this is america this morning. >> good tuesday morning, everyone. i'm andrew dymburt and i'm morgan norwood in for rhiannon. >> a lot to get to this morning. and we begin with hurricane warnings issued for parts of florida's west coast. bracing for idalia. >> the storm is expected to grow into a category three hurricane. winds could top 115mph with life threatening storm surge and possible tornadoes, up to a foot of rain could fall in isolated areas. >> and last night, the national hurricane center moved the track slightly west, raising concern for tallahassee. this morning, idalia is intensifying as it barrels towards florida's west coast, set to become a major hurricane with mandatory evacuations ordered along the coast and at least eight counties still at eckerd college in saint petersburg told to evacuate and to prepare their dorms for flooding. from 6 to 9in of rain. >> we had a dorm meeting and they said everybody out by 5:00 today. so it was scrambling to just get everything off the floor.

>> the storm already battering cuba with flooding rains and winds up to 70mph. families waiting through knee high water and now florida's so-called big bend, a region north of the tampa area and south of tallahassee, is bracing for what's being described as life threatening storm surge. those warm waters, that's the fuel we expect rapid intensification to a cat one, a cat two, a cat three by wednesday morning. >> that's when landfall will occur. rain wind and storm surge, a big issue, especially here in this part of the gulf, up to 12ft of it. >> the worst of the storm surge expected tonight into tomorrow morning. while the storm is projected to hit the more sparsely populated big bend area , experts warn it could shift at any point, just like hurricane ian did last year when it shifted south, devastating the fort myers area and killing 149 people in the state. >> if it wobbles west, you're looking at tallahassee is going to end up getting getting impacted, wobbles east. you're going to see more severe impacts here in the tampa bay area being

caught by surprise could be devastating for homeowners who may be without insurance this year, more than a dozen insurance companies have stopped writing home insurance policies in the state, blaming the rising cost and higher flood risk due to climate change. >> farmers insurance announcing just yesterday that it's cutting more than 2400 jobs, 11% of its workforce after ending home insurance coverage in florida last month. nearly 15% of homeowners in the state are without insurance. and more are dropping their plans voluntarily . the average policy in florida now costs roughly $6,000. that's up 42% from last year, nearly triple the national average. and there's also a risk for tornadoes along the coast as that storm approaches. we'll take a closer look at the forecast in just a few moments. and the other big story this morning, the deadly shooting at the university of north carolina . >> a graduate student now in custody after a faculty member was killed. here's abc's lionel moise. >> this is truly a tragic day

for our campus community. >> this morning, another deadly on campus shooting. a gunman opening fire at the university of north carolina at chapel hill . >> praise for a law enforcement possible active shooter on campus killing a faculty member and forcing the university city to go on lockdown. >> monday, campus authorities had released this photo, the same photo on the university's website identifies him as a graduate student. chaos on campus as students sheltered in place. >> no one knew what was going on . the first thing i did, i know i called my mom, told her i loved her. >> this video showing a bullet hole in one of the buildings on campus. >> we'd locked the doors pretty quickly and we were just kind of like hunkering down cell phone video from inside a lab shows police clearing room by room. >> abc station wtvd obtaining video of students taking cover in this lecture hall and in dorms, students pushing furniture against doors. >> everyone was just panicking. people just open the door and they were told not to open the

door. and then finally we got evacuated. >> one student survived a shooting in high school only to experience another one as a college junior year. >> i guess i've grown a lot of resilience. >> a nearby grade school also put on lockdown. >> he's in kindergarten and this was the last thing that i was kind of hoping to feel on the first day of my kids school year. >> the university's chancellor mourning the loss of the faculty member, saying this shooting damages the trust and safety that we so often take for granted on our campus. we will work to rebuild that trust and safety. the victim's name has not been released yet. so far, a motive for the shooting is unclear. all university classes are canceled today. andrew morgan, lionel, thank you. >> breaking overnight, hawaii's governor says the land search for wildfire victims in maui has been completed. 115 people are confirmed dead and officials now say they do not expect that number to go much higher. now, navy dive teams are still searching the water for potential victims who fled the flames. in the meantime, 6000

people have been displaced by those fires. all right. now to washington and a new timeline and former president trump's legal battles. a judge has set a trial date for the federal election interference case. and trump is not happy about it. abc's justin finch is here now with the details. justin, good morning. >> good morning, andrew. that 12 date is now set for march 4th, one day before super tuesday, one of the biggest days on the presidential election calendar. this morning, former president trump is slamming the federal judge who has now set a date in march for trump's first trial over his alleged efforts to overturn the 2020 election. the trial date is in the heart of the 2024 presidential campaign. march 4th, one day before the super tuesday primaries on social media, trump blasted the decision by what he called a biased trump hating judge trump's team had asked for a trial date to years later, in 2026. but prosecutors argued a

speedy trial is needed to prevent the jury pool from being tainted. >> how are you feeling today, mr. meadows? >> meanwhile, in georgia, trump's former chief of staff, mark meadows, is now waiting for a judge to rule on his request to move his election interference trial to federal court, where a jury could be more favorable during three hours of testimony yesterday, meadows insisted his actions in georgia after the 2020 election fell under the scope of his role as chief of staff. >> mr. president, everybody is on the line. and just so, this is mark meadows, the chief of staff that includes arranging this phone call for trump with georgia secretary of state brad raffensperger. >> so what are we going to do here, folks? i only need 11,000 votes, fellas. >> i need 11,000 votes. give me a break. >> prosecutors questioned whether meadows had a reason for arranging the call other than for trump's reelection campaign argued wing federal employees are not supposed to engage in

political activity and as we wait for the judge to rule on meadows request, he and the other 18 co-defendants include, including former president trump, are facing an arraignment date of september sixth, one week from tomorrow. andrew. >> justin finch for us this morning in washington. justin, thank you. >> well, authorities in jacksonville, florida, say now say the gunman in saturday's racially motivated rampage at a dollar general store visited a different retail location earlier that day. images show him at a different dollar store, but they say a security guard may have scared him off. police revealed the 21 year old recently worked at yet another store and we're now hearing the 911 call from his father. police say he called out after finding a suicide note that his son had left behind. >> he left in his car a couple of hours ago. all right. >> and does your son go anywhere that you know of? is there like common place he goes to? no he doesn't go anywhere. >> three people were killed,

including angela carr, who leaves behind 16 grandchildren in the meantime, state officials have announced more security funding for edward waters university. that's the historic historically black university that the gunman visited before the shooting. police say he fled the campus after being confronted by an officer. >> a top doctor who took center stage during the pandemic is now sounding the alarm about the nation's covid preparedness. dr. deborah burkes told abc's start here podcast that government leaders are currently living in a, quote, fantasy world amid a surge in covid cases with 15,000 people currently being hospitalized each week. burke says not enough people are being tested and booster shots are not being made fast enough to keep up with new variants. you can listen to the interview on start here available wherever you get your podcasts. >> time now for a look at your tuesday weather. good >> we're tracking idalia move toward the gulf coast of florida. this is going to be a

big one. we are watching intensification in the models by the time we get to wednesday morning, landfall is likely in florida's big bend as a category three hurricane. folks, that means winds will be over 100 miles an hour. the worst of the impacts are going to be between tallahassee, tampa and jacksonville, where more than ten inches of rain will fall and the storm surge at the coast could be over ten feet. meantime, extreme heat in the desert southwest. a accuweather meteorologist kevin corcoran. coming up, a comeback for coco gauff at the us open. >> but first, the fiery crash of this rescue helicopter down in florida. what we're learning this morning about the moments just before it slammed into an apartment building. >> and later, ihop makes a change to the menu in hopes of boosting business

>> back now with a black bear that just wanted something to eat. so he strolled into this restaurant on the shore of lake tahoe. everyone kept a safe distance and staff members are familiar with the animal. they call him bernard. >> now to that deadly rescue helicopter crash in south florida. people looking on with terror as the flames engulfed the back of the chopper just moments before it plunged into an apartment building. this morning, multiple investigators are underway into what led to this terrifying moment. a helicopter catching fire in mid-air before falling out of the sky, killing two people just north of miami. the broward county fire rescue chopper was responding to an emergency call when it caught fire. the pilot calling for help just minutes after takeoff. we just had an engine failure. >> we're going to require priority for a runway. please. we're emergency. >> but the chopper with three crew members aboard was unable

to make it to that runway. the tail of the plane snapping the chopper, then going into a tail . >> spin that point, the pilot has no control of that helicopter. and he's just at the mercy of whatever physics continue to spin the helicopter around before it hits the ground. >> the chopper crashing into this apartment building, killing a woman inside. they sounded like a bomb explosion went off. >> there was debris everywhere. we thought we saw a car on fire and things were exploding. >> this video captured the incredible moment when two of the three crew members who survived that crash walked down off the roof emerging from the smoke. the third crew member, fire rescue captain theresa jackson, did not survive. >> tierson was a rock star. he was one of the best of us, one of the brightest. >> captain jackson was a 19 year veteran of the department. his family honoring the memory of the 50 year old father of two. >> he was decorated friends. he was decorated family. he wanted to serve people. and he died serving people. he's a hero to me. he's my big brother.
