we'll have more on the iconic singer songwriter in just a moment. good morning to you. it is saturday, september 2nd. i'm gloria rodriguez. and, of course, we'll get to those top stories in just a moment. but it is labor day weekend, so we all want to know about the weather. here's meteorologist frances lawson. good morning, frances. >> morning, gloria. morning, everybody. it is going to be cloudy this weekend and temperatures are going to stay below average. we had some of that drizzle yesterday that just stuck around san francisco. almost most of the day. we could see some drizzle again this morning. temperatures generally in the low 60s for the next couple hours. and then this afternoon, noon, we're tracking chances of isolated showers popping up around the bay area. very little rain expected, though. inland areas in the upper 70s this afternoon around the bay. generally in the low to mid 70s and at the coast mid 60 soquel's. so we'll be tracking those chances of showers and i'll let you know when things will finally warm up, gloria.

>> all right. thank you so much, frances. new this morning, icon and singer jimmy buffett has died at the age of 76. he was known for his beach bum attitude that gained him many like minded fans calling themselves parrothead. as buffett turned his hit song margaritaville into a restaurant. and people were encouraged to dress in hawaiian shirts just like the award winning music artist. a statement from his website says, quote, jimmy passed away peacefully. he was surrounded by family, friends, music and his dogs and his team says he lived his life like a song until the very last breath. and he will be missed. well the south bay. a bus goes up in flames in san jose while mechanics are working on it. but what makes this one different? it's electric power. two mechanics were hurt. and this morning we have a response from the company that makes the bus the same company. recently filed for bankruptcy. abc7 news reporter lauren martinez has the

story. >> two mechanics suffered smoke inhalation after this battery electric bus burst into flames. this happened friday afternoon at a maintenance yard in san jose with a vta bus that was out of service. the transportation agency said the two mechanics were working on repairs when the fire started. >> they immediately tried to extinguish the fire. that didn't work. it started spreading quickly and so they physically pushed the bus out of the bus bay to try and avoid any further damage to other employees or to the bus bay. and then the fire just engulfed the bus. >> the san jose fire department said no structures were damaged and no injuries were reported. vta said the bus that caught fire was one of ten battery electric proterra busses. proterra an electric bus manufacturer and pioneer in the industry, was founded in 2004. they released this statement to abc7 news. the cause of this incident has not been confirmed,

but the preliminary information indicates that the fire originated near the front of the vehicle. there was no indication that the fire involved the vehicles battery system. in august the ceo announced the company has voluntarily filed for chapter 11 bankruptcy, but would still operate. >> but we don't know exactly what the impact will be. we do have other busses that can take their place. they're not electric busses. we have taken all of our electric busses out of service. >> for now, there's a state mandate to transition public busses to 100% zero emission by 2040. we do have 92 busses coming in the next several months. >> that are hybrid electric. they're not all electric busses, but we are trying to work on that zero emission goal in san jose. >> lauren martinez, abc seven news. >> a bizarre incident prompting oakland police to investigate. it happened around 745 last night on e street near 94th avenue. we're told a person wanted in connection with a

shooting vandalized several homes and then broke into one and then set it on fire. the homeowner says a suspect forced their way in and went into their son's room at that point. the owners say they ran for safety. they add they did not know the person who broke in. oakland police did detain a person of interest and nobody was hurt. republicans plan to force a vote on sb 44 known as alexan. laura's law on tuesday in the california assembly. the law would require courts to give formal warning to convicted fentanyl dealers that the drug can kill. and if they sell again and someone dies, they could face murder charges. the bill had been blocked by a committee earlier this year. alexandra's law is named after a young woman who died of fentanyl poisoning in 2019. and we are about three months into the crackdown on fentanyl dealing in san francisco. but the question is, is it working? well, numbers are pouring in when it comes to tackling the crisis, particularly in the tenderloin

neighborhood. abc seven news reporter tara campbell swords through them and spoke to a woman whose son is among those arrested. >> three months into a multi-agency effort taking aim at san francisco's open air drug market and new numbers show a big bump in dealers being arrested. >> my first thoughts when i hear these numbers going up like this is thank you. because that means that they're putting pressure on the drug dealers to get these deadly drugs off the streets. >> jackie berlin's son, corey, is on the streets battling addiction to fentanyl. >> it makes it harder for my son to access the drugs, which may be puts a little pressure on him and others to get an opportunity to think. maybe they just want to be done with this. >> san francisco police arresting 300 drug dealers since the end of may, while california highway patrol and federal law enforcement report another 100 drug arrests. >> what is encouraging to me is less about the numbers and more about the cooperation, because ultimately that's where we're

going to make progress. >> police also focusing efforts on getting drug users off the streets. san francisco police making 450 public intoxication arrests. jackie berlin's son is one of them. he was held for 12 hours, as he said, he just slept most of the time, which actually that's something that he needs, is a safe place to sleep. >> and supervisor matt dorsey wants to see more money going into helping drug users get treatment in jail and calling on the mayor to redirect millions set aside for a handful of resource centers. >> it's hard to make the case that we should be spending the amount of money that we have budgeted for this for a voluntary drop in center when we have an involuntary population probably in more, more dire need of medical care. >> the city is on pace for the deadliest year yet amid the fentanyl crisis, and berlin is banking on the crackdown, helping to slow it down so it puts more more pressure on on

the addicts to start thinking more about this isn't a way of life that they want to stay into . tara campbell, abc seven news. >> and if you or someone you know is struggling with drug addiction, you can find a list of local resources on our website abc7 news.com slash take action. stanford president marc tessier-lavigne officially stepped down this week as head of the university and retracted two papers. the controversy began when stanford's student newspaper called into question the integrity of levine's scientific papers that he had written in the past. he was the lead author of two brain studies published in 2001. levine announced that he would resign back in july and said he would be stepping down for the good of the university. hawaii's governor, josh green, says a number missing from the maui fires could drop from 385 to fewer than 100. initially, more than 1000 people were considered unaccounted for based on reports

from friends and family. officials had narrowed the list to 385 names that they credibly considered missing, and that included names of many who were alive or known to have died after authorities published the names. more than 200 people came forward with information on those listed. firefighters who volunteered to help with relief efforts following the maui wildfires are now back home in san francisco. members of the asian firefighter association met at chinatown, ins far east cafe, after a week of helping on the island and my family's from lahaina. >> i spent all my summers on lahaina. these guys stepped up, were right there willing to do anything. and we're talking digging through ashes to find someone's keys to their car, to their great grandmother's hawaiian bracelet that's melted hands and knees in the ashes, whatever it took. these guys showed up. so thank you guys for coming. >> the firefighters spoke of the devastation that they saw on

maui. they helped distribute water supplies and basic necessities. happening now, the labor day getaway is well underway. whether it's by plane or by car, we saw packed roads in the bay area last night. and apparently people have an itch to fly because the tsa is expected around 14 million people will pass through airports between now and wednesday. here's abc seven news reporter tim johns. >> ahead of the holiday weekend , many gas stations around the bay area were packed friday. >> can you stay off the road tomorrow on the way to la? >> lauren kahn was filling up her tank in millbrae ahead of a trip to visit family in socal. triple a says they're anticipating a 4% rise from last year in labor day. travelers on the nation's roadways. >> we started seeing really before memorial day this return to pre-pandemic numbers or close to pre-pandemic numbers. >> thousands of people around the bay area are expected to hit the roads this holiday weekend, but they won't just be traveling

by car. they'll also be going by air and airports nationwide are expected to be packed. >> what we've learned through our research is travelers prioritize air travel in their savings and in their budgets. >> henry hertefeld is the travel industry analyst based in san francisco. he says if you'll be traveling through an airport over the next few days, having patience is essential. >> give yourself more time to get through airport security. even if you have tsa precheck, the tsa is expecting to screen over 14 million passengers in airports around the country through wednesday. >> sfo, though, is one of the few major airports in the nation still below 2019 levels, something that could be seen at the departures hall friday night. >> when i was checking in online, it got like an offer. hey, do you want to change your flight? do you want to bid for compensation or something and go to a later flight? so i was expecting it to be much more packed. and i got here like 3 or 4 hours early. it's a ghost town. >> and while some say they're planning ahead this labor day weekend, others not so much.

camera looking at the city, it looks like it's a little cloudy this morning. we'll check in with francis and see what the forecast is for the labor day weekend. well, a popular youtube star known for giving parenting advice and her business partner are facing charges of child abuse. ruby frankie, the 41 year old mother of six known for her youtube show, eight passengers, was arrested earlier this week for abusing some of her children . now, the story came to light when a malnourished child escaped and went to a neighbor's house looking for food and water. police say that the child's wrists were duct taped and they had wounds across his body from being tied up and vestigators say a second malnourished child was found inside of the home. the future of a north bay daycare center is unclear this morning. the lease for the fairfax san anselmo

children's center just expired. the ross valley school district owns the five acre campus it terminated the lease, citing costly seismic and other repairs that the district cannot afford to make. the center has been a lifeline for hundreds of low income families across marin county for decades. >> she asked me on the way to school today if you know they were going to close our school. this facility is a special place to so many families. they've, you know, there's generations that have come here. >> and the school district superintendent says it hasn't taken any steps toward eviction. the daycare has launched a gofundme to help purchase a property from the district and also pay for safety upgrades. directors say it is a long shot , but losing the center is not an option. a rise in covid 19 cases has many bay area families searching for covid home test

kits. the tests have been very hard to find, with many stars, they're sold out. abc seven news reporter cornell bernard has information on where to go to find those tests. >> so it's better to be prepared . >> mary curry has home covid tests on her shopping list, but she can't find them anywhere. >> i went to costco this morning hoping to get some and then i came down here to the cvs here in novato, hoping to get some and they haven't had any since early august. >> they told me several pharmacy chains in marin county are sold out of tests. >> eloyees telling customers to check back later online. we found a number of walgreens stores showing test kits not available or in limited stock at stores in san francisco and the east bay. clearly seeing more transmission and that's leading to more cases, more symptoms and more demand for tests. dr. matt willis says a summer surge in covid cases likely fueling demand for tests along with students going back to school. those test kits may be in short supply going into the fall

season. walgreens telling abc seven news. we are seeing greater demand in this category nationwide, which may cause temporary and isolated shortages. we continue to restock those stores as quickly as possible to best meet customer demands. >> i'm wearing a mask inside again and i want to have tests available. i'm traveling on monday for a week, so you know, i wanted to get some tests. one, two, three, four, five, six, seven, eight, nine, ten. >> this cvs store in novato just got a fresh shipment of covid tests. we also found plenty of kits available on amazon, some with overnight shipping. dr. willis says if you need to get tested right away, call your doctor and then your other option is going to your health care provider. >> our health care providers do have test kits as well. >> in marin county. cornell bernard, abc seven news and something else to add covid tests that are past their expiration date can still be used to be sure. >> just check the manufacturer's website for specifics on how long that test is viable. some drivers will now pay a bit more to park at two bart stations.

the north concord and the south. hayward stations are increasing the daily fee. it's going from 2 or 2 50 to $3 per day at both stations pricing for reserved single and multi day is going down a bit to $4. monthly parking will now cost $84 at both stations. happening now part of westbound i-80 is closed for all of labor day w. so it can be repaved westbound. 80 is closed between interste 780 and highur, that includes the carquinas bridge. the detour is highlighted in green on this map. driversd take 782, 680 and then highway four back back to 80. and as you can imagine, there is a lot of slow traffic on that detour. so here's what it looked like yesterday on southbound interstate 680. lots of trucks where sharing the road with cars, 80 is closed so that caltrans can repave it and it plans to pour 9000yd■!t of

concrete to replace four lanes of traffic. caltrans says that condensing the work into the long weekend will spare drivers from months of overnight closures. so keep that in mind if you travel in that area. and also happening now, crews in contra costa county are out spraying insecticide in two spots to combat west nile virus. officials say that activity has been increasing in martinez near the waterfront and also in discovery bay. the plan was for trucks to start spraying around four this morning and wrap up by 8:00 in the morning. meteorologist francis dinglasan is tracking your labor day weekend forecast. so francis. well, we need an umbrella for the weekend. >> it certainly felt like that yesterday in san francisco. in fact, with all the drizzle we got 200 of an inch in san francisco. and here's why. we have this area of low pressure circulating just to the north of us. and this is going to continue moving east now in the bay area, it means a chance of

isolated showers over the weekend. but in the sierra, they're getting some some rain and even a chance of thunderstorms. you can see some lightning strikes there. south lake tahoe already had half an inch of rain and they'll continue to see that through the holiday weekend. but right now, look at this pretty live shot from sutro tower in san francisco. so you can see there market street and across the bay. so we have some clouds overhead. temperatures are generally in the upper 50s to low 60s. it's currently 61 in san francisco, oakland, 64, mountain view, half moon bay, 59. palo alto, one of the cooler spots at 57. san jose. also at 61 degrees, this time from emeryville. we're looking across the bay bridge into san francisco and more temperatures in the 60s. soquel's santa rosa livermore at 61 napa, one of the warmer spots in concord at 64 degrees right now, fairfield 63. so we're seeing some clouds over san jose and the shark tank. and here's what you need to know. we're going to be dealing with some morning drizzle possibly

and then mostly cloudy skies all weekend long. there is a chance of isolated showers through tomorrow. so really cooler than average through labor day. and then we start to warm up once that area of low pressure that i showed you exits california. so here's a forecast animation. so 7:00 this morning, see these areas popping up with a light green that could be a little bit of a spotty shower throughout the day. but notice most of the showers will be to the east of the bay area, closer to stockton, sacramento, and then, of course, up through the sierra and then the chance of showers does linger through tomorrow. but again, you can see it's spotty at best, even tomorrow in parts of the north bay, highs today will generally be in the mid 60s to near 80 degrees. so half moon bay, 66, san francisco, 70, oakland, 73, san jose, 76 and our warmest spots will be some inland areas like fairfield, near 80, antioch, livermore, santa rosa really comfortable at 75 degrees.

overnight lows will also be in the upper 50s to low 60s with lots of cloud cover and you see those chance of showers possible overnight. so san rafael 58 and we'll see low 60s around oakland and san mateo as we jump ahead to labor day. we do warm up a little bit, but generally, temperatures are still a little bit below average. so look for some low to mid 70s around the bay and we could get into to the mid 80s for some spots in our inland areas and a little bit more sunshine too on monday. here's the accuweather seven day forecast so isolated mid chance of showers today and that chance lingers through tomorrow. labor day will be a little bit milder and brighter, but then really we get closer to average towards tuesday and into to the end of next week. so unfortunately not great barbecue weather. i know folks are traveling, but it is on the cool side. >> yes, i guess if you like it

that the upcoming dreamforce convention could be the last in the city. concerns surround an injunction on the city to prevent them from clearing homeless encampments at a san francisco i firm is set to lease out the entire building that was formerly the home to slack headquarters. now according to the sf chronicle and tropic is the fast growing ai company behind what will be one of the largest local deals since the pandemic. the 230,000ft■!s sublease is in the salesforce transit center. salesforce owns slack and is also an investor in anthropic. the deal has not been officially announced. the oakland police department needs to speed up its 911 emergency response times or it risks losing state funding. in a new letter the state just gave the police department until the end of next july to show improvements, according to the state, agencies must answer 90% of calls within 15 seconds to

receive funding for 911 services. but over the past year, oakland has met that standard for less than 50% of calls. a public safety advocate and local attorney filed a series of public records requests after the city's 911 system went down for two days back in july. and that's what eventually brought the new letter to light. >> if you imagine the kinds of victims that we have in oakland today who are carjacking victims, victims of domestic violence, victims of rape, attempted murder, they need to be able to get somebody on the phone within 15 seconds. that is a reasonable amount of time. the letter from the state threatens that if oakland pd's numbers do not meet compliance over the next year, 911 calls could get rerouted to another agency. >> the police department says it's a staffing issue and plans to focus on recruiting. there are more than a dozen dispatcher job openings right now, mainly of people will need to make room for student loans in their

budgets. again after a three year pause, interest just started accruing again and payments will be due again next month. an estimated 43 million people have student loans. abc7 news talked with a bay area dentist whose payment is $3,000 a month. >> i owe somewhere around 480,000 and didn't take out any student loans for my undergrad. so that's all straight dental school loans now borrowers facing hardship can find low repayment options by going to student aid dot gov. >> september brings a big changes to food stamp eligibility. more low income americans are required to work if they want to receive these supplemental nutrition assistance program or snap applicants. up to 50 years old with no kids must work. at least 80 hours a month. the homeless veterans and some who've aged out of foster care are exempt

skies overhead. and here's what you need to know. so we could be dealing with some morning drizzle. it's going to be mostly cloudy throughout the weekend. in fact, we're also tracking a chance of isolated showers. and then it's going to also be cooler than average through labor day. and here's why. we have this area of low pressure. this is circulating counterclockwise. it's going to bring us a chance of rain. but most of the rain will fall east of the bay area towards the sierra and also to our north. this low will be moving east and that's going to bring us the chance of isolated showers through the weekend. our forecast animation, 7:00 shows lots of cloud cover. you see those little pockets of green popping up, the light green. that could be a light shower here and there. but you notice most of the rain really does miss us. it's more east towards sacramento and stockton. and then tomorrow morning, cloudy skies once again and still the chance of isolated showers may be popping up in the north bay tomorrow after noon. but we'll get a little bit more sunshine

as we head into labor day. highs today will be in the mid 60s to near 80 degrees. so half moon bay, 66, one of the cooler spots, lots of 70s around the bay. fremont 74, palo alto, 73, san francisco 70. and then santa rosa. really comfortable at 75 degrees inland areas hitting near 80 for concord. antioch livermore and even fairfield. tonight's lows generally in the mid 50s to low 60 soquel's cooler in the north bay with santa rosa 56. but around the bay near 60 degrees for almost every body. here's a look at the week ahead. so in san jose, our average highs 82. notice this weekend, we are well below that. even into labor day. but then towards the middle of the workweek, we're closer to average. and then we also get more sunshine and you'll see that here with the accuweather seven day forecast. so the isolated chance of showers today still lingering into tomorrow. notice how temperatures are a little bit below average, but it

admittedly splashy whale tail trophies to commercial shipping companies, thanking them for slowing down to help protect the whales from deadly collisions. >> and i think it's something that's well deserved because we have a number of shipping lines who have drastically changed their operations and drastically changed their schedules to ensure that they're slowing down to ten knots. >> jess morton is with noaa, the national oceanic and atmospheric administration, and the california marine sanctuary foundation. she says the awards are part of their protecting blue whales and blue skies program, which asks shipping companies to reduce the speed of their vessels voluntarily. it's traditionally included financial incentives until now, the money really isn't the main incentive, and the main reason that they want to be involved in this effort. >> and so actually this year, for the first time in 2023, this has become an incentive program that's just based on positive press and recognition in the top tier award winners include eight major shipping companies that achieved close to full compliance.
