those hazy skies this week. is it looking better today? yeah we were talking about the worst day being tuesday and each day after that, certainly hazy, but not as bad. >> and we're in that realm again today as we have another spare the air alert. the cold front is on the way, though, for monday. that will really help us out. but between now and then, we're going to see some improvements slowly, certainly as we get into your sunday live doppler seven, partly cloudy skies. this was a look at our sutro tower camera. you can see the haze there. poor air quality north bay coast and central bay with moderate air quality elsewhere. everyone improves tomorrow and it is 56. downtown, 57 in mountain view, half moon bay. and we'll be looking at some haze with partly cloudy conditions today to mostly sunny 55 in concord. but temperatures remain below average, mainly in the upper 60s from san francisco, mid 70s and oakland and inland. we'll see some upper 70s, but tomorrow we'll see some big improvements as the haze moves off to the south and east of us. and then

we're going to track a cold front that will bring in some early season raindrops on monday. gloria >> all rightthk you so much, lisa. a two year old died following a shooting in vallejo. few details are available, but we're told it happened on alhambra avenue yesterday morning. police say a family member brought the boy to the hospital and the toddler had at least one gunshot wound. they say the shooting happened at a home, but the circumstances are not clear. no arrests have been made. six year old jeremy stoner was assaulted and strangled and a suspect was arrested but later cleared. and jeremy's murder went unsolved until this week. abc seven news reporter tara campbell shows us how police finally cracked the cold case footage from more than three decades ago. >> abc seven news there for the funeral of six year old jeremy stoner abducted near his family's vallejo home in 1987. his body found days later on sherman island in sacramento county. >> we are in the process as we

have been for the last several days, of going throughout that area. and looking for suspicious people. anything that may be suspicious that has come through that area that year, police did arrest and charge a man with murder and kidnaping, but the case was dismissed and the investigation then went cold for decades. >> that is, until this week. solano county district attorney krishna abrams announcing friday a new suspect in custody identified using dna technology. in a statement, she said, i am so thankful to have such dedicated cold case investigators that no matter how much time goes by, they remain steadfast in their commitment to solving these horrific cases. jim hammer is a former san francisco assistant district attorney. >> the second level is think about the guy who was wrongly accused of this. i mean, a man sued, falsely accused of rape and murder of a young boy. i can't imagine a worse false accusation. >> now, this week, investigators arresting fred kane, the third, at his home in central point,

oregon. he'll be transferred to solano county to face a murder charge. he's also accused of kidnaping and. >> but if dna is collected properly and everyone follows the procedure, there's in my mind, no better evidence in the world because it can prove conclusively who committed this crime and perhaps soon some long awaited closure for this community. >> tara campbell, abc seven news. governor newsom is urging the supreme court to reconsider a ruling that blocks cities from clearing homeless encampments. >> he filed a brief yesterday warning that the high court that cities are paralyzed by the decision. newsom's filing comes as san francisco is fighting an injunction preventing it from clearing encampments. district attorneys in sacramento and san diego have filed a similar briefs. san francisco is considering bringing back patrol specials, a private security service from the gold rush era amid a police shortage. one police commissioner believes it

is a good idea. abc seven news reporter lou pena looks at what it would take to revive the patrol specials program for crime in san francisco is trending up. >> according to the latest city police data robberies over the last 12 months are up 6% compared to the annual average over the last four years. vehicle thefts are also up 19% compared to the yearly average. city officials are now getting creative, looking at the past to stop future crime, they're considering something called patrol specials. >> a patrol special is a modified private security. so this also will free up our police officers to actually fight crime. >> san francisco commissioner deborah walker presented this proposal to the police commission this week, hoping to officially bring back a squad of this type to the city. >> is an existing program that began back in the gold rush days when we didn't have police. but it's always operated sort of

side at the same time as our police department. >> currently, there's only one patrol special still active in san francisco. he urged sfpd's chief and other commissioners to revive this program. >> when i became patrol special in 1977, it was 450 patrol specials that was assistance and beat owners. >> sfpd is about 600 officers short patrol specials would be assigned to specific blocks where businesses request their services in the past, they have been armed and their uniform is very similar to that of an officer. >> we have our ambassador programs. we are looking at using police reserves and paying them. >> there are about 260 businesses in fisherman's wharf . the community benefit district says safety is a major concern for patrol specialist program is crime prevention through presence. >> and that is what we're asking for. just having them around will give tourists. they'll make them feel safer as the police

commission irons out the details. >> supervisor peskin is also worried about why they disappeared. >> the police officers union was never big. fans of the patrol special. they saw them as competition. we're no longer in those days. we're short several hundred police officers, so hopefully those issues will go away. >> now, we also contacted the san francisco police union for comment and did not hear back. there's also an issue of fairness because some neighborhoods will be able to afford patrol specials and some want. for now, the police commission is working with sfpd to define what the training and strategy will be moving forward . in the newsroom, lou pena, abc seven news. >> alice, thank you so much. shutdown that will last all weekend. the northbound of highway 87 in san jose closed last night between julian street and highway 85. crews are working on a major lane resurfacing project. the closure is expected to run through 5:00 on monday morning. another closure will take place the

closer look at what this event means to the community. 8-80. >> for the first time in martinez history, the city is holding its first pride celebration on saturday. >> i went to school in martinez and i remember there was nothing available for pride. christian aguirre is executive director of the rainbow community center, the lgbtq nonprofit serves people of all ages in 19 cities across contra costa county. >> this year, it's the main event sponsor for martinez pride . >> we really want to elevate that message to create awareness , and also to allow people to feel welcome everywhere they go in our county. >> and for the main organizer, sarah tucker, it's personal. >> it just it helps, right? as a parent and as a queer person myself, it helps to know that our community is behind us. >> martinez is now one of several smaller communities that have adopted their own pride. instead of relying on events in larger cities. tucker says with a rise in anti lgbtq legislation across the country this year,

pride has never been more important. >> there are lgbtq folks everywhere and we like to see it in our communities. we want to know that our local businesses support us and our city council supports us. and so it's important to have representation . it's important for our kids to have representation in. >> martinez mayor brian zorn says the event is also proudly backed by the city, with a $2,500 cultural grant in addition, it really shows our lgbtq community lives in martinez that they're seen and that they're loved by their martinez neighbors. but with future grant funding uncertain, the rainbow community center is still seeking more sources of funding to make sure pride can continue next year. >> so we're trying to bring more community members to step in and also build a donor base for us to sustain throughout many years. >> and if they can contribute to this group, then that will ensure that we're able to have this event annually.

>> in martinez, lena howland, abc seven news. in san francisco this weekend you can expect to see a lot of leather in the city's soma neighborhood. >> the 40th annual folsom street fair is tomorrow. the event draws thousands of kink and leather enthusiasts to the city every year. there will also be food, drinks and live music. folsom street fair will go from 11 in the morning until 6 p.m. on folsom between eighth and 13th streets, and i am very excited because spooky season is approaching and the winchester mystery house will send people back in time for an interactive halloween experience. unhinged house warming has returned for its 100th year in san jose. the haunted mansion experience has a roaring 20s theme this year, and guests can go on a tour of the estate that will find a lot of strange things happening throughout the place. there are also some scare zones there, as well as sideshow entertainers. those creepy dolls right there.

the fires there. so that's some really good news. this is tropical storm ophelia, which made landfall as a hurricane 530 this morning eastern time. it is a weekend washout for the carolinas, virginia, pennsylvania to new york, into boston on as yet another tropical system lashes the eastern seaboard. as we look at home, we are already looking at some sun, but also the haze. here's our smoke loop throughout the day today and tomorrow. we are all under the blue. today which indicates hazy conditions . but by later on today, some big improvements in that last through our sunday will increase the high clouds, though, for a partly cloudy sky into sunday. this morning kind of dramatic out there from our roof. camera 55 in the city. it is 57 mountain view. good morning. half moon bay, 60 in oakland. another vantage point from pier 39 where we're getting a little bit of sun here and not a whole lot of real estate left for any more friends down there. 55 in santa rosa. it is 48 in nevada with mid 50s in concord. we have

had some sun are inland valleys and you can notice how gray it is out here from our roof camera. so spare the air again today. last one, hazy skies and looking at much better air quality late today into sunday and our early season rainfall coming in monday afternoon. so the clouds clear back for sunny skies. some haze as well. and then we'll look at your sunday afternoon bringing the increasing high clouds. we stay dry. and then late sunday, the system is far to the north. so we'll pick this up midday sunday and it is a really strong system that is going to bring a lot of rain up to the north. it's falling apart as it moves into the bay area. and then by late monday into early tuesday, it's out of here. we're on the back side of it. as for temperatures, they're going to stay cool and rainfall amounts just a couple of hundredths from novato to san francisco, even as far south as santa cruz. but up to the north , we could see maybe 8/100 in santa rosa highs today. same

performing. so we've got really an extraordinary mix of genres coming together for this urgent moment. >> yes. okay so let's talk about that urgent moment. you get these huge stars in order to bring attention to extreme poverty around the world. >> yeah. so the whole premise of global citizen is that you can't buy a ticket to the global citizen festival. you have to earn your way in through taking action so everyone who downloads the global citizen app, they start taking action in support of issues that they care about. and all of those actions earn them points and they use those points to come to the global citizen festival for free. so right now we have 12 million global citizens around the world and we just broke the record this month with the most number of actions for a global citizen festival campaign. 3 million actions taken in just a few months time because so many people around the world united together to call on world leaders, firstly to tackle the issue of the hunger crisis and secondly, the issue of gender equity. we know, firstly on the

hunger crisis that 1 in 5 people across sub-saharan africa are facing acute malnutrition, which is just unbelievable. and right now we need to support the international fund for agriculture development in their replenishment efforts to support small hold farmers right now to have the seeds and fertilizers they need to grow crops and flourish. the second thing we need to know is we need to stand up for gender equity because we can't possibly fully eradicate extreme poverty without equity for girls and women. and one really practical way this comes to life is through something as simple as maternal health. if women die during childbirth, which amazingly still happens in this world, you know, ultimate 8-80, that is an absolute travesty. and so we need to make sure that women have basic health care like a midwife in the event of an emergency or a c-section if needed, so they can deliver safely and live healthy and productive lives. >> some people are not going to be able to be in attendance in manhattan for this major concert

order to tackle the issue of extreme poverty across the world. do you still believe that we can end extreme poverty in a matter of years? >> you know, there are some people that like to say that we don't have power and that our voices are so powerless. but i believe that when you see the citizens come together in unison and rally with a united voice, democratically elected leaders have to respond. and so i still believe it is possible for us to end extreme poverty within our lifetime. when i was born in 1983, 52% of the planet lived in extreme poverty. then by 2019, that number was down to about 12% of the world's population. a amazing progress within my lifetime. but then the covid 19 pandemic struck the war in ukraine and economic downturn. so we need to double down. we need to take more action now more urgently than ever. and that's why we need citizens to join this movement. wherever you

so whatever helps us get that good contract, i'm all for it. >> now, at 830, the latest developments with contract negotiations in the united auto workers strike and the planned visit from president biden next week to join the picket line. good morning to you. i'm gloria rodriguez and happy saturday day. meteorologist lisa arjun is here this morning. lisa, good morning. is it going to be a nice weekend? >> yeah, good morning to you, gloria. the first weekend of fall. yes we have some changes for the second half of the weekend that i think you'll like. but unfortunately, we are starting out with some moderate air quality. it is hazy and we have another spare the air alert today. so that haze is lingering into your saturday. a lot of the smoke was pushed offshore. and then with our onshore flow yesterday, it got pushed right back at us so that will be the

case again today as we have a lingually lingering northerly upper level component and so that keeps the smoke in our vicinity. but by late today into tomorrow, we have more blue sky to look forward to and there will not be a spare the air alert. but you look outside here and you get the idea why the air quality is moderate now. but throughout the day it could get poor in the north bay, the coast and central bay, moderate everywhere else. and then by sunday day, this is behind us and we get into more blue sky. one of the better areas right now is the golden gate bridge, where you can see some blue sky, 55 downtown it is 60 in oakland with 57. in san jose. and a look from our exploratorium camera where temperatures are in the low 50s. we were in the 40s earlier from napa to nevada with fog and haze. but as we go through the rest of the morning, the fog is going to clear. so it will be mostly sunny, but we will have that haze. 1:00 just in the low 70s inland. so a cooler than average temperature regime continues. upper 70s late in the day and we'll get partly

sunny conditions at the shoreline. so certainly not as bad as it was. we'll look forward to a little bit of rain that will really wash out the atmosphere and the haze into your monday. that's coming up. gloria, thank you so much, lisa. >> new this morning, california governor gavin newsom vetoed the latest self-driving truck. bill that senate backed bill would require a human operator in autonomous trucks, over 10,000 pounds for the next five years, according to the sf chronicle. governor newsom opted not to sign the legislation, calling it unnecessary. the teamsters union represents. 250,000 members and rallied in favor of the bill this past week. they argued that not signing the bill could risk thousands of human jobs being lost at united auto workers. are entering their second week on strike. they say some progress has been made in negotiations with ford, but not with general motors or stellantis. this is president biden is set to join the picket line next week.

here's abc's lionel moise. we are the union. >> we are the union. mighty, mighty union. mighty, mighty union workers at an acdelco parts distribution center in memphis, tennessee, part of the 5600 automakers joining the united auto workers strike friday against the three big us automakers. >> the uaw increasing the pressure on general motors and stellantis friday, expanding its strike to all 38 parts and distribute facilities across 20 states. we will shut down parts distribution until those two companies come to their senses and come to the table with a serious offer. stellantis issuing a statement saying that it questions if the union's leadership was daetz to reach an agreement in a timely manner, accusing the union of pursuing their own political agendas rather than the best interests of employees. the union is asking for more than a 40% wage increase over four years, a 32

studios will meet for a fourth straight day. >> in a statement yesterday, the writers guild of america confirmed to its more than 11,000 members that talks will continue this weekend after weeks of inaction, face to face negotiating sessions resumed earlier this week between writers and the alliance of motion picture and television producers as several top studio executives also attended. new developments now. a federal judge has ruled that california cannot ban gun magazines of more than ten rounds. it comes after the supreme court last year set a legal standard on interpreting gun laws as relying on their historical context as opposed to public safety. the ban will likely stay in effect while california's attorney general appeals the ruling p-g-and-e's customers will likely see their bills increase in the coming months. the cpuc is expected to vote on two proposed rate plans in november. one raises rates by 9, the other by 11. p-g-and-e's

supervisor received pushback for comments he made about the city's problems with car break-ins. but as abc7 news reporter tim johns tells us, there's a lot more to this story. >> a post from san francisco supervisor dean preston now going viral online. on wednesday, preston taking to the social media platform formerly known as twitter to urge the city to launch a campaign telling visitors not to leave things in their cars. the supervisor saying the move would dramatically reduce car break ins. the tweet getting noticed by several of preston's political opponents, including elon musk, who said he'd donate $100,000 to help defeat him in the next election. >> and that's not in stead of enforcement right. the police

department and the da will work on the enforce side of it. >> during an interview, preston said his tweet was taken out of context by musk and others. he tells me he believes the city needs a multifaceted approach to tackle the car breaking epidemic. that's why he hosted a special hearing thursday, bringing together several city agencies to try and find solutions to the problem. >> let's actually have real signage with graphics that are clear to people, no matter what language they speak. let's have community ambassador cars who are out there hand ing a similar flier to people as they park san francisco has averaged between 15 and 20,000 car break-ins a year since around 2017. >> a fact that perpetuates negative perceptions of the city for both locals and visitors alike, says sharky laguana. >> when visitors come here and their windows are broken and their luggage is stolen or their passports are stolen, their computers are stolen. uh, it doesn't make them want to come back. >> laguana is the president of

the american car rental association. he says leaving a car empty doesn't always help, but it's certainly no guarantee . >> i've had my car broken into many times, and it didn't have anything in it. >> laguana says san francisco has been trying the same failed methods to prevent car break ins for years, and that city leaders need to find new solutions. >> and this is where we're coming up short. we're just unable to catch these people all doing it in san francisco, tim johns, abc seven news. >> san francisco is preparing to take the world stage this november for the asia pacific economic cooperation summit, or apec. the city is trying to raise 20 million extra dollars for apec. it is the biggest international event that the city has hosted in decades, and the money will help host multiple events around the global summit. political and business leaders from across the world are expected to go to apec , including president biden. mayor london breed has also set aside $10 million from the

today for coastal cleanup day, is it a pretty nice day for that? >> it's going to be a little hazy. we'll call it partly sunny out there. not bad. it's i think tuesday was absolutely the worst day. and then each and every day after that, some haze now and again. and that's why we have another spare the air alert today. they had tropical rain in southern california yesterday. cold front is on the way. we'll just get into the tail end of it this first weekend of fall will feature some changes on the atlantic seaboard. it's a weekend washout as tropical storm ophelia continues to move to the north at about 13 miles an hour. a couple of inches of rain for the carolinas and virginia will get some as well as pennsylvania and boston. over a half inch of rain for the weekend. here's a look at santa cruz, 56 degrees and we'll be into the mid and upper 60s here with some sun later on. you, too, could pick up a couple of rain drops into monday, 59in mountain view and palo alto and half moon bay. and you can see a

hazy looking view here from our roof camera. it is 55 in santa rosa, 54 in fairfield. overnight lows have been in the 40s for novato and napa has been certainly chilly out there feeling like fall and look at the haze from sfo. so spare the air alert today. hazy skies again with much better air quality for sunday and a chance for some very early season raindrops. we usually can go right through october. as you know, with no rain at all. but there's been nothing typical about this summer. so we'll look for the fog to clear. getting into some haze. and then as the fog moves back overnight night, high clouds accompany the low clouds and we'll get that through the afternoon on sunday . but in terms of temperatures, really nothing changes here. we get into the better air quality tomorrow. still in the upper 70s, this is livermore shy of the 83. and then on monday, the cold front moves through. but really getting behind the cold front and really not seeing much in terms of a warm up there. it

is bringing 2 to 4in of rain for the pacific northwest, maybe a half inch to three quarters of an inch for extreme northern california to pretty much putting out those fires to the north of us. that's some great news. but as it moves in, it weakens significantly. so we'll just get a few drops, maybe a 10th of an inch at best. at this point, looking up towards santa rosa, napa, a few one hundredths, but you can see up towards ukiah better than a third of an inch. so we'll take that. and as for your highs today, it's been kind of cool with the sea breeze picking up in the afternoon. we've had the smoke push offshore, then it moves back in. in terms of the onshore winds, usually cleaning things out, but not quite because we still have the upper level winds out of the north. 68 today in oakland. look for 71 in fremont, only mid 70s in san jose. should see the low 80s this time of year and we'll see low 70s up in napa as well. so hazy skies a mild day today. good air quality for your sunday. a chance of showers for

it's an urban farm called agrihood. >> this is the first urban agrihood in a city of this size or in any in any city in this country. and it's got an agricultural working farm here. >> but that's not all. agrihood is also the site of affordable housing, with a focus on seniors and veterans, providing not just a place to live in access to produce, but also a community with farmers markets and gardening lessons. >> it's going to give them something to do, places to be. we're going to have 50 pop up events a year here, so they're going to meet each other, have fun together and really enhance their quality of life. >> community member kirk vartan was one of the driving forces behind the project. he started encouraging the city 20 years ago to revitalize the former uc davis agriculture site. >> started connecting and we started engaging community and we started having meeting. >> after meeting millions in funding from 2016. measure a affordable housing bond and the city of santa clara helped fund agrihood, bringing in a master developer called the core companies. 165 affordable units have been allocated for older adults, including 54 units of permanent supportive housing.
