>> building a better bay area moving forward and finding solutions. this is abc7 news flowers, crosses and outrage. >> there's growing frustration in oakland about a rise in gun violence. the latest deadly incident. a 42 year old mother of two killed by a stray bullet while sleeping in her own home. thanks for joining us. i'm j.r. stone. that shooting happened friday night on 38th avue it marks oakland's 89th homicide of the year. abc7 news reporter cornell bernard tells us neighbors are demanding action and safer streets right now. >> i hear 1011 shots. i'm so scared. i was so scared. neighbor monica heard the gunfire friday night near 39th avenue and masterson street in oakland's laurel district. >> police say a stray bullet killed a wife and mother a block away while she was sleeping on the second floor of her own home

. monica says the family, once owned a neighborhood laundromat . >> she was so nice, friendly, friendly, friendly. >> friends, neighbors and strangers have been leaving flowers at the home this woman did not want to go on camera. >> i have no clue who this family is. i just know they're missing a mother. it's pathetic and disgusting. in investigators say there was a dispute on the street. >> a group of people were gathered on masterson when shots were fired. no arrests have been made. neighbors say they've complained to authorities about groups congregating here in the past. >> my entire neighborhood is upset about it for this incident because it escalated every day. it's tragic that you can be inside the comfort of your own home, asleep with your kids and be attacked by a random, senseless act of violence. >> oakland city council member janani ramachandran says the killing is yet another call to action to address rising gun violence in the city. i have

certain received word from opd leadership that we will have more patrol presence in this area, especially now more than ever, as well as a walking officer that has been assigned to this laurel business corridor . the owner of this donut shop on macarthur boulevard says thieves have struck here too many times to count. >> they broke my window almost every month. they pull out my security gate. did you call the police? i called the police, but the police never showed up at least five, six hours later. >> we deserve action and accountability. we deserve a safety. we pay for it in every way now and nowhere is safe. >> the name of the victim has not been released. her family requesting privacy in oakland, cornell, bernard, abc seven news. >> oakland community leaders are set to express their frustration over a missed opportunity. the city is getting nothing literally. $0 from a multi

million dollar crime fighting grant from the state city officials failed to submit the application on time. several community groups, including the naacp, have called a joint press conference for tomorrow questioning why such an important deadline was missed. abc seven news anchor stephanie sierra spoke this morning with oakland city councilman noel gallo to get some answers. >> so it seems like there was a lot of hands involved in the filing of this application, including the chamber of commerce, business owners, members of the community. who was ultimately response able for making sure it got uploaded and why didn't it happen? >> well, no, you know, that's a government responsibility. it's a city of oakland responsibility . >> the state told us your colleagues blame the late application on a technical issue. what was it exactly? a glitch in the system? >> well, you know, i technical issue i mean, it's there's many ways to get around technical issues for that type of level of support. but considering the

emergence tsay that i have an and you know, i can do it here within my computer system, i can do it at the, you know, borrow yours, or i can go to sacramento and get it done. so that for us to be able to miss that on those millions of dollars with the emergency that would have is, you know, you cannot blame the system or we need to take response ability at the administrative level. >> oakland city administrator justin johnson told us yesterday appropriate action will be taken to address this. do you think appropriate action in this case, someone will be fired or just more education is needed? >> well, you know, you know, i do want to say, well, whoever was responsible should be fired. but then you know, you know, that that action travels on from the mayor all the way down to the administration, all the way to the department heads. so there is no excuse. i did check in with the governor's office. i did reach out to the board of community and corrections that that that, you know, present at

this proposal and finalized it. and so they did give me the feedback that, well, you know, oakland did have the information from us and you just failed to submit your complete application on time. >> so, councilman, you of all people know oakland needed this money. what have you heard from business owners? how are they reacting to this? >> you know, i've received emails every hour. i receive phone calls. i had people knock on my door yesterday that they're completely upset with us . so we need to do better. >> oakland city leaders are also set to take up the search for a new police chief tomorrow, the police commission will vote on extending the tenure of interim chief darren allison. he's been the interim chief since february . stepping into the job after the firing of laurent armstrong . allison stint was supposed to last for just six months, a loss . angeles county sheriff's deputy is shot and killed while on duty and officials say he was

targeted. it happened saturday evening in palmdale jail, which is just north of los angeles. the sheriff's office says 30 year old ryan clinton, bremer was inside his patrol car when he was shot in an unprovoked attack. the department is asking the public to come forward with video and tips that leads to an arrest. there's $100,000 reward in the case. the shooting comes three years after two la deputies were shot ambush style in their patrol vehicle. california is taking center stage at one of the biggest climate conscious events in the world this week. climate week nyc is underway in new york, kicking off today with an appearance from california governor gavin newsom. the governor's appearance comes two days after california filed a lawsuit accusing five major oil companies, including chevron, for their continued use of fossil fuels. newsom says those companies have known the risks for years.

and right now it is breezy. and that's why temperatures have been a bit cooler than normal, gusting up to 25mph in livermore, 24 at sfo. breezy conditions continue this afternoon. here's a live shot from sutro looking down toward san francisco. you see some of those clouds moving in. it will spread inland again overnight. right now in san francisco, 68, milder in oakland at 71. comfortable in san jose and palo alto, 76 and cooler in half moon bay at 66. and then from mt. tam, we're seeing those coastal clouds start to push inland overnight. but tomorrow is going to be a different story in santa rosa and novato, currently 73 degrees. we're seeing 78in napa and fairfield and then mid 70s right now in livermore. so we have this area of low pressure. it's a cut off low and it's going to just wobble here. we don't have the jet stream to push it. so over the next 24 hours it will move to the south and this will mean we'll see continued overnight clouds. but

tomorrow afternoon, what you'll notice is as that area of low pressure moves to the south, we'll get more sunshine. and this will allow temperatures to be a little bit warmer compared to today. and the overnight lows will be in the mid 50s to some low 60 soquel's and we will wake up to lots of cloud cover tomorrow morning, 58 in san francisco, 59 in san jose, 60 in oakland. and then with more sunshine, some areas will be coming up a few degrees. it's going to be comfortable in san francisco at 69, we'll still see some partly cloudy conditions there along the coast. the breeze will be a little bit lighter inland areas will be warming up into the upper 70s. we could see a few 80s out there like morgan hill, lakeport and ukiah. and here's the accuweather seven day forecast. so it's looking pretty sunny tomorrow. temperatures a little bit warmer. the pattern holds on tuesday. wednesday is when we get some more minor warming a few degrees for up for most locations. and then we have an area of low pressure dropping in on thursday, bringing us cooler
