way with the other. >> now at six the oil industry under fire by the state of california claims major companies have been lying about the dangers of fossil fuels. plus, where state leaders are taking their arguments today. good morning. it's sunday, september 17th. i'm stephanie sierra. we begin with the weather. lisa is here with another cooler day. >> yeah, it's actually really quiet out there. we have been cooler than average. we've had a lot of cloud cover. look at all the activity in the pacific. that's where it's going to stay. but it is still influencing our weather in terms of a really healthy marine layer and breezy winds, slow clearing. there's a look at live doppler seven. we are clouded up all across the bay area, 62. in oakland, it is 66, pretty muggy there in san

jose, 59 in santa rosa. there's been a lot of fog along the coast. but from our roof camera , good visibility. 653 is the sunrise and the clouds. try to thin out throughout the day. we'll see more sun in the north bay by the afternoon. just mid 70s for some of the warmest locations, mostly cloudy for a lot of us. and we'll look at a sunnier but still cool looking monday on the way detailing that in a few minutes. >> stephanie, lisa, thank you. well, turning to a live look in new york city now, where the golden state will take center stage as the annual climate week summit begins today. california is now accusing five major oil companies like chevron and exxonmobil over the risks of using fossil fuels. attorney general rob bonta and governor gavin newsom are expected to speak about the lawsuit at the summit. abc7 news reporter ryan curry has the latest from ag bonta, california is taking on major oil companies claiming they deceived the public about how oil and fossil fuels contributed to climate change. >> documentation of internal

discussion among fossil fuel. big oil leaders talking about the impact on global warming and on climate of their industry. and as they acknowledge that internally and privately, they were telling the world something different. >> attorney general rob bonta is demanding the company's fund recovery efforts following the state's extreme weather events. he says have been fueled by climate change. we brought multiple causes of action against them, from public nuisance to destruction of natural resources to deception and falsification, to failure to warn. the attorney general's office filed the complaint friday night against five major oil companies, two of which are here in the bay area, chevron, and this one, conocophillips and rodeo. climate activists tell us it's about time somebody takes legal action. big legal action against oil companies as essential as their products are to our daily functioning. >> they have they also kill us. and this industry has been giving with one hand taking away

overnight, a los angeles county sheriff's deputy shot and killed in an ambush this morning. authorities are asking for the public's help as they search for a suspect or suspects. 30 year old deputy ryan klinkenberg was shot while he was on duty near the sheriff's station in palmdale. authorities say the field training officer was found unconscious in his patrol vehicle by a good samaritan. he was then rushed to the hospital where he later died. we really need your help. >> we need to get this guy off the street. guy or guys. he's a public safety threat. he ambushed and killed and murdered one of our deputies as his death is now being investigated as a murder. >> deputy clunton brumer, an eight year veteran of the department, was engaged less than a week ago. back here in san francisco now, two people are recovering after a shooting that happened in the city's tenderloin neighborhood. according to police, reports of

gunfire came in around 9:00 last night near seventh and market streets. the victims were found a block apart. one victim at the shooting scene and the other near jones and mcallister street. both were taken to san francisco general with life threatening injuries. so far, no arrests have been made in the east bay. now a stray bullet struck and killed a mother of two in oakland friday night. our media partners, the bay area news group, reports the woman was lying down on her couch when the bullet entered her home. the shooting happened during a dispute about a block away. her husband and two children in the house, thankfully, were not hurt. investigators say no other victims were found, but multiple parked cars were hit. no arrests have been made yet. happening today, berkeley will test its new outdoor warning siren system at noon. the siren will emit a three tone alert and then a voice announcement. the city says sirens will sound during large scale emergencies when it needs to convey information to residents quickly. today's test

will coincide with the 100 year commemoration of the devastating 1923 wildfire, which destroyed 600 berkeley homes. well, it's $1 million missed opportunity. we're hearing now from oakland city leaders after they missed a key deadline to apply for a state grant to fight organized retail crime. mayor shengtao and other officials spoke at a community meeting. she left it to the city administrator, though, to say why the application did not make it on time. >> quite frankly, we just missed it. and so we failed in that in that in that space. and so there really isn't an excuse at all, i can say, is that we'll certainly look at this as an opportunity to improve and move forward. so johnson says appropriate action will be taken, but he did not say what exactly he called the situation a learning opportunity. >> mayor shengtao says the city is still getting crime fighting help elsewhere. >> we are actually on the ground creating those relationships at the federal level at the state level, to ensure that we get

resources to combat this new, brazen way of people committing crimes and then bringing them to justice. >> tao says help is coming from the highway patrol. six officers and a sergeant will soon be deployed within oakland. alameda is trying out a new strategy to recruit more police officers. it is offering the largest hiring bonus in the country. get this, $75,000. i spoke with the police chief who tells me it's working . i've got to say, the $75,000 figure certainly catches your eye. how did you settle on that? >> you know, there were a couple of things that went into play here. we were looking to see how can we attract quality candidates here while factoring in the difficult housing in the bay area. what we had learned is that candidates were considered owing their ability to afford housing in the bay area, and we were able to look at what we could offer to candidates to try

to help them overcome that barrier. and so we presented it to city council. city council approved it. >> so five months ago, how many vacancies did you have and where does that number stand now? sure >> so when we first brought this proposal to the city council, there were 24 vacancies. so that's about 30% of the department's staffing. as of now or ever since then, we have been able to swear in three new police officers. last month. in about two weeks, we'll be swearing in four more in november. we have one more coming out of the academy. january will have another four coming out of the academy. we actually received over 300 applications for the police officer position with alameda pd. >> this hiring bonus appears to not only be the largest in the country, but it's certainly towering over comparable bonuses being offered at neighboring law enforcement agencies. for example, san francisco pd is hiring, bonus is $5,000, which is on the low end. and san mateo pd is around $30,000, which was

on the high end until now. have you heard from other police chiefs interested in following suit? and do you think this will incentivize other departments? yes, you know, i have gotten phone calls from different chiefs and different commanders from different departments looking to see how is it that they can improve their hiring practices. >> i believe the average vacancy in alameda county is about 15. so city of alameda, the alameda police department was double that when we first brought this initiative forward. >> and so, as the chief pointed out, his staffing shortage has now been cut in half. police staffing across the state, though, continues to be a struggle. as of last month, the california highway patrol was trying to fill more than 1000 vacant officer positions across the state, according to the public policy institute of california. in 2021, the number of patrol officers per 100,000 residents was the lowest it had been in 30 years. since 1991. well to weather now as you're

more of a cooling trend to return. lisa, we'll have your forecast coming up. new this morning, horse racing at golden gate fields will continue into 2024. according to the owners of the track. officials say the track will apply for racing dates for the first half of the year. that means they'll likely expect to close next summer season. this comes as a new bill determining revenue sharing between california racetracks passed in the state senate. it would bolster the transition from horse racing at golden gate fields to the santa anita racetrack. the bill now heads to governor newsom's desk for a signature. well, everything must go at the former nordstrom store on market street in san francisco. so now you can save big on some items this weekend. a liquidation sale opened to the

public on saturday, and the company is selling everything from artwork to fixtures to mirrors and even mannequins. as nordstrom closed its doors last month after 35 years in business at san francisco center, citing declining sales and crime in the area. the sale continues today from 10 a.m. to 5 p.m. it was another big night for music at levi's stadium with thousands of people lining up to see ed sheeran. take a listen to tonight. look at that light show to nearly 70,000 people. turned out in the south bay to see sheeran perform. that's more people than taylor swift and beyonce. both of those shows at levi's were two of the highest grossing tours of all time. abc7 news was in santa clara as fans arrived at levi's for sheeran's mathematics concert and before people started filling into the stadium, sheeran surprised the crowd at his merchandise truck and posted this video on

instagram. >> we are here at santa clara. i'm going to go to the merch stand. give out some merch and play a song by english girl in an american town. >> you hear all those cheers? >> yeah. not only did he give away some merch as you heard, he also thrilled fans with that pre concert song. lots of fun. well, in san francisco's mission district, the crackdown on illegal street vending continues to be a challenge. for a year, the department of public works has been in the area, stepping up patrols and confiscations. but are those efforts really working? abc7 news reporter lou pena talked to business owners and street vendors to get their take. >> nearly 300 items confiscated in the mission. another successful operation. this is how san francisco's mayor london breed categoriz the latest team working on cracking down on unpermitted vending of what she

>> when the inspectors leave, you see how people are across the street selling san francisco's department of public works. inspectors patrol the area seven days a week. and according to their data, have made 100 confiscated weapons in the last year. they're now ramping up their efforts as we have had more support from law enforcement. >> and that's really to support our team. we've put up some metal barricades in the known hotspots, areas to keep people from spreading out on the sidewalk. and we've really been out there saturating the area with enforcement and people are starting to get the message. >> as it stands now, there's only so much the city can do. >> there's a state law that made it impossible for us to enforce a lot of the illegal vending. >> that's going on on the streets of san francisco. we can't do it with the police. we have to do it with an administrative enforcement supervisor. >> ronen represents this district. her office confirmed they're meeting with business owners tonight and are working with various stakeholders to make changes to the current vending ordinance. business owners like ariel balam are

the annual fair is expected to bring thousands of people out to the streets of san francisco. it will feature, of course, local artists, musicians, vendors, crafts and nonprofits. the fun kicks off this morning at 11:00 on haight street between stanyan and masonic, and it will run until 530. there's lots of people who head out to that every year. i know if you're thinking about going or elsewhere across the bay area. lisa, we've used the term calm period a lot. this morning. more of it to come. yes >> and not only today, but to start the week and potentially for the rest of the week. so we shouldn't complain, right. it is quiet out there. temperatures are not too hot. we don't have the extremes. but you know how it goes this time of year. we get a wind shift and we could be talking about high fire danger. so good news. low pressure is sending in some cooler air. but, you know, upper elevations with a northeast wind, mount diablo relative humidity is 45. but with a northwest wind, mt. tam has 95% relative humidity and only 57 degrees. so big

difference with our wind and the onshore flow bringing in the low clouds, the fog. but this vantage point, good visibility. 653 is the official sunrise. and we're looking at a gray start for everyone. in fact, mostly cloudy skies for much of the day . it is 60 in the city, 62 in oakland with 63 in mountain view, san jose. good morning, 66 for you. and from emeryville, we'll be looking at a cloudy day. breezy afternoon. a lot of clouds hanging on and they did yesterday. boy, it took some time, really late clearing yesterday and as a result only into the mid 70s and our warmest inland valleys 59 in santa rosa. it is 61. in nevada with 62 concord and napa as well as livermore. and look at mt. tam. looks like a winter scene, right? this could be november or december, but it is just gray. there's mist, there's drizzle and we'll look for a lot of cloud cover around the bay area. but ironically, much of the north bay will enjoy clear conditions once the fog pulls

back before the clouds enter in in the afternoon. so we'll see a little bit more sun save san rafael parts of novato and sonoma. otherwise partly to mostly cloudy skies are below average. regime continues for the entire bay area by about 3 to 5 degrees and this persistent pattern doesn't seem like it's going anywhere in the near future. so here's a look at 8:00. all the cloud cover, low clouds, high clouds, and then you can see that circulation offshore sending in those higher cirrus clouds all across the bay area throughout the day. maybe the north bay gets a little bit more sun early on. but as we look at the winds, we'll add that to the cloud cover, the below average temperatures and it's a fall like feel today with winds over 20 miles an hour. they back off early tomorrow morning. and then once again, we'll have that pretty good sea breeze. a look at san jose the next seven days and really uneventful. the average high around 80 shy of that today. tomorrow look what happens tuesday and wednesday could see

a few degrees of warming. thursday looks to be our coolest day. and when we're warming up, we're still below average. should be about 81 this time of year in san jose or about 8077 there today, 74 in fremont, low 70s san mateo. that onshore flow and look at all the cloud cover. so for a time being we'll be sunnier up towards napa and santa rosa. but then the clouds taking over throughout the rest of the day. so 60s and 70s, that's not really much of a temperature swing for what we're used to around here. fairly uniform. and the accuweather seven day forecast then so plenty of clouds below average 60 coast 70 around the bay, 80 inland. once again, the same pattern for your monday tuesday . and then finally as low pressure heads away, we could see a little bit of a bump up in temperatures midweek. fall arrives late friday towards midnight and then into next weekend. still, we're on this same pattern which is quiet, but we could see some north winds kick up. so we'll watch that.

trying to get a good shot here from our sutro tower camera. you can see all the fog floating by and that is the golden gate bridge hiding behind the cloud cover. there 60 downtown. so the numbers are mild or call it muggy, 62. in oakland, it is 63. in mountain view, 64, san jose. and there's a look at the airport in san jose where it is gray, 61 novato 60 by the delta with low 60s and the clouds in the livermore valley. so they're going to hang on for a while. it was slow clearing yesterday but then we see high clouds entering the picture. so while we have a little bit more sun in the north bay to start out, the clouds will advance throughout the day. so that's going to keep the temperatures in the 60s. the 70s, that's below average. and we'll talk about if that continues for the week ahead stephanie. >> all right, lisa, thank you. developing news now, a sign of progress this morning as we begin the third day of the united auto workers strike. sources telling abc news there isn't a deal yet, but talks yesterday went reasonably well. abc news reporter alison kosik reports it's workers standing

outside a ford assembly plant in wayne, michigan, saturday morning holding signs. >> part of the united auto workers union strike against all three big us automakers. is a similar scene. about 50 miles away outside a stellantis plant in toledo, ohio, nearly 13,000 uaw members walked off the job friday. a targeted strike against those plants in ohio, michigan and a third in missouri . >> we've been taking a lot of concessions the last several contracts, and especially since the 2009 bankruptcy, we gave up holidays. we had to give up the cost of living allowance. >> the union wants to bring back pension plans, better retiree health care, cost of living adjustments and a 40% pay increase over the next four years. stellantis the owner of chrysler, saying they've offered a nearly 21% increase in hourly wages. that's roughly in line

with what's on the table from ford and general motors. before the strike, ford ceo jim farley calling their offer unpressed rented. >> and this offer is a great offer. and we want to get feedback on it to make it even better for them. >> negotiations resumed this weekend. a uaw source telling abc news the conversations with ford were reasonably productive. they have to compensate us for what we do just as much as they get compensated for what they do. alison kosik, abc news, new york. >> there was a heated protest in san francisco where opinions clashed over the issue of trans gender rights. the demonstration happened yesterday outside a hotel where a women's group is holding its convention and protesters say that organization is anti trans rights. abc seven news reporter cornell bernard was there and spoke to both sides. what do we want? >> trans justice. we want it now . >> this group of demonstrators

protesting outside the hilton hotel in san francisco financial district where women's declaration international is holding its convention. wd says it's focused on reigniting the women's liberation movement. critics say that's misleading. >> their group is what we call terfs or trans exclusion. radical feminists or terfs for short. >> activist nancy cato believes wd mission is anti trans, and their basic premise is that patriarchy and men are the enemy and therefore they are, particularly at this time focused on trans women to say that they are not real women. >> i mean, ultimately what i'm here to fight today is the misinformation that is being spread about my community. >> we are people who have always existed. we've always been a part of society of not only trans women, but cis, gender police intervened when several counter-protesters attending the women's conference showed up, including karina dan. >> what specific rights are are trans identified individuals

asking for that? they don't already have to begin with? so if we're talking about the right for males to invade women's spaces, like i said, the history of male violence against women is long and storied. >> we reached out to organizers of the conference. they declined to come down and speak to us on camera, but they did text us a statement saying that they do not support or endorse any counter-protesters. wd his statement went on to say, we are enjoying our discussions about the rights, privacy and safety of women and girls, including reproductive liberty and the rights of lesbian and bisexual women. protesters called out the hilton for hosting the conference and response. hotel management told abc seven news. as a place of hospitality. the hilton, san francisco financial district hotel strives to serve as a welcoming place for all and does not adopt or endorse the views of any individuals or groups we serve trans folk got to go.

>> san francisco. the bay area. you know, there's a lot of people who believe that we need to build inclusive movements and not exclusive ones. >> in san francisco, cornell barnard, abc7 news. >> for the first time in 20 years, voters may get to overhaul the state's mental health system. the measure is called proposition one and could be on the ballot next spring. it includes a nearly $6.4 billion bond to build 10,000 psych treatment units, but it also asks voters to redefine how counties spend money collected from a special millionaire's tax to allocate a share of it for housing. it's after passing in the state legislature this week and the governor has now vowed to sign it. next, it goes in front of voters in march. president biden is proposing a new rule that would reinforce protections for federal government employees. the proposal would apply to 2.2 million workers who are in nonpolitical positions. the rule would make it more difficult to

reclassify them into a category where they could risk losing certain protections. some republican candidates running for president, including former president donald trump, have made reducing the federal government's workforce a key part of their campaign. a historic impeachment trial over the weekend. the texas state senate attorney general ken paxton, fully acquitted of corruption charges as the conservative was impeached by the texas house of representatives in may and had since been suspended from his duties. he was formally reinstated after yesterday's vote. only two republicans at any point had voted to impeach paxton. the attorney general only appeared twice during that trial. coming up on this week, house minority leader hakeem jeffries on the impeachment probes possible shutdown and the democrats next big move. then martha raddatz one on one with general mark milley on the state of our democracy at this crucial time. you can watch the full interview on this week with george stephanos at eight this

morning, everybody. low pressure off the coast, bringing in the layered clouds. the cooler than average temperatures. and as we look at live doppler seven, there is fog, overcast all over the bay area. and as we look outside, trying to make our way through our sutro tower camera, you can make out the city and it is going to be a great start out there. 60 san francisco. there is some mist and drizzle 62 in oakland mountain view. good morning 63. san jose is at 64. it is 55. we've had some dense fog, half moon bay and now look at sfo. that looks like a compressed marine layer with some clearing above. but don't kid yourself. we're going to see not a whole lot of sun. we'll see more clouds than sun. so we're going to be a mix of clouds and sun out there. 59, santa rosa, 62 in napa and concord. and a view from emeryville, which is totally overexposed. they're mostly cloudy this morning, partly cloudy. this afternoon. so clouds thinning out the north bay, parts of our east bay valleys. and then this pattern looking to persist into next week. so here is the cloud cover. it's clear by the delta.

so we begin to get that cloud deck to erode. but then the high cirrus clouds move in throughout the day. so it is going to be tough to get a lot of blue sky out there. it's going to be mixed and we'll see as a result, temperatures held down for your tuesday. it looks like we get a slight bump up with some 80s returning. you can see some of the oranges there. our inland valleys and perhaps up towards calistoga. but then as we go day by day, we seem to drop a few degrees. that system offshore will finally give way and that should mix things up a bit. we could see a wind shift as well. we'll be watching some northerly winds potentially, but other than that, we're still below average. it's quiet out there through the middle to the end of the week. and some forecast models have a little bit of warming in our inland valleys towards next weekend. but that's a whole week away. 77in san jose, average high should be about 80 degrees. so you'll see the cloud cover a mix of clouds and sun here, 74 sunnyvale on the peninsula. notice the low 70s from palo alto. the breezy

winds 60 closer to the coast with a gray sky out there. upper 60s at best on the eastern side of the city, 66 in the sunset and in the north bay, a little bit more. sun 76 novato, we could see about 80 in calistoga. but overall, this is certainly cool for september, isn't it, with our east bay coming in in the upper 60s it's been breezy, it's been cool. almost fall like right 71. san leandro union city , fremont and newark 74 now you head inland and we'll see those mid 70 s still so certainly not what you would expect mid september here but we'll take it 76 in livermore and 78 around walnut creek. the accuweather seven day forecast our pattern holding monday little change on tuesday. by wednesday some minor warming and then thursday and friday still looking at a quiet pattern, autumn arrives on friday night and then maybe next saturday we could see a few degrees of warming. so we're going to keep it nice and quiet.
