>> we clearly see a spike in cases, people affected by covid. they are more concentrated, and we have had that for a while on the upper mystery trap -- up her respiratory tract, coughing and others. >> hospitalizations are slightly up. 371 people were reportedly hospitalized in all bay area counties and santa cruz. dr. matt willis says that the numbers have doubled. >> starting at the end of june we saw an increase in the concentrations in wastewater, and over the past two weeks or so we have seen more and more people coming into the hospital, the amount of people doubling over the past two weeks. >> as infections increase, the doctor is concerned because the new booster is not yet available. >> the new booster is but it's at least a month out, probably at the end of october.

will hear when that rollout happens. that's feeling further away as we see cases increase. >> dr. willis says that another concern is what we have seen historically. flu cases increased towards the end of the year in november, and now possibly adding covid infections into the mix, if people are not posted before then. >> historically, flu season is approaching and we are seeing an uptick in covid cases as we are reporting. what is the plan by the health department? >> the plan is to begin offering the new fall 2023 covid-19 vaccine once available. the department of public health said they are preparing to receive, distribute and administer in late september, and they will offer the booster and the flu shot at the same time. >> thank you. >> retail theft is a multibillion dollar population -- problem nationwide and one community is being hit hard.

the supervisor says he is not taking it anymore. suzanne phan joins us with what he plans to do about it. >> shoplifting in san mateo in this supervisors district says he is open to also oceans. he was considering a hotline, but scratch that idea. he now wants to create a regional task force. >> we have seen the dramatic video, pulled, brazen and brash shoplifters snatching hundreds and thousands of dollars of items in stores across the bay area, it is happening all over the country, the losses are staggering. >> $30 billion in retail theft nationally is absolutely egregious. >> it's really getting to be a problem in san mateo county. bay area shoplifting numbers increased from 2021-2022, around the pre-pandemic average. but in san mateo county, the

numbers spiked significantly. 60% higher than the pre-pandemic average. in june at this legal store, a hillsdale shopping center, where thieves made off with hundreds of dollars worth of toys. just days ago at the same mall, shoplifters stole $3500 worth of perfume. while arrests were made, the supervisor says that we need a call to action. >> what we're doing right now is not working. >> at the next board of supervisors meeting, he's going to call for the creation of a regional task force to come up with solutions to the retail theft problem. >> this task force would be comprised of three groups. it would be the sheriffs, since we have about 20 cities in san mateo county, the chiefs, and also all of the chambers of commerce. >> he hopes to expand the task force. right now, california has a retail crime task force in chp,

>> california is trying to change conservatorship loss after years of trying to amend the definition of the term gravely disabled. a reporter explains how some leaders believe that this could help our most vulnerable population. >> big-city mayors, including oakland, san francisco and others what to see mental health reform, and they believe that senate bill 43 could be a solution. >> i talked to family members who are devastated because they have loved ones out on the streets who are dying from severe mental health disorders and they cannot get them the help they need. they desperately want to help their loved one and get them to treatment and get care, but the law prevents that from happening. >> the senator introduced to amend the definition of gravely disabled to include

people with a severe substance use disorder or a co-occurring mental health disorder, which will allow courts to take testimonies from health -- mental health workers into account to see -- determine if someone is being held against their will. >> being able to say to someone that you are clearly unable to clear for cash care for yourself, somebody who is on housed, unclothed, walking in traffic, talking to themselves and putting themselves in harm's way. we need a tool for getting them into treatment. >> advocates say this might come with good intentions, but this man is nuts -- not sure how it will be implicated -- limited. >> really, implementing with the changes to the law is controversial, and it's disturbing because they simply don't trust the system. >> he does not want to see the institutionalization system

>> provided new insight. this meeting was a preliminary briefing and the ceo of the firm was resident, a former goldman sachs trader and his consultant. they wanted to build more homes in the area and they want to do it in a way that is environmentally appropriate that does not interfere with travis air force base. the company has purchased more an5,000 acres in dry farmland and sucked -- sonoma county starting in 2010. the parcels around travis air force base raised an alarm to thompson about a possible threat to national security. in part because for years no one, not even the federal government, could figure out who was behind the purchases and more importantly why. today, in the meeting, the brains behind all this explained to thompson why they have been so secretive. >> they told me that was critical, that they develop this shroud of secrecy in order to make the purchases that they

parts of georgia, eventually losing steam. but the biggest life-threatening storm surge is up to 12 feet, expected up to 15 feet in some instances. combine that with up to a foot of rain and strong damaging winds, they are going to have major problems there. there are some of the rainfall estimates for florida, 5-7 inches, isolated higher totals. as we look at the carolinas, they are going to get soaked. looking at up to 10 or more inches of rain across the region. hurricane warnings, tropical storm warnings watches were made for the southeast. our local picture is quite on live doppler 7 as we take a look at high temperatures for tomorrow going up into the triple digits inland. it's going to get hot, and hazy tomorrow. warm along the coast line with those numbers in the 70's. things are going to change dramatically as the trough dives in on friday, going through saturday, bringing showers to
