still have this system offshore that really is dictating our weather. and until it moves out of here midweek, really the same old, same old. so we'll look for the fog to be with us. and extra cloudiness with temperatures in the low 60s around san francisco, 59 in vallejo right now, cooler in the north bay. anywhere from 2 to 5 degrees cooler and as we look outside and check out the afternoon ahead, notice that we'll have a few 70 by noontime inland getting mostly sunny with 60s along the coast, mid 70s around the bay. so still a little bit below average. but a lot brighter today. jobina >> thank you, lisa. good morning, everybody. we're going to start with our live cameras outside and bring you our 8-80 at the coliseum camera in oakland. the southbound headlights are traveling. they're off to the left hand side of your screen and then you have northbound traffic on the right. no problems to report in this spot. and emeryville, our busiest stretch of the morning so far for your commute. this is 8-80 headlights traveling in the westbound direction towards the maze where we had an earlier report of a car fire in

westbound 580. right at 80. it looks like it's in the process of clearing tracy dublin, our super commuters you're looking at about 39 minutes. reggie and kumasi davina thank you. >> today the oakland police commission is expected to vote on extending the tenure of interim chief darren allison until a new police chief begins the job. allison has been interim chief since february after former chief lauren armstrong was fired. his tenure was supposed to last just six months, but the commission has not yet picked three candidates to recommend to mayor shengtao last week, myrtle threatened to declare a state of emergency if the commission doesn't provide, quote, reasonable candidates by the end of the year. also today, community leaders in oakland are preparing to let out their frustrations over a big missed opportunity. the city is getting nothing from a multimillion dollar retail crime fighting grant from the state after city officials failed, failed to submit the application on time. abc7 news reporter lena howland has reaction from oakland city council member who says that someone should be fired over this mistake. >> lena reggie that's right. after city officials failed to

submit the application on time, oakland is now missing out on millions of dollars in grant funding from the state to help fight retail theft. that's why several community groups, including the naacp, have called a joint press conference for today questioning why such an important deadline was missed. state officials say oakland blamed their late application on a technical issue. oakland city administrator justin johnson told us over the weekend that appropriate action will be taken to address this. but did not say what we asked. city councilman noel gallo, what the technical issue was that the city is blaming this on. he says it's time someone takes accountability for, you know, the technical issue. >> i mean, it's there's many ways to get around technical issues for that type of level of support, considering the emergency that i have at. and, you know, i can do it here within my computer system. i can do it at the, you know, borrow yours or i can go to sacramento and get it done. so that for us

to be able to miss that on those millions of dollars with the emergency that would have is, you know, you cannot blame the system or we need to take responsible ability at the administrative level. >> oakland mayor shengtao did say the city is getting crime fighting help from the california highway patrol and says six officers and a sergeant will soon be deployed within oakland. the press conference in response to the so-called botched application for crime fighting funds starts at 10:00 this morning, along with the naacp. we are also expecting to hear from carl chan out of oakland, chinatown, and senior pastor bishop bob jackson from full gospel church. live in the newsroom, lena howland, abc seven news. thank you, lena. >> there is growing frustration in oakland about the latest incident of gun violence. a stray bullet killed a 42 year old wife and mother of two while she was asleep in her home. this happened friday night on 38th avenue near masterson street in the city's laurel district and

this marks oakland's 89th homicide this year. friends, neighbors and strangers have been leaving flowers at this home. investigators say a group of people were gathered on masterson street when shots were fired during a fight. no arrests have been made. neighbors say they've complained to authorities about groups gathering in the past. >> my entire neighborhood is upset about it. for the since then because escalating every day. >> i have no clue who this family is. i just know they're missing a mother. it's pathetic. and disgusting. >> the name of the victim hasn't been released. her family is request privacy. >> developing news, an outpouring of grief in southern california for a los angeles county sheriff's deputy shot and killed in his patrol car. authorities are calling it an ambush. and this morning, there's a $250,000 reward for information leading to an arrest. jobina is at the live desk with the urgent search for that shooter. jobina.

>> thank you, reggie. they don't know if the deputy was targeted, but what they do know is that he was found unconscious in his patrol car by a good samaritan. and now his family, law enforcement and the community want to know why. hundreds gathered in palmdale last night to remember deputy ryan clincoln brewer. the vigil coming after investigators revealed a new clue in their search for the deputies killer. there calling a dark gray toyota corolla a vehicle of interest. investigate believe deputy clincoln brewer was shot and killed just seconds after he left the palmdale station on saturday. he was found slumped over inside his patrol car and died at the hospital. his murder comes just days after the 30 year old got engaged to be married and he was a son. >> he was a grandson. he had just been engaged four days ago . he had so much ahead of him. and this coward or coward took his life. and i'm going to continuously refer to them as

cowards because that's what they are, cowards is to attack a deputy sheriff in uniform in a black and white who's just sitting there at a red light nearby, residents are asked to check their home surveillance cameras. >> and with the shooter on the loose off duty deputies told abc news they're now being careful not to wear anything identifiable. kumasi thank you. >> jobina rallying for respect. protests were held across the country this weekend, including right here in the bay area over the death of a 23 year old immigrant in seattle. janvi kandula was hit and killed by a police patrol car last week. and body camera video shows an officer laughing and saying her life had limited value and the city should just write a check for $11,000. last night, the south asian community in fremont honored her memory with a candlelight vigil. >> we wanted to create a space to grieve this young woman, john kandola's death, and to send a message that our immigrant communities or aapi women, we

have limitless value and contrary to what the officer had said, kandula is from india. >> she was a grad student at northeastern university. she, in a statement, her family said that they'd been left with an unfillable void and every life is valuable. the union now on day four of a strike by the united auto workers strike against the big three us auto companies. >> nearly 13,000 auto workers are off the job this morning. the strike has shut down production plants in three states as the union leader has threatened walkouts at additional plants and with little notice. the longer negotiations drag on. over the weekend, us senator and labor rights advocate bernie sanders gave his thoughts. >> the average american worker are lower today than they were back then. is speaks to the anger that the american people are feeling and what this strike is about.

>> i want to be able to afford to buy the cars that we build. but for right now, i still have to fight for the rest of the people that can't fight for themselves. i sure hope that they can sit down and come to some type of mutual agreement on what's fair and what's equitable for us. >> workers are demanding a return to pension plans. a better health care and a 40% pay raise. negotiations with the auto companies. they are ongoing along san francisco's sunset night market was apparently a huge success because now there's a push to make it permanent. >> the chronicle is reporting about 10,000 people showed up to the first ever sun site, sunset night market, and it was on irving street friday evening. supervisor joel engardio is the man who helped bring it to life . he said the next one is expected to happen early next year with the goal doing them every month in different parts of the neighborhood. >> yeah, that looks like fun. good morning, everybody. monday morning, partly cloudy skies. we have some clear areas in the south bay and our inland valleys, but overall, a low cloud deck allowing for a great

start on the peninsula. 64 in san bruno, it's 58 in belmont with the fog up in santa rosa, 56 there, 61 in concord, partly cloudy livermore. so as we go through the afternoon, soon mostly sunny skies, the fog pulls back by about 11:00 and then it comes back in by the evening. tonight patchy got a couple sunny days ahead, but it has been a little bit cooler than average. but as we get towards the middle of the week, you'll notice very little change still in the 60s and 70s, barely at 80 degrees inland and same deal on thursday by the time we hit the end of the week into the first weekend of fall of fall, we're looking at slightly warmer conditions in lynn with some mid 80s. so that could take us right around average. but overall the weather has been pleasant. we will look for mostly sunny conditions, 72 in oakland, 75 in fremont, 76. santa rosa, upper 70s in our inland valleys with partial afternoon sun at the coast and the accuweather seven day forecast. you'll notice that the pattern holds through

damaged in the storms earlier this year, according to our media partner, the east bay times, the landmark pier will get a new and expanded. would deck and railing other improvements include a boat launch and binocular stations. construction is expected to last through next summer, but you might notice construction across from the ferry building in san francisco today. crews are building northern california's first paddle courts. over at the embargo adero plaza. these are expected to be ready next month. organizers are calling it a pop up, but the plan is to have them there for at least a year. paddle is described as being a mix between tennis and squash. >> a long time family run paintball facility in the south bay will soon be closing for good. santa clara paintball first started in 2003. it's a six acre site at the county fairgrounds and the owner blames the county's rising rent as the reason they're being forced to say goodbye. >> they've been pushing. us out for years and years, mostly by just raising the rent to a point that there's no way we could

possibly keep up with it. and it's finally come to a precipice. we just can't keep up with it. >> santa clara paintball will officially close sunday, october 29th. it follows the recently announced closure of raging waters water park, another long time family friendly destination in san jose. >> one of san francisco's wacky figures finally has a permanent place in the city's history. emperor norton was given a full celebration downtown yesterday with the street renamed in his honor, joshua abraham norton arrived in san francisco during the gold rush in 1849. he then found life on the street after financial setbacks cut into his real estate success. norton self-proclaimed himself as norton, won the emperor of the united states. later adding the title protector of mexico. >> people see me walking around the street dressed like this. it appealed to them. it made them feel more cheerful about the state of the city, more than tolerance, really about

like, who's this man who were getting this friend? >> yeah. no love. >> monday morning up there. good morning. we are looking at partly cloudy conditions and temperatures have cooled off and most of the bay area. but that marine layer with us for the next couple of hours. it is 60 in san ramon, 59 in pleasant hill and the fog is with us up in the north bay. santa rosa, 5656 in pacifica with 58 in vallejo. our 24 hour temperature change anywhere from a couple of degrees to about 5 or 6 degrees cooler than yesterday at this time. so as we look at the north bay, the next several days, the first half of the week, cooler than the second half of the week, including the weekend. so we should be about 80, not quite reaching that today. tomorrow and then as we get into the middle of the week, parts of the north bay will be even cooler. but high pressure looks to build back in the end of the week into the weekend. so if you're looking for some slightly warmer weather, we'll be near average as we get past late wednesday, more like the friday time frame,

77 in santa clara will be in the mid 70s. a lot like yesterday on the peninsula for you in redwood city, millbrae 73. sunny skies for everyone as the fog really pulls back. and we're in the upper 60s. some breezy winds throughout the afternoon and looking at the north bay mid 70s petaluma, sonoma, a nice day, mostly sunny conditions and on the east bay with about 72 in oakland it has been nice but it's been on the breezy side. little change today but full sunshine 74. union city heading inland. we've got those mid and upper 70s. so certainly shy of average, but it's been pretty nice looking at perhaps some breezier conditions. we'll have to watch as we get into maybe the thursday, friday time period. the accuweather seven day forecast little change pattern holding throughout today . tomorrow, slightly warmer wednesday, we see the temperatures drop and then that mini warm up over the weekend. jobina >> thank you, lisa. good morning, everybody. so i will show you this coming up in seven things. and we do have a new report of a crash on 680in

automakers as negotiations happened over the weekend. >> but no deal has been reached. >> number four, golden gate fields will stay open longer than expected. the owner of the track says they'll apply for racing dates through june of next year. they had been scheduled to close in december. >> number five, clouds have made their way into our inland valleys, so it's going to take a minute to clear once it does. mostly sunny upper 60s downtown. upper 70s inland. >> number six, we're beginning to see a slowdown form in sunol due to a crash involving a big rig. the site itself is going to be on southbound 680 before the sunol off ramp. >> number seven starting today, the us senate is relaxing its dress code to allow senators to wear basically whatever they want. now on the senate floor, senate staff and anyone else entering the chamber will still need to wear business attire. a patio set sold at tj maxx, homegoods and marshalls is being recalled because the chairs can collapse while someone sitting on them. the recall impacts 11,000 of these wooden sets. they were sold under the brands

panama, jack and house and garden. there have been seven reports, so far of the chairs just breaking or collapsing while people are using them. if you do have this set, you can return it and get a refund. >> if your kids have these water beads, you're going to want to stop using them and return them to target. buffalo games is recalling these water beads activity kits after a ten month old swallowed one and died. a nine month old also swallowed. one had to have surgery to get it out. the problem is they expand when they're ingested. target sold 52,000 of these kits under the chuckle, chuckle and roar brand from march through november of last year. if you have a kid at home, you can take it back to target to get a refund for the first time in 20 years, voters may get the opportunity to overhaul the state's mental health system. >> this measure is being called proposition one, and it could be on the ballot next spring. it includes a nearly $6.4 billion bond to build 10,000 psychiatric treatment units and also allows voters to redefine how counties

officer position with alameda pd . >> wow. police staffing across california continues to be a struggle. as of last month, the california highway patrol was trying to fill more than 1000 vacant officer positions across the state, according to the public policy institute of california. in 2021, the number of patrol officers per 100,000 residents was the lowest it had been in 30 years. since 1991. >> now, today, four of the autoworkers strike. the united autoworkers union's historic simultaneous picket against detroit's big three auto companies is continuing this morning after both sides failed to reach labor agreements and jobina. now the strike is threatening the livelihoods of workers who have not walked off the job. >> yes. so this morning, nearly 13,000 autoworkers are returning to the picket line. the united auto workers pressing ahead with its first ever simultaneous strike against detroit's big three automakers. the uaw says it held negotiations with general motors and ford over the

weekend, reporting reasonably productive conversations with ford, chrysler and jeep's parent company. stellantis says it's raised its hourly wage offer by nearly 21. but that's still not enough for the uaw, which is demanding that the big three revive worker pensions and better retiree benefits, cost of living adjustments and a 40% pay increase as they can barely make it. >> they deserve a living wage and they need to be brought up to what we make the automakers called the union's demands too costly as it takes on the added expense of building electric vehicles. >> now at least two automakers announcing temporary layoffs for non striking workers. some 2000 at gm and some 6000 at ford. kumasi, thanks jobina. >> horseracing at golden gate fields is going to continue into 2024, according to the owners of the track. officials say the track will apply for racing dates for the first half of the

a day after receiving a parting gift of body armor and military drones, kim has been in russia for nearly a week for a meeting with russian president vladimir putin. ukrainian president vladimir zelensky will be speaking to us senators when he visits washington, d.c. later this week. according to a senate leadership aide, senators chuck schumer and mitch mcconnell will be hosting a meeting with zelensky thursday morning. the meeting comes as congress is weighing a white house request for additional aid to ukraine in. president biden is also planning to meet with zelensky around the united nations general assembly meetings. the us military is searching for the wreckage of an f-35 fighter jet that crashed near charleston, south carolina. >> it's similar to the plane that you see here. officials say

the pilot ejected safely and was taken to a medical facility. their condition has has not been released, but officials say they are stable. we don't know what caused the crash. last year, pilot aaron hogue died in a crash during the jet gold race. the findings of that investigation have not yet been released and two pilots are dead after a mid-air crash at the national championship. air races in reno yesterday. the air racing association has identified the pilots as nick massi and chris rushing. may tsay was based near the california-oregon border. rushing was la based. a witness who was camping near the runway describes the crash. >> the one plane went into the other plane and it's tail came off and we saw all this stuff just falling out of the sky. and so i screamed at the other campers down the way from us. heads up, heads up. heads up. the rest of the air show was suspended after the crash. >> both the ntsb and the faa are
