>> and i'm ahmad daetz. the unhealthy conditions are forcing people to alter their outdoor plans. while some schools and local attractions closed altogether. >> we have abc seven news team coverage and we'll start with meteorologist sandhya patel. sandhya. conditions out there just do not look good. >> yeah, it's been really hazy and smoky. larry and alma best to avoid exposure. let's take a look at a live picture from our emeryville camera. you can see as we look towards 80 that it's sort of a murky view as smoke impacts from those wildfires in northern california. and oregon continuing here in the bay area. spare the air alert is up today and it is going to continue tomorrow. poor air quality both days. one thing we have noticed today is very subtle, but the onshore winds have picked up napa, gusting to 28 miles an hour. and that has brought some improved to parts of the north bay in the green as you will notice. but many parts of the bay area in the yellow, which is moderate and orange, which is poor for sensitive groups, you'll want to shut your windows and doors and put your ac on,

recirculate if you do have it, because it's not good, obviously, to breathe this as we go hour by hour that smoke is still with us at 6:00 this evening, 9 p.m, still a little bit hazy. and then as we head towards tomorrow, we'll continue to hang on to some of that until late tomorrow night. i do want to show you the visible satellite picture because as you will notice, there is a fire that's burning right here in the western portion of oregon. there is another fire that's burning up around northwestern california. and the combination of the two bringing us the smoke, fire danger is going up for parts of the bay area tonight. i'll be back with that warning coming right up. >> all right, sandhya, thank you. fire fighters say moisture expected this weekend in the oregon area where a series of wildfires is burning could shift the flow of smoke. that would then bring relief here in the bay area. it's part of a sudden spike in an otherwise slow fire season across the west. >> we have been very fortunate this year, although we started

off very slow, very below average for the most part across the entire western us. the past few weeks have seen a dramatic increase in activity. >> the bay area has 30 air quality monitoring stations to track the latest aqi levels to put it in perspective, the data shows the air quality we're experiencing today hasn't been this bad in nearly two years. >> and that poor air quality prevented the oakland zoo from opening today. staff was still on hand to care for the animals, but no visitors were allowed inside. and as abc7 news reporter lena howland tells us, schools and businesses also made adjustments due to the unhealthy conditions. >> a thick blanket of smoke covers the bay area so thick you could hardly see san francisco from the east bay. >> i think it's terrible but i didn't realize it was so bad to the point where they had to close to school. >> the lake school, a preschool near oakland's lake merritt, making the difficult choice to close early, calling for the early pickup of around 40 kids. >> and they were only able to play for about two hours before

we had to make that phone call to send them home early. >> this happened when the air quality index hit 150. >> when we have this bad air quality, we have to have everything shut down and air filters running. but when it reaches the point of red, it's just like that call of do we stay inside and, you know, maybe pass illnesses or do we try to have early pickups and really just keep everyone safe? >> cyrus yamin, a parent, is finding the silver lining. >> it threw an awesome wrench into my day because i get to have an adventure with my son. prem, what are we going to do, primo? have adventure minutes away. >> children's fairyland making a similar decision to close its gates early by one in the afternoon. up until that point, they were offering masks to guests as they entered volunteer for summer. cunningham said she kept her mask on the whole time. we're both really sensitive to the smell and i currently can get headaches. >> it's maddie here has a hard time with breathing. it definitely provides a lot of discomfort. >> meanwhile, the oakland unified school district is

instituting its poor air quality day protocols. >> but so we've we've been informing our staff uh- to keep windows closed in the classrooms to keep their air filters on high. >> if the air quality index reaches 151 or higher, all activities will be moved indoors. but ousd tries to avoid canceling school altogether. >> and so we know that if they're at school, they're a bit more protected at least in certain circumstances, than they might be if they were elsewhere . so we are very hesitant to actually cancel school in oakland. >> lena howland, abc seven news tomorrow nights 40 niners game at levi's stadium against the new york giants will likely go on as scheduled. >> and for the nfl to consider postponing it because of the smoke the air quality index needs to hit 200. and so far it hasn't come close to that, even though it is quite hazy. the last time poor air threatened a niners home game was in september of 2020. that game also went on as scheduled, but back in june, the new york giants did have to cancel practice because of the fires in canada.

>> reminder, you can check the air quality anytime you want using our online interactive tracker. it shows you where the fires are burning. you can find all the information at abc7 news.com and we've actually put it on the home page just to make it easier for you to find it right now. >> happening now, the sunol glen school board is holding a special meeting following last week's vote to ban special interest flags like the pride flag. abc seven news was there as the meeting got underway this afternoon. there was a brief public comment period before the board went into closed session. a group of school staff came up to the microphone and criticized last week's vote. >> our staff is not functioning as a team now because of the board's decision last week. staff are no longer willing to be as open with each other as we once were. we're cautious. we're guarded. >> alameda county superintendent has come out against the board's decision to ban the flying of all flags except the california state and us flag. in her words, the ban isn't the best in the best interest of the students or the district's future. >> meanwhile, in the city of oakland, there's a new comprehensive resolution aimed at tackling crime. it was passed

last night during the city council meeting, which lasted nearly 12 hours. but as abc seven news reporter sara hassan tells us, some community groups are raising concerns about the plan. >> it takes a comprehensive approach to address crime, to reduce crime and make our neighborhoods safer for everybody. >> oakland city council member dan kalb says the resolution that passed tuesday night is a new, more comprehensive strategy to increase public safety. >> that moves us, moves the city forward, pushes the opd to do more, and directs the city administrator to move forward on a range of things. >> the resolution aims to fix staffing problems at oakland's 911 dispatch center by finding ways to recruit and retain staff, recruit, boosting the fbi's help to investigate crimes, setting up lateral police academies, which means bringing in police officers from other jurisdictions and installing high tech cameras on freeway onramps and in business corridors by creating a grant program that allows business associate unions to purchase these cameras and put them on

private property, that would have access to. the resolution also establishes permanent neighborhood beat officers, expands the fire program and funds re entry services, vital reentry services, which are crucial to reducing crime and helping people throughout alameda county. >> there's been so much focus on investing in the response to what we call crime, what we need to be doing is investing in our youth, investing in oaklanders to ensure that these thefts don't happen in the first place. >> james burch with the anti police terror project applauds the city for taking a more comprehensive approach to public safety. but he has concerns with the resolution that passed. >> lateral academies are known as bad cop academies. it's an opportunity for cops who fail out or can't cut it to find a new job. and so you're basically recruiting the worst of the worst. he points out that the oakland police department is still under federal oversight and that there is still mistrust within the community. how do we expect them to uphold the

privacy rights of civilians within even, even larger, more expanded camera network? >> council member kalb says city staff has until december to come up with a status report for each of the proposals in oakland on sanderson. abc7 news. >> today a judge denied bail to the suspect accused in the shooting death of a los angeles county deputy sheriff. 29 year old kevin salazar pleaded not guilty by reason of insanity to multiple felony counts, including murder with multiple special circumstance and murder of a police officer. prosecutors believe salazar knew what he was doing when he allegedly shot and killed deputy ryan klinkenberg in palmdale on saturday. >> he purses his gun. he used a gun. we know that he functions generally well. he holds employment. you know, so we know a lot of things about him that indicate to us that he had you know, that he was aware of the import of his actions. >> salazar's court appearance happened as l.a. county law enforcement officers escorted

in santa clara nearheorder of san jose. abc7 news south bay reporter zach fuentes was at the grand opening and has more sweet potato parsley, bell peppers and so much more are growing right in the middle of this santa clara neighborhood. >> just a short walk away from westfield valley fair mall and santana row in the south bay. it's an urban farm called agrihood. >> this is the first urban agrihood in a city of this size or in any in any city in this country. and it's got an agriculture working farm here. >> but that's not all. agrihood is also the site of affordable housing, with a focus on seniors and veterans, providing not just a place to live and access to produce, but also a community with farmers markets and gardening lessons. >> it's going to give them something to do, places to be. we're going to have 50 pop up events a year here, so they're going to meet each other, have fun together, and really enhance their quality of life.

>> community member kirk vartan was one of the driving forces behind the project. he started encouraging the city 20 years ago to revitalize the former uc davis agriculture site. >> we started connecting and we started engaging community and we started having meeting after meeting millions in funding from 2016. >> measure affordable housing bond and the city of santa clara helped fund agrihood, bringing in a master developer called the core companies 165 affordable units have been allocated for older adults, including 54 units of permanent supportive housing . >> for us, it was really important to look at what are we building and who are we serving? and we know that our homeless population is aging and agrihood is responding to that need. >> residents are already moving into units with more expected. and though the housing is key, those behind this urban farm stress that the brand new space is for everyone, not just for the residents. >> it's for everybody. and that's that's really the goal is so this is a this is a community public asset. how does public space serve the public? and that's really what i think this will do in santa clara.

>> the smoke that's blanketing our bay area skies will eventually clear, but researchers at stanford's doors school of sustainability say an ongoing cycle of wildfires is literally tipping balance on air pollution in california. environmental scientist marissa childs was a co author, particularly in california. >> wildfire smoke is undoing a bunch of progress towards air quality improvements. and in california, specific, we estimate that the trends in air quality have reversed because because of wildfire smoke and that reversal has been dramatic. >> they say particulate pollution in california and nevada had actually fallen nearly a third from 2000 to 2015. but from then to now, that same pollution index is up 14, driven in large part by the wildfires that has swept through the sierra and elsewhere. marshall burke led the study. what we're seeing now is that for days at a time or weeks at a time or even months at a time, in recent years, we get wildfire smoke that really sticks around.

>> and when it does that and it sticks around in high levels, it can have a substantial effect on the overall annual air pollution in a given area, enough to threaten air quality gains made by cutting pollution from cars and factories with the help of the clean air act passed half a century ago. >> and while the landmark law regulates most sources of pollution, they say it does not include wildfires. >> that's not going to be sufficient. if we want to think about clean air for, you know, the population, wild fires are starting to have a really big influence on total air quality. and if we omit them from regulation, we're just not going to be able to protect people's health in the same way. >> and whether that's controlled burns or other fire management techniques really, researchers believe the wildfire trend could trigger a serious rethinking about managing a growing threat . i'm julian glover, abc7 news. >> and researchers also point to the effects of climate change and ongoing cycles of drought and hotter temperatures in

driving the wildfires. >> all right, so let's get more on the air quality conditions right now. yeah, let's get to abc seven news meteorologist sandhya patel. >> sandhya. yeah and larry. and let's take a look at some live pictures. you can pretty much see that smoke and haze still impacting the bay area, although i do have a little glimmer of hope. look at the view from exploratorium. we're seeing some blue sky as the sea breeze has picked up. looking at live doppler seven right now, we do have low clouds near the coastline are just lingering this afternoon. and here is what's going on in the atmosphere. so the reason we're still dealing with this smoke is this area of low pressure is deepening. the winds are coming out of the north and that's dragging smoke down from oregon and northern california to that trough will continue to deepen. and as it does, the winds will begin to ramp up later on tonight for the north bay mountains, solano and lake counties. that's when a red flag warning goes up, which is 11 p.m. tonight, until 5 p.m. tomorrow. northerly wind gusts to 35 miles an hour, minimum humidity will be between 22 to 35. so any fires that develop

will rapidly grow in size and intensity. but we are not expecting this to be a strong wind event. it will be gusty. 11 p.m. tonight, you will notice 29 mile an hour winds picking up to about 34 in the wee hours of the morning. that northerly wind does dry out. the atmosphere continues through the morning and then the winds will ease as we head into the afternoon. but the fire danger will be increasing, particularly early in the north bay mountains. you will notice it's yellow and orange, which is high to very high for parts of the mountains there. so just be aware of your surroundings. just in case something does break out. 60 to 80s really in terms of temperatures, it's comfortable from our exploratorium camera. we are seeing some peeks of blue, as you will notice, hazy skies and spare the air through tomorrow. gusty in the hills, higher fire danger late tonight and we are looking at fall arriving friday with better air quality for your weekend hazy first thing in the morning there will be some low clouds around temperatures in the 50s.

tomorrow afternoon, you are looking at sunshine, but it will be hazy tomorrow as well. low 80s inland, mid 60s coast breezy right near the coastline. and as we check out what's ahead for next week, the first rain of the season could be coming through here. right now, the models are showing the potential for wet weather monday night into tuesday and right now it doesn't look like a whole lot of rain, but a few hundredths of an inch up to 15 hundredths here locally could see upwards of an inch up in northern california. so that's where the action is going to be. accuweather seven day forecast it hazy skies tomorrow fall begins on friday at 1150 at night and for that first weekend of fall we are looking at below average temperatures but the good news is better air quality for outdoor plans and then a chance of some showers early next week. alma and larry, that'll be a relief. yes. >> all right. thank you, sandhya . it's now looking more likely that p-g-and-e's will shut off power to some homes tonight or tomorrow to reduce the risk of wildfires as the wind kicks up the public safety power shut off

free a special casting opportunity was held in silicon valley today, and it was for dogs only. >> yes, theatreworks held a dog audition today for a small part in its upcoming play. mrs. christie. the tony award winning company is producing a madcap mystery about the queen of mystery novel list, agatha christie. dozens of dogs and their owners put on a show today, hoping to portray christie's beloved wire haired terrier. >> peter, though her real pup was a terrier. the artistic director of the show says they're looking for a well trained dog of any size. that can also sniff out clues.
