i've a mental health call leads to gunfire. what police say led up to an officer involved shooting in san pablo. good morning. it's saturday, september 9th. i'm stephanie sierra. we begin with the weather meteorologist lisa argent is here with the forecast. hi there. >> yes, good morning to you. we're looking at another nice day getting on the warm side, but thank goodness we had the sea breeze yesterday. right.

looking at live picture outside. and you'll notice that we have a little bit of cloud cover. the marine layer is compressed, so the fog is dense at the coast. so do be careful, quarter mile visibility up in the north bay. and as we look at our roof camera, you can't tell too much right here. but another pretty day on the way. 70 degrees with clear sky right now. and we also have the clear sky in the south bay where temperatures will climb through the low to mid 80s. extra cloud cover. we have a tropical storm to talk about that could bring a renegade shower here from the south bay into monterey county. we'll detail that in a few minutes. >> stephanie, lisa, thank you. new details about that officer involved shooting that leaves one man injured in costa contra costa county. we're told the man who was shot through items charged and ung a metal pole atfficers. that shooting happened in the area of ve avenue and pullman street in sa pablo. abc seven news reporter tim johns tells us more about what led to the shooting. >> the san pablo police department says it all began after a woman called 911 asking

for a mental health evaluation for her husband. she said she thought he was showing signs of schizophrene by the time police arrived. they say the man had locked himself inside of a room and refused any attempts at communicate. then the woman said her husband wasn't acting violent and that she'd call officers again if he exited and she needed help. about one hour later, the woman again called 911, saying that the man had come out of the room and was harassing her. police say the emergency dispatcher overheard the man in the background screaming that he would kill any police officers that came and make them kill him as well. after san pablo, officers arrived back on the scene. the second time, the man tried hiding and throwing brick pieces at them, according to police, after they tried non-lethal methods, the man charged and swung at officers with the metal pole while one officer ducked to avoid being hit. another fired a shot from his gun, striking the man in the leg. >> any time we're we're dealing with individuals who are experiencing a mental health crisis, behavioral health crisis, it's a very serious issue. all of our officers are mandatorily trained in in

critical incident crisis communication after the shot was fired, the man was detained and transported to a local hospital for treatment. >> tim johns, abc seven news at last check, the man was in critical condition. >> police say the officers involved have been placed on paid leave while they investigate because of protocol . breaking overnight, a 6.8 earthquake in morocco leaves more than 800 people dead. rescue teams are searching through the rubble to look for any more potential victims as authorities expect the death toll to rise. residents were forced to spend last night in the streets after their homes and buildings were damaged or destroyed. the us geological survey says the quake was the strongest to hit that part of the north african nation in over 120 years. well, today there will be another public safety town hall in oakland to discuss overall crime. alameda county district attorney pamela price will join other local leaders in this discussion. it starts at noon and last until three at

genesis. worship center on ritchie avenue. organizers say participants will talk about things like illegal dumping, abandoned cars and car window break-ins. as oakland mayor, shengtao is expected to participate, bishop george matthews and city councilman kevin jenkins will moderate the meeting. now, before that, organizers from neighbors together oakland are hosting a rally right outside the town hall. they say hundreds of people will attend to collaborate on what they call neighbor powered solutions to oakland's public safety issues. it starts at 10:00 and lasts until 1130, right across the street from the genesis worship center. education is a key part of building a better bay area, and that includes early childhood education and after school programs in the south bay, child care providers are asking for help. they've been receiving support first issued by the federal government since the pandemic began. but now that support is scheduled to end in just a matter of weeks. abc7

news reporter lauren martinez listened in on the discussion between providers, parents and local lawmakers. whether you are a parent or not, a situation being described as a child care crisis will impact everyone. on friday, representative ro khanna held an affordable child care roundtable because at the end of this month, federal covid 19 relief funding for providers and already. khanna says 600 child care businesses closed down in santa clara county. >> children with state funded vouchers. in santa clara county nearly 2000 children are holding vouchers. they are able to pay for a slot, but there are no available slots. >> how are the small business people going to survive in this? >> during the discussion on daycare provider manmeet city was emotional because even though there are thousands of children on a state wait list, her home daycare and her daycare center are struggling to get more kids enrolled. i'm just surviving. >> i'm going to only have five kids and in five kids am i

going, how am i going to pay the rent? how am i going to pay my teachers? >> the average cost of child care in the us is $10,000 per year. in california, that number is $13,000. santa clara supervisor susan ellenberg said up that to $20,000 in the bay area. that's more than in-state tuition. >> so as any parent, you do whatever it's needed for your child. >> andre oliveira has a six year old daughter in first grade. he works the graveyard shift as a janitor at a san jose hospital, all because there's no affordable after school care. he'll have to remain working on that shift. i will say it's one of the main reasons why we didn't maybe go for a second child. representative khanna is introducing a bipartisan bill to make child care $10 per day or less while guaranteeing good wages for child care workers. but he's not the only lawmaker introducing legislation for affordable child care. >> you can't be confident with congress these days on anything, but i'm hopeful. i'm hopeful that if people mobilize, if they

members of congress hear about this from their constituents, that people will realize we can't forsake america's kids. >> in san jose, lauren martinez, abc seven news. >> tomorrow is the oakland pride parade and final preparations are already underway. today you can expect family friendly events followed by a pub crawl and then special performances in the evening. tomor the parade starts at 11 a.m. at 14th and broadway. abc seven news reporter anzar hassan and has details on the celebrations in store. >> pienta joyner, who owns fillmore social in downtown oakland, is hyped about this weekend. >> i'm so excited about this weekend. normally, i'm always marching in the parade. we have a retail store not too far, but you know, now it's just it's a different vibe for us, a different feel. >> that's because her bar, which just opened in april, is along the parade route. and one of the featured spots in this weekend's oakland pride fillmore is involved in the bar crawl that's

going to all of the lgbt centered and or owned bars in the area. she has 30 volunteers who will be helping out. she even has a special drink menu for pride weekend. this the naked bird is non alcoholic, symbolic, she says, of being inclusive. >> our parade route in oakland is very short, but the work that we do is a long game. the long game is to create a city that really embodies safety for people to be who they are. >> organizers say oakland pride is a celebration of the diversity of the lgbtq plus communities of oakland and the east bay. the parade, which runs through downtown oakland on sunday, is the second largest of its kind in northern california . the oakland pride is also about family, fairyland, amusement park near lake merritt will hold special family friendly events on saturday. >> i am most excited about kids and families walking through our door and feeling welcomed here, no matter what their gender identity. sexual identity. >> oakland city council member rebecca kaplan helped launch

now the city may have to drop future events in order to meet the financial demands of the new contract. the city made the agreement last month in an effort to prevent 4500 workers from striking the cuts in one year. >> one of this contract pact amount to about $4 million and include things like viva parks, viva cal, crossing guards in front of school traffic, light synchronization in union represent lives were unavailable to speak on camera, but a spokesperson says they don't believe the cuts are necessary. >> the mayor adds there's a slim chance the city will be able to keep viva kla. sj but that will all depend on how well the economy is doing. the city council is set to vote on the wage contracts and proposed cuts on tuesday. well to weather now. let's check in with lisa. >> all right. good morning to you. we're in the upper 50s in our inland valleys right now. but, boy, yesterday we did warm up around the bay area, upper 80s to near 90. so we're going to talk about a little bit more

pro-union crowd in san francisco . so even though she's been in congress for 36 years, pelosi says her job isn't done. pelosi says she's still the best woman for the job because of the experience she's had since she first arrived in d.c. back in 1987. i know the congress very well. >> i know the country very well. more importantly, i know this city very well. >> pelosi will be 84 years old during next year's election. >> well, your bart ride may soon be faster and more convenient. int'l bart is putting a new service schedule to test on monday. wait. times will be no more than 20 minutes. even on nights and weekends on all lines. some daytime service is being scaled back in order to provide more evening service. bart will only use its new fleet of cars. the last ride on the older legacy cars will take place on sunday. trains will also be shorter. ridership is still well below what it was

before the pandemic. weekday ridership is up to 40. on weekends, it's nearly two thirds of pre-pandemic levels. t is, the bhangra and beats night market grace downtown san francisco with great music and cuisine. last night. the event mixes south asian bhangra music along with other popular bay area music genres. visitors also got a chance to sip cocktails and shop products from local artisans yesterday as night market drew in over 12,000 people. while it wrapped up the third and final friday for the event this year. well, longtime abc7 news reporter david louie was honored at the san francisco chinese cultural center's annual gala. david received the lifetime achievement in the community building award. he was one of the first asian american reporters in the bay area. and over the years david reported on many of the bay area's biggest stories, including the kidnaping

of patty hearst and the loma prieta earthquake. david louie retired last year after 50 years with our company. most of those years as a reporter here at abc7. we certainly miss david, but what a well deserved honor. well as you are planning the start to your saturday, let's check in with meteorologist lisa argent who's tracking the forecast. good morning. hey, stephanie. >> good morning to you. we have some active weather here in the tropics and we look at the pacific here. this is tropical storm with winds of 70 miles an hour. look at the lightning strikes along the central coast. this is interacting with a trough and it'll continue to move away from california. it's about a thousand miles south of los angeles. so it will weaken and move away. but you can see the outer band here not only affecting parts of california, but we're looking at a strong southerly swell. and so beach hazard statement for santa cruz. but check out these thunderstorms from san luis obispo through monterey will continue to move to the north and east. so for the bay area,

maybe an isolated shower around the south bay, but it's not a big concern for us. we go in closer, but you can see south of monterey, they have had a few sprinkles here around big sur and soledad, but the red flag warning for san luis obispo and monterey county, san benito county through noon time because of this activity just south of us. so if you're camping in the mountains, keep that in mind. otherwise, we are waking up to clear sky. for the most part, there is dense fog, though, along the coast and looking at santa rosa and napa with the fog taking a look at the atlantic, hurricane lee continues to be watched with the category three. right now, winds of 115 miles an hour. this will continue on a west north westward track at 12 miles an hour and it continues to weaken and then it'll strengthen again as we get into monday. and tuesday. now, here is puerto rico. so the good news is it's taking a turn, but we're looking at the western atlantic around new england, looking at

the possibility of some very strong winds and heavy rain as we get into next friday. so talk about a lot of action on either side of the country. there but as we look at our current temperatures right now, we've got the cooler numbers to the north, 50 santa rosa and novato, 60 in concord and besides that dense fog at the coast, that marine layer not going to last too long out there. our exploratorium camera dense coastal fog this morning so very be very careful there because the visibility goes down to nothing when you're right under that shallow, dense fog, looking at an isolated shower perhaps in the south bay and that cooler pattern will be with us on tuesday. so as for today, tomorrow, monday, the warmest day, 70 downtown. and it will be breezy that sea breeze picks up throughout the afternoon. 75 in oakland and numbers returning to the low 80s. notice the clouds here in the south bay. so maybe a few high clouds, mid-level clouds and that outside chance of maybe a thunderstorm or on hollister and gilroy, i should say an isolated shower,

otherwise warmer today in the north bay, 86 in santa rosa. and we've got a few low 90s returning to our inland valley. so the accuweather seven day forecast a lot of sunshine that dense fog will live out and give way to some partly cloudy skies along the coast. so half moon bay in the 60s and then as we get into your sunday could even see a few more degrees of warming taking us into monday with the mid-nineties there. and then notice the much cooler weather the rest of the week. so always a concern this time of year. really all year long with when we see those thunderstorm days. >> oh, absolutely. yeah, we of course, we familiar with the fire and the lightning strikes there. yeah. so we'll watch that. yeah okay. thanks, lisa. well after the break, bringing coastal italy to the heart of san francisco to give you an up close look at one of the restaurants ready to make a positive impact in the city. like, "what is your glucose?"

a tourism industry. san francisco hires a new top official as it looks to attract more people to the city. good morning. we're starting this half hour with a look at the weather and lisa is here with the latest. >> hi there. good morning to you. we are starting out with some very dense fog at the coast. the marine layer is compressed and so some pretty

hazardous conditions there. the richmond-san rafael bridge, the golden gate. otherwise, look at those upper 40s from santa rosa down to novato. pretty chilly upper 50s over into hayward. but the fog is not going to last long. we'll have it in the morning hours through about 9:00. we're sunny and low 60s in oakland. by 1:00 we're already in the low to mid 80s inland. so it's a quicker warm up, a sunny morning and by the afternoon we're a few degrees warmer. even on the bay shore. but the warmth is really in the inland valleys, not too hard to take with temperatures near 90. so it should be a nice day out there. we'll talk about the rest of your weekend coming up. stephanie. lisa thank you. >> new this morning, the san francisco travel association is getting a new top official as the city's tourism industry faces a critical time. now, according to the chronicle. scott beck, who currently heads destination toronto, will take on the new role. beck released a statement saying in part, quote, a strong tourism industry is vital to the city's economy. local businesses and neighborhoods. and i am passionate, committed to helping steward san francisco shows

ongoing tourism recovery. lee beck will succeed joe d'alesandro, who is retiring after being with the association for nearly 18 years. he'll take on the role as the city tries to bounce back from covid 19 with vacant office buildings and concerns about public safety and homelessness, beck will officially join the organization at the end of october. president joe biden is now at the g20 summit in india for a weekend of crucial talks. his first order of business was with the indian prime minister. biden has sought to embrace india as one of the most critical partnerships for the us and a key ally to counter china. the visit comes at a moment of division among the world's leading economies. white house officials called it a disappointment that russian and chinese leaders are not taking part in the summit. developing news now. the search for a convicted killer who escaped a pennsylvania prison is now in its ninth day. despite several

sightings, authorities still have not found the man they consider dangerous. this as abc news reporter daria elbinger tells us the corrections officer on duty when the fugitive escaped has now been fired. >> more than 350 officers searching in the air, on the ground, even on horseback, for convicted killer danilo cavalcante. they're focusing on a roughly eight square mile area of chester county, pennsylvania, outside of philadelphia. law enforcement posting up on an overpass with guns ready after a possible sighting friday afternoon. there have been several sightings of cavalcante since the 34 year old managed to break out of the chester county prison on august 31st. video showing him crab walking up a prison wall before he pushed past prison wire and escaped from the roof. prison guard who was on duty in the observation tower when cavalcante made the daring escape, has now been fired. chester county officials saying the unnamed officer was an 18 year veteran at the prison

. >> what i'm thinking is he's somewhere in here and i don't want him slipping through on friday. >> authorities taking report hours into the search command center showing. off the tools they're using to try and find cavalcante. he's desperate. >> he's on the run. he does not want to be recaptured. >> mother of two, sue boyd, says her kids are anxious and some parents are fearful of leaving their children at the school bus stop. >> i'm very frustrated and we just want to see an end to this. >> cavalcante was sentenced to life in prison for the murder of his ex-girlfriend. abc news has learned cavalcante has evaded capture once before for wanted for murder in his native brazil. officials say he hid in the jungle eventually fleeing to the us. but police are confident they'll get him. >> we're going to capture them. it's just a matter of time, dario aldinger, abc news, new york. >> covid cases are up in the bay area, including at schools districts across california. the worry this surge will add to the number of chronic absences we've been experience seeing since the

pandemic. san francisco unified is sending weekly reminders to parents about covid protocols, as in the case their child test positive. the district says no changes will be made to their safety guidelines. parents say the latest covid surge is just one more thing to worry about it. >> my mom, she's a 90. she's going to be 90 years old and she has dementia. she's bedridden. so you know, it's very touchy for them to go to school, come back with signs of, you know, being sick. >> the district reminds parents , unless symptoms develop, students can continue to stay at school after being exposed to covid. students who test positive should stay home and no test is required for them to return to school. today, the mayor island dock of bay music festival returns to vallejo. average white band and the california honeydrops are among the two day lineup of performers as the doors open at 1230 and music lasts until 9:30 p.m.

new this morning, rudy giuliani filed a new legal challenge to the criminal charges he's facing in georgia over the 2020 election. the former attorney for donald trump claims there are deficiencies in the indictment, making it invalid. giuliani argues his double jeopardy rights were violated because of how the racketeering allegations were structured. he wants a hearing on the matter or for the judge to void the indictment. he's already pleaded not guilty to 13 criminal charges. today, more than 700 people will walk for suicide prevention here in san francisco. it will be for the 2023 san francisco out of the darkness community walk, check in starts at 9 a.m. at pier 27.
