morning. >> a very good tuesday morning, everyone. i'm lionel moise, in for andrew. >> good morning to you. i'm ryan and ali. we'll get to that wild monday night football game in just a few moments. but we want to begin this morning with breaking news. a flash flood emergency all morning. >> we have been seeing new images of severe flooding in parts of new england overnight. officials warning the flood emergency in massachusetts could get even worse as rivers north of boston begin to crest find a high spot somewhere, find a high spot and stay there until this is over. 6 to 9in of rain fell in a matter of hours, submerging cars in lemonster, forcing drivers to abandon their vehicles on the highway. >> people were sitting on top of their cars just waiting for someone to come and rescue them . >> first responders rescued multiple people out of flooded mobile home community as the mayor went on social media to plead with people to stay off the roads, torrents of water

washing away asphalt, opening up large sinkholes across the city. >> these catch basins are coming right out of the ground. you're going to drive over one of them. all the streets are flooded to the south in rhode island, powerful floodwaters poured into homes and businesses, submerging the state's capital. >> days of storms in the northeast already caused at least one death in northeast pennsylvania for a coast guard vessel sailing into new york captured these lightning strikes and this waterspout formed off new jersey. thousands of flights have been canceled, causing a ripple effect at airports across the country. all this ahead of hurricane lee barreling north in the atlantic, packing 115 mile per hour winds overnight. it's expected to bring heavy surf along the east coast and move past new england this weekend. cape cod and maine are now on alert for heavy winds. >> it's saturday and sunday that we watch for what could be a landfall of a much weaker storm by the time it gets up to the canadian border right around maine. but the impacts along the

coast are going to be huge waves, rip currents. >> in the meantime, the red cross has extreme weather is one factor behind a nationwide blood shortage, with supplies down nearly 25% in the last month. >> also breaking overnight, shots have been fired in the search for a convicted killer who escaped from a pennsylvania prison. and police now say the fugitive is armed and they are urging people in that area to lock their doors and windows. abc's em nguyen has been tracking the latest developments all night long. and good morning. >> good morning. rhiannon the convicted killer has slipped through police lines more than once, leaving authorities to defend their strategy and continue this manhunt. overnight, authorities swarming an area in chester county, pennsylvania, investigating a new confirmed sighting from a chopper of escaped murderer danilo cavalcante. pennsylvania state police say they are pursuing cavalcante and that he is armed. sources telling our station w-p-t-v that a local homeowner had shot at someone

matching cavalcanti's description when it's unclear if that individual was hit. >> we have always treated him as potentially being armed. he's been carrying a pack. there's no way to know exactly what's in that pack. >> sources say law enforcement also found shoes in the search. residents in the area were told to lock all doors and windows and remain indoors. the latest image was captured on doorbell. video shows cavalcante, now clean shaven, wearing different clothes. >> no perimeter is 100% secure. it's not a wall. it doesn't have a ceiling. we will ultimately capture him. he doesn't have what he needs to last long term. >> the 34 year old convicted of killing his ex girlfriend first broke out of prison 12 days ago. crab walking up these narrow walls to the roof to escape. and despite their initial perimeter, investigators say he slipped past them and stole this unlocked van. cavalcante then went to the phoenixville area

where he tried to contact a former coworker who called local police by the time officers showed up, he was gone. local state and federal law enforcement still searching. we're going to prepare for the long game and the long game is what we do best. when asked if preparing for the long game means they won't catch cavalcante soon, authorities said no, that they will try to get him as soon as possible, but that they won't promise his capture by a certain date. rhiannon all right. >> thank you for that. kim jong un has arrived in russia for a high stakes meeting with vladimir putin. kim traveled across the border in his armored train. the us says putin is asking kim for military equipment badly needed for the war in ukraine. >> it was previously that north korea was dependent upon russia or china for support. now it looks to me as if putin's gone to north korea with tin cup in hand, asking for weapons, munitions and support, which is an inverse of their previous

relationship, which is pretty fascinating. >> north korea is likely seeking fuel and food along with technology for its nuclear programs. >> five americans being held in iran could head home by next week. three of the americans include an oil executive. were accused of spying. the others do want to remain anonymous. they're being released as part of a deal. the biden administration has finalized, which would release $6 million in iranian funds frozen overseas . officials insist, though, there are checks in place to make sure that iran spends the $6 billion on humanity needs. critics say, though, the country should not get access to that money at all. >> in morocco, military helicopters are now dropping aid to areas that were cut off after friday's powerful earthquake. more than 2800 people are confirmed dead. the quake destroyed thousands of homes and unicef says at least 100,000 children have been affected. morocco's government is facing criticism for the pace of its response. abc's tom soufi burridge spoke to a woman who

of stifling competition and creating an online monopoly. >> everyone knows google. >> everyone knows its search engine. guess the problem is people know google's search engine a little too well. >> google is accused basically of buying its way out of competition. the allegation is that it made a bunch of deals with mainly with apple to prevent other search engines from getting a foothold and challenging it. >> columbia law professor tim wu says it's fine for google and its parent company alphabet to work to maximize profits. but what's not allowed is to make a deal that locks other people out and the allegation, at least, is that they didn't compete on the merits that they spent their money to create kind of a fortress that no other competitor could reach anybody. and the implications go far beyond google into the growing artificial intelligence market. it's kind of the elephant in the room. >> the question is going to be who gets to compete and how they get to compete in the artificial intelligence space. i think a

lot of people will be watching for that. >> professor wu says a win for google at trial will mean business as usual. a loss, he says, will allow for more search engine options from competitors. but first, google gets to make one big argument. >> google is going to say, we've been successful because people like us, when given the choice, people always choose google search, the last big antitrust trial was against microsoft in the 90s. >> a judge ruled the company placing its internet explorer software in so many personal computers amounted to a monopoly. in the end, microsoft agreed to change its business practices and allow more competition. as for the case against google, the trial is expected to last through november with a decision not expected until next year. rhiannon lionel. >> time now for a look at your tuesday weather. >> good morning. we're tracking the tropics with two hurricanes on the board. hurricane margo will not impact the us, but

>> a frightening moment on this utah highway. look at that. that was an office chair that flew into the windshield there. the passenger says the chair was in the road and then it went airborne when another car hit the chair. no one was hurt, luckily. well the fbi is investigating a cyber attack that targeted mgm resorts and hotels, including those on the las vegas strip. >> reports say the breach is affecting digital room keys. the casinos or atms as well. the source, though, not yet determined. mgm was also hit with a data breach back in 2019. >> and now to the new video from that dramatic cave rescue in turkey. after nearly two weeks, there is finally relief. it is amazing to be above ground again . american cave explorer mark dickey speaking overnight about this dramatic moment finally being hoisted to safety. he spent 12 long days trapped in a turkish cave after falling severely ill more than 3400ft below the surface was unable to
