i just getting used to the smoke? >> i hope not. you know, it really varies in your location. like i'm kind of close to the water and i had a really strong onshore flow yesterday and i was like, it's not that bad. but then i heard other people say, it is way worse. so the wind has a lot to do with it and it should be worse in the morning because the winds have backed off. and with that, we kind of get the smoke piling up. but we also have the marine layer out there this morning, which is over 2500ft deep. so, yes, in some spots, when we look at the current air quality, it is moderate. we even have a green there by vallejo. so it is a little bit better. i really think that sea breeze yesterday they helped us out, not a whole lot going on with the sea breeze. now we have the upper level northerly winds. here's our loop from today. notice we're under the light blue, which is better than the oranges. so that means we'll have some haze. and i do think it might be a little bit better. look, in the morning, temperatures upper 40s novato, santa rosa and here are the north winds. you can see saint helena, 30 miles an hour. so that's why we're still under a

red flag warning here for to the north of us through 5:00. so certainly dry conditions, relative humidity is at 55. it will be dropping through about 30. much colder air this morning. so grab the jacket, then a hazy sun throughout the day. good morning, jobina. good morning, lisa. >> thank you. hi, everyone. so we are following a crash right now in lafayette. it is in the commute direction, eastbound 24, just before oak hill road. so heads up. that's a part of your commute this morning. elsewhere though, we're looking pretty clear in emeryville showing you 80 right now. the headlights are traveling towards the maze for your reference, tail lights here in this live picture from the san mateo bridge traveling towards the peninsula in the westbound direction. we are already seeing some slowdowns, though, this morning. tracy to dublin, 36 minutes and antioch to concord, 25 minutes. we'll continue to watch those. >> thanks, jobina i trifecta of weather related events is happening today. a spare the air alert is still in effect through today because of that lingering smoke. a red flag warning is in effect for fire danger in sections of the north bay. and those winds are leading to a chance of a few p-g-and-e's

power outages and i really mean a few here in the bay area. yeah. >> first, let's get to the smoke . a blanket of it has settled across the bay area. just look at this haze. this is across downtown san jose. video taken yesterday. the lingering effects canceled some sports practices but didn't stop everyone from spending time outside. abc seven news reporter gloria rodriguez in the south bay live with a look at the air quality there this morning. hi, gloria. >> good morning. kumasi i know reggie mentioned that it seems a little bit better today. does seem a little better today in palo alto from our perspective so far. i feel like yesterday when we got here, you can kind of smell the smoke more more than you can today. but it is dark out, so it's hard to tell if it's still hazy out there. but that spared the air alert is in effect today. and those unhealthy for sensitive group conditions will continue likely through tomorrow. so there have been some impacts to activities because of the air quality. daly city recreation activities will be held indoors for the rest of

the week for the safety of seniors and youth in redwood city. red morton park soccer practice was canceled for austin woodward's seven year old daughter and pickleball player ben philippe decided to take the extra step and mask up during his match with the smoke on wednesday. really got to him, but it didn't stop hundreds from enjoying oktoberfest in downtown redwood city last night at the five day event runs through sunday. even in spite of how smoky it is outside, we've got all sorts of traditional german beer, food and everything, everything you could possibly ever want. >> we have a couple of people in masks, but everyone seems pretty comfortable. all thank you. appreciate your time. >> i know a lot of people, pereira says his son and 100 other kids with rc 40 niners were going through their regular practice last night and others also were not too concerned. the air district says that the wildfires smoke is difficult to predict because of a lot of

factors such as the wind. live in palo alto, gloria rodriguez, abc seven news. >> thank you, gloria. in the east bay the effects of the smoke were felt all across oakland children's fairyland closed yesterday early because of the poor air quality. the oakland zoo never even got that far. they decided in the morning that it would be closed for the entire day. a preschool near lake merritt ended up having to send kids home after the air got worse throughout the day. >> say we had probably about 40 students come by and they were only able to play for about two hours before we had to make that phone call to send them home early. >> oakland public schools took precautions, including keeping kids with sensitive conditions like asthma indoors. the district says canceling classes is a last resort. >> p-g-and-e's has raised the likelihood it's going to shut off power for a preemptive move to reduce the risk of wildfires. this will affect very few of you, only one bay area counties included napa, and it's only for 7 in 7 customers. it's part of a

psps warning. it went into effect yesterday. it goes into today in total, about 5000 customers across eight counties in northern california may be impacted. you can get live air quality and weather forecasts anytime through our abc7 news bay area app. it has 24 over seven checks on the conditions where you live. just download the app wherever you stream in the east bay. >> the oakland city council passed a sweeping public safety plan. it aims to shore up the police department with more officers. ask for the fbi's help in investigation and install high tech cameras. this decision is coming after the city missed a critical deadline to get funding to fight retail crime. >> it takes a comprehensive approach to address crime, to reduce crime and make our neighborhoods safer for everybody by creating a grant program that allows business associations to purchase these cameras and put them on private property that opd would have access to. >> it also funds reentry for people who are living incarceration that supporters see, that supporters see that as critical to reducing crime as

well. the city has until december to come up with a status report on each item in this plan. >> safety changes are on the way for the twin peaks neighborhood in san francisco, and po live there say anything would help. a camera will be installed at the twin peaks entrance on portola drive. mayor london breed's office tells abc7 a license plate reader is also in the works. people living in the area say they welcome the changes because they worry about their safety. i do support it because you know i've lived here for a while and i had my house broken into. >> maybe cameras would be good. i don't know. anything to help you know, solve the problem or at least catch the people that are doing it. >> the changes follow a deadly shooting in twin peaks, which left a 19 year old dead sunday morning. in an in-studio interview with the mayor called the shooting a targeted attack. more on the school flag debate in sunol. the school board held a follow up meeting to last week's very contentious meeting , but it ended up not taking any action. last night's meeting drew another huge crowd

following last week's decision that essentially banned the flying of any flag that is in the us flag or the state flag. there were rumors the sunol glen district board would fire its superintendent as well as its legal counsel. but that didn't happen. the superintendent did say he is against the flag ban. yesterday's meeting drew the alameda county superintendent, who said that she would consider withdrawing support for the district over the ban. >> it is our moral imperative to make our schools safe for our kids to thrive and learn and it is really, really troubling when we let politics take that over the last people are upset because this would affect the pride flag. >> it's not clear what's next. but there is already at least one challenge to the flag ban and there are groups considering other actions, including pulling students out of the district. >> out in the south bay, there's a showdown brewing over what's

being taught in the classroom. a rally billed as no room for hate took place outside san jose city hall yesterday. it's in response to another group that is seeking to ban teaching critical race theory as well as numerous books perceived to have an lgbtq+ theme. >> we will not stand silent and let them roll back and ban books. we will not stand silent as they go after the lgbtq community and those transgender youth. we will not be silent >> two san jose city council members are proposing a resolution that reaffirms the city's commitment to racial justice and inclusivity. >> the federal government announced it will begin reviewing the discharge records of lgbtq plus veterans to see if more vets could be eligible for benefits. the department of defense announcement comes on the 12th anniversary of the repeal of don't ask, don't tell for the first time, officials will be proactively looking at the records of veterans who were less than honorably discharged because of sexual orientation.

if they are eligible to be upgraded to an honorable discharge, this entitles them to full veteran benefits. veterans are also able to apply for this review today. >> ukraine's president vladimir zelensky, is arriving in washington, dc. the white house is planning to provide a new $24 billion aid package to ukraine. it includes additional artillery , anti armor, anti aircraft and air defense capabilities to help the country fight russia. some republicans on capitol hill oppose the funding as a federal government shutdown is looming. zelensky is expected to discuss how the aid will help ukraine win the war. >> developing news in washington . lawmakers have just nine days to avert a federal government shutdown. republican house speaker kevin mccarthy says that he has a short term plan to fund the government through october, but it's unclear if it has enough support to advance in the house and the democrat led senate jobina is tracking that from the live desk. jobina thank you, reggie. >> the shutdown deadline is at midnight, september 30th, and after an hours long meeting with

house republican conference members, speaker mccarthy is leaving up optimistic about a short term government funding deal that they worked out. sources tell abc news the proposal includes deeper spending cuts and stricter border policies, but it faces an uphill battle in the senate. former house speaker nancy pelosi accusing the republicans here of not keeping their word on spending levels agreed to with democrats. some hard line republicans are voicing opposition to same. carthy is breaking deals he made with them that to become speaker. >> all we've gotten are lies and broken promises and failure and shutdowns. >> it's very hard when you don't have shared values without a funding plan. >> estimates project that 4 million workers won't be paid, including the military and federal law enforcement. speaker mccarthy says he intends to hold house members in washington until at least saturday as the

september 30th funding deadline looms for everyone. >> good morning, everyone. another spare the air alert today. live doppler seven. there is fog out there and we do have a red flag warning which continues until 5:00 for the mountains of the north bay. we're already picking up some pretty good gusts over 45 miles an hour. even 50 and 58 miles an hour. so relative humidity dropping. it's not going to be till late morning when we see the winds subside in the hills. so poor air quality today, moderate tomorrow. and then look at the weekend. it looks pretty nice. we will have our onshore flow today, a lot like yesterday, but still hazy skies expected 52 in sunnyvale. and as we look up towards the north, look at those 40s in santa rosa novato as well upper 40s. here's a look at the relative humidity now it's pretty high. that's what we like. but as we go through 11:00 look, santa rosa, napa, fairfield drop in to about 33% there and as we continue this loop here, you'll notice

in san francisco wednesday. vo is also asked if he thinks concerns like cars getting in the way of first responders are valid. he acknowledged the vehicles moved differently than human drivers, but that they result in fewer collisions. >> the observation wheel that popped up in san francisco's golden gate park back in 2020 could be on the way to the waterfront. according to our media partners at the standard, there's an idea floating around the port of san francisco's north, an advisory committee to relocate it when the city hosts the asia pacific economic cooperation summit or apec summit in november. organizers are still working on a permit. they're trying to figure out where would be the best spot. the apec meeting is expected to draw 30,000 people to san francisco. now it's set for november 12th. that is that's basically tomorrow. that's basically tomorrow. so if you see a ferris wheel moving through the city, that's it. >> here's a live look at the bay bridge this morning. we have an update on the lights project that would illuminate the entire

western span. you probably remember the lights got turned off in march because the people behind the project didn't have the money to fix it. they are now just $2 million short of their goal of 10 million. if they hit it. the plan is to light up both sides of the span. >> this is an example of where your philanthropy, your generous investment can really go. a long way. not only will you unleash the full $10 million, once we cross that that $10 million threshold, you'll create a work of public art that will be radically accessible to millions of people. >> turning the lights on would not be instantaneous because it would take several months to repair the old installation and set up the new one. >> today's san francisco city leaders are unveiling a project at leeds wharf. they are hoping the updates will transform the landing into a downtown destination. people can expect to see murals, lots of outdoor seating. they have a lot of events planned, ranging from performances to morning gym classes. there are also

restaurants, bars and shops nearby. and i read that they have free food for people if you get there early. so i'm trying to go down there. this looks really cool. >> okay. yeah. a new farm is now open. one of the busiest areas in the south bay. it's apparently the largest urban farm in the state, and it's called a first of its kind space . it's on north winchester boulevard in santa clara, near the border with san jose that is very close to santana row and westfield valley fair mall. it's called agrihood, and it offers up a lot more than just fresh produce. there's also affordable housing that's geared toward seniors and veterans. >> this is the first urban agrihood in a city of this size or in any in any city in this country. not just for the residents. it's for everybody. and that's that's really the goal is. so this is a this is a community public asset. how does public space serve the public? and that's really what i think this will do. there are plans to hold dozens of pop up events throughout the year at the farm to build community. >> one local dog is going to be in the spotlight in an upcoming

play in silicon valley. theatreworks held a dog audition yesterday for a small part in the upcoming play. mrs. christie. the tony award winning company is producing a madcap mystery about the queen of mystery novelist agatha christie. dozens of dogs and their owners put on a show hoping to portray christie's beloved wire-haired terrier, peter. now her real pup was a terrier, but the artistic director of the show says they are looking for a well trained dog of any size that can also sniff out clues. >> they say don't bring a dog or a child out on stage unless you're ready. and today was fantastic because we realized, yeah, this is fun. >> the mrs. christie play premieres saturday, october seventh and will run through sunday, october 29th. why are you laughing, friend? why are you laughing? >> because some of these dogs aren't going to make it. >> they're not going to make it. they don't know. hey you were so generous with the cheer kids. >> you didn't deny any of them.

and you're saying that these dogs are going to make. lisa's got the receipts. >> no. wow >> the dancing kids are a little better trained than some of these dogs. i feel like it has to be the most trained dog you've ever seen in your life. to work on stage. uh huh. >> what about personality? >> personality is great, but they can't be running into the audience, you know, like someone can't sneeze and then go like, huh? you know, they have to be, like, extreme focused. >> that's true. yeah. i'm excited to see what they pick. >> mhm. >> all right. all right. lisa, what are we talking about today? because this smoke. >> well, you know, it was a little better yesterday. i thought, in my neighborhood. but then others didn't think so. but as we get to the readings, you'll see that we have improved since yesterday. and actually tuesday was the worst when we had the red and as we get that onshore flow day after day, it does help a little bit. and here's a look at our air current air quality where we're in the moderate category for san francisco, oakland, you can see sensitive groups still in the orange here from the east bay to the south bay. but we haven't

gotten into our sea breeze, obviously, upper 40s in novato and santa rosa, but we have those strong north winds. that's why we have our red flag warning for the interior hills around hillsborough to around 40 and 50 mile an hour winds already. but there's a look at our fog as it pulls back. then we'll get into the sea breeze so the rest of us will have that hazy afternoon sun. it's the north bay until about 5:00 because of this system here dropping to the side of us that will allow for those breezy winds. then we get a good weekend. and look what is on its heels. a cold front that looks to bring just a little bit of precip our way for the beginning of next week, maybe a couple hundredths over a 10th up in santa rosa. so as for today, the hazy conditions, the breezy to gusty winds above about 2500ft in the north bay. and we'll look for temperatures to stay the same. upper 60s in san francisco, low 70s oakland low 80s inland and air quality gets better tomorrow. fall arrives for the rest of the week. we're looking at good air quality and

>> number seven the cvs store on mission and second in san francisco is going to be shutting down on october 23rd. if you have a prescription there, it will be transferred to the one on van ness and turk after it closes next month, the company will have less than a dozen locations in san francisco as well. despite the haze that we're seeing in the air, tonight's 40 niners game at levi's stadium against the new york giants will almost certainly go on as planned for the nfl to consider to postpone it. the air quality index needs to hit 200, and it's not even close to that, even though it's pretty hazy out. the last time, poor air threatened a niners home game was in september of 2020. but even then it went on as scheduled. >> the poor air quality didn't stop people at tpc harding golf course in san francisco, the second annual university of san francisco, howard university intercollegiate golf tournament wrapped up tuesday and was a success. 13 teams participated this year, which is an increase from last year's nine teams. the tournament puts an emphasis on,

major policy announcement by the biden administration. the resources now heading to the southern border in an effort to grapple with the influx of mass migration in the bay area. >> 100 people in san francisco are being told to leave the new parking lot, forcing many to move. >> california's efforts to combat pollution now being undone by all this wildfire smoke. a look at a new study showing just how dramatic that reversal has been. >> good morning, everybody. it is thursday, september 21st. >> let's start with the check on the weather with lisa. >> all right. the next couple of hours, four hours or so are high elevation wind creating that red flag warning up here in the north bay. this is a look at the smoke forecast, a loop for the day today. and tomorrow, we're in the blue. that's a little

better. yesterday, we had the yellows and oranges. so we'll continue to be moderate to unhealthy today. our spare the air alert, our red flag warning winds to the north at 26 miles an hour out of the north. look at mt. diablo, 45 mile an hour wind gusts. and so the relative humidity, 80 to 90% right now. but as this continues through the next four hours or so, the relative humidity drops. look at the cool temperatures, 46 novato, 49, santa rosa, 55. san ramon and looking at a 13 degree temperature drop in the north bay, six degrees cooler for hayward. so the fog it will clear quickly. we'll be left with mostly sunny skies, hazy conditions. some smoke out there. i think it will be slightly better today. our onshore flow increases throughout the afternoon. good morning, jobina. >> good morning, lisa. hi everyone. we're going to start with the bay bridge toll plaza. no metering lights on yet. of course. we'll let you know when they flip on. our only significant slowdown this morning is actually going to be at the richmond san rafael bridge due to a stall on the center span there on the

westbound direction. this is walnut creek, though, showing you 680 tail lights in the southbound direction. and then let's check out our drive times. they remain consistent for both tracy to dublin and the antioch to concord commute and then san rafael to san francisco right on time along 101 in the southbound direction. you're looking at 14 minutes coomassie. thank you, jobina. >> time is ticking for more than 100 families living in rvs in san francisco in three months. people who keep their rvs along. winston dry behind stonestown mall will not be able to park there long term anymore. sfmta just voted to start implementing a four hour parking limit so crews can start to work on a pedestrian safety project. we spoke with one man who's lived in his rv with his wife for a year. we have families here that they have children. >> they have teenagers. they have kids. and i don't know what's going to happen if they lose their place because nobody wants to see them living on a tent. >> the parking restrictions don't go into effect for three months. the city is hoping that

gives enough time for residents to and the city to find solutions. the city's department of homelessness and supportive housing confirmed 20 families with kids have been offered long and short term housing vouchers . the department is also looking into potential safe parking sites. >> new details this morning on the windows that broke in downtown san francisco during the storms in march. a new report looked at 31 windows and says most of them already had problems before the storms blew through. repair those would have prevented just about all of them from shattering the department of building inspection says it's going to make some changes, including requiring visual inspections of all buildings, 15 stories or taller. that were built after 1998. it expects building managers to make repairs promptly in the south bay highway 87 will be closed this weekend. all northbound lanes will be shut down between interstate 280 and highway 85. in san jose. caltrans crews will be repairing the pavement, working on one direction at a time. repair work begins

tomorrow at 9 p.m. it'll wrap up monday, september 25th. by 5 a.m, caltrans says anyone traveling on highways 101 to 80, 85 or 79 can expect a major backups. a judge has denied bail to the suspect accused in the shooting death of a los angeles county deputy sheriff. >> 29 year old kevin salazar pleaded not guilty by reason of insanity to multiple felony counts, including murder with multiple special circumstances and murder of a police officer. prosecutors believe salazar knew what he was doing when he allegedly shot and killed deputy ryan clink clincoln boomer excuse me, in palmdale on saturday. >> he purses his gun. he used a gun. we know that he functions generally well. he holds employment, you know, so we know a lot of things about him that indicate to us that he had you know, that he was aware of the import of his actions.

>> salazar's court appearance yesterday happened as l.a. county law enforcement officers escorted clincoln boomer's body to a mortuary in covina. the 30 year old was a third generation sheriff's deputy. he now to the us mexico border where the biden administration is proposing new policy ways to handle the surge of migrants. abc news reporter rhiannon ally tells us more about the new plans as border cities declare emergencies. >> this morning the biden administration is announcing new policies to handle the surge of migrants crossing the southern border and overwhelming cities across the country. >> there's no end in sight. we don't know when it's going to end. >> the administration will now send 800 defense department personnel to the border in addition to the 2500 national guard members already deployed to help customs and border protection. the administration is also expanding deportation protocols to remove more families under an already existing program. and in perhaps
