>> good morning, drew. we've got a couple of problems not out here on the san mateo bridge. luckily, traffic headed in the westbound direction from 880 over towards 101, about an 18 minute drive. no problems here. our problems are on the freeways. we'll take a look at 80 westbound. we had an earlier problem near el cerrito with a car facing the wrong way due to an accident that's been cleared . but you can see now you're very slow all the way from let's make it el sobrante westbound and on 80 and we have a problem on the off ramp from westbound 80, westbound 37. that's the drive over from american canyon to san rafael. they're in the midst of clearing an overturn. an accident there as well. ladies thank you, sue. >> new this morning riding bart will be a bit different starting today. the transit agency is celebrating 51 years of service with some big changes to its schedule. abc7 news reporter gloria rodriguez live at the embarcadero station in san francisco. with everything you

need to know. good morning, gloria. >> good morning. kumassi yes, new schedule, new trains starting today. you'll notice some big changes at bart and a lot of riders are really happy about these changes. so here they are. first of all, there will only be a 20 minute maximum wait time for a train. there will be more trains running at night. the wait for a train on the yellow line will only be 10 to 15 minutes on weekdays. and also more trains will be running to sfo. so we know that more people are traveling on the weekends and in the evenings. >> so we've increased the service by 50% on evenings and weekends as and last night was the last time that the old style bart trains were running in the system. >> they will only be used on rare occasions. so you'll be seeing the new fleets when you ride a bart. and by the way, today is the agency's 51st

anniversary, and that's why they're rolling out those changes today. live in san francisco, gloria rodriguez, abc seven news. >> thank you, gloria. today marks 22 years since the nine by 11 attacks. 2753 people died in lower manhattan that day. and just this weekend, the medical examiner identified the remains of two more people, all 40% of those lost are still unidentified. and the testing remains all these years later as a part of a pledge so that the families of as many victims as possible can have closure. 341 members of the new york fire department have now died from ground zero related illnesses as the tribute in lights shined during a test overnight just hours before the tribute to the victims of the world trade center, the san francisco fire department will be holding a commemoration at 645 this morning. >> that is the moment when the twin towers in new york city were hit. names of the fallen first responders will be led

read aloud today's remembrance ceremony is happening at all. san francisco fire department facilities. luh- this right now some tributes started over the weekend here in the bay area, santa clara county officials hosted a remembrance ceremony yesterday morning in san jose. in san francisco. mayor london breed and members of the city's fire department took time to reflect on the events of that day at saint anne of the sunset church. >> new at six two, sideshows took over the streets of vallejo overnight. so you can see here spectators got dangerously close to cars and trucks doing donuts . witnesses say the first sideshow show happened last night around 10 p.m. at the intersection of lewis brown and minnie drive. the second happened later across the city at lemon street and sonoma boulevard. and we've reached out to vallejo police, but we haven't heard anything back. it's unclear if this is related

to the rumored la to the bay sideshow authorities say was supposed to happen over the weekend and morocco this morning . >> it is a race to find survivors days after a devastating. 6.8 magnitude earthquake rocked that country on friday. entire villages have been leveled and this is the worst seismic event in that north african country in decades. more than 2100 people have been confirmed dead and thousands more have been injured . right now, many terrified moroccans are spending the night in the streets because they're just too afraid to go back home. the epicenter was not too far from the popular tourist hub of marrakesh. historic sites there have been damaged. us secretary of state antony blinken says it's been made very clear to the moroccan people that the us is prepared to assist in any way it can. >> this morning we're hearing from a bay area family that was in morocco as the shaking started. the garnet hunter family is from marin and san francisco. they say the training

later on this evening and into the overnight hours and it will move through dry, meaning it will not bring us any moisture, air as it passes by. but what it will do this afternoon, you'll feel those winds turn breezy, that onshore flow by 4 or 5 p.m, gusting about 25 to 35mph in our strongest spots. and even into the overnight with that front, it will keep it pretty breezy, especially across the city and through the delta. and then we'll have another breezy, if not windy afternoon on the way tomorrow as well. tomorrow is going to be a cooler day behind that cold front. today, though, it is sunny and it is warm. 82 in san rafael, 70 in the city, about 79. in vallejo, looking nice in oakland at 75, 82. in san jose, 88. the high in concord, 92. the high in fairfield overnight tonight will keep that breeze with us and temperatures a bit elevated with that wind upper 50s to lower 60s for a lot of us behind that front will drop temperatures a few degrees. this is pretty close if not a bit below average for this time of the year.

tunnel and the waldo grade. four lanes in your southbound direction. an just gorgeous i can look at that all day and here's a solid stream of headlights headed in the westbound direction of 80 past golden gate fields and through berkeley and emeryville making your way towards the bay bridge toll plaza metering lights were on at about 545 this morning for a significant delay there, about ten minutes to get through and on to the span problem with an accident now blocking the left lane. it's westbound 80 near meridian and you can see the traffic is really stacked up towards dixon. also the eastbound 80 near alamo. the off ramp of alamo. there's a water tank spilling water from the center divide. it fell off the back of a truck and cars are hydroplaning. through that, chp is headed to the scene to see how to clear that mess up. 632 and back to the desk. thank you, sue. >> a major change is coming this morning. if you take bart during your commute, the agency is launching a new schedule and it is to improve service. abc7 news

reporter gloria rodriguez is explaining there are no longer those older trains running on the tracks. >> well, if you ride bart, you will be happy about these changes. the agency is promising no more of those 30 minute waits. also more service on nights and weekends. the changes to bart starting today also include only using the new fleet, no longer any of the legacy trains and a new schedule . a bart spokesperson says people now have different travel patterns, so they increase the service 50% on weekends and evenings. bart is moving to shorter trains as well. instead of nine and ten car trains. that's for safety. >> a couple of advantage is one is that people won't be alone in their train cars as often. also it provides a shorter distance for our police officers and other police personnel to patrol those train cars and our cleaning staff gets to clean those trains more quickly because there's fewer cars to clean. >> here are some of the changes there will only be a 20 minute

maximum wait time for a train. there will be more trains running at night. the wait for a train on the yellow line will only be 10 to 15 minutes on weekdays and more trains will run to sfo and today is bart's 51st anniversary. that's why those changes take effect today in san francisco, gloria rodriguez, abc seven news. >> thank you, gloria. in the east bay, a rise in crime has been a hot topic and that's why hundreds of oakland residents showed up for a community safety meeting. but there were so many people that some were locked out . abc7 news was at the genesis worship center where mayor shengtao talked about her investments in crime prevention. that includes adding security cameras and chp officers on patrol. some neighbors have demanded a state of emergency be declared. the mayor disagrees, calling for his state of emergency. >> right now. when? when we are doing everything wrong that this would allow for us to do to i mean, let's just let's just call it what it is. it's just

political theater. >> quality of life in oakland has deteriorated down to a place where myself and many other people are uncomfortable leaving our homes. >> oakland police say violent crime is up 15% this year compared to this time last year. mayor tao says the search continues for a new police chief after lauren armstrong was fired last winter. sheriff's deputies in santa clara county may soon be armed with tasers. >> the device has been banned in the county for decades after an in-custody death back in 1989. a man died after being restrained and tased taser were then taken away from the deputies. the san jose spotlight is reporting sheriff robert johnson wants to bring them back, which would arm deputies on the streets and in jail facilities. he says the new tasers are more accurate. they have built in accountability and if used, they would automatically activate a body camera. >> a man made it out of a suspected road rage incident unharmed after he says he was shot at on the bay bridge. the chp has not confirmed the

incident and says it's possible a bottle was thrown. abc7 news spoke with the victim who says somebody drove up behind him aggressively on eastbound 80 over the weekend. >> i kind of held my hands up. one was out the window and just like what's going on and he didn't like that i reacted to his driving and so he went in front of the next car in front of me, and then he uh- he slammed on his brakes. he kept slamming on his brakes and i kept going slower and slower. we went down to 35 miles an hour right when i was going past him. he had the passenger window down. obviously and he shot one gun, one gunshot. he says he was followed into oakland until he arrived at a police station. >> when the suspect finally drove off. the chp says the situation is under investigation . >> a new uc berkeley poll finds a majority of california voters are opposed to reparations payments to black residents. 59%

of polled voters oppose cash reparations of that, 59, 44, they say, are strongly opposed. voters who were polled say they don't believe it's fair to ask task taxpayer to pay for wrongs committed in the past or they don't think it's fair to single out one group when other groups have also been wronged in june, the state's reparations task force handed over a report to state lawmakers with more than 100 policy proposals. and while it didn't include a concrete dollar amount, it did recommend cash payments up to $1.2 million. >> president joe biden is wrapping up his weekend long tour overseas in hanoi. the president and his delegation met with vietnam's top officials amid shared concerns about china's pressure on the pacific. he spotlighted new business deals and partnerships between both countries before leaving, mr. biden briefly visited the john mccain memorial to pay his respects. the memorial is located at the crash site where the late senator's plane was

shot down during the vietnam war. mccain was imprisoned for about five years, released and then went on to a long career in us politics, developing news, north korean leader kim jong un is reportedly on his way to russia. multiple south korean media outlets say kim is traveling by train for a meeting with russian president vladimir putin. the kremlin confirmed the meeting overnight. it they did not give specifics of the meeting, but putin reportedly already arrived in the city where the meeting is said to be taking place. us officials believe kim and putin will discuss the arms negotiations that have been advancing between their countries. police say the man who staged a daring escape from a pennsylvania prison more than a week ago now has a new look. >> these new images show daniel cavalcante has shaved his facial hair and now is wearing a hoodie . uh. police say cavalcante also stole a van over the weekend, drove it 26 miles to a former coworkers house, somehow making

person injured. does not known right now. >> progress is finally being made to get an american trapped deep in a cave in turkey back to the surface. mark dickey is a cave researcher. he got trapped more than 3400ft below ground on august 31st after falling seriously ill while on an expedition in after getting medical treatment at last week. yesterday dickey and a rescue crew made it up more than 1000ft. at least 150 rescuers from multiple nations have been working to save him, and he appears to be in good spirits while waiting to be rescued. >> i'm not healed on the inside yet, so i need a lot of help to get out of here. >> teams are using explosives to widen some parts of the cave so they can bring dickey through on a stretcher. experts expect this to take at least five days to get him to the surface. >> new details on the big rebuild for capitola beach and pier crews are set to start

construction on the $7.7 million project later this week. the beach town was hit hard by the winter storms at the beginning of the year. according to our media partners at the east bay times, workers will rip up, replace and expose sand, the wood, decking and railing on the landmark pier. there are plans for an improved entrance, a new boat launch area, new restrooms, free binoculars, stations and educational signs around the bay and its wildlife. so work is expected to be done by next summer at san francisco's ocean beach. >> five people had to be rescued from a strong rip current just yesterday. one adult and four teens were pulled to safety. the person you see here on the right paddled and saved two girls who'd gone under. they were drowning. and the person on the left pulled out the two brothers and the adult who were also being pulled out to sea. the san francisco fire department says the family is okay and did not need to go to the hospital. >> move it or lose it. that is the message from officials. as a
