fighting grant from the state. city officials failed to submit an application on time. abc7 news reporter lena howland is in the newsroom with why the mayor says that there is other help still on the way. lena well, after city officials failed to submit the application on time, oakland is now missing out on millions of dollars in grant funding from the state to help fight retail theft. >> that's why several community groups, including the naacp, have called a joint press conference for today questioning why such an important deadline was missed. state officials say oakland blamed their late application on a technical issue . oakland city administrator justin johnson told us over the weekend that appropriate action will be taken to address this. but did not say what we asked city councilman noel gallo, what the technical issue was that the city is blaming this on. he says it's time someone takes accountability. you know, the technical issue, i mean, it's there's many ways to get around technical issues for that type of level of support, considering

on extending the tenure of interim chief darren allison until a new police chief begins the job. allison has been interim chief since february after former chief leronne armstrong was fired. his tenure was supposed to last just six months, but the commission has not yet picked three candidates to recommend to the mayor. last week, mayor shengtao threatened to declare a state of emergency if the commission doesn't provide reasonable candidates by the end of the year. >> there is growing frustration in oakland about the latest case of gun violence. s a stray bullet killed a 42 year old wife and mother of two while she was sleeping in her home. it happened friday night on 38th avenue near masterson street in the city's laurel district and this marks oakland's 89th homicide this year, friends, neighbors and strangers have been leaving flowers at this home. investigators say a group of people were gathered on masterson street when the shots were fired during a fight and no arrests have been made. neighbors say they have complained to authorities about groups gathering in the past. >> my entire neighborhood is

deputy for the deputies killer. they're calling a dark gray toyota corolla a vehicle of interest. investigators believe deputy klinken brumer was shot and killed just seconds after he left the palmdale station on saturday. he was found slumped over inside his car and died at the hospital. his murder coming just days after the 30 year old got engaged to be married. >> he was a son. he was a grandson. he had just been engaged four days ago. he had so much ahead of him. and this coward or cowards took his life. and i'm going to continue to refer to them as cowards, because that's what they are, cowards to attack a deputy sheriff in uniform, in a black and white whose just sitting there at a red light nearby, residents are being asked to check their home surveillance cameras with the shooter on the loose off duty deputies told abc news they're now being careful not to wear anything

live doppler seven looking at some fog certainly on the peninsula and looking at elsewhere. you can see from this live camera here, 654 that we do have a marine layer on top of mount tam, 55 degrees. our relative humidity is up. we like to see that, 62 in san francisco. so it is in the upper 50s, mountain view, san jose where it is clear 59 half moon bay and our roof camera looking at the clouds, not going to last too long. we'll get into mostly sunny conditions. but look at these mid 50s finally cooling off. we've had mild to muggy mornings, but we'll have below average temperatures. a look at the south bay should be about 81 this time of year. i don't think we've had many complaints, though. upper 70s yesterday, today, tomorrow, maybe a few degrees cooler on thursday and then by the weekend getting just a little bit warmer. we could see that breeze pick up in the north bay mountains before the weekend. we'll watch that. this is the time of year we're so dry and we could be so much warmer. but at least this week, looking at no extremes into the weekend, 72 in oakland, look for 75 in

across california continues to be a struggle. >> as of last month, the california highway patrol was trying to fill more than 1000 vacant officer positions across the state, according to the public policy institute of california. in 2021, the number of patrol officers per 100,000 residents was the lowest it had been in 30 years. >> now to day four of the autoworkers strike, the united auto workers union's historic multi simultaneous strike against detroit's big three auto companies is still going on after both sides failed to reach labor agreements and jobina. the strike is now also threatening the livelihoods of workers who have not walked off the job. >> yes, gmac. so this morning, nearly 13,000 auto workers are returning to the picket line. the united auto workers pressing ahead with its first ever coordinated strike against detroit's big three automakers. the uaw says it held negotiations with general motors and ford over the weekend, reporting reason reasonably productive conversations with ford, chrysler and jeep's parent

chuckle and roar brand from march through november of last year. so if you have this kit at home, you can take it back to target for a refund for the first time in 20 years, voters may get to overhaul the state's mental health system. the measure is called proposition one and it could be on the ballot next spring. it includes a nearly $6.4 billion bond to build 10,000 psychiatric treatment units. it also asked voters to redefine how counties spend money collected from a special millionaire's tax to allocate a share of that for housing. the proposal passed the state legislature last week. once it's signed by governor newsom, it will go before voters in march. >> now it's your morning money report. hundreds of jobs at cisco systems are being cut. the san jose based company plans to get rid of a total of 350 jobs in the bay area, according to state filings. the layoffs will affect workers in san jose, milpitas. this is the company's second round of layoffs this year. in march, cisco cut over 650 bay area jobs, which also
