area moving forward finding solutions, this is abc7news. >> san francisco's biggest conference can soon find a new home and the reason is the homeless. >> thank you for joining us as part of our effort to build a better bay area we have shown you the problems and possible solutions to the homeless crisis but in san francisco that crisis could mean san francisco loses one of its biggest conferences. at >> where in the newsroom with a closer look at the issue. >> they have had conference dream force in san francisco since 2003. last year it brought 40,000 people to the city and generated $40 million in the downtown economy. all of that could potentially be gone. the future of next year's dream force conference, the biggest conference in san francisco could be in question because of the homeless crisis. >> we need to work together to come up with solutions to ensure that this event is a success and that san francisco is a success. you can only achieve that if we employ common sense.

on tuesday at south force ceo mark told the chronicle if this dream force is impacted by the current situation with homelessness and drug use it may be the last dream force in the city. the comments in the wake of a court battle between san francisco and the coalition on homelessness on clearing homeless encampments. >> i think the comments unfortunately highlight how important it is for us to resolve this in a way that allows us to provide shelter and services but also maintain healthy and clean streets. we have to do this. everyone is suffering. >> exactly a week ago hundreds urged federal judges to move the injunction that is limiting san francisco, one of the federal judges challenge the definition of involuntary homeless and there seem to be in agreement. they agreed if a person is offered shelter or has alternative access that the city ought to be able to enforce our laws against that individual. >> when the city tried to get that in writing this week the

city attorney david shute said the coalition on homelessness backtracked. >> they would not commit to these things in writing so we had to inform the ninth circuit that the conversations were not fruitful and they are going to have to rule on these issues. >> one of the attorneys representing the coalition disagrees. >> no backtracking from the actual definition there are 4000 people outside right now because they do not have access to shelter. >> the coalition is standing firm saying the city does not have enough shelter to house everyone collects the city offers housing to someone who is on house and that person refuses to get housing. >> then they are permitted to be enforced against. right now that is what we are presenting to the ninth circuit. very few people are in that boat because the city is not actually making real offers of shelter. >> regarding what the city is categorizing as backtracking by the coalition on homelessness san francisco's mayor london breed said she is alerted the courts and hopes they will issue a ruling in the city's favor. the dream force conference is scheduled for september 12

through the 14th. >> thank you so much and let's give you some perspective on homelessness in the bay area. san francisco reports about a thousand people without homes according to federal hud data. that is lower than pre-pandemic levels in 2019. alameda county saw the opposite, an increase in homelessness over those years with the total now approaching 10,000. santa clara county is the first and only bay area county to cross that threshold. >> seven years ago in santa clara county there is ly around 300 able housing units and soon they will have more than 3000. today the city of mountain view kicked off the transformation of a hotel on el camino rialto affordable housing. abc7news's reporter dustin dorsey shows us the work being done. >> no vacancies at the crestview hotel in mountain view yet. when this inn transforms into affordable housing 49 units will

open for those who need it most. >> these will soon be homes for transition and local youth who are aging out of foster care. we are also extending a helping hand to individuals in small families who are currently experiencing homelessness or at risk of becoming homeless. >> there will be studio and one and two-bedroom units along with supportive services from jamboree housing. these units will help push santa clara county over 3000 total affordable housing units closer to their goal of 4800 built by 2026. >> the approvals happened during a time when people were really scared about their future. the pandemic happened when people were scared about their lives and about how much rent they owed and this was a light of hope. the county supervisor toward the work -- tou

down from these fires up north from california and oregon. that is impacting the bay area as well. >> pg&e is already turning off the power to thousands of customers to prevent wildfires there is a psps warning it for eight counties. map is the only county on the list in the bay area and so far the only one that has not lost power. the other seven counties all have experienced a public safety power shut off. >> let's bring in our abc7news meteorologist tracking fire danger and air quality. >> let's take a look at the winds first because that is been a concern out of the north. 18 miles an hour, 20 in hawkeye and it is still a very drying wind. the humidity reflects that and you will notice right around hawkeye it is 16%, 13% in knoxville. if any fires develop in the northern part of our viewing area at the concern is they will grow rapidly. red flag warning remain up until

8 p.m. tonight. gusty winds, low humidity combining to make that fire danger but that will subside as we head towards later on tonight. the air quality has been an issue, we are seeing poor air quality for sensitive groups in san jose, santa rosa and ukiah. we are noticing all the smoke in the haze from those wildfires from the mount tam cam and a spare the air alert is in effect through today due to the smog and wildfire smoke. we also have an air quality advisory in effect not just now but through tomorrow, tomorrow's air quality is expected to continue to be impacted. it you will notice it is moderate for all areas tomorrow as the wildfire smoke continues to drift in. temperatures right now in the triple digits in length, 60's coast side. we had some records today but changes are coming and i will be back with those records and a look at changes ahead. >> of hurricane idalia see the damage done when it hit florida

abc seven news at six. >> the beyoncé concert, let's take a look at a live picture from levi's stadium where i am happy to report the temperature has dropped from the 90's, it is in the upper 80's right now. definitely sunny skies, still warm out there and here is a look at the forecast for later on tonight. 7:00 p.m., 83 degrees. at least it is getting a little more comfortable. by later tonight 11:00 p.m., 60 nine degrees over there for the performance. let's check out those temperatures and record-setting territory, 90 one at sfo at 90 in downtown oakland. it was hot across many parts of the bay area and most areas from santa rosa to livermore to concord, 95 to 97. one 03 in fairfield, san francisco up to 87. on live doppler 7 it is quiet, you do not see the fog yet but

that will change come tomorrow. we will see a switch in the wind direction and that is what will help out. as we go our by our where the fire danger is still elevated the winds are expected to drop off as we head towards later on tomorrow night. -- tonight excuse me. it will transport higher humidity which will help in terms of our fire danger and speaking of fires northerly wind keeping that smoke in the forecast tomorrow. you'll still have a smoky hazy start but look what happens by later in the evening. more of an onshore breeze pushing that smoke out of the bay area so that will be an improvement. right now it is not so good as we look towards the sutro camera. 82 in oakland, 87 in san jose and 64 and half moon bay. east bay hills camera, hard to see with all the smoke in the air. 91 in santa rosa, good idea to stay inside if you can with doors and windows closed. some homes don't have air conditioning make sure you're

causing all kinds of debris to wash up. in clearwater the streets underwater. officials they are telling residents to ignore the mandatory evacuation orders to limit their water use due to severe flooding straining the storm water system. governor desantis confirming the storm knocked out power to hundreds of thousands. >> utility workers are actively working to restore power in all affected areas. >> the storm battering the barrier island of cedar key, a resident who wrote out the storm they're estimating 50% of structures are underwater. >> it looks like our entire downtown commercial district is underwater. >> officials say residents there could see up to 13 feet of storm surge running that the danger is not over. >> from fallen trees, downed power lines, standing water, you do not know what is in the water. this as the hurricane sets its sights on georgia and south carolina, face in their own threats of flash flooding and high winds.

found one person with gunshot wounds when they arrived, that person did not survive. another victim showed up at a hospital we do not know how badly they are hurt. >> the abc7news team has new insight about a massive land acquisition and solano county that was initially tied to national security concerns. >> all of the land is around travis air force base and stretches each -- east toward sacramento. >> we are getting better context in part because we are learning more details about some of the early acquisitions and the concerns of those purchases raised in respect to national security. tonight we are finally getting clarity. a multibillion-dollar land acquisition encroaching one of the most critical military bases in the western ouest, started with years of secrecy. >> logically it does not make sense to us. >> very concerned about our national security and food security. it collects travis air force

concerned about the acquisitions? >> as early as 2019 we were getting concerned. >> public records obtained by the team show that in 2019 it flannery purchased another three parcels. in 2020 most of the land was acquired around the base. congressman mike thompson sounded the alarm to the u.s. air force prompting a federal investigation. we spoke to him earlier this month. >> we learned there sensitive military storage that extends beyond the base itself. are any of the other land acquisitions in or around solano county raising concern about that or any other possible threat to national security? >> it is my understanding they purchased land next to major communication facilities, they are away from the base. they purchased land on or near an area where a has been buried. is my understanding that they purchased land on or near where supply piping lies to bring fuel

onto base. those all raise concern not just with me but the community. >> the ceo of the firm and his consultant sat down for the first time this week to get clarification. >> they have told me in those cases it was property they had to buy in order to be able to purchase property they wanted and they have since sold that. >> just to clarify that you are referring to the parcels of land that were adjacent to the communication tower that extends beyond the base? >> that is correct. >> flannery indicated to you that they have since sold back that land? >> they sold it to someone they did not say who. they said they are working with a major property owner to buy property and the property owner said while you're at it why don't you buy this too, i don't know if that was negotiating with the seller or how it came about. >> does that make any sense to you? >> there is nothing about this
