a respect protest across the country this weekend after the release of new body camera video from the seattle police department. it shows an officer laughing after a 23 year old female immigrant was hit and killed by a police patrol car. the officer who is white also saying on tape that the woman's life had limited value. and tonight, the bay area joins the calls for justice. good evening. i'm j.r. stone. you're watching abc7 news at 11. the woman killed was a grad student here from her home country of india. and tonight the south asian community in fremont honored her memory with a candlelight vigil.

abc7 news reporter tara campbell shares the community's emotions and the allies showing up in support at her picture held prominently a vigil sunday evening in fremont for john v kandula. >> the 23 year old graduate student struck and killed by a seattle police department vehicle in january. >> everyone that i talked to about this incident just felt really torn up and really traumatized by what happened. and the way that the officer had made such really callous remarks about this young woman who died. body cam footage released this week captured an officer on the phone laughing at the fatal incident and saying kandula is life has limited value. we wanted to create a space to grieve this young woman, john kandula death, and to send a message that our immigrant community or aapi women, we have limitless value and contrary to

oakland city leaders will take up the search for a new police chief. the oakland police commission will vote on extending the tenure of interim chief darren allison. he's been interim chief since february. stepping into the job after the firing of lauren armstrong. allison stint was supposed to last for just six months. that also comes as tomorrow. community leaders in oakland are prepping and preparing to let out their frustration over a big missed opportunity. the city is getting nothing from a multi-million dollar retail crime fighting grant from the state. city officials failed to submit the application on time. several community groups, including the naacp, have called a joint press conference for tomorrow questioning why such an important deadline was missed. abc7 news anchor stephanie sierra spoke with oakland city councilman noel gallo to get some answers. >> so it seems like there was a lot of hands involved in the

filing of this application, including the chamber of commerce, business owners, members of the community. who was ultimately responsible for making sure it got uploaded and why didn't it happen? >> well, no, you know, that's a government responsibility. it's a city of oakland responsibility. >> the state told us your colleagues blame the late application on a technical issue. what was it exactly? a glitch in the system? >> well, you know, the technical issue, i mean, it's there's many ways to get around technical issues for that type of level of support, considering the emergency that i have. and i'd you know, i can do it here within my computer system. i can do it at the, you know, borrow yours or i can go to sacramento and get it done so that for us to be able to miss out on those millions of dollars with the emergency that would have is you know, you cannot blame the system or we need to take responsibility at the administrative level. >> oakland city administrator justin johnson told us yesterday

appropriate action will be taken to address this. do you think appropriate action in this case, someone will be fired or just more education is needed? >> well, you know, you know, i do want to say, well, whoever was responsible should be fired. but then, you know, you know, that that action travels down from the mayor all the way down to the administration, all the way to the department heads. so there is no excuse. i did check in with the governor's office. i did reach out to the board of community and corrections that that that, you know, presented this proposal and finalized it. and so they did give me the feedback. well, you know, oakland did have the information from us and you just failed to submit your complete application on time. >> so, councilman, you of all people know oakland needed this money. what have you heard from business owners? how are they reacting to this? >> you know, i've received emails every hour. i receive

phone calls. i had people knock on my door yesterday that they're completely upset with us. so we need to do better. >> let's turn things over to weather now and get an early look at how our forecast is shaping up for the workweek. abc7 news meteorologist frances dinglasan has your 24 hour accuweather forecast. frances we have some widespread overnight clouds moving throughout the bay area and spreading inland. >> so tomorrow morning when you wake up we'll wake up to cloudy conditions. sunrise at 653. temperatures will be in the low 60s and upper 50s and then by lunchtime the clouds will dissipate a little bit earlier. partly cloudy conditions. this means a warmer afternoon soon. so expect inland highs to be in the upper 70s to near 80 around the bay. it's going to be really comfortable. cool, low 70s to mid 70s and at the beaches mid 60 as there will be a breeze sunsets at 714. but we have even warmer weather coming up with

sheriff's deputy as he sat in his patrol car saturday night. authorities are now offering a $250,000 reward in search of the suspect. and new tonight, friends, family and local town leaders just held a candlelight vigil in the city of palmdale where it happened. it comes as there is new surveillance video tonight showing the suspects car during the moments of the shooting. reporter sophie flay from our sister station in los angeles has more on the deputy and the search for the suspect. tonight faces illuminated by candles and cell phone light at palmdale sheriff station. >> a community holding each other close at a candlelight vigil mourning the loss of 30 year old sheriff's deputy ryan clincoln brumer. there is a lot of anger in a lot of people. >> it's heartbreaking. and this was very heart warming to see this kind of support and unity. i'd like to see it more often, but not on these type of circumstances. klinkenberg was

fatally shot while inside his patrol car in palmdale saturday , described by authorities as an ambush just outside of the palmdale sheriff's station on the corner of sierra highway and avenue. >> q a good samaritan found the deputy unconscious inside the patrol car. he was quickly rushed to the antelope valley medical center in lancaster, where he later died. >> i'm begging that somebody has information about what happened out here, and it's very critical that somebody comes forward with this information on. >> the gunman is still on the run. surveillance video shows a vehicle pull up to the deputy's patrol car as it was stopped at a red light before speeding off the vehicle of interest described as a dark gray. 2006 to 2012, toyota corolla. >> we care. i care. my family cares. and we're going to stand behind our law enforcement and pray that justice is served and that the family has peace and comfort through this horrible, horrible time. >> clincoln brumer was an eight year veteran of the department and had been with the palmdale

new citywide outdoor warning system. >> three, two, one. in. a test of the city of berkeley's outdoor warning system. >> berkeley fire says the new system can be heard up to half a mile away, but fire prevention goes much farther than that. >> we're hoping that we can lead the community and really this can become a community effort to transition berkeley in a really substantial way in a relatively short period of time to becoming more wildfire safe. >> the 1923 fire destroyed more than 600 homes and left thousands of people homeless. a san leandro teen received a hero's welcome in his front yard today. this comes after a recent heart transplant on top of a liver and kidney transplant. joseph sanchez munoz beat the odds after receiving three transplants at different points in his life. after also battling

and they'll continue to warm up. we'll have a warmer day on wednesday with even more sunshine. so it's all due to this area of low pressure. this is a cut off low. it's been cut off from the jet stream and over the next 24 hours, it's going to wobble towards the south as it does that, it will change how much cloud cover we're going to get tomorrow. but for tonight, we'll see widespread, low clouds spread inland overnight, about 7:00 tomorrow morning, we'll see lots of gray skies all around the bay area, including the interior areas. and then by lunchtime time, notice, they pull back to the coast pretty quickly and then in the afternoon, we'll get a lot more sunshine. but the sea breeze will still keep things cool at the beaches overnight lows will generally be between 54 to 60 degrees. so it is a mild night. temperatures in san francisco tomorrow morning will hit 56 degrees. san jose, 59, near 60. in oakland, san mateo, fremont, even concord and antioch. and

we'll see temperatures dropping into the mid 50s in the north bay like santa rosa and napa and look for slightly warmer temperatures. we're coming up by a degree or two in some spots. san francisco is going to be comfortable right near average, actually 69 degrees there with partly cloudy conditions. and that's where we'll see some of the clouds along the san mateo county coastline. but everywhere else, plenty of sunshine, an around the bay, really nice and oakland, 72. san mateo, 74. san jose 70 38in pier areas like antioch and livermore in the upper 70s and really nice in parts of the north bay. really comfortable near the mid 70s for santa rosa and napa. here's a look at the week ahead in livermore. average highs 85. so we've been below that for a while. average and then we come up on wednesday, thursday, an area of low pressure drops. we could see some gusty winds from the north and then we warm up again towards the weekend as high pressure builds, build will finally be closer to average in

time. today's final auditions at chase center saw the top 80 finalists compete for 45 slots across the warriors. three dance teams. and you probably saw them there. abc seven mornings anchor reggie aqui was one of the judges, the junior jam squad, as dancers ranging from 6 to 14 years of age. while the hardwood classics featured dancers 55 and above the final rosters will be announced on tuesday, the 49 ers faithful were loud and proud as the team kicked off its first ever 49 ers. pride event. go for it quarterback sneak 49 ers. pride is thought to be the first ever team led fan group that caters to the lgbt q plus community. their event in downtown san francisco featured a specialty brunch and drag queen halftime show, not to mention everyone there got to see the niners get that win over the l.a. rams. yeah, that was pretty good week too. around the nfl and the san francisco 49 ers are starting off strong. chris

age, there's growing frustration in oakland tonight about the latest case of tragic gun violence. a 42 year old mother of two killed by a stray bullet while sleeping in her own home. that shooting happened friday night on 38th avenue. it marks oakland's 89th ho of the year. tonight abc7 news reporter cornell bernard explains. nehbors are now demanding action and safer streets. >> i hear 1011 shot. i'm so scared. i was so scared. >> neighbor monica heard the gunfire friday night near 39th avenue and masterson street in

oakland's laurel district. police say a stray bullet killed a wife and mother a block away while she was sleeping on the second floor of her own home. monica says the family, once owned a neighborhood laundromat . >> she was so nice, friendly, friendly, friendly. >> friends, neighbors and strangers have been leaving flowers at the home this woman did not want to go on camera. >> i have no clue who this family is. i just know they're missing a mother. it's pathetic and disgusting. investiga neighbors say there was a dispute on the street. >> a group of people were gathered on masterson when shots were fired. no arrests have been made. neighbors say they've complained to authorities about groups congregating here in the past. >> my entire neighborhood is upset about it. for the sensitive because escalating every day. >> it's tragic that you can be inside the comfort of your own home, asleep with your kids, and be attacked by a random

so i screamed at the other campers down the way from us. heads up, heads up, heads up. >> it's very tense moments there. the rest of the air show was suspended after the accident . both the ntsb and the faa are investigating the crash. new at 11, one of san francisco's wackiest figures finally has a permanent place in the city's history. emperor norton was given a full celebration downtown today with a street renamed in his honor. joshua abraham norton arrived in san francisco during the gold rush in 1849. he then found life on the street after financial setbacks cut into his real estate success. norton self proclaimed himself as norton, the first emperor of the united states, later adding the title protector of mexico. people see me walking around the street dressed like this. >> it appealed to them. it made them feel more cheerful about the state of the city. more than tolerance, really, about

explains, the irony is it's happening right in front of one of the agencies responsible for fixing it. from shipwrecks to sunken shipyards littered in trash. >> this is the sad reality of the oakland estuary shoreline. boats torn up, covered in graffiti, abandoned and trashed . >> people that are living aboard in marinas are being terrorized by these elements coming in at night in small dinghies. it's gotten to the point of near fistfights on docks. brock dunlap, a ten year veteran harbor master for both alameda and oakland, is sick of it. so this is examples of some of the illegal anchor outs. you can see that there's one here that's recently sunk and down at the pier, which is the public fishing pier for the union point park. there's at least two sunken vessels. >> oakland police are not providing the i-team with any specific data, but dunlap says over the past few months, pirate

boats have been attacking vessels at five different locations along the channel, including jack london square. the jack london aquatic center. the estuary channel. west of the bayside hotel union point park west and union point park east. i counted at least seven vessels either abandoned or sunk here at union point park. you can see they're right here in front of us, lining the shoreline. we're told they've been here for multiple years, from boats to masts. the problem is sticking out right in front of the us coast guard island. the federal agency that has shared responsibility with local agencies to oversee the waterfront despite the problem being present for years, the commanding officer of the us coast guard sector for san francisco, echo, is now stepping in. >> our primary effort from the coast guard is to work in coordination with those local law enforcement partners to a ensure that there is a deterrent, overt presence. >> coast guard captain taylor lamb says they're deploying different multi mission small boats like the one seen here along yerba buena island to conduct regular patrols

throughout the oakland estuary and other waterways in the region. >> our plan is to increase the level of coast guard law enforcement presence in the estuary at random times throughout the day, in part because police say the thefts happened 24 over seven morning, noon and night. >> they take things that are easily fenced, outboard motors, radios. in the case of the boat that was stolen out of the embarcadero cove marina, they found firearms. >> there's no excuses for that. you know, this is something that has popped on my radar for that is a newer situation. >> in march, the city of oakland unanimously passed a nuisance vessel ordinance. >> this gives the oakland police department marine patrol unit, the tools that they need to deal with boats that are anchored out in the estuary, especially those that have people living on them, whether it's pirates or whether it's shippers or what have you. >> it's like there has to be justice. of course, that means policing has to be done differently in vestigation must be done differently. but dunlap says nothing has changed. >> and, you know, many of the

people that come and rent spaces to leave their boat overnight or for months, they return to get to their boat. and there are people living in their boats like this slew of abandoned boats that turned into a homeless encampment near the jack london square aquatic center parking lot. >> emails obtained by the i-team show the city has received reports that high school crew students who practice here have been harassed by those living in the parking lot. >> the problem has gone tremendously. where our youngsters cannot even freely get out and sail or row their boat. >> and now the coast guard has a plan. there are multiple types of vessels that would be used to help in situations like this, including this 45 foot response boat. the us coast guard would deploy to help local agencies. >> additionally, we will be looking to use some of our aviation resources when they are available to provide, again overt presence from the air to ensure that we see what is happening along the estuary and throughout your career, have you ever seen it get this bad in the oakland estuary? well, i would certainly say that this phenomenon of criminal activity
