francisco in an effort to cut down on crime. abc7 news reporter lena howland joining us live from san francisco city hall with more about the plan and how much it might cost. lena >> well, supervisors matt dorsey is asking the city for $30 million a year for the next five years. all with the goal of replenishing the city's chronically understaffed police department. at today's board of supervisors meeting, dorsey is expected to introduce a proposed charter amendment that would reestablish a minimum police staffing requirement of 2182 full time officers. right now, they have just under 1500 officers, not including those on short term leave, which means the department is short more than 32% of officers, according to the chronicle. they would have a goal of hitting graduated targets over the next five years before becoming fully staffed by 2028. he says this amendment would come with a pool of funds that could be used for recruit efforts like advertising or

signing bonuses. they're trying to keep up with surrounding agencies like the alameda police department, now offering a $75,000 signing bonus. supervisor dorsey told the chronicle we can compete on retirement benefits, hits and salaries and things like that. but we're in a new and different environment that i think this gives the police department an opportunity to buy its way out of this just as other jurisdictions are buying their way out of it. now, the proposed bill does not say where the money would be coming from, but according to the chronicle, dorsey would need the support of six supervisors in order to put this on the ballot. in march. today's meeting starts at 2:00. live in san francisco, lena howland, abc seven news. >> lena, thank you. oakland's former police chief says a new report proves that he was unfairly fired earlier this year. the 55 page report by an independent arbitrator for exonerates armstrong of any wrongdoing in relation to allegations he mishandled two incidents of misconduct within

the department and it calls for the city to consider reinstating him. the former chief claims city leaders retaliated against him and it caused him to lose wages and benefits on top of causing emotional distress. >> as i said, from the onset of this, that i was not guilty of any of these allegations, that the facts would come out in this case. and when the facts did come out, i felt like i would be vindicated. and today is that vindication. >> oakland mayor shengtao released a statement defending her decision to fire armstrong, saying that she decided to terminate him because she was, quote, troubled by then chief armstrong's many statements indicating that he saw no need for deep reflection or change within the department. that means oakland is still without a permanent police chief. again, armstrong was fired in february . last night, the city's police commission voted to extend the tenure of interim police chief darren allison until a permanent chief is chosen. they also determined that the search shouldn't take another six months. mayor tao has threatened

to declare a state of emergency tsay if the commission doesn't give her a three candidates by the end of this year. >> a vote is expected today on a plan that could displace dozens of families living in rvs in san francisco. the sfmta board is deciding whether to limit weekday parking to four hours along winston drive and lake merced boulevard. it's for construction of a bike lane that is part of a quick build. pedestrian and bike safety project. supervisor myrna melgar represents the district and her office says it's been working to find permanent housing solutions for these families. the sfmta board is meeting at one this afternoon. the opioid crisis on the streets of san francisco appears to be getting worse. >> city health officials say 84 people died from accidental overdoses in august. that's up from 74 in july. yesterday city official excuse me city officials announced a new informational dashboard on the sf dot gov website. the dashboard will highlight overdose and treatment trends in san francisco. it'll give the

total number of unintentional overdose deaths each month and track the amount of the overdose treatment drug that has been distributed. >> legislation that aims to prevent youth fentanyl overdoses across the state is now headed to the governor's desk. yesterday, south bay leaders celebrated the passage of a bipartisan bill. it's called melanie's law. the measure from south bay senator dave cortez would give educators the tools necessary to save a child who overdoses on campus. >> the bill mandates this. it mandates that our current school safety plans incorporate strategies to prevent opioid overdoses. and by doing so, we're taking a significant stride toward safeguarding the lives of our youth. >> the bill is named after 15 year old melanie ramos, who died of an overdose in a bathroom at a high school in hollywood last year. her mom was at the event yesterday and urged the governor to sign the bill into law. >> keeping drivers behind the wheel of autonomous trucks is the goal of a rally in

sacramento today. teamsters union members are demanding the governor sign assembly bill 316. it would require a trained human operator to be inside self-driving vehicles that weigh more than 10,000 pounds. a rally in la yesterday brought out union leaders who say thousands of jobs are at risk. >> nobody's going to make us pick between innovation and good jobs and health and safety. guess what? we want it all now. auto enormous vehicle companies argue self-driving trucks would increase safety on the roads. >> and according to their numbers, there were more than 5700 fatal truck crashes in 2021. still to come, the latest tech conference in san francisco that is bringing the founders of instagram and shaquille o'neal to town. and how pivotal the port of oakland is to the bay area's economy. how much money is bringing in the jobs that's creating. >> all right. in this tuesday, looking at a lot of activity in the pacific, it will be influencing us, some of it as

doctors, community activists. they're trying to raise awareness about how quickly this drug can kill. >> reggie, this situation is terrible and makes it abundantly clear that this can happen anywhere. you may remember here in the bay area. a san francisco father says his baby barely survived after ingesting fentanyl at a popular park in the marina district. and that was back in december. so now a family in new york is grieving the loss of their child. one year old nicholas died and three other children got seriously sick after a suspected fentanyl poisoning at an at home based daycare facility in the bronx. all were taken to the hospital and treated with narcan and opioid reversal drug three

survived, but unfortunately, nicholas could not be revived. the boy's father says the family has been given no answers as to how the overdose happened. police say they found a kilogram of fentanyl in the hall and traces of the drug near where the children had eaten lunch and beneath their sleeping mats. police have arrested the daycare operator and her husband's cousin, both are charged with murder. >> a 10th of the size of a fingernail can kill an adult. so imagine what it could do to a child. >> unfortunately, we have seen cases involving kids in our emergency department. the real risk is ingestion. but as you know, kids walk around and are curious and then they put their hands in their mouths and pediatric deaths from opioids are skyrocketing. >> in 2018, 381 children died of opioid poisoning. and in 2021, that number more than quadrupled nationwide. and drugs from

marijuana to also heroin. now are being laced with the drug as well. reggie, thank you, jobina. >> happening today, the next mega conference begins in san francisco, techcrunch's disrupt sf 2023 kicks off at the moscone center and the city is hoping to capitalize on this packed schedule of major conferences as the event starts at 8 a.m. the big focus for disrupt sf will include topics on startups, tech trends and of course, artificial intelligence. nba champ shaquille o'neal and instagram co-founder kevin systrom will be headline speakers. tech experts tell abc7 news this conference will bolster the city's advancement in technology. >> just having around 10,000 people in that area talking about, you know, technology at san francisco in person is really a very good sign for san francisco. and it's basically just confirming that we are the ground zero for new technologies as the asia pacific economic cooperation conference, or apec is next up.

>> it happens in november and the host is the president, joe biden. >> a new study released by the port of oakland shows the port and its entities remain an economic force in the region and a source of good paying jobs. study found job growth related to the port has grown by 14% since the last report, which was five years ago. representing nearly 100,000 jobs created in the region. the port is the fifth largest employer in the region and the second largest in oakland. it contributes $970 million in state and local taxes , and it provides a total economic value of $174 billion to the region. local officials say the port is the engine that drives the east bay community. >> we have found that you are standing side by side with us in promoting a prosperous and a beneficial future for our area. >> that same study found business is at oakland international airport, which is

also a part of the port. have returned to nearly pre-pandemic levels. >> clorox products may be in short supply in stores and has nothing to do with covid 19. it has to do with the cyber attack. the oakland based company revealed in a regulatory filing yesterday that it detected unauthorized activity in its it system last month. clorox took action and immediately reduced operations as a result. fewer products will be expected on store shelves. they say they'll begin their return to normal next week, but they're not sure how long it will take to resume full production. >> an longtime san francisco resident is still teaching us a lot about the natural world. methusula is believed to be the oldest fish in the world in a public aquarium in methusula. wow. right here in the bay. the california academy of sciences shared this video, highlighting her story and the people who have connected with her over the last several decades or so

low 70s from san leandro union city 74 and heading inland, it's a nice day. temperatures topping off again about 80 and yes, certainly not as warm as it could be. but as we go through the next few days, not a whole lot to write home about except for those elevated winds tomorrow night. jobina. >> thank you, lisa. good morning, everyone. we're starting with our walnut creek camera because we have a crash involving a motorcyclist on southbound 680 right around treat boulevard and look at this camera. you can see all of those brake lights. we do have at least two lanes blocked right now. but this is going to significantly impact people that are in that backup. at the moment. we have no estimated time as to when those lanes will reopen. we do have a minor update on the sigalert. we've been following in livermore on westbound 580 past vasco road speeds dropping still now around 13mph. but the chp is reporting that they should be opening those lanes soon. so that's not a time they did say soon that crashes involving multiple cars and a big rig. so it should take a little bit and major injury that's involved there. but in

temperatures will be from mainly the 60s to the upper 70s to near 80. a little breezy, maybe a couple degrees cooler than yesterday. but we do have an offshore flow to talk about tomorrow night. jobina thank you, lisa. >> good morning, everybody. we have a number of issues involving traffic right now, starting with a hit and run reported at the richmond-san rafael bridge in the westbound direction. you see the backup there, huge backup right now in walnut creek. look at this southbound 680 nearly stopped traffic due to a motorcycle crash involving one other vehicle. and at least two lanes blocked in this spot. we don't have an estimated time for when that will reopen, but your average speeds are tracking around 20mph. then 15mph due to a sigalert underway in livermore. this crash is on westbound 580 past vasco road. i'll let you know when those issues clear. >> thank you. jobina. new developments from oakland. former police chief laurent armstrong has made a public demand for his job back. an independent investigation into his firing found that he shouldn't have been fired. abc7

news reporter gloria rodriguez joining us live in the newsroom with reaction to the report and what could potentially come next. >> gloria good morning. kumasi the report is largely in favor of former oakland police chief laurent armstrong. he's saying this is clear vindication and he wants his job back. his supporters are calling on mayor shengtao to rescind state him a new 55 page report by an independent arbiter later exonerates armstrong of any wrongdoing in relation to allegations that he mishandled two incidents of misconduct within the department. the report calls for the city to consider for his reinstatement and some community leaders believe that oakland should bring him back. >> chief armstrong, he knows oakland. you know, he has seen many years of our experience when it comes to public safety. he he was part of the cease fire, the gang, the gang injunction and dealing with many other law enforcement actions that we currently need today.

>> everybody makes mistakes. that's why they put erasers on the back of pencils. the point of it is to say that she made a mistake and ask him to come back, maybe even apologize. >> guys, that is bishop bob jackson of acts full gospel church, who believes the mayor made a mistake and can undo it. mayor tao released a statement saying, while the law prevents me from publicly discussing the details of the report, neither my administration nor the federal court agreed with mr. armstrong that the findings could be written off as mistakes . oakland needs leaders, including at opd, who will stand up and make tough decisions in the name of accountability and community trust by immediately and prematurely standing up for himself personally. mr. armstrong failed to stand up for accountability at opd and at the next oakland police commission meeting. they will add a recommendation to reinstate the former chief or include him among the list of finalists. armstrong's attorney has reached

effort to build a better bay area, we are looking at local people who are making a difference in their community. so jobina recently went to old school cafe. it is an at risk youth run supper club in san francisco that provides job training and support. international soul food restaurant. >> happy hour dinner live entertainment. we also do catering and private events, just as the food component. >> but it's also the fact that you can mentor and nurture a group of youth. the old school is targeted for at risk youth, meaning youth that have been, of course, formerly incarcerated, going through foster homes. >> so old school is here to break up that cycle. they could find a way to earn money legally and in a safe way. it was really about how do we showcase all that these young people can do and who they are, instead of only looking at them for the worst thing they've ever done.
