to our history and to our vibrancy of our downtown san jose. >> enough is enough. >> the city hopes to obtain the building so they can work with the preservation action council to restore it to its prior glory. we tried to reach out to properties, but all numbers for their business are offline. in san jose, dustin dorsey, abc

at its half of a mall that's no longer going to be here. >> i do think they might change the businesses. >> not as many people are going to be coming here. it's already you can already see it. it's unfortunate a blow for the city's largest mall just months after westfield pulled out from operating the shopping center, this nordstrom employee who did not want to be identified, said foot traffic has already decreased. >> it is definitely partially due to the crime in the area, and covid has a big impact on a lot of businesses to the latest city data paints a picture of declining business sales tax revenue for the south of market neighborhood. >> the mall is located in has seen a 25% decrease from the first quarter of 2019 to 2023. the city's executive director of the office of economic and workforce development says the way people shop now has changed and downtown will also need to change. >> what we're seeing out there is that younger people, particularly when they come to the city, they want to see new concepts. >> the city is planning store

pop ups in the area, but also has a plan for the mall. >> we're hoping that in the short term we can bring those vendors down to ground floor where they have visibility and access to the public. >> one of those concepts is a soccer stadium. san francisco's mayor, london breed, confirmed the city still in early preliminary stages, is working on a feasibility study in the area. >> it's not just a plan for a soccer stadium. it's showing people what is possible, that we start to we're starting to think about what is downtown in light of the challenges around retail and to help downtown recover. >> more changes are necessary. the mayor's office confirmed they're working on changing laws, reforming tax laws to attract more businesses to this area, as well as keeping the streets clean and safe and just days before nordstrom closes, a new ikea store opened in san francisco, bringing hope and excitement to this area. >> ikea opening, i think, is a game changer in san francisco. >> luis pena, abc7 news.

>> all right, let's get a check on the weather. yesterday was hot. today. feels a little bit better. >> it did cool off a little yesterday because it was really a little sticky and warm in the city. particularly sandhya patel is here with the forecast. >> yeah, and we're noticing a change in the air. no doubt about it. dan and karina, take a look at the temperatures. 99 degrees cooler right now in napa. we're seeing a drop of 13 degrees in livermore. the wind is onshore and that sea breeze is up to 26 miles an hour in rio vista. that's certainly helping to drop off our numbers. 60s to 80s right now are inland areas got up into the 90s today as we look at live doppler seven, the fog is back and up to our north. we are noticing that some thunderstorms have been firing up as this area of low pressure has been providing. the lift is certainly brought us the deeper marine layer that we're experiencing right now. red flag warnings up for a northern portion of the state until tomorrow morning. dry lightning is a concern for new fire starts. and as we look from our mount tam cam, you can see the

haze in the air, but also the marine layer there. air quality advisory issued for tomorrow due to smoke from the northern california wildfires. good to moderate air quality is expected, which is pretty much where we are right now. so the smoke is expected to remain in the upper parts of the atmosphere from our san jose camera. it is a bright view. marine layer expands patchy drizzle overnight breezy and cooler tomorrow afternoon and a gradual warming trend starts this weekend. so the fog makes a pretty good push. tomorrow morning we will see some spotty drizzle to start the day and in the afternoon the fog is going to hang around going into the evening along the coastline. all day long, temperatures ranging from the 50s to the 60s, not quite as warm as it was this morning. it is definitely going to be good sleeping weather tonight. tomorrow afternoon, you're looking at a warm day inland. not as hot as today. upper 80s to low 90s where the sun shining along the coastline. a breezy one with lingering clouds. and those temperatures was in the 60s. accuweather seven day forecast. it's breezy
