and nearby homes and businesses. >> repairs to the water main have been made, but that's only the beginning here. abc seven news reporter luz pena has been covering this story and today went with a crew to survey the damage dried up mud throughout multiple streets in san francisco's cow hollow neighborhood tell a story of overnight chaos between homes and commercial buildings. >> we have surveyed 116 and we're currently working on 68 right now. >> we joined the servicemaster restore crew into one of the damaged homes. this garage had multiple inches of mud after a water main break sent droves of water down fillmore street monday morning. this is one of the crews assessing the damage in this area. >> so we're going to be extracting water from here and all the dirt we have about 2.5in, three inches of water and mud next door. >> this resident woke up to a stream of water. the miraculous we missed part of his home. >> by the time the flow of water

got to my house, it was much less. and therefore we were lucky. on union street, the new owner of marina submarine was not as lucky. >> his surveillance camera captured a river like stream that rushed into his business. >> the whole basement is flooded. i have fridges. i have a lot of inventory downstairs and now i have to toss everything. >> according to san francisco's utility commission, on average, there are between 100 to 200 water main breaks in their system every year. this is an example of san francisco's aging infrastructure for about 20% of the city's water pipes are 100 years old. the one behind us, 74 years old. >> we agree passively, proactively, we upgrade about 9 to 10 miles of pipeline a year. that's been consistent for several years now. the problem is we don't have a crystal ball that can predict when the next water main break or leak might be. >> the 16 inch water pipe in

he's facing. >> kylie whitmore, a track coach and communication studies teacher at diablo valley college, faces nine counts of pimping human trafficking and other charges. whitmore had been a track coach at the school for nearly ten years. the da's office says whitmore traffic to victims is one of the victims was a student at dvc and told authorities at the college, which led to the sheriff starting an investigation. when authorities arrested whitmore on september 7th. >> this from what i understand, this is possibly a first time offense. i mean, i don't know the details of the case beyond what's in the complaint. >> in a statement to abc seven diablo valley college said the district is devastated by the seriousness of the allegations that have been raised thus far. e safety of our students and staff is our main priority. we take serious any accusations of inappropriate behavior by our emoyees and honor the expectation that our students, staff and visitors have to be safe when they visit our campuses. they say they placed whitmore on administrative leave in court monday. whitmore's defense attorney asked to move

the arraignment to next week. he is also asking for a bail hearing because whitmore is currently being held in the county jail without bail. some athletes and former students of whitmore say they are shocked by the allegations that, as you know, life goes on and you know, things happen. >> people change. so who knows? but from my experiences, i've never had to deal with anything like that. >> the district attorney's office say they are taking human trafficking crimes very seriously. >> the sheriff's office said if there is more information, if anyone in the public has more information on to contact their investigative unit and they will take that information down. >> in martinez, ryan curry, abc seven news san francisco's effort to crack down on the drug crisis is about to enter a new phase. >> the city has already asked for assistance from the federal government and we are getting a better idea what it will look like. today on getting answers, i spoke with josh cain, who is a senior reporter with the san francisco standard, our media partner. he says an emphasis is going to be placed on the federal prosecution of drug crimes. they have started

charging drug users actually to try and get them into treatment and get them off the streets. >> very, very few people are accepting treatment, so they're looking now how do we get to disrupt the drug trafficking markets and doing that with federal prosecutors, with federal cases they believe is going to be a new strategy that really disrupts operations. >> cain says it's part of the partnership between the city, state and federal government to put an end to san francisco's open air drug markets. well oakland's mayor tells us the city is using all the tools it has as it tries to stop crime, including undercover cops and bait. i spoke with mayor chantelle earlier on abc seven news at 11 a.m. she said she's fed up with crime. >> i'm just sick of it. i'm sick of it. the residents are sick of it. we are upset and right now we're doing everything from a bait car to put ipads and electronics into vehicles. and then we're going to have police officers to chase them. and not just that, but more so than that, i just got off the phone

system so users know when they're viewing ai generated content. the step is seen as a stopgap. as congress works on laws to govern, ai. >> new details out of sacramento today. a bill to allow amsterdam style cannabis cafes has been sent to the governor for his signature. that bill was approved by both the state senate and the assembly. it would let local governments license cannabis retailers to venture into other businesses, like selling coffee or food. san francisco assembly member matt haney wrote the bill. he says it would help both struggling cannabis businesses as well as empty downtown. >> millbrae city leaders voted today to delay a decision on whether to turn a la quinta inn into permanent supportive housing for the unhoused. the san mateo county board of supervisors met this morning to consider the proposal. dozens of community members showed up to express concerns, the major one being public safety, the $33 million project would provide housing for unsheltered individuals, seniors and families.

for your time. so what variants will these new vaccines target, right. so they're specifically all what's called monovalent and they are all all directed against what's called xb 1.5. >> however, xb 1.5 now is only 3% of our circulating strains. so the question is, do they cover the current circulating subvariants even though they're directed against 1.5 and all those experiments have been done and they do cover what's called eg5, which is the current sub-variant that's the most prevalent in this country. about 21.5% of strains. and they cover that really well. they even cover that one that people were really worried about was called ba2. 86 has lots of mutations. but this this booster covers it fine. >> interesting. okay we've seen a rise in cases recently. are you advising people look, go get the new shot and do it as soon as you can. you know, the thing is, we're always going to see covid cases increase when we get

a new sub-variant we're going to see them increase in the winter, too, though, because the winter is when people are inside and all respiratory pathogens like the cold. >> unfortunately. so i'm not actually saying rush out and get them. you may want to get them closer to october, which is when we represent when we recommend the flu shot, because that's when you're going to start going back inside. i will say that the people who really need to have it and this is more from the w.h.o. and not the cdc. cdc recommended it for everyone, but most countries, including the who is recommending it for over 65. those on immunosuppress patients and those with co-morbidities. it's those three populations that i really want to focus our messaging towards to please get it this fall. >> i think that's an important point because for many people who've taken four shots, five shots, there's like vaccine hesitancy at this point, like nobody wants to go in and get another shot and you could see the numbers continue to go down and down and down with every of the uptake. >> yeah, of the uptake, yeah.

the bivalent booster uptake that was the last one was a 20.5% uptake in those over 18. it's not like americans don't get it. they get it that other countries are saying, hey, we're going to we're going to really look at the people who are still most at risk for covid older. those on immunosuppressants, those with multiple co-morbidities. that's what every other country, including the world health organization's recommending. so i would really want to focus our messaging on those populations. please do. my parents are going to get it at then and then, otherwise it's not as urgent. >> all right. do you see this as we evolve? we're three years into this thing. it's obviously not going away that these vaccines, it's going to be like the flu shot, that you'll get one on an annual schedule and maybe it won't be that big a deal. >> yes, there's no doubt that covid is what's called endemic now. and what does that mean? well, you have to look at the mortality rate from covid relative to other viruses. that is like covid, like influenza. and we reach that similar mortality rate some while ago.

unfortunately, we cannot get rid of this virus. it doesn't have properties that make it eradicable. so once a year there's going to likely be a booster. and again, i really do think that anyone who's older and in those categories need to get that booster on a yearly basis as we learn to live with this virus. >> what's your biggest concern about covid? i mean, you never know how these variants are going to adapt. and so there's the potential whether it's big or small, that we're going to run into something that that's going to cause some real problems. >> you're right that the biggest worry is that we don't get a variant in the family that we have it in now, what are we in now? we're still in omicron, eg5, xb, xb 1.16, all in omicron an it's been the same variant for almost two years. we figured it out on 11 2621. so if we got a worse variant, that's the thing to really worry about. if it's more virulent, the who has a plan for that one is wastewater surveillance. the second is genomic surveillance,
