fog out there. that marine layer kind of disrupted. and boy, we got a lot of sun earlier yesterday. i think that's going to be the same case once again today. live doppler seven picking up on a little fog on the peninsula, but visibility reduced just a quarter of a mile up in santa rosa. and current numbers are ranging from the low 50s where it's certainly much cooler up in the north bay to 63 in hayward, 59 around belmont there. so this morning, it is five degrees colder in santa rosa. and we are looking at that fog for a couple of hours before we break out into some partly cloudy skies. say 8 or 9:00 and then temperatures climbing through the 70s. not a whole lot of change here. we're looking at 60 to 70s around the bay shore and then the temperatures still a little bit below average, but mostly sunny throughout the afternoon. good morning, jobina. good morning, lisa. >> thank you. hi, everyone. we're starting here with a live look from the richmond-san rafael bridge where we do have a stall reported. it's going to be at westbound 580, just past the toll plaza. so be aware of that . but you're not seeing much of

a slowdown because traffic is generally pretty light in the area. and emeryville looking live at 80 headlights traveling west bound right now. we don't have any blocking issues reported. we do have a wind advisory issue this morning that's going to be for the antioch bridge and tracy, the dublin your drive time is about 36 minutes. reggie jobina, thank you. >> oakland's former police chief says a new report clears him of any wrongdoing and proves he was unfairly fired. earlier this year. lauren armstrong was let go in february for allegedly mishandling two cases of officer misconduct. but an independent investigation discovered inaccuracies in the probe that led to his firing. the former chief claims city leaders retaliated against him and it caused him to lose wages and benefits on top of causing emotional distress. >> i said from the onset of this that i was not guilty of any of these allegations is that the facts will come out in this case. and when the facts did come out, i felt like i would be

vindicated. and today is that vindication. >> oakland mayor shengtao released a statement defending her decision to fire armstrong. oakland is still without a permanent police chief since armstrong was fired in february. last night, the city's police commission voted to extend the tenure of interim police chief darren allison until a permanent chief is chosen. they also determined that the search should not exceed another six months. mayor tao has threatened to declare a state of emergency if the commission doesn't give her three candidates by the end of this year. the looming police chief decision comes as oakland residents continue to express concerns about crime. >> this week, several oakland business owners are planning to hold a protest by keeping their shops closed for a day. president of the oakland chinatown chamber of commerce, carl chan, made the announcement during a news conference yesterday. >> we want to send a strong message to our city. enough is enough. things got to be done. >> chan says. between 15 to 20 small business owners are going

to join this strike. it's not clear if they're in chinatown or in other parts of the city. he says those business owners also want to keep focus on the city's failure to secure millions of dollars in crime prevention funds. oakland city leaders confirmed last week dr. events were missing from their proposal for the retail theft prevention grant. when the deadline passed in san francisco, some people believe getting more police officers on the streets is the answer to solving the city's crime issues. today, supervisor matt dorsey is reported set to introduce a plan to make that happen. abc7 news reporter lena howland live at san francisco city hall this morning with how much the plan would cost. lena. >> come on. city supervisor dorsey is asking the city to set aside $30 million a year for the next five years, all with the goal of replenishing the city's chronically understaffed police department. now at today's board of supervisors meeting, dorsey is expected to introduce a proposed charter amendment that

would reestablish a minimum police staffing requirement of 2182 full time officers. right now, they have just under 1500 officers, not including those on short term leave, which means the department is short more than 32% of officers, according to the chronicle. they would have a goal of hitting graduated targets over the next five years before becoming fully staffed by 2028. he says this amendment would come with a pool of funds that could be used for recruitment efforts like advertising or signing bonuses. they're trying to keep up with surrounding agencies like the alameda police department, now offering a $75,000 signing bonus . supervisor dorsey told the chronicle. all we can compete on retirement benefits and salaries and things like that. but we're in a new and different environment. i think this gives the police department an opportunity to buy its way out of this just as other jurisdictions are buying their way out of it. now, the proposal

does not say exactly where this funding would be coming from, but the chronicle is reporting that dorsey would need the support of six other supervisors in order to put this on the march ballot. today's meeting starts at 2:00. live in san francisco, lena howland, abc seven news. lena thank you. >> a vote is expected today on a plan that could displace dozens of families living in rvs in san francisco. the sfmta board will decide whether to limit weekday parking to four hours along winston drive and lake merced boulevard. that's for construction of a bike lane. that's part of a quick build pedestrian and bike safety project. supervisor myrna melgar represents this district. her office says it's been working to find permanent housing solutions for these families. the sfmta board meeting is at one later today. a debate on how to manage the opioid crisis in homelessness on san francisco streets is set for next week. manny's in. the mission is hosting the debate. it's going to be between resident and business owner adam resnick and advocate jennifer breidenbach

maisnik has been calling for a more aggressive approach on his better soma account on x, formerly known as twitter. for friedenbach is the executive director of the coalition on homelessness, which is currently suing the city over clearing encampments. that debate is set for tuesday. >> the opioid crisis on the streets of san francisco appears to be getting worse. city health officials say 84 people died from accidental overdoses in august. that is up from 74 people in july. yesterday, a city officials announced a new information dashboard on the nsf.gov website. this dashboard would highlight overdose and treatment trends in san francisco. it's going to give the total number of unintentional overdose deaths every month and also track the amount of the overdose treatment drug naloxone that is naloxone that's being distributed and legislation that aims to prevent young people from overdosing from fentanyl across the state is now heading to governor newsom's desk yesterday. south bay leaders celebrate the

passage of a bipartisan bill. it's called melanie's law. the measure from south bay senator dave cortez would give educators the tools necessary to save a child who overdoses on campus. >> the bill mandate daetz. it mandates that our current school safety plans incorporate strategies to prevent opioid overdoses. and by doing so, we're taking a significant stride toward safeguarding the lives of our youth. >> the bill is named after 15 year old melanie ramos, who died of an overdose in a bathroom at a high school in hollywood last year. her mom was at yesterday's event and urged the governor to sign the bill into law. >> a disturbing story from new york is shining the spotlight on the immense toll the fentanyl crisis is taking on our country. this time, boy at a daycare lost his life. jobina police officers, doctors and community activists are now trying to raise awareness about just how quickly the drug can kill. >> yes, reggie, so clearly this can happen anywhere. you all may

remember here in the bay area, a san francisco father says his baby barely survived after ingesting fentanyl at a popular park in the marina district. and that happened back in december. and now a family in new york is grieving after the loss of their child. one year old nicholas died and three other children got seriously sick after a suspected fentanyl poisoning at a home based daycare facility in the bronx. all of the children were taken to the hospital and treated with narcan and opioid reversal drug, which we've talked about extensively here. three of those children survived, but unfortunately, nicholas could not be revived. the boy's father says the family has been given no answers as to how the overdose happened. and police say they found a kilogram of fentanyl in the hall and traces of the drug near where the children had eaten lunch. and beneath their sleeping mats, police have arrested the daycare operator and her husband's cousin, both are charged with murder, a 10th of a size of a fingernail can kill an adult.

>> so imagine what it could do to a child. >> unfortunately, we have seen cases involving kids in our emergency department. the real risk is ingestion. but as you know, kids walk around and are curious and then they put their hands in their mouth and pediatric deaths from opioids are skyrocketing. >> in 2018, 381 children died of opioid poisoning in 2021. that number more than quadrupled nationwide. and drugs from marijuana and to and to heroin as well are being laced with the drug. law enforcement is also dealing with rainbow fentanyl. they say it's fentanyl made to look like candy, to target children and young people. kumasi that's terrible. >> thank you. jobina a state law aimed to protect minors online has been blocked by a federal judge. >> the law would limit the information companies could get from users under the age of 18, and it would also require businesses to report the state to the state on any product that

they offer that could be used by minors. this was set to take effect next year, but a us district judge in san jose said it interferes with the company's freedom of speech. in a ruling, they wrote that the state has no right to force private companies to act as government censors is keeping drivers behind the wheel of an autonomous trucks. that's the goal of a rally happening in san mento today. teamsters union members are demanding governor newsom sign assembly bill 316. that would require a human trained human operator to be inside self-driving vehicles that weigh more than 10,000 pounds. a rally in la yesterday brought out union leaders who say thousands of jobs are at risk. nobody is going to make us pick between innovation and good jobs and health and safety. >> well, guess what? we want it all for autonomous vehicle companies are arguing that self-driving trucks would increase safety on the roads. >> according to those numbers from the companies, there were

, and now it's valued at almost $10 billion. instagram will trade on the nasdaq index under the ticker cart. >> if you still use formerly known as twitter, you might soon have to pay up. during a talk with israeli prime minister benjamin netanyahu yesterday, elon musk suggested users would start being charged a monthly fee. he said the money would be used to combat vast armies of bots. musk says if people have to pay, it would discourage accounts that post spam and false information. it's not clear when this fee would kick in or how much it would cost. all right. >> if you have an iphone, you can now update to apple's latest operating system. it comes with some new features. you can now leave facetime, voicemail messages if somebody does not answer your facetime live voicemail transcribes voicemails as they're being recorded, and it's even easier to exchange numbers. all you have to do is bring your phone close to somebody else's iphone and the information will just transfer. there are also some updates to autocorrect and the keyboard happening today. >> the next mega conference begins in san francisco. so

the teen that posted on social media show the rookie players dressed up as kins. the caption reads, k, can you feel the energy? so apparently when the rookies dress up in costumes like this, it's an mlb tradition in for an away game toward the end of the season. >> i mean lisa picked it as her most important person in the world and you want so some help, i have to admit. and if you don't know what we're talking about, watch abc seven and seven. yeah, that's cute though, right? >> it was really cute. okay. okay all right. bringing it for a nice tuesday. in fact, we're going to see very little change. if you liked our weather the past couple of days. i wish i could mix it up. but even into the weekend, when temperatures are going to get a little warmer, it's not that big of a change. so live doppler seven right now. we do have an elevated fire danger that is a concern that we need to talk about for wednesday into thursday. but other than that, low clouds and fog, not really totally solid across the bay

area, but you can see it there from pacifica to half moon bay up towards santa rosa. visibility down to a quarter of a mile, low 60s hayward into fremont and san jose. but the pattern remains the same. the fog wants to make its way inland, then it pulls back, bringing mostly sunny skies into wednesday. not quite as solid as a deck. then we get more sunshine on and then into thursday. this is the system riding over into the sierra nevada that is going to kick up the north and easterly winds wednesday night into thursday. so far, they look to be maybe 30 to 40 miles an hour. so that's certainly strong. everything is totally dried out in the bay area. so we need to watch that. but as for temperatures, we're going to stay really where we have been. low 80s is the average. and notice in livermore we're going to stay in the upper 70s to near 80. even today. so in the bay shore area, 74 in fremont, pleasant little breezy, 77 san rafael and on the coast low 60s. yeah, i kind of dare you to try to pick out the day

>> number seven, macy's saying it's planning to hire about 38,000 full and part time workers for the holiday season. but that is down a bit from last year. and about half as many positions as 2021. a new study released by the port of oakland shows the port and its entities remain an economic force in the region and a source of good paying jobs. the study found job growth related to the port has grown by 14% since the last report, which was five years ago. representing nearly 100,000 jobs created in the region. the port is the fifth largest employer in the region and the second largest in oakland. it contributes $970 million in state and local taxes, and it provides a total economic value of $174 billion to the region. local officials say the port is the engine that drives the east bay economy. >> we have found that you are standing side by side with us in promoting a prosperous and a beneficial future for our area.

>> that same study found that businesses at oakland international airport, which is a part of the port, have returned to nearly pre-pandemic levels. >> i didn't think i'd be talking about toilet paper today, but here we are. apparently, the city of san francisco spends a lot on it. according to a new report by mission local in 2011, the city spent an estimated $811,000 on toilet paper. but by 2017, that number went all the way up to 1.2 million bucks. this year, it looks like they're using less. data from the city shows they spent just $550,000 on toilet paper for the first six months of the year. and that's that on that ap. apparently, there's a hot new trend that involves dressing up, going out, having a romantic dinner and then jumping right into the excel sheets. date doesn't seem all that romantic, but i guess couples are now using dates as a chance to discuss their finances. the

idea is to carve out time for the sort of conversations couples often dread by making it an event to look forward to. advisors and relationship counselors say couples who go on regular money dates can better manage their spending, savings and investing, since disagreements over money can strain marriages. having regular , open discussions about financial decisions in a fun and intimate way can help address any problems before they become a source of resentment. this seems like a very made up trend to me, but wow, you know, you know, sometimes we do stories that people like wish were happening but aren't actually happening. i'm going to put that in that category. >> yeah. yes. well, it's part of our efforts here to build a better bay area to abc7. we're always looking for people that are making a difference in their communities. so i recently went to old school cafe. it's an at risk youth run supper club in san francisco that provides job training and support.

>> we are an international soul food restaurant. >> happy hour, dinner, live entertainment. we also do catering and private events. >> just as the food component. but it's also the fact that you can mentor and nurture to a group of youth. >> the old school is targeted for at risk youth, meaning youth that have been of course, formerly incarcerated, going through foster homes. so old school is here to break up that cycle. they could find a way to earn money legally and in a safe way. >> it was really about how do we showcase all that these young people can do and who they are instead of only looking at them for the worst thing they've ever done. >> i think it's really important to just have community in general. there's always a place for somebody and being here has shown me that. >> and that was just a little quick snippet of what you can see because the full story will air on our streaming newscast. abc7 at seven that starts here at 7 a.m. on the abc seven. bay

area app. but have you all been before? >> no, i'm ready to go. >> okay, let me tell you, you will love the greens. they hit. i love the greens. >> they hit when you said soul food. i'm like, they're yes. >> and it's like soul food, but also some twists on it, too, because all of the youth come from all over. so as ages 16 to 22, some formerly incarcerated, some coming just from maybe some trying backgrounds and teresa, the woman that founded it many years ago at this point, used to be a correctional officer. and she just saw the recidivism rate and was like, you know, the big thing that i'm seeing is that these kids don't have money and they don't have money because they don't have jobs. so if we can give them some tools, some training and maybe they like this and they stay in the restaurant industry or maybe they go and do something totally different afterwards, which has been the case. but the food is great and the people are really awesome. so i'm happy for them and we just want to show them some love. yeah yeah. >> and working in a restaurant. >> yeah. >> once you do that and you survive that, you survive almost anything, you know, that's the

shengtao has threatened to declare state of emergency if the commission doesn't give her three candidates by the end of the year. oakland is still without a permanent police chief since leronne armstrong was fired in february, that vote by the police commission came just hours after the former police chief made a public demand for his job back. an independent investigation into armstrong's firing found that he should not have been terminated. and abc7 news reporter gloria rodriguez joins us live in the newsroom with reaction to the report and what comes next. >> good morning, reggie. that report is largely in favor of former oakland police chief laurent armstrong. he is saying this is clear vindication that he wants his job back, his supporters are calling on mayor shengtao to reinstate him. a new 55 page audit criticized the report that led to the termination of chief armstrong earlier this year after allegations that he mishandled misconduct within the department. the report calls for the city to consider his reinstatement and some community leaders believe that oakland

should bring him back. >> chief armstrong, he knows oakland. you know, he has seen many years of our experience when it comes to public safety. he was part of the cease fire, the gang, the gang injunction and dealing with many other law enforcement actions that we currently need today. >> everybody makes mistakes. that's why they put erasers on the back of pencils. point of it is to say that she made a mistake and ask him to come back, maybe even apologize. >> that is bishop bob jackson of acts full gospel church, who believes the mayor made a mistake and can do it. mayor shengtao released a statement saying while the law prevents me from publicly discussing the details of the report, neither my administration nor the federal court agreed with mr. armstrong that the findings could be written off as mistakes. oakland needs leaders , including at opd, who will stand up and make tough decisions in the name of

accountability and community trust by immediately and prematurely standing up for himself personally. mr. armstrong failed to stand up for accountability at opd and at the next oakland police commission meeting. they will add a recommendation to reinstate the former chief or include him among the name of finalists. armstrong's attorney has reached out to city officials about being reinstated and several people say that legal action could be taken against the city if the chief is not re reinstated. reggie. >> all right. thanks so much. was it an accident or intentional? there's a war of words in oakland over the city, missing. the deadline to get a critical grant to help fight crime. the state just awarded dozens of cities and counties with millions of dollars to help crack down on organized retail crime. as we've been reporting, oakland got nothing. state officials say the city blamed their late application on a technical issue. now, members of the naacp are suggesting that it

might have actually been intentional, a decision not not to seek the funds. >> why would they not seek the funds? because the money was going to crime prevention through oakland police department. and there are people in town who would prefer that that money go to social programs . >> i'm infuriated and frustrated that, you know, city staff had missed the deadline, but to assume and put out false information that somehow we didn't want to apply for it, that's that's utter bs. it is absolutely not true at all. the mayor called it a personnel issue and said that there will be consequences as more money, millions of dollars actually, that's what one san francisco supervisor says is needed to help boost the city's police force in today, he is set to unveil the plan to improve recruitment. abc7 news reporter lena howland live at san francisco city hall with how

much the plan is going to cost. lena carmassi in order to help stay competitive in the bay area market and become fully staffed, city officials say they need more money for things like advertising and signing bonuses, but it's going to cost them. >> supervisor matt dorsey is asking the city to set aside $30 million a year for the next five years. at today's board of supervisors meeting, the chronicle says dorsey is expected to introduce a proposed charter amendment that would reestablish a minimum police staffing requirement of 2182 full time officers. right now, they have just under 1500 officers, not including those on short term leave, which means that the department is facing an officer shortage of more than 32% of their police force. so they're trying to keep up with surrounding agencies like the alameda police department now offering a $75,000 signing bonus just to get in the door.
