make more arrests. abc seven news reporter suzanne fawn live in the newsroom now with a look at the plan and what it means for communities here in the bay area suzanne. >> so, larry, kristen, we contacted the police and sheriff's departments and the da in both san francisco and san mateo counties. they tell us organized retail theft hurts our community and this money will go a long way to help them curb that crime. we've seen the video bold, brazen thieves making off with thousands of dollars of luxury items. we also see thieves pocketing everyday items. police say this is not simple shoplifting, but the organized retail crime that's costing california billions of dollars. governor gavin newsom is devoting $267 million to 55 cities to curb the crimes. >> so welcome breath of fresh air. >> san francisco sheriff paul miyamoto says it's important to have the financial support to combat organized retail theft rings. he's impressed by the governor's commitment to the issue. >> flash mobs coming in, taking a large amount of property and

merchandise and then reselling that. and that's what we want to curtail. >> 41 sheriffs and police departments will be awarded up to $24 million each. that would help create retail theft, investigative units, train loss prevention officers and install advanced surveillance technology. sfpd says they're on board. would love to have these resources to help hire officers to help combat the issue of organized retail theft. >> in san mateo county. >> thieves hit the sephora recently and stole $3,500 worth of perfume. thieves also hit this lego store and stole just as much in legos. police made arrests in both cases. san mateo county supervisor dave canepa says he welcomes the grant money slated for his sheriff's department, but he thinks more changes are needed, especially with current legislation. >> we have to look at these penalties and the penalties that we have in place aren't working when it comes to retail theft and organized crime. that has to

be revised. and we have to look at prosecuting at a higher level than is currently being prosecuted at san francisco. >> residents like rachel clayton have seen plenty of people shoplifting the items at this walgreens in the richmond district are locked up behind plastic shields. the freezer section chained off. >> i'm sorry to say that it sounds like it's pretty much endemic in the culture anywhere you go. >> but the hope is this new money from the state will give law enforcement and local leaders the support they need to fight back against crime and 13 district attorney offices across the state could get up to $2 million each. the san francisco da's office says the governor's historic investment is welcome and appreciated and it will support local law enforcement by bolstering their efforts to prevent and prosecute crimes. live in the newsroom. suzanne phon, abc seven news. suzanne thank you. >> now to dramatic video of a big rig that overturned this afternoon in the east bay. sky

seven was over the wreck on calaveras road near sunol. this happened just before one. we're told the truck may have been hauling corrosive liquids. so a hazmat team was called in. the driver of the truck apparently is okay because he refused to go to the hospital. >> a panel of judges has overturned a california ban on some gun ads. the san francisco based ninth circuit court of appeals handed down the ruling today. a coalition of gun rights groups and shooting clubs sued attorney general rob bonta, claiming california's ban on ads that might be of interest to minors violated constitutional free speech protections. the judges agreed. the attorney general's office has not yet responded to our request for a comment. >> alameda county district attorney pamela price takes her series of town halls to the southern portion of the county tonight. >> the event at niles discovery church in fremont will focus on justice reform, the same issue that has fueled criticism of the da. >> abc seven news reporter answer hassan sat down with price to talk about her first nine months in office and her priorities moving forward.

>> that's the thing i love about being a foster kid who made it is that i know that foster children in particular come through systems that often fail them, and they remain resilient . >> from foster care to alameda county district attorney that rosalyn may also be helping pamela price navigate her way through the public and the politics. and now a recall effort since taking office just nine months ago. >> i'm very much a target. and you can it's demonstrated from the moment that we took office. i mean, the first effort to have a petition to recall me was within 30 days of us getting here. so it has nothing to do with our policies or practices or the hiring or anything that we've done in the last eight months. from day one, people did not want us here and they said they were going to fight back. >> price suggests that some of the backlash she's up against may stem from a lack of understanding of the judicial process as she explains, by the time a case reaches her desk, it has already gone through an

initial police report, followed by 2 or 3 levels of review by her staff, including a chief assistant da. >> so the process of charging is a complicated one, and i can appreciate that victims often don't understand how charging is done. and this effort to target me as the person who's responsible to make those calls is a bit is not an accurate because that's not what i do. >> though da price receives recommendations from her deputies, she is the final authority in that process that includes prioritizing 2500 cases eligible for review under the newly passed california racial justice act. she says her office is even reviewing previous cases involving police officers and public officials. >> i was elected on a platform of police accountability because this county is desperate for police accountability and this office did not enjoy the public trust with respect to police

accountability. so we are fulfilling that commitment to the public, that commitment takes time and staff, despite the obstacle her office faces, she says her team will continue to build on the work of the past nine months, expanding the collaborative courts, restoring the family justice center, expanding the felony trial team. and we've built back up the sexual assault team. we've hired over 100 people, which is uh- in this amount of time is unheard of in government. and certainly for alameda county and alameda county. >> answer hassan, abc seven news. >> developing news with the possible united auto workers strike. a short time ago, the union leaders said progress is being made, but the two sides remain far apart and it's likely workers will quote, have to take action with the contract expiring tonight, a walkout appears to be next. unless there is a last minute deal. the union has hinted it could strike all three of the detroit's big three automakers at the same time. and

that has never happened before. >> last thing we need in this economy, teachers in two bay area school districts are taking action. they're demanding higher wages in lafayette, union members staged an informational picket before school hours. the teachers say they've been in contract negotiations since march, declining the district's final offer of a 12% raise. >> we're not retaining our qualified teachers and we're not attracting new teachers because our salary schedule isn't competitive with those in the in the in orinda in moraga and in neighboring communities. if you look at the poverty level, for contra costa county, a single teacher is making under that the district issued a statement calling its offer of a 12% raise highly competitive for the region, saying it looks forward to ongoing talks. >> meanwhile, teachers in the san. sausalito marin city school district, they're poised to walk off the job. members of the teachers association there voted unanimously to authorize a strike, which gives union

leaders the power to set a potential strike date. this comes after a state appointed mediator failed to resolve the dispute between the union and the district over a wage increase. >> as new developments today for students attending or thinking about attending a csu campus. >> the board of trustees today voted to increase tuition across all campuses by 6. abc seven news reporter jared stone with a closer look at that decision. >> trustee after trustee took to speaking in long beach, california, wednesday to discuss raising tuition costs by 6% for the next five years at all. 23 california state university schools. >> the final vote is 15 yays, five nays, zero abstentions. the motion passes. >> that was the vote from the california state university board of trustees to raise the cost of tuition. a vote that will directly impact students and parents who had adamantly been against the multi year plan, one that will increase

tuition by $342 next year and nearly $2,000 by 2028. >> i'm. it's going to affect us in the most negative way possible. i'm already in immense debt for what the csu costs right now. >> i don't feel like that price increase is justifiable based on what i'm offered here on campus. >> several trustees have stated that they feel as though they don't have a choice on this issue. >> i can't like not look at the facts and the facts is if we don't do this, if we don't do this, there is no alternative path that we can pursue. so in that spirit, that's why i'll be voting yes for this reluctantly , we reluctantly support raising tuition because for the moment i don't feel that we have found an alternative path. >> this isn't easy and it shouldn't be, but it must be done. >> this graph shows past tuition increases at csu schools,

including san francisco state, san jose state, sonoma state and cal state east bay. there has been just one tuition increase in the past 12 years and trustees say campuses need to be better taken care of if we don't do this, we'll go through the reserves and then we'll start cutting jobs and faculty and staff and cutting courses. san francisco state students we talked with say they've already seen courses cut. at least one student trustee voicing his displeasure with opinions from other trustees. >> all i can say is the feeling and the vibe i get in this room is ominous. doom one student told us they are fearful of possibly having to drop out because of future costs. >> but a majority of board members believe this decision had to be made. j.r. stone, abc seven news. >> santa clara county child care centers now have access to millions of dollars in grants to reopen, rebuild or grow. and the county has made $15 million in

federal recovery funds available to child care facilities that were forced to close during the pandemic. existing providers that want to expand and new child care centers. the president of the santa clara county board of supervisors, susan ellenberg, says nearly 2000 children are receiving state funded vouchers for child care, but there are no available facilities as the access to child care was at crisis level prior to the pandemic. >> and we know that that has impacted primarily women who have been held back from the workforce because of that access, child care providers who want to apply for funding need to do so by mid-november. >> coming up, forget the high seas. there's a fight against pirates right here in the bay area turf trouble. the calls for a return to natural grass in the nfl. and we will meet sail forces. chief digital evangel list and his view of the future this long to get put on the shelf like a porcelain doll. if you have

believe it or not, pirates. yes, pirates are actually taking over the oakland estuary. marinas. it's gotten so bad the us coast guard is sounding the alarm. >> yeah, federal authorities met with the abc seven news i-team to discuss the rise in crime and the need for additional help. >> i-team reporter stephanie sierra here with the new developments. i have to say,

when i first read your story, i was like, there's pirates in the estuary. >> i know you have to take a double take right? yeah. surprisingly, it's not a new problem, but it is getting worse from sunken sailboats to civilians being attacked by pirates. the shoreline around the oakland estuary is seeing a new level of violence that's leaving the area abandoned and trashed. the irony is it's happening right in front of one of the agencies response, able for fixing it from shipwrecks to sunken shipyards littered in trash. this is the sad reality of the oakland estuary shoreline. boats torn up, covered in graffiti, abandoned and trashed. people that are living aboard in marinas are being terrorized by these elements coming in at night in small dinghies. >> it's gotten to the point of near fistfights on docks. >> brock delap, a ten year veteran harbormaster for both alameda and oakland, is sick of it. >> so this is an examples of some of the illegal anchor outs.

you can see that there's one here that's recently sunk and down at the pier, which is the public fishing pier for the union point park, there's at least two sunken vessels. >> oakland police are not providing the i-team with any specific data, but delap says over the past few months, pirates have been attacking vessels at five different locations along the channel, including jack london square, the jack london aquatic center, e estuary channel west of the bayside hotel, union point park west and union point park east. i counted at least seven vessels either abandoned or sunk here at union point park. you can see they're right here in front of us, lining the shoreline. we're told they've been here for multiple years, from boats to masts. the problem is sticking out right in front of the us coast guard island. the federal agency that has shared responsibility with local agencies to oversee the waterfront despite the problem being present for years, the commanding officer of the us coast guard sector for san

francisco, though, is now stepping in. >> our primary effort from the coast guard is to work in coordination with those local law enforcement partners to a ensure that there is a deterrent, overt presence. >> coast guard captain taylor lamb says they're deploying different multi mission small boats like the one seen here along yerba buena island to conduct regular patrols throughout the oakland estuary and other waterways in the region. >> our plan is to increase the level of coast guard law enforcement presence in the estuary at random times throughout the day, in part because police say the thefts happened 24 over seven morning, noon and night. >> they take things that are easily fenced, outboard motors, radios. in the case of the boat that was stolen out of the embarcadero cove marina, they found firearms. >> there's no excuses for that. you know, this is something that has popped on my radar that is a newer situation in march, the city of oakland unanimously passed a nuisance vessel ordinance. >> this gives the oakland police department, the marine patrol unit, the tools that they need to deal with boats that are

anchored out in the estuary, especially those that have people living on them, whether it's pirates or whether it's shippers or what have you. >> it's like there has to be justice. of course, that means policing has to be done differently. investigate must be done differently. but delap says nothing has changed. >> you know, many of the people that come and rent spaces to leave their boat overnight or for months, they return to get to their boat. and there are people living in their boats like this slew of abandoned boats that turned into a homeless encampment near the jack london square aquatic center parking lot. >> emails obtained by the i-team show the city has received reports that high school cruise students who practice here have been harassed by those living in the parking lot. >> the problem has gone tremendously where our youngsters cannot even freely get out and sail or row their boat. >> and now the coast guard has a plan. there are multiple types of vessels that would be used to help in situations like this, including this 45 foot response boat. the us coast guard would deploy to help local agencies.

>> additionally, we will be looking to use some of our aviation resources when they are available to provide again overt presence from the air to ensure that we see what is happening along the estuary. >> and throughout your career, have you ever seen it get this bad in the oakland estuary? >> well, i would certainly say that this phenomena of criminal activity in the maritime domain , it's new to me. i think it's going to take a comprehensive interagency effort to really effectively address it. and we're committed to doing that. >> now, captain lamb also says they're focused on any vessel that would interfere with military traffic, as well as the pollution threats these vessels may pose. for example, if there is an oil spill or a gasoline spill, his teams will be responding. and those additional deployments are happening as we speak. >> and they don't know whether there's two pirates or 100 pirates at this point. >> exactly. at this point, it's unclear whether this is targeted with a group or if this is random. yeah. >> all right, stephanie, thank you. to get in touch with the i team, you can call 1888 40

larry has to get out of town. >> kristen. temperatures are going to go down as we head towards the weekend. so, yeah, not exactly larry's cup of tea, but let me show you the temperatures right now. just about everyone except for the coast and the city running warmer by a few degrees. it's not a big warm up. three degrees warmer in san jose, up five in

fairfield. and as we take a look at a live picture from our emeryville camera, you can see the fog is just kind of hovering near the coastline right now. here's a look at the temperatures, 69in the city. it is 71. in oakland, 75 in mountain view, low 80s around san jose, really nice weather in palo alto, 78 degrees. it is socked in on the golden gate bridge. barely could see the top of the tower there with the fog still lingering mid 80s from novato to santa rosa, 76 in napa. our warmest spots are inland, 91 in fairfield, 88 in livermore. take a look at satellite and radar high pressure is just weak. ridge that's been nudging in and because of this we've had a little bit of a northerly wind flow which has allowed us to warm up some isolated thunderstorms are showing up in the sierra once again. and as you look at live doppler seven, notice, our summertime fog is just sitting near the coastline. can't see it here from our san jose camera because it is a bright, sunny view. and here's a

look at the forecast headlines. coastal fog spreads overnight. there will be some morning drizzle, mild to warm tomorrow afternoon and breezy and below average this weekend, 5:00 tonight, some 80s and 90s inland fog near the coast. notice the fog starts to push in towards the bay at 7 p.m. and as we head towards tomorrow morning, we're going to start to see some damp pavement due to drizzle. so do expect that first thing tomorrow morning along with some fog and then in the afternoon, temperatures inland will be similar if not slightly lower than today. as you look at your morning numbers, they'll be in the 50s and the 60s. certainly watch out for that fog and the drizzle will mean wiper weather for parts of the bay area for tomorrow afternoon. breezy coastside lingering clouds, low 60s in places like half moon bay. all the way to the upper 80s to low 90s well inland where the sun will be shining for your thursday. now i want to give you a sampling of what you can expect for friday. so 80s inland 60s coast saturday. notice those

ago, so this is not new to us. our product offerings and services we've have incredible. this is the largest ai event in the world. this this three days at dreamforce, we have over 75 researchers as ai company founders, experts, legislators who are helping these 43,000 parts assistants to learn about the power of ai. it is an ai revolution. ai revolution is a customer revolution. when customers have greater expectations of businesses, it's a trust revolution. this is why trust is the number one core value for our company. it's a productivity revolution. ultimately a data revolution. i believe ai is electricity for business in the 21st century, so it's not something you can ignore and in fact, a recent study from idc, one of the biggest analyst technology analyst firms in the world, believes that the salesforce ecosystem in the next five years, larry, will produce over 11 million new jobs and add an
