>> good friday morning, everyone. i'm andrew dymburt. >> good to be with you. i'm morgan norwood, in for rhiannon. and we begin with another weather threat just in time for the labor day weekend. >> millions are on alert for dangerous rip currents on the east coast. in the meantime, president biden is set to visit florida to see the devastation from hurricane italia. he's asking congress to set aside more money for disaster relief. just weeks after the fires in maui. and with three months left in hurricane season. >> abc's em nguyen has more. she's in saint petersburg, florida. and good morning. >> good morning, morgan. yeah, one family i talked to here in saint petersburg came back to a home full of water. they say they lost nearly everything, including the house this morning. the scale of idalia's destruction from florida to north carolina coming into clearer view in the big bend of florida where idalia made landfall, building after building destroyed by hurricane idalia made landfall right here in keaton beach, and she left

her mark, you saw that house. >> there's all this debris going down the street. it does look like some heavy machinery has arrived. but by the looks of things, they're going to need all the help they can get in the small beach town of horseshoe beach, houses are ripped from their foundation as cars and debris littered the landscape in saint petersburg, the storm surge flooding. >> rabiya esparza's home, the mother of five, losing nearly everything. >> we're all safe. that's pretty much it. we're safe and healthy, and we'll everything is replaceable. we'll we'll get back right over night, more than 90,000 customers are still without power. >> nearly all of them in the big bend region. and with many gas stations closed or damaged, long lines are forming at those that are open. president biden will visit tomorrow to survey the damage. he's expected to ask congress for billions in extra disaster relief funding in the wake of idalia and the fire disaster in maui. it's unclear if the president will meet with florida governor ron desantis

amid concerns about an uptick in powerful storms in recent years. desantis told the weather channel that florida has always dealt with bad weather. >> we look from 1900 1960, we had stretches in florida, where we got battered a lot. you live in california, you can have an earthquake. you live some other place, you know, here, tropical events or things that threaten. >> meanwhile, a new threat for the east coast. this labor day weekend. beachgoers warned to be on high alert for life threatening rip currents and waves up to 11ft. beaches as far north as new york closed. >> we have a rip current recipe for disaster right now. the full moon's pulling on the current stronger than ever. and then the storm adds waves and wind that just makes things that much more dangerous for everyone. >> president biden is expected to visit areas hardest hit. fema says their top priority is to figure out what each local community needs at this time. morgan and when with that aftermath and recovery.

>> and thank you. a developing story now from austin, texas. at least two people are dead after a shooting at a popular shopping center. police say the gunman is among the dead. another person suffered critical injuries. the relationship between the victim and the shooter remains unclear. >> we turn now to the manhunt for two prisoners who escaped from custody, one on the east coast, the other on the west coast. they are both considered dangerous, just the latest in a series of high profile prisoner escapes. overnight, the hunt for a cold blooded killer triggering a countywide lockdown west of philadelphia. >> his depravity knows no bounds. i mean, this is someone who has nothing to lose. >> police say 34 year old danilo cavalcante is escaped from prison yesterday. one week after he was sentenced to life for killing his girlfriend, stabbing her 38 times as her kids watched. police did not say how cavalcante escaped, but confirm he was seen walking down a local road just before 10 a.m. and is considered extreme dangerous if he's already engaged in a murder in broad daylight. >> daylight in front of her two children. there's no stopping

him from doing anything more egregious on the other side of the country, authorities in oregon are scrambling to catch up with christopher prey charged with attempted murder. >> he escaped from a hospital in salem despite being in full restraints and leg shackles. police say he managed to steal a van as a getaway vehicle. these two manhunts come on the heels of several high profile prisoner escapes this summer with four convicts breaking out in the span of a week back in july. >> it really just comes down to when they have a chance to do it. some people will take it. >> experts say prison staffing shortages are one factor behind the uptick in escapes, along with a lack of oversight for private companies that transport inmates. back in pennsylvania, the us marshals have now joined the search for that escaped killer, the website politico reports some republican senators are floating the idea of forcing a special conference meeting after senator mitch mcconnell froze up for the second time in a month. >> there, looking to discuss their leadership's future, the capitol hill physician has deemed mcconnell medically clear to work after he suddenly went

silent for 30s wednesday. the doctor suggested that episode may be linked to a concussion that mcconnell suffered. >> the judge overseeing the election interference case against president trump in georgia says the court proceedings will be live streamed and televised. trump has pleaded not guilty to charges that he tried to overturn the 2020 election in that state. the plea spares trump from appearing in atlanta next week for an arraignment with his alleged coconspirators and two former leaders of the proud boys have been sentenced for their roles in the january sixth attack on the us capitol. joseph biggs got 17 years for his role in plotting the riot and taking part in it. and zachary rehl got 15 years. both were convicted of seditious conspiracy. >> today marks a milestone for millions of people with student loans. a pandemic era pause on student loan payments is coming to an end. but as abc's derrick dennis reports, the debate over student debt relief far from over. >> a big day ahead for federal student loan borrowers this

morning. interest on their balance will begin to accrue again after a three year pandemic pause and ahead of a full restart of loan payments next month. there's already a mix of anxiety and obligation if you're getting an education to do something like teaching like i did, you're going to have a job. >> so with the job comes expenses and you just you need to pay back what you owe. >> i think that students at is really holding back these young people from making other decisions that really could contribute to our economy. >> and we all are responsible for that. >> many borrowers had their hopes of relief dashed after the supreme court struck down president biden's student loan debt cancellation plan this summer, ruling the president does not have the authority to erase $400 billion in debt without congressional approval. >> we find ourselves in a situation where, because of that promise, a lot of us literally tens of millions of us made decisions with our lives to move forward, didn't get boris also. >> but the republican snatched

the unions current labor deal expires in less than two weeks. and a new warning about online shopping scams after the bankruptcy of bed, bath and beyond. the better business bureau says scammers are using the company's revamped website to target customers with fake sales. consumers are being lured to a phony website where they make a purchase. but their money goes to scammers. you can protect yourself by going directly to the official website and always use a credit card for purchases. >> a major development in the case of a missouri teen shot back in april after going to the wrong address to pick up his brothers. the 84 year old home owner who opened fire is now headed to trial. the kansas city man accused of shooting an unarmed teenager on his doorstep is now set to face a jury after a judge ruled there is enough evidence for the case to go to trial. >> multiple exhibits were admitted into evidence. these included recordings of 911 phone calls made by neighbors, photos of the scene, and a recording of

the defendant's call to 911. >> 84 year old andrew lester faces felony assault charges for the shooting of ralph earl in the head after the then 16 year old accidentally went to the wrong house to pick up his younger brother's yard. took the stand yesterday saying he thought he knew where he was, but he mistakenly went to northeast 115th street instead of 115th terrace. then ran contrary to an earlier statement , jarl acknowledged to reaching for the handle of the storm door as the inner door began to open that is when police say lester opened fire, shooting through the still locked storm door. lester has pleaded not guilty to the charges, claiming he thought jarrod was an intruder and that the teen was yanking on his door to get in. >> somebody is within two feet of him who hasn't identified themselves, who he doesn't know, and is grabbing the screen door, which was not part of the narrative before. and it was my client's reasonable belief that he was coming in after him. >> all is now recovering from a
