evening. i'm ama daetz. >> and i'm larry beil. thanks for joining us in union city. two of five cases in just a 24 hour period turned deadly. uh. >> abc seven news reporter suzanne fawn has the details and more on the effort to make narcan more widely available. >> each officer patrol officer in union city is equipped with narcan. >> sergeant john jimenez has never needed to use his supply of narcan to help save a person's life. but other officers have in the past 24 hours, union city police responded to five different fentanyl drug overdoses, including here on western avenue. in this industrial business park. >> one individual was found in the restroom unconscious in a gasping for air, and the other one was in a parked vehicle in the parking lot in the same area , unconscious, gasping for air. also narcan saved their lives. >> not far away at medallion drive and whipple road, another case, that person ended up dying. of the five fentanyl overdoses in union city, two people died, including a 17 year old. >> certainly in the last 24

hours. it's very shocking. and, you know, it it just goes to show that, you know, these things don't just happen in big cities. >> the mayor of union city says she's deeply disturbed by the latest development that's just a tragedy. >> and anything we can do to prevent that in the future is just so important. >> starting this week, people across the country can pick up narcan at a local drug store without a prescription. >> i think the easy access of narcan is very important and it's sad. we've come to this point. but if it's about saving a life and hopefully having that life be productive live, that's what it's all about, right? >> michael snow is an overdose prevention educator with the hiv education and prevention project of alameda county. we train how to administer the actual narcan in the event of an overdose. snow says hearing about those five fentanyl overdoses is alarming, very alarming, something that definitely needs to be addressed in response. >> and there definitely needs to be more education around and

been shut down all day by an overturned tanker truck is expected to reopen soon. >> the accident has shut down westbound 780 at east second street in benicia. the truck flipped on its side and spilled a slick dark liquid. as you see , it was identified as liquid asphalt onto the onto both westbound lanes. around 930 this morning, solano county hazmat team has been on the scene for hours in the south bay. >> the state secretary of agriculture has declared a quarantine for parts of santa clara county because of a fruit fly infestation. abc seven news reporter stephanie sierra now with details. >> an insect infestation posing an economic and environmental threat to santa clara county. the oriental fruit fly native to asia may look like a wasp, but it actually poses no danger to humans. it's a pesky problem for more than 250 types of fruits and vegetables like this rotting guava. >> but they're pests because they attack the fruit directly and lay their eggs under the

skin. the maggots develop and they destroy the fruit. >> after detecting eight flies that look like this in the cities of santa clara and sunnyvale, the state secretary of agriculture has placed santa clara and portions of cupertino, milpitas, san jose and sunnyvale under quarantine, meaning the entire area outlined in blue will be prohibited from shipping out fruits and vegetables until next june. >> now that we have an established infestation and we've established a quarantine in that specific area, we're going to be trying to kind of lock down any movement of fruits or vegetables out of there so we don't spread the fly. >> agricultural commissioner joe deveny says the infestation has doubled statewide in recent years. >> the female deposits are usually 10 to 100 eggs in per fruit. so when you go to pick your fruit off your tree, stephanie, you open it up, it'll have 10 to 100 maggots, a single female fly can lay 1500 eggs,

easy to prevent the spread. >> the county asks resident s in the quarantined areas, not to move homegrown fruits and vegetables from their property. instead, you can eat or process the food on the property where they were grown. whether that's in the blender or down the garbage disposal or simply disposing them with double bags in regular trash bins, not the green waste bins. >> although farmers were trying to get away from the use of pesticides, they will have to spray even more to prevent their fruit from being infested. >> the state department of food and agriculture will treat the area where the flies were trapped through march of next year, using an organic pesticide administered through an application device. >> we don't go into backyards. nothing from helicopters. it's just very just a splat. all all through the neighborhoods in this area. >> according to the state, the value of california crops threatened by the fruit fly in 2020 was more than $9 billion. it's really devastating if for many of the growers, especially the small growers, it pretty

much destroys any possibility for them marketing their produce for that year, our exports will suffer pesky to the average homeowner and to the entire state's economy. stephanie sierra, abc7 news. >> as the alameda county district attorney's office is trying to shut down a livermore based flavored tobacco company, the da is suing apollo future technology, claiming it operates a business that sells flavored vaping tobacco as well as synthetic cannabis. prime primarily to juveniles. the da's office has obtained a temporary restraining order that bans the company from selling its products. investigators began looking into this company back in december of last year and were able to connect it to purchases made by juveniles. >> they used a warehouse in livermore as their base of operations to sell banned flavored tobacco products dominantly vapes and vape juice to individuals under the age of 21. there is no response to this lawsuit from apollo future

technology. >> there's a new poll that shows donald trump's star is rising again with california republican owns the latest berkeley igs poll shows 55% of republicans polled in the state say they would vote for mr. trump in next year's primary. >> that is up 11 points from may , up a whopping 26% since february. the former president's support comes largely at the expense of florida governor ron desantis, who supported by 16% of california republicans that is down dramatically from 37% in february. >> a new report finds covid 19 hospitalized. asians are on the rise, having increased for a seventh straight week. the centers for disease control reports more than 17,000 hospitalized asians during the last week of august. that's compared to 150,000 during the peak of omicron in january of 2022. officials believe the upcoming covid 19 booster could protect against severe disease and death. it's expected to be available as early as next week . >> in southern california, one city is banning mask and vaccine

mandates, even with this covid spike. and they're citing personal freedoms. huntington beach's mayor introduced the measure last night. it narrowly passed. reporter david gonzalez with our sister station in los angeles spoke to one opponent who says the move is politically motivated. >> city should ban broad universal mask and vaccine mandates by declaring the city to be a no mask, no vaccine mandate. >> city my issue is why are we talking about this in a narrow 4 to 3 votes? >> the huntington beach city council voted to stop future mask and vaccine requirements for city employees and first responders. it's just a matter of when is it going to come and if it does, we want to be prepared. >> we want to be prepared to protect our residents, our business as our first responders. >> it just seems like it's a made up thing that, you know, we might as well pass a ban against giants or ufos or something. it's just as nonsense. those in favor say they want to protect people's individual liberties. >> if you want to wear a mask, wear a mask. >> if you want to wear 2 or 3 masks, that's fine. if you want

to get vaccinated boosted, it should be up to you. the government should not impose these broad mandates on us council members against the ban say the resolution is a distraction from other city issues, even though covid 19 cases have gone up recently across socal, there is no impetus for this. >> we've received no emails. this was strictly a political maneuver to rile folks up to gain support because these folks are losing support because of their very unpopular positions. >> right now, huntington beach policy doesn't require masks for city staff. oc health care agency has reached out to the city to obtain the specific resolution to better understand why they're banning mask and vaccine mandates. but in a statement, the county's health officer says, i am granted authority to issue orders deemed necessary to control the spread of communicable disease. currently we conditions do not warrant a change in the local health order. we also reached out to the california department of public health for comments but have not heard back. the

we take a look at the air quality the next three days. looking good for most areas, moderate for the inland east bay on saturday as those temperatures rise, we're not expecting a big warm up anytime soon. it's going to be gradual because a trough is still parked out west and so it's still the dominant feature as we look at live doppler seven, we do have fog right near the coastline. it is going to advance as the night goes on and heading into tomorrow morning, our seasonal pattern, oakland airport camera just absolutely beautiful as we look across back towards the city, 67 here in the city, 69 in oakland. it is a little cooler today compared to yesterday. san jose 78 and it is 64 in half moon bay from our san rafael camera blue skies, a little breezy out there. temperatures in the 70s really pleasant for late summer. 70s from santa rosa to napa, 83. fairfield 81 in concord and livermore. and from our pier 39 camera, we are seeing a mix of sun and clouds, low clouds and fog spread overnight. sunny tomorrow afternoon, inland and around the bay there will be some patchy fog lingering at the coast and

gradual warming trend heading into the weekend. so the fog and the low clouds will push in. it's a pretty deep marine layer . tomorrow morning we start out with gray skies and then the gray skies will pull back to the beaches. and then just linger and then hang back and then head back in by evening. your temperatures in the 50s, tomorrow morning, there may be a little mist and drizzle as well. tomorrow afternoon, we're looking at breezy conditions near the coast. temperatures in the low 60s, upper 80s inland where the sun will be shining for your thursday. let's take a look at the latest hurricane ian. this is a category one in the atlantic hurricane lee has intensified 75 mile an hour winds, but it is going to quickly strengthen in over the next several days, becoming an extremely dangerous, major category four storm on saturday as it approaches the leeward islands at 11 p.m. saturday night. we'll keep an eye on it for you as far as impacts to the us is still not clear. the accuweather seven day forecast mild to warm tomorrow. temperatures trending higher as we head into the weekend mid 90s inland mid 60s coast. you like
