breezy afternoon in that cooling trend does continue over the weekend. we'll preview that coming up in about eight minutes. let's say hi to joe and traffic soon on this friday. >> thank you, drew. good morning, everybody. so we are going back to the bay bridge toll plaza metering lights are on. they flipped on at 534 and you can see just some minor slowing as people approach the toll booths there. but for the most part, the bridge itself is pretty clear. san mateo bridge, it's beginning to pick up just a bit in the eastbound and westbound direction, but you're still at the limit. and then our slow down antioch to concord went away. you're right on time now at 16 minutes. tracy to dublin. a minor increase from the last time we checked in. it's now 34 minutes for that ride. kumasi, thanks, jobina. >> now to the historic coordinated strike against detroit's detroit's big three auto companies. thousands thousands of united auto workers members walking off the job in three states overnight after failing to reach new labor deals with the big three and jobina. this strike has the potential to get even bigger. >> gmac so what we're learning here is that about 13,000 of uaw, 145,000 members are on the

picket line at all three auto plants. and that number could grow if a deal isn't reached soon. the president of the united auto workers union is not backing down in the fight with ford, general motors and stellantis members want a 40% increase in wages and stronger benefits like cost of living adjustments. more paid time off pensions and an increase in retiree pay. ford and gm are offering a new 20% wage increase. just half of what the union is looking for. the head of gm spoke to good morning america saying she's extremely disappointed workers are on strike. >> when gm does well, our employees do well. we've had record profit sharing over the last several years that our employees have participated in and now, in addition, we're putting a 20% growth wage rate increase along with other bonuses that come as a part of that. so this is a very, very strong financial offer, again, along with other world class benefits and health care and the

fact and i think what our employees most is most important to them is job security. >> there are ten states from michigan to texas with union plants for all three automakers. that could be impacted by the strike. automakers say they're facing extraordinary financial pressures as they build electric and gas powered vehicles. they fear labor costs could drive up vehicle prices above their foreign auto competitors. reggie jobina, thank you. >> we've seen numerous high profile strikes this year, which has led to some calling it labor's hot strike summer. some of the strikes include oakland teachers walking out of the classrooms. of course, a dual strikes by sag-aftra and wga have all but brought hollywood to a halt. experts say some of the unrest can be tied to the pandemic. >> the rise in workers striking since the pandemic is significant and again, think it goes back to the fact that the pandemic ruptured the status quo. and when you are in the

midst of a crisis where a lot of things that you took for granted have become unraveled, you also recognize that this is an opportunity to make changes, to move yourself forward. as for all of these labor actions potentially doing damage to the economy, it may not be as bad as you fear increase of strikes is an interesting sign of unrest in the labor market and you might think that having a lot of strikes would disrupt out industries and whole sectors to the detriment of economic well-being. but in fact, history shows that that is not really the case. there are very few labor actions which have seriously disrupted in the long term, and leaders of the unions always say that when they're dealing with the size of these companies, that without the power of collective bargaining, workers have very little hope of making gains. >> another strike is looming about 60,000 kaiser permanente

workers have voted to authorize a strike if there is no contract agreement by the end of the month, it would be the largest health care strike in us history. kaiser workers across seven different states are demanding new contracts. its workers want better pay and for the company to address staffing shortages. kaiser says there are two bargaining sessions with the union next week. kaiser tells us it's committed to reaching an agreement that ensures market competitive pay before that contract expires september 30th, a bill that would provide unemployment benefits to striking workers is now heading to governor newsom's desk. >> the california state senate passed a bill yesterday after it was approved by the assembly earlier this week. if the governor signs a bill, it would take effect in january. the bill would allow striking workers to collect unemployment benefits after being on strike for two weeks. san francisco is cashing in big on governor newsom's new plan to crack down on retail theft across the state today, the city's police chief and district attorney will be joining the governor's office to outline how this money is going

to be used. abc7 news reporter lena howland live in san francisco. this morning with the impact that this money will have here and across the state. lena >> well, as high end businesses here in the union square shopping district have been no stranger to retail theft, we have learned that the biggest chunk of funding heading here to the bay area is coming right here to san francisco. now, we now know that more a little bit more than $15 million will go to the city's police department, but it'll be used to hire more officers and boost crime prevention efforts. another $2 million is going to san francisco's district attorney's office. mayor london breed says this is increasing the police department's capacity to be more effective and proactive in the city. but she thinks more changes are still needed. our hope is that this will help, but ultimately you know, like there are some state laws that make it more difficult for us to be as aggressive as we want to be. >> and we hope that in addition to the resource forces that are

desperately needed, that we look at some real changes, she says >> 2018 state law, which was meant to decriminalize street vending, has made it impossible for the city to enforce a lot of the illegal vending from retail theft that's been going on now. three other bay area district attorneys offices are each getting $2 million. those offices are in alameda, santa clara and sonoma counties and three other local law enforcement agencies are getting money to $15 million to the san mateo county sheriff's office. $11 million to the santa clara county sheriff's office and $8 million to the san jose police department. now the governor's office is hosting a press conference about this announcement at 10:00 this morning. we have also learned that district attorney brooke jenkins and police chief bill scott will be there live in san francisco. lena howland, abc seven news. >> thank you, lena. city leaders in oakland say they are planning to petition the governor's office to try to get some of the

money to fight retail crime. and this is because the city was disqualified and because state officials say they missed the deadline. a city spokesperson says the police department had its applications and materials ready, but the city's department of economic and workforce development did not submit the application on time. the city administrator called the outcome unacceptable. if you're looking for something new to check out this weekend, we got you covered. the highly anticipated sunset night market is kicking off in san francisco tonight. 80 vendors are going to be packing irving street and offer an array of asian foods ranging from boba tea to beef noodle soup and ube pies. the event will also include a dance zone with live music and djs and a fun zone for kids. the sunset night market happens between 20th and 23rd avenue and it runs from five until 10 p.m. coming up, the a's proposed relocation when major league baseball owners expect the new vegas stadium to open if the upcoming vote goes through.

proposed move to nevada. at the meeting in november, the ayes submitted their relocation application to the league last month. the plan calls for a 33 000 seat ballpark on the strip that would open in 2028. last week, a group called schools over stadium filed a petition to put a bill to fund the ballpark on the ballot in nevada. so unfortunate news this morning. the man behind oakland's famous warriors home has died. and now there's a group that's trying to save the man's home and his two dogs. lloyd kenmore's home was decked out in blue and gold with all kinds of warriors memorabilia and his superfan status entered the spotlight as the dubs dynasty took off. can more nearly lost the home because of a reverse mortgage his mom took out and he passed away late last month. so now oakland animal services is desperately trying to find homes for his dogs. baby and rambo. if you're interested, they are at the shelter. >> applications are now open for a new program in oakland. it's

an effort to help boost local businesses. mayor shengtao just announced activate oakland. it offers $400,000 in grants to help facilitate events like festivals, block parties and pop up shops. officials say the plan includes an equity component to make sure events are held across the city. the deadline to apply is october 12th. >> are the names for uc berkeley too confusing? that's what a 19 member task force believes and they've released an 18 page report to outline the changes they suggest. so here are some of the recommendations. currently, the academic part of the university is called uc berkeley and the task force is recommending changing that to simply berkeley. the athletic entity is currently cal and the task force says it should be just changed to cal berkeley. according to the chronicle. chancellor carol christ cabinet accepted these recommends options, but the co-chair of the task force says a final decision hasn't been made yet. >> rock band the rolling stones has some new music coming. >> yep, they reveal the track list for their first full album

>> yes you can be seasoned. yeah you can be very handsome and very seasoned, very. >> that came in 23, came out. >> oh man. oakland airport camera this morning we're dealing with overcast skies. we have a pretty deep marine layer that is giving us some drizzle along the coast right now. we'll get sunshine around the bay shoreline and inland, but the coast is going to remain socked in with fog today thanks to that deep marine layer. we're starting a cooling trend today that continues over the weekend. and really for much of the seven day forecast. just want to get you the latest on hurricane lee as a category one storm continues to weaken as it heads north. but it has a pretty large wind field associated with it already seeing the clouds from the outer bands into new england, parts of the mid-atlantic this morning, the path will take it into eastern maine and nova scotia tomorrow, where we do have tropical storm warnings up for coastal maine and parts of the cape. back here at home, it's breezy. later on this afternoon about 15 to 20mph. temperatures at average or just slightly below average

we're looking at on westbound 80 at sassoon valley road. no delay in the spot, which is good news. no delay either on the golden gate bridge. you have clear conditions, both directions and no fog advisories. and that spot, but it is very slow westbound on the richmond-san rafael bridge. tsay. >> thanks jobina. millions of dollars in new funding to fight organized retail crime heading to the bay area and today governor newsom's office is set to give more details about the plan to improve safety across the state. abc7 news reporter lena howland live in san francisco with a breakdown of how much some local cities are going to be getting. lena >> well, we've learned the biggest chunk of funding headed to the bay area area is coming right here to san francisco. it's meant to provide some relief to these businesses like these here in the union square shopping district that have been no stranger to retail theft. now, the san francisco police department will be getting a little bit more than $15 million. it will be used to hire more officers and boost crime prevention efforts while 2 million is going to san francisco's district attorney's office. mayor london breed says

conference about this funding at 10:00 this morning. and we have learned that the district attorney, brooke jenkins, and police chief bill scott are both expected to be there live in san francisco. lena howland, abc seven news. thanks lena. >> well, the city of oakland isn't getting any of that money to fight retail crime because the city missed the deadline to apply. and now city leaders say they are petitioning the governor's office to salvage some funds. many local business owners are asking how the ball got dropped, especially when the city is currently suffering through multiple crises like the recent spike in crime. state officials say oakland blamed it's late application on a technical issue. but oakland city council member noel gayo says he can't believe the city missed such a valuable opportunity. >> where the city administration making excuses that we didn't apply on time or submit the proper work. that's just an excuse that the residents and businesses are not going to accept. >> a spokesperson for the city says they're reviewing everything that went wrong to

try to make sure something like this does not happen again. oakland city council president nikki fortunato bass says they're also actively exploring other grants and partnerships. the naacp in oakland issued a statement on this, saying in part, quote, this is a devastating blow to citizens and small businesses who've been clamoring for crime prevention measures which could have been funded by the millions of dollars in grants offered by the state. this money could have been used for extra police patrols. squad cars and automated license plate readers to track down suspected perpetrators of crimes. we have demanded that the city declare a public safety emergency and focus its attention on securing resources from the state and others to combat mushrooming crime. in oakland, a major gun control proposal by governor gavin newsom has cleared the state assembly. >> newsom's right to safety bill calls for the legislature, as in other states, to come together to vote in favor of a constitutional convention. the governor wants to impose a so-called 28th amendment, which would require universal background checks and raise the

firearm, purchase to age 21. if it also instituted a firearm purchase. waiting period and banned civilians from purchasing assault weapons. >> san jose mayor matt mehan says painful cuts could be coming after the city approved new contracts for its workers earlier this week. >> we are already making modest cuts this year, but it's really the projects actions next year and the year after where our budget office tells us we will likely need to cut $20 million in ongoing spending. that's going to be painful and sadly, it will disproportionately impact our most vulnerable residents unless we get very lucky and have higher than expected tax revenue. >> the city council's approved agreement is with two unions representing 4500 workers to pay for those raises. san jose is looking to cut school crossing guards and may have to even reduce the number of days for the bike and pedestrian friendly viva chi event. mieremet says san jose's park and recs department is looking now to

outside fundraising to keep that event going on. walnut creek woman is talking about a scary attack that happened to her on bart. she says she was riding from walnut creek to san francisco back in may. in the middle of the afternoon, she says a man started following her from car to car. she was moving to avoid him. eventually, she says, he yelled at her and then she decided to get off. but he grabbed her purse when she held on, she says the man dragged her, hitting her head on a bart car. strangers helped out and called police. >> such a scary situation, being stuck on bart and having somebody who i felt was a predator. i didn't really know what he was going to do to me. >> the attacker has not been found. that woman says she will never take bart again. bart's police chief says the transit agency has been making security improvements since it happened and that includes running shorter trains. so they don't feel as empty. >> abc news has learned new details on the hackers who breached several prominent hotels in the las vegas strip. the group reportedly compromised hotel computer systems casino

machines and guest personal data. in one case, it only took ten minutes. jobina is tracking all of that from the live desk. thank you, reggie. >> so you win in vegas and you get an iou. yeah some people are not having that, but that's what reportedly happened here. abc news has learned a russian hacking network as reggie mentioned, provided that ransomware used to a group known as scattered spider, reportedly based in the us and europe mgm property computers, including at the bellagio and mgm grand, went down on tuesday, resulting in days of long check in lines and casino machines offline, with reports of ious given out to winners. the financial times reports the hackers originally tried to manipulate the slot machine software for unsuccessful. they then hacked the resort's systems in exchange for money. >> figured out who worked at mgm , and they decided to call into the help desk and pretend that they were one of the existing employees.

you. we begin our day with gray conditions. our marine layer is about 2000ft deep. this morning and it is bringing some pockets of drizzle along the coast right now. also some dense fog on the coast. half moon bay, less than two miles. visibility but despite having overcast skies elsewhere, we're not seeing any issues when it comes to our visibility. ten is as good as it gets when it comes to miles out there. it is feeling muggy, if not humid. this morning. we'll get dew point and these numbers measure how much moisture is in the atmosphere and when they're in the upper 50s to the lower 60s right now that is pretty humid for us. so we're starting out mild and muggy. but the afternoon will actually feature cooler weather moving in compared to yesterday. that's because the marine layer is slow to break down because it's so deep. that slows the warming process. so temperatures today are average, if not slightly below average for this time of the year, mid and upper 80s. inland, a lot of 60s and 70s around the bay shoreline will keep that cloud cover along the coast all day today with sunshine away from the coast this afternoon. soon that

illegally obtaining a firearm while addicted to drugs. the charges were brought by special counsel david weiss, who was appointed by donald trump to investigate hunter biden in 2019. experts say it's pretty rare for the justice department to bring charges like these against a non violent offender. if convicted, hunter biden could face up to 25 years in prison. a federal jury has awarded a kentucky couple $100,000 after they were refused a marriage license by kim davis in 2015. and this story went national when the former rowan county clerk declared that issuing marriage licenses to same sex couples went against her religious beliefs. earlier that year, the supreme court declared same sex marriage legal in all 50 states. davis lost reelection to her clerk position in 2018. if you want to feel the sensation of floating through a galaxy of stars, the san francisco museum of modern art will house a popular exhibition by japanese artist yayoi kusama . >> the exhibition is scheduled
