>> it's all about building a better bay area in oakland today, new funding and some new events could help bring much needed foot traffic back downtown and across the city. obviously that would be a big boon to businesses. it's not just about money though. abc7 news reporter answer hassan with a look at what's behind this new program and so excited to actually be here today announcing active bay oakland in an effort to support local neighborhoods and businesses. >> activate oakland is an attempt to encourage community driven events to drive up foot traffic. when we activate our streets. >> this is how we keep each other safe. we get to know our community and of course we deter criminals from coming in. and at the same time we are pumping the economy with funding. >> the city is allocating $400,000 to fund the program with money earmarked from economic and workforce development department grants of up to $10,000 are available for music. in the park is an example

of what the city wants to see. other activities include block parties, movie nights, pop up shops and dance or exercise events. we have the oakland museum celebrating tilly summerfield hosted a dance battle in february for black history month through a similar type of program, i was able to pay all the dancers. >> i was able to give away merch from the black panthers. i was able to, like, really give back in a tangible way. and so through these opportunities, we are able to activate the space in a way that's it. that gives the power back to the people. >> the city says, activate oakland also has an equity component to make sure events are held across the city. >> we've been really intentional of making sure that these dollars are going to communities that have not received them before because all of our all parts of oakland are beautiful and we need to make sure we amplify that. >> the application process is now open. the deadline to apply is october 12th. the event must take place between the end of october and august of next year in oakland. anson hassan, abc seven news. >> well, san francisco put its

best foot forward for the mega tech conference dreamforce. so now the question is if the city can transform for visitors, why can't it be like this every day ? abc7 news reporter suzannephan took the question to mayor london breed to get her reaction. suzanne so kristin, mayor breed pushed back. >> she said the city did not go through a major transformation just for dreamforce. she says san francisco is cleaned up for every single convention and overall things are getting better. it's the final day of dreamforce, so-called trailblazers are still trying to get as much as possible out of their experian bounce. >> a lot of i talk. i think that was the word of the day. it's been absolutely epic. great event, less than 24 hours earlier, salesforce ceo marc benioff sat down with governor gavin newsom to talk about what he's seeing in san francisco. >> this is probably the cleanest i've ever seen san francisco. >> it's amazing how clean the streets are. listen to this. why can san francisco not be like this every single day? >> the governor replied that it

is possible. he said it's up to the city of san francisco and its leaders. we asked mayor london breed to respond to that and benioff's claim that dreamforce s made the city's transformation possible. >> it's not just because of dreamforce. there are other conventions. this is what we do for every convention that comes to san francisco, breed says conventions are key to the city's economic recovery, and she claims things have improved. so my push back is, you know, that san francisco is changing, things are getting better. the mayor admits that the city still sees challenges in the tenderloin and south of market. part of what i am doing is not pointing the finger at anyone but rolling up my sleeves to take full responsibility and do everything we can to address those issues. >> issues like drug use, homeless and crime. >> and we are seeing some impacts, especially with daytime open air drug dealing, using and other issues. but we are aggressively doing everything we can. and i think over time we're going to see some significant

improvements in fact, i feel like they're already happening back to dreamforce. >> i think san francisco looks great. yoshinori and megan aguayo live and work in san francisco and attended this year's dreamforce. they noticed a big difference in and around moscone center. >> yeah, i think they did a good job cleaning up for dreamforce hjorth's to be honest, i think people would like to exaggerate how bad san francisco has gotten. >> dreamforce attendees from all across the globe have had varying impressions of san francisco. i heard things, but it was everything was fine. >> it is sad to see some of the things that are happening in the city, but you know, this is kind of like i think it's just having everywhere. >> mayor breed says jpmorgan chase hosted its convention in san francisco and wrote about its incredible experiences in the city. breed also says many other companies have signed on to hold their convention in san francisco in the coming years. live in the newsroom, suzannephan. abc news. >> suzanne, thank you. new developments now on california's plan to fight organized retail crime. today, the board of state

and community corrections officials approved a plan to send millions in grant money to 55 cities and counties all across the state. now, fresno is getting the most with more than $23 million going to its police department here in the bay area . the biggest chunk is going to san francisco 17.3 million in state funds. the majority of that money, $15.3 million to be exact, will go to the city's police department. that will be used to hire more officers and boost crime prevention efforts. the rest is going to san franscs district attorney's office. the other bay area district attorney'ces each getting $2 million apiece. those offices are in alameda, santa clara and sonoma counties and three other local law enforcement agencies are getting money as well. $15 million to the san mateo county sheriff's office. $11 million to the santa clara county sheriff's office and $8 million to the san jose police department. new developments with a water main break that opened up a massive sinkhole in the middle of san francisco's cow hollow neighborhood. >> the city now says it will

take up to six weeks to repair everything. the hole opened up late sunday at the intersection of fillmore and green streets, while the broken pipe is fixed and inspection has shown there are all sorts of other problems that need to be dealt with. crews also need to replace sewer and gas pipelines. >> part of our mission every day here at abc7 is to highlight the efforts to build a better bay area. and today san francisco literally did that mayor london breed signing a new law to speed up housing projects. this will unlock funds make it easier to get these projects approved and then start construction much faster. the mayor says there is still a lot of work to be done here. >> this is a very, very important first step. we know we have to do so much more. no, it is not everything. we need to do to get to the 82,000 units that san francisco needs to build in order to fulfill our commitment to the housing element. but it's an incredible start. >> today's signing took place in a market on third street that's going to be turned into hundreds of units of new housing.

>> san jose mayor matt mehan says painful cuts could be coming after the city approved new contracts for its workers earlier this week. >> we are already making modest cuts this year, but it's really the projections next year and the year after where our budget office tells us we will likely need to cut $20 million in ongoing spending. that's going to be painful. and sadly, it will disproportionately impact our most vulnerable residents unless we get very lucky and have higher than expected tax revenue. >> so mayhem was the only person who voted no. all the other city council members voted yes. and that agreement is with two unions representing 4500 workers to pay for their raises. san jose is looking to cut school crossing guards and may reduce the number of days for the bike and pedestrian friendly viva cal mayor mehan says san jose's parks and rec department is looking to outside fundraising to keep viva cal going. >> a new study out today says immigrants provide a crucial and profound beneficial impact on

life and business in santa clara county. today, county leaders hailed that report, compiled by the american immigration council . that is a washington based nonprofit that and advocacy group the study looked into the role that immigrants play in the region's labor force business sector, as well as consumer spending. >> the silicon valley right here offer our immigrants opportunity of hope. and in return, these hardworking immigrants do more than their share in terms of contributing to the economic boom of the county. >> according to the study, immigrants make up 40% of the county's population. but contribute 54% of its annual gross domestic product. in 2021, immigrants accounted for 67% of the region's science tech and engineering workers. 64% of its manufacturing workers and 56% of professional service workers. >> this afternoon, bart's board of directors will be getting an update on the next generation of its faregates. here's a rendering of what the new gates will look like. the agency hopes

the studio's new owners are calling it quits. they tell us 30 to 10 is simply going out of business due to adverse business conditions, including the declining use of miniature practical effects in film production and also a halt in production due to the hollywood strike. sean howes says the landlord plans to repurpose the building. >> it's a travesty. i mean, this is a historic place. the other part of it is it's a tragedy for the bay area filmmaking community. >> we reached out to the building's owner but have not heard back. sean howes says he's launching a campaign to save the campus and continue its film making legacy. >> we are in the process of setting up a go fund. me so this is probably the coolest hidden gem of this property. >> this is the original theater. it's where that cool theater sound quality was born and tested. in fact, the speakers are still on the wall. sean howes hoping to preserve all the history. >> i would encourage if people do care about this place and they care about their film and

everything to show their support of the continuation of this facility in san rafael, cornell, bernard, abc7 news. >> and disney is the parent company of industrial light and magic. and of course abc seven news. >> cruz wants to make its autonomous taxis more accessible to people in wheelchairs. and today the company unveiled what it says is the world's first wheelchair accessible self-driving vehicle. they call it the wave. people who were invited to check it out at an event today say they were impressed. this can open so many opportunities. >> basically like to have more accessible alternatives to move around. hopefully like better prices because normally like accessible transportation is much more expensive. this is very exciting to the disability community. >> cruz provided us with this video of the wave, which was designed over three years in cooperation with general motors. the autonomous car company hopes to launch it next year, starting with a pilot for a small group of users. san francisco wants a decision to allow driverless

cars on city streets to be reconsidered. and the city attorney's office formally applied for a new hearing on the california public utilities commission vote that granted an unlimited expansion of autonomous vehicles that request came after multiple events, including when a cruise car hit a fire truck injuring its passenger. >> one of a kind pet is up for adoption on the peninsula. meat wingo star, an adult domesticated peacock. a few weeks ago, he was running around a school parking lot in east palo alto. rescuers captured him . vets examined him, and he was given a clean bill of health. >> an ideal situation is that he's in a relatively predator proof environment that can protect him, but he has places where he can jump up to and maybe fly, you know, because they'll fly to like low branches and things. you know, perhaps if there's like a tree or even like a house tree or something like that. the peninsula humane society is only looking to adopt wingo star to somebody who's an experienced bird owner.

airport camera. here's a look at the forecast the next three days. we're looking at good air quality to get outside and enjoy. well, if you like the fog, you have it right now, golden gate bridge is not even visible there. barely visible because of the fog. 66 in the city, 68 in oakland, it's 73. in mountain view, really pleasant. san jose, 81 degrees and half moon bay, you're at 61. the marine layer is already pushing across the bay. tonight, an indication of changes ahead. low 80s novato santa rosa. it is 74. in napa and in the mid 80s for concord and livermore on live doppler seven right now, the marine layer has been with us most of the afternoon near the coast and it's going to stick around. no rain on our radar here locally. but let's talk about the rainy season. so the climate prediction center issued an el nino advisory this morning . warmer than average sea surface temperatures near the equator continuing. so el nino continues and they're saying there's a greater than 95% chance for this event will continue through winter. the odds of a strong event has

not know about the universe? us? >> yeah. so so you might have heard of dark matter and dark energy. dark matter. we can measure it. it's 85% of the gravity of the universe, and we don't know what's causing it. it's not black holes or dark star. it's. we don't know it is not any of what is familiar to us. it's a mystery. dark energy, this mysterious pressure in the vacuum of space, forcing the universe to accelerate in its expansion. we don't know what's causing that either. if you add those up, it's 96% of what is driving the universe. so we know enough about the universe to quantify our ignorance and everything you know and love the laws of physics, chemistry, biology. we are in 4% of what is driving the cosmos. that that is in incredible. >> we know so little. we know so little. >> it's humbling. yes it really is. but i find it exciting. some

a proverb in chinese and it started out because our original menu actually was based on this idea around creating something that is sort of a, a tongue in cheek take on what it means to be not so perfect in this kind of food world where a lot of things are taken as something that, you know, you strive to be really excellent. and it's sort of like a self-deprecating joke that we have in the beginning that sort of stuck. and it's one of those words in chinese and mandarin that a lot of folks kind of learn in the very beginning, and they sort of sticks in your mind. and so that's sort of the origin of the name. and we can i just say, i tasted it. >> it's so crispy and the flavor is just right. there's nothing mama juju about it. okay but tell us about it, because i know you have brick and mortar restaurants in addition to, you know, kind of prepackaged frozen

it on the air, but i'm going to just wait till the commercial break. this is an amazing chicken sandwich. ooh, i got save a bite for me. but can i just ask you also like obviously brandon ju, michelin star chef. right. and we often associate that with kind of cuisine talk about, you know, what he intended being a part of this. >> yeah. >> ben and i and brandon met back in 2016. ben and i were working on our organic foods company that started actually in shanghai for many years. and we really connected over how how we grew up eating a lot of chinese-american food. it's very quintessentially american. and we found that because we were so deep in the organic world, we were really looking for something that had these flavors that was really focused on how things were made and what they're made with. and we met brandon through a mutual friend. he had just started mr. jus doing something really special with the cuisine and we connected over how this is

something that we really love to see in the world, something casual, accessible, something that people could really resonate with as a food that they grew up eating. and so we decided to go on this journey together and that was it's been a few years and we so far have seen that people have resonated with it. >> yeah. so you've got it's interesting. i want to see the whole menu because i don't think of a chicken sandwich is a traditional chinese meal, but you have sandwiches, you have soft serve. that's new, right? >> it is, yeah. that's part of our fall menu. we have the chicken sandwiches. yeah. it's not a quintessential chinese-american dish. we try to take things that pay homage to this cuisine in ways that really also put an interesting twist on things sometimes. and the chicken sandwich was really born with this idea of taking our students, our chicken, which is made with a rice batter that's like really extra crispy and figuring out a way to bring it
