day yesterday. got a little breezy in the afternoon, so if you like that very similar conditions, although our fog bank this morning is a little taller into parts of the east bay and the peninsula, you can see that little situation there to the north and west. that's a trough that continues to keep us from getting too hot out there. so that is some good news. we'll look for that system to continue to allow for temperatures to stay into the 70s around the bay and 80s and we'll look for the fog to retreat, pulling back to the shoreline later on today. those winds will continue to be on the breezy side, up to 20 and 25 miles an hour. but 60s remain at half moon bay. we'll look for low to mid 80s inland and about 80 in redwood city. a detailed look at our very modest warm-up coming our way in a few minutes. jobina. >> thank you, lisa. good morning, everybody. we have a couple of crashes to talk about right now. we're going to start in vallejo. we have something in the counter commute direction here. this is going to be eastbound 582 780. the connector there, minor slowdown in that

spot moving over to brentwood. we have a crash here on eastbound four before lone tree way. and then we will just show you our live cameras. we bring those in quickly. emeryville here showing you 80 westbound is where you see those headlights. and then we'll wrap up with the golden gate bridge where it is nice and clear this morning. >> kumasi thanks, jobina. students will be back in class at oakland's skyline high school today. days after gunshots prompted the campus to be put on lockdown. that school was closed yesterday while authorities continued investigating on tuesday, police responded to a reports of shots fired during school hours and eventually two people were arrested. thankfully, no one was hurt. >> happening today, a big decision expected in the south bay to bring housing for the unhoused to a site owned by vta in san jose. the mayor says it's one of the most critical votes of the year as the land sits here right off of zanker road. abc's seven news reporter ryan curry is live in san jose with more on today's vote. hi ryan reggie good morning. >> governor gavin newsom has

allocated funds to be used for housing here in san jose. one of the sites being considered is here at the vta lot though some at the agency do not want this lot turned into housing. vta says the suburban division bus yard is the only yard vta has that has room to expand. the agency says they have already leased three other sites to the cities of san jose and mountain view for housing. they say they will need the current bus yard in the coming years to build new facilities and charging equipment to comply with mandates to convert to zero emissions vehicles. san jose mayor matt mehan is pushing for this site to be used as housing and says they only want to use it temporarily. >> we're asking for a five year lease at some point when federal funding comes through and they design and bid a project and want to expand if that comes to fruition, then we will move the site. this is the only bus yard has that has room to expand within three years. >> we have immediate needs for

that site. luh- eisen also told abc seven news there will be security concerns if they decide to turn that location into housing. >> something very front of mind for vta workers following the pandemic and the mass shooting. the vote is scheduled for later on today. and if it does pass, you could see we could see housing built on this lot very soon and people move into that housing before the year ends. we're live in san jose, ryan curry, abc seven news. >> thank you ryan. in the east bay calls for action this morning after five people are believed to have overdosed on fentanyl in union city within just 24 hours. and two of those people died. one of them just 17 years old. first responders used narcan to revive two others. all of this is happening as narcan is more accessible in drugstores. you can get it now without a prescription that happened this week. i think the easy access of narcan is very important and it's sad. >> we've come to this point. but if it's about saving a life and

hopefully having that life be productive, that's what it's all about. >> union city's mayor says making narcan available is one step in combating the fentanyl issue. assembly member liz ortega, who represents union city, released a statement yesterday saying she's authored a bill to cap the cost of narcan at $10, a package currently a package of two costs about $45 in the south bay. >> a new effort to stop an infestation of fruit flies that could be devastating to agriculture, to the oriental fruit fly isn't harmful to humans, but it can damage more than 250 types of fruits and vegetables, as eight flies were recently found in santa clara and sunnyvale. and those eight flies prompted the state secretary of agriculture to issue a quarantine for several cities until june of next year. you can see the area in blue on this map. it includes the city of santa clara and portions of sunnyvale, cupertino, milpitas and san jose. now that we have

an established infest asian and we've established a quarantine line in that specific area, we're going to be trying to kind of lock down any movement of fruits or vegetables out of there so we don't spread the fly. >> so if you live in the quarantine area, it means that you should not remove home grown produce from your property. >> see if you need to dispose of produce s you should put it in a blender down the garbage disposal or in a double bag it and put it in the regular trash bin. not the green waste bin. >> the alameda county district attorney's office is trying to shut down a livermore livermore based flavored tobacco company. the da is suing apollo future technology, claiming it operates a business that sells flavored vaping tobacco as well as synthetic cannabis, primarily to underage people. the da's office has obtained a temporary restraining order that bans the company from selling its products. investigators started to look into the company back in

december of last year and were able to connect it to purchases made by juveniles. >> they used a warehouse in livermore as their base of operations to sell banned flavored tobacco products, predominantly vapes and vape juice to individuals under the age of 21. >> there's been no response to the lawsuit from apollo future technology. >> we're going to watch now this shocking new video showing how a convicted killer was able to crab walk his way out of prison last week. jobina as the search for this man intensifies, we're learning this isn't the first major security breach at that facility recently. >> yes, reggie, so a prison official say this is the second person to get out of the prison in almost the exact same way in less than four months. so we're going to get right to this video and some images here that show you, dylan or danilo cavalcante, crab walking up the prison walls. he was able to get onto the roof and off prison grounds

from there. so officials say he got through razor wire that had just been installed after that previous escape. prison guards noticed he was missing just an hour later during a head count. 16 minutes later, they had activated a public escape alarm and called 911. since then, there have been massive searches underway in the area around the prison. >> we're committed to the search , and we will find him. we will bring him back and into the criminal justice system. >> cavalcanti has been spotted seven times in authorities say they found footprints in the woods. he was serving a life sentence for murdering his ex-girlfriend in front of her children. he's also wanted in a separate homicide in brazil from 2017, according to the us marshals service. >> all right, good morning to you. thursday morning. we've got this area of low pressure keeping that marine layer. actually it grew a little taller overnight. we are cloudy pretty

much everywhere, partly cloudy in concord. so in the south bay, we've got the low clouds, the fog pushing over into the east bay. so that's over 2000ft right now. 63 in hayward, it is 60 in san leandro. looking at some mid 50s from novato and napa with 55 in pacifica. so look outside here. it'll be gray for a while . patchy fog at the coast and looking at sunshine today partly cloudy around the bay and closer to the shoreline. then that gradual warming trend not getting too too hot over the weekend but we will enjoy a return to some inland valleys around 90 on friday, low 80s in danville. that's pleasant. you can see the coast in the 60s by saturday, very little change. high pressure is trying to build in to the east of us and that will allow for that slow warming trend. maybe a few more clouds on saturday. and then by sunday, the warmest day of the weekend, we're in the mid 90s inland. but notice some 80s in richmond. that's a warm day. low 80s for hayward and fremont. so maybe 2

afternoon, dozens of people came together for a rally and a vigil in honor of maia. they are calling for better protection for bikers near lake merritt. >> we're here to protect our children. and the city has chosen not to in this moment right. and this happens all the time. >> oakland officials say they are working on plans to make that part of the lake safer. among other things, they say they'll be putting up better signage as well as looking at options to repair the street in 2027. and all westbound lanes of interstate 780 near benicia are back open this morning after a tanker truck carrying 6000 gallons of liquid asphalt overturned in sky seven checked on the progress yesterday as crews worked to remove the big rig and clean up the lanes. >> the incident happened around 930 yesterday morning, leading to closures on westbound 780 at east second street in benicia. it also caused major traffic backups into the evening. so here's how the cleanup looked around 330 in the afternoon. this was six hours after the

crash. again all westbound lanes of interstate 780 near benicia are back open this morning. >> president biden is celebrating a new union contract he says will strengthen america's ports and its supply chains. the new six year deal increases wages and benefits for 22,000 port workers. oakland is one of the 29 west coast ports involved in the deal. >> now, this landmark contract covers 29 ports that play a major role in the nation's economy. when the cost of moving goods through supply chains goes up, inflation goes up, strengthening supply chains and inflation goes down. that's why we made fixing our supply chains to bring down inflation. a top priority. and it's working. california grown goods as well as our consumer products coming in from asia, will be able to flow now interrupted. >> it's the end of an era in the south bay. raging waters is closing for good. in fact, you don't even have a chance to say goodbye because it already closed for the season and says it won't open for the 2024

season. our media partners at the mercury news report that the company that owns the park decided not to renew its lease. the city of san jose owns the land. mayor matt mehan says the city is already thinking about what to do next. >> i think we saw declining revenues and raging waters decided to pull out, which is a shame. but it also opens up an opportunity. i think they're very much will be a silver lining here. and in the long run, we'll see new investment flow into that site and new amenities for the community over time. raging waters opened in 1985 and billed itself as the largest water park in northern california. >> employees at lyft will be in the office today. the company has returned to in-person work for the first time since the pandemic. the ceo gave employees four months to make necessary arrangements. >> lovely to see the hugs and hear the comments like, oh, you're married now, leave. this is really important. but we also want to provide them flexibility, whether it's to get their kids to school or to avoid traffic. so we're not paying

hometown of san francisco the world's number one ai city. roads around moscone center are already shut down. howard street is already closed between third and fourth streets. dreamforce officially opens next tuesday. and then all of the roads will reopen on sunday september 17th. >> a brand new soul food spot is coming to oakland. we were there to see the six location of fixins break ground in the lake merritt area, and it was started by former cal bear and nba player kevin johnson, the popular soul food restaurant started in 2019 in sacramento, where johnson was once mayor. he sees this as a chance to help oakland rebound and build the community. among those on hand to welcome the restaurant was close friend fredricka newton. her late husband, huey newton, founded the black panthers. >> this is a place where the community can look for and support and work in collaboration with and celebration of what's going to be here. and that's about the most oakland thing that we can

offers are set to start today at skyline high school in oakland. a shooting on tuesday prompted the campus to be on lockdown. two people were eventually arrested and no one was hurt. >> number two, president biden is rejecting a potential plea deal involving five suspects in the september 11th attacks. prosecutors offered them in a deal that would have spared them solitary confinement and provided medical treatment for alleged abuse while in cia custody. president biden says he does not believe the agreement would be appropriate. at number three, tiny homes for unhoused residents could be coming to san jose. >> and the big question now is where. today, vta's board will be considering a plan to build a housing project on one of its properties. >> number four, raging waters. water park in san jose has closed for good after nearly 40 years. the city owns the land. mayor matt mehan says there are already opportunities to redevelop that property. >> number five, low clouds and

right now. san rafael showing you 101 tail lights in the southbound direction. and then also that southbound traffic is where you see the tail lights in walnut creek showing you 680. i know the angles are pretty similar, but two very different freeways. reggie thanks, jobina students will be back in class at oakland skyline high today, days after gunshots prompted a lockdown on campus. >> abc seven news reporter gloria rodriguez in the newsroom this morning with what we know about the investigation an and what students can expect today. >> gloria. good morning, reggie. today there will be behavioral health staff on campus to support students. the school was closed yesterday while authorities continued their investigation and also so students could have time away from school to process what they went through. on tuesday, police responded to reports of shots fired during school hours at skyline high school. it's located in the oakland hills on skyline boulevard and the school of 1500 students was put on lockdown. students hunkering down in classrooms. oakland police are a chp and alameda

county sheriff's department all responding. eventually, two people were arrested. the good thing is nobody was hurt. students talked to abc7 news about what they saw soon as like there was some gunshots and i was walking to the bathroom and then i just see people running down and i'm like, whoa, what's going on? >> i knew it was real because i heard the shots. >> parents say more has to be done, including looking into metal detectors for schools. and a letter to the oakland unified community. the superintendent saying they are united in calls for this kind of violence to end immediately, saying it has become all too common in the city and adding that they are always looking to improve their response and their examining all their protocols and will make adjustments where necessary. live in the newsroom, gloria rodriguez, abc seven news. >> thank you, gloria. a new report finds covid 19 hospitalizations are on the rise , having increased for a seventh straight week. the centers for disease control reports more

than 17,000 hospitalizations have happened just during the last week of august, compared with 150,000 during the peak of omicron in january of 2022. officials believe the upcoming covid 19 booster could protect against severe disease and death. and it's expected to be available as early as next week in southern california, one city is banning mask and vaccine mandates. even with this covid spike, citing personal freedoms , uh- huntington beach's mayor introduced that measure last night. it narrowly passed it. reporter david gonzalez with our sister station in los angeles, spoke with one opponent who says this move is politically motivated. >> city should ban broad universal mask and vaccine mandates by declaring the city to be a no mask, no vaccine mandate. city. >> my issue is why are we talking about this in a narrow 4 to 3 votes? >> the huntington beach city council voted to stop future mask and vaccine requirements for city employees and first responders. >> it's just a matter of when is it going to come and if it does,

was late. all right. good morning, everybody. we are looking at a nice day today. the marine layer is a little bit taller, so it's moved into the east bay and we're stuck in between two systems. we have strong high pressure to the east of us that will get a little bit of over the weekend. and this system to the north and west of us, which is keeping us from getting too warm and allowing for the low clouds and the fog to move into the east bay. so this system will get absorbed as high pressure builds back over the weekend. and that's how we get our warm up. you can see the low clouds of fog from the peninsula to the east bay. and we'll look for the cloudy skies to start out this morning. 63 in hayward, union city, 58 in berkeley, up to the north bay. we've got 55 in novato and pacifica. so the fog not much of a factor because of the marine layer height out there. it's not quite dense and we'll see that dense fog, the compressed marine layer as high pressure nudges closer to us into the weekend. so cloudy skies this morning, sunny today inland and then we'll have those clouds closer
