return next month. good morning to you. >> it is monday, september 25th. >> yes. we're going to check in now with drew, who is back in the building. >> hey, good morning, friends. we have some light rain to talk about later on today in parts of the region. here's live. doppler seven, the bigger picture. you can see that moisture is approaching eureka. this morning, it's a cold front that will move through here. it has brought us good air quality this morning. that continues the next couple of days. here's how it plans out later on throughout the day. it's a mix of sun and clouds. during the daylight hours. we're dry through 4 p.m. it's after the sun goes down past 7 p.m. we'll track those showers in the north bay. that's the best area to see any moisture. the next 24 hours, we'll go hour by hour on future weather. time out. this cold front for you coming up in about six minutes. let's check in with jobina and see how traffic's doing this morning. thank you, drew. >> good morning, everyone. so we have a big mess right now on westbound 24, especially for people that are going to be traveling through the caldecott tunnel. so we have a sig alert for two separate issues, a crash at westbound 24 right at 13 and

also due to a multi-car crash that is blocking all of boer three inside the caldecott tunnel. you can see the backup extends past four miles. now your speeds are averaging around 14mph. as you approach it. we have a second crash right now, southbound 684 on drady road speeds down to ten miles per hour there. and the slowdowns for our super commuters are not nearly as bad. tracy to dublin around 47 minutes. antioch to concord along highway 422. kumasi, thanks, jobina. >> new developments this morning after nearly five months, a tentative agreement has been reached to potentially end the writers strike in hollywood. abc seven news reporter lena howland live in los gatos with more on how tv shows and movies are going to be impacted by this. lena >> well, 146 days in and the writers guild says they have reached a deal with studios to end this historic strike. and this impacts writers not just in la and around the country, but right here in los gatos, too. as it's home to netflix headquarters. now, while the terms of this deal were not immediately announced, we do know the three year contract

still needs to be legally finalized before a vote by writers guild leadership expected as early as tomorrow. once approved, the contract will be sent to union members for a ratification vote. the wga reportedly made progress on some of the most contentious issues, including viewership, residual payments for writers and minimum staffing guarantees on shows. once the deal is ratified. late night and daytime talk shows could return within days, but it will still take weeks to write scripts for narrative shows and even longer for those shows to enter production. >> my phone is blowing up with joy, joy, people thanking each other, people that are so excited that they're going out right now. >> but before any of your favorite shows return and the actors represented by sag after a need to agree on a contract before they get back in front of the camera right after the tentative announcement was made. sag-aftra currently in the middle of its own strike, put

out its own statement, saying in part, while we look forward to reviewing the wga and am. p tpz tentative agreement, we remain committed to achieving the necessary terms for our members . now, although the wga has suspended picketing writers are not returning to work until authorized by the guild live in los gatos, lena howland, abc seven news. >> lena, thank you. and the east bay 200 businesses in oakland will be taking matters into their own hands tomorrow. they're going on strike, shutting down their stores for all or part of the day to protest retail crime. according to our abc seven news data, team, burglaries are up 44% in the last 12 months, compared to the annual average over the last three years. robberies are up 26% during that same time frame. local store owners tell us, though, safety and financial fears have made it very difficult to do business in oakland, even if the crime is not hitting my store, hitting other businesses is bad.

>> you know, oakland is beautiful. we have to keep it safe. you know, police have to do something. the mayor have to do something. >> the latest notable case excuse me, notable case of violence was friday night. a man from berkeley was shot and killed right by lake temescal. mayor shengtao says it's going to take time for her crime fighting strategy to stick as your mayor, i know for sure what we're doing and we're doing everything that we can to protect our businesses and our residents. >> and so, again, all of this implementation, it is slowly ramping up. >> as for the business strikes, she tells local merchants she hears their concerns. murtaugh recently announced oakland is adding 300 security cameras citywide this fall and doubling the number of police foot patrols in the main business corridors. >> developing news in washington, d.c. it is a critical week on capitol hill as fears grow about a possible government shutdown. lawmakers have until this weekend to reach a deal. jobina has more on the impact. a shutdown could have,

including right here in the bay area. jobina. thank you, koumassi the us government has six days to pass a spending bill. >> congress remains at a standstill right now. house speaker kevin mccarthy says he has a short term plan to fund the government through october. essential workers would not be impacted, but other jobs would be furloughed until the shutdown ends. some gop house leaders are against funding any government agencies without massive spending cuts. this means possible holdups for tsa at airports, disaster funding would be at risk and military troops and law enforcement agencies will be forced to work without pay. president biden is hoping to avoid a potential crisis funding the government is one of the most basic responsibilities of congress, and it's time for republicans to start doing the job. >> america elected them to do. >> if there is a shutdown, it will be right into fleet week, which is scheduled to start on october 2nd here in san francisco. the association tells abc7 news they have nothing to

report yet, but they will let us know if there are any changes. there will be. this will be the largest government shutdown in us history if house republicans don't budge on any sort of deal. reggie jobina, thank you. >> yeah, another one of san francisco's long time businesses is closing as more vacancies impact the city barbacoa will be shutting its doors after 14 years. owners say it's just unsustainable because there's not enough people to serve in the financial district. many business owners are attributing it to the loss of an office workers data from commercial real estate shows the office vacancy rate in san francisco was at 31.6% in july. that's compared to a 4% vacancy rate in the city prior to the pandemic. >> san francisco downtown has the lowest office occupancy at the moment than any other city in the united states. employers have to maybe put their foot down and say, hey, you have to come to work. >> city leaders say businesses have improved, improved since

the pandemic, but there's still work to be done. new at six, one of san francisco's biggest developments is finally set to break ground. >> according to the chronicle, construction on the bay lands project is set to start next year. it is 660 acres on san francisco's brisbane border. the redeveloped plant will include nearly 4000 homes, commercial space and parks. the pandemic brought the project to a halt, but now it looks like it's moving forward. in just days, the republican presidential debate will be on why the chair of the rnc is calling on donald trump to attend, ushering in a new headliner. >> usher is set to perform at the super bowl halftime show. that's obviously not him. but just picture him what the legendary artist is saying about this milestone in his career >> 0608 this morning, we are timing out that chance for some rain. it's after sunset tonight. here's 730 some light showers in the north bay continuing close to midnight. a little bit of drizzle early tomorrow morning. then this system is out of here.

are still hard at work to prevent fires from spreading. >> we're still doing fuel modification work. we're not resting on our laurels at all. those fires can start and with the winds that we get in the north bay, can escalate very quickly. and add. we want to avoid that. if we can. so we need our community. your viewership to maintain that vigilance until we really get into some really wedding rain, wildfire fires in southern oregon and far northern california have led to poor air quality here in the bay area.

>> the past week. so they are reminding this threat still exists. for more information on fireproof living, your home and your property, you can head to ready for wildfire.org. >> and kumasi we are getting improving air quality today. we have some rain in the forecast but you can clearly see this storm system on live doppler seven along with satellite. that comma shape showing you significant rain falling in portland and seattle this morning. a tighter view into northern california. this rain is just approaching the coastline where eureka will get some good rain out of this. we will see some light showers, mainly in the north bay the next 24 hours. that's the best chance of finding moisture there. could see along the coast and in the north bay. we'll likely find that rainfall less than about a 10th of an inch as we head into the south bay in the inland east bay will likely find little to no rainfall. that's pretty typical for an early season system like this. it doesn't pack too much of a punch and mainly the north bay is the best

in debt, according to the wall street journal. rite aid is considering shutting down up to 500 stores to sell or let creditors take over operations. nyan's bankruptcy plan includes liquidating 2100 of its locations. currently, the company has more than 2300 stores in 17 states. more than 500 dialysis caregivers are launching a two day strike starting today. >> the strike will be held at nearly two dozen clinics across california. here you can see where the strikes are being held today and tomorrow in gilroy, san jose and brentwood. they're happening at fresno and satellite health care facilities . caregivers say they are striking over unfair labor practices. neither company has commented on this strike. >> the crowd and the internet are going crazy over what happened during the kansas city chiefs game yesterday. taylor swift made a return to arrowhead stadium since her eras tour to support chiefs tight end travis kelce, who is her rumored boyfriend. now, do they put this up here? well he scored a

down, we'll track some showers, mainly in the north bay into the early morning hours of tuesday. but for the rest of the seven day forecast, we're looking at sunshine in mild autumn days through the upcoming weekend. here's live doppler seven along with satellite. it is active as we track a cold front approaching the coastline of northern california. eureka. we'll see substantial rain out of this system. but as the front moves into our neck of the woods, it loses a lot of its moisture. but still, we will find a light shower here and there in the north bay mainly. here's future weather, 1 p.m. today. it's just a mix of sun and clouds. we are dry through the daylight hours and then by 730 we're back on air for abc seven news later on this afternoon and into the evening, we'll track that moisture coming into ukiah, cloverdale approaching santa rosa by 930 and then we could see some light drizzle early in the morning on tuesday. but it's out of here. by the time the sun gets up here tuesday morning and the rest of tuesday, you're looking at a lot of sunshine and really nice conditions. so today it's a mix of sun and clouds. before we

exceptional with meaningful gains and protections for writers in every sector of the membership. the three year contract still needs to be legally finalized before a vote by writers guild leadership expected as early as tomorrow. once approved, the contract will be sent to union members for a ratification vote. after that happens, late night and daytime talk shows could return within days, but it will still take weeks to write scripts for narrative shows and even longer for those shows to enter production. >> know they would not have told us a tentative deal was reached and told us that picketing is suspended. if it wasn't exemplar , we don't know. >> this agreement comes just five days before the strike would have become the longest in the guild's history and the longest hollywood strike in more than 70 years. now, although the wga has suspended picketing, writers are not returning to work until authorized by the guild. live in los gatos, lena

howland, abc seven news. thank you, lena. >> right after that tentative announcement was made, the main union representing actors, sag-aftra, put out this statement saying in part, quote, sag-aftra charter congratulates the wga on reaching a tentative agreement with the amptp after 146 days of incredible strength , resiliency and solidarity in the picket lines. while we look forward to reviewing the wga and amptp s tentative agreement, we remain committed to achieving the necessary terms for our members. >> happening today, property owners and residents who lived in the maui burn zone will return today. officials are starting to lift restrictions in lahaina after those devastating wildfires. jobina has more on what to expect today. >> jobina. thank you, carmassi. august 8th brought one of the deadliest wildfires in more than a century to the united states. nearly 100 lives were lost and more than 2000 buildings. most of them homes were destroyed. officials are allowing people to come back to see what's left of their homes. for many, it's the

first time since the fire demolish the land. seven weeks ago. authorities have divided the area into 17 burn zones and sub zones. some people will get to return with supervised visits starting this morning through tomorrow. they will be offered water, shade wash stations, portable toilets, medical and mental health care and transportation assistance. officials anticipate the people won't stay there for very long. they warn people not to sift through the ash for too long to avoid absorbing any toxins. >> as reggie, thank you, jobina . after more than a three year pause, student loan borrowers are bracing for payments to resume next month. interest on student loan debt has started accruing, and those payments on balances are scheduled to start october 1st. this comes after a year of political back and forth, with the white house forgiving $400 billion of student loan debt only to have that overturned by the supreme court. emily irwin, senior director of advice at wells fargo, recognizes the difficult

position this puts borrowers in . >> understandably, this is something that, even though it's been a pause, it felt permanent because it was so long. but it is coming. >> irwin adds. the borrowers should prepare to meet at least a minimum loan payments, because if you don't, it could impact your credit score. starting today, you can get more at home. >> covid tests for free. the department of health and human services says you can order for free tests per household from covid test.gov. the program was suspended in may after the end of the covid 19 public health emergency. there's been an increase in cases in recent weeks. new covid shots are available at some pharmacies, including walgreens and cvs, for the possible move to las vegas in the works. >> the a's final home game of the season had a feeling of farewell, so the team sell the team fans had a pregame march to the coliseum yesterday with a loud message for team owner john fisher. one group trying to keep

the team from moving to vegas even hired a plane with a banner. it urged fisher's mom, doris, to make her son sell and keep the team in oakland. the a's lease at the coliseum is set to expire after next season. if they build a new stadium in vegas, it likely won't be done until 2028. so it's unclear for where the team would play in the meantime, some oakland fans say they should find a different ballpark. >> it's like when you break up with a significant other and they still living in the house with you like get them out. so but once until there's a shovel in the ground, then the fight isn't over for a's. >> fans made that message clear in the outfield, unfurling this banner on the last game of the season, it says oakland will never quit. >> people get food stamps, will be able to use them on uber eats. coming up, uber says snap benefits can be used on fresh groceries for delivery starting in 2024. the company says it's doing this to make fresh groceries more accessible to people who are most vulnerable, including seniors, people with

tomorrow and wednesday. here's live. doppler seven along with satellite. we are tracking an early season storm that comma shaped that low pressure, that cold front moving through the pacific northwest right now. it's moving into northern california later on this morning. and by the time it reaches us here in the bay area, we'll get some light rain, mainly in the north bay. and after the sun goes down later on this evening, looking at rainfall estimates, the next 24 hours, the best chance of finding moisture is likely in the north bay and along the coast. pretty typical for an early season. cold front to really lack moisture in the south bay and the inland east bay. so we're expecting little to no rain in those areas. but nonetheless, it is nice to see an early season storm bringing some rainfall to our area, but it will kick up our surf later on tonight. a high surf advisory will go into effect tonight through tomorrow evening. right now, current wave heights, 3 to 7ft. but we do anticipate by tomorrow those waves will break between 14 and 16ft. so that is dangerous. swimming and surfing
