wednesday, september 27th. >> yes, of course. you have a lot to get to. we're going to start the check of our forecast with drew. >> yeah, good morning. it is a very different morning compared to yesterday. it's totally dry out there. we have no showers there is a pocket of dense fog in napa county. you can see napa is down to a quarter of a mile visibility. so just be aware of that. this will linger through about 8 a.m. this morning. it's also cooler air compared to yesterday morning and lower humidity. you're feeling that drier air will wake up to the 40s and 50s for the most part. so we are cold here out there. this is our east bay hills camera. all the bright lights. you can see our marine layer is very limited, just some patchy dense fog out there. we have a lot of sunshine. it's an autumn beauty. later on this afternoon we have bright conditions and warm warm temperatures in the 70s and 80s away from the coast. jobina. >> thank you, jim. good morning, everyone. so it sounds like we may have a major issue underway right now in oakland. we're getting a report of all lanes being blocked on eastbound 580 right at grand avenue due to police activity. so a ziggler is in effect. and where you see that purple line is where all

the lanes are closed. we don't know why police are in that area. so we are working to get some more information on that for you. at the bay bridge toll plaza metering lights came on around 532. traffic is officially into the maze. now, in terms of the backup there, but you're on time at the san mateo bridge. reggie and kumasi, thanks, jobina. >> surprise and disappointment. that's the reaction coming in after target announced it's shutting down a number of stores across the country. the company is blaming retail theft for the decision to close a total of nine locations in four states. you see here on the map, three of them right here in the bay area stores in san francisco, oakland and pittsburgh. abc7 news reporter lena howland live in san francisco. and we're learning officials in at least one city were really caught off guard by this. >> yeah, that's true. the mayor of the mayor of pittsburgh says she had been in touch with target over the company's concerns and was working on opening up a police substation just across the street to help address their concerns. instead she found out about this closure at the same time as the rest of

us. now, target is blaming organized retail crime for their closures, saying in part, we cannot continue operating these stores because theft and organized retail crime are threatening the safety of our team and guests and contributing to unsustainable business performance. pittsburgh mayor janelle scales, preston says she wishes target would have waited to see if the situation improved before deciding to leave. as she says, they've been seeing a downward trend of the theft happening in that shopping center. now, she worries about what target's closure will mean for her community, especially those who rely on the store for daily items like food and medicine. >> we are opening up a police substation right there in the shopping center, as well as our contra costa sheriff department is opening up a training academy right across the street from target. would love to see, you know, my community, to have all

the amenities that any other community has because they deserve it. >> in san francisco, supervisor matt dorsey believes closures like these will continue to unless more police officers are hired, which is why he's proposed a charter amendment to fully staff sfpd in five years. now, all three of these target locations, including this one here off of folsom street in san francisco, will are expected to close on october 21st. live in san francisco, lena howland, abc seven news. >> thank you, lena. san francisco supervisors in community leaders are calling for more police patrols. supervisors asha sapphire is requesting the police chief put foot and bike patrol officers in every district to address the rising crime in san francisco. this proposed ordinance would require sfpd to build community policing plans for the areas that are experiencing the most crime. sapphire says this will lead to positive interactions

between community members and officers. >> every study that has been done shows that crime reduces dramatically. community engagement increases dramatically, and we see a suppression of crime. >> sapphire will be challenging. mayor london breed for her seat in november's 2024 election. >> a member of one of san francisco's most prominent families has now entered the race for mayor. phyllanthus rapist and heir to the levi strauss family fortune. daniel lurie announced his candidacy yesterday. lurie says the city is facing a crisis of leadership, blaming mayor london breed. he's labeling her as an insider who has failed to tackle the city's biggest problems, specifically crime and homelessness. >> you can't solve san francisco's problems if you aren't willing or able to challenge the systems that have allowed these problems to fester. that's why we need new leadership ship from the outside . the 46 year old lurie is

founder of tipping point community. >> that's a nonprofit working to fight poverty. he also led the effort to bring super bowl 50 to the bay area in 2015. >> president biden is waking up in san francisco this morning preparing for a meeting with tech experts and campaign fundraisers. abc's seven was there as the president's motorcade arrived at the fairmont hotel. that's where he's staying. cnn is reporting today the president will announce $100 million in funding for health technology. and he's expected to preview an artificial intelligence executive order. it will reportedly explore the opportunities and manage the risks posed by these announcements could come during the president's meeting with his council of advisors on science and technology. >> ai technology. the innovations that are happening in california are certainly important, but he's also got a great ally in the governor here, and the governor's got a presence in northern california. so this is an opportunity for him to connect with with voters on issues. >> last night, the president

attended a private fundraiser in atherton, where he criticized republicans as congress remains divided over how to avoid a government shutdown. he's going to be attending two more fundraising events this afternoon before leaving the bay area for phenix, arizona. >> donald trump and his adult sons committed fraud and must now dissolve some of their businesses. that's the ruling from a judge in new york, jobina the former president is responding and he calls the decision on american. >> yes, reggie, so this is a big win for the new york attorney general and massive loss for donald trump and the trump organization. so the judge canceled the trump organized business certification and gave the company just ten days to dissolve in the ruling, the judge said trump and his adult sons provided false financial statements to lenders and insurers, overstating the value of their business assets as much as by $2.2 billion. the evidence was so overwhelming and conclusive, the judge decided that there was no need to hear testimony at the trial. starting next month, former trump

attorney michael cohen is reacting to this ruling judge and goran really had enough. >> he had enough. i mean, some of the language that was used in his 35 page decision, demonst daetz exactly. this point that he just had enough of the game and he was not going to allow donald's delay tactics to continue trump firing back on social media, saying the decision is political and claiming his civil rights are violated. >> his legal team tells abc news they plan to immediately appeal the decision in. the judge will now decide how much trump will pay in penalties at trial. starting on october 2nd. the partial ruling limits trump's ability to do business in the state and could force him to sell some of his properties. kumasi thanks jobina. >> no more right turns on red lights. a resolution one san francisco supervisor just introduced wnba in the bay.

for part of yesterday to demand action. in a statement to abc seven news, the city says improvements are already happening. that includes expanding police foot patrols in commercial districts. $2.5 million to improve the 911 response system and small business assistance programs. some say that more needs to be done. >> my rebuttal to that is then you go open up a business and you have payroll every two weeks and see how much time you have. if we don't have time, car break ins down here, it's not exaggeration. it's every single day. it has to stop. >> business owners are also calling for more police and state grants for struggling businesses. >> the demand that our government city, state, federal fulfill their end of the social contract to provide basic safety in our streets. >> organizers say more than 200

businesses took part in that partial day strike yesterday. >> new details, another push to stop right turns on red lights in san francisco, supervisor dean preston. dean preston wants those turns banded all stoplight intersection signs. according to the chronicle, he introduced the resolution yesterday. as the city nears its vision zero deadline to eliminate all traffic deaths in 2021, a similar ban was implemented in the tenderloin. since then, the municipal transit transportation agency has reported a decline in pedestrian accidents. remote public comment during san francisco's board of supervisors meetings could end after racist comments were made during a meeting yesterday. and this isn't the first time something like this has happened in san francisco and other cities and counties have been dealing with zoom bombing. that's when people call into these public meetings and make racist or anti-semitic comments. according to the chronicle board, president aaron peskin is vowing to end collins

hills camera, we have great visibility. it's an autumn beauty today. we have a lot of sunshine, a bit warmer compared to yesterday, mid 70s for most of us around the bay shoreline. mid 80s inland. your sunrise, by the way, just one minute after 7 a.m. this morning. in about 30 minutes. that's weather. let's check in with traffic with jobina. >> good morning. good morning, drew. thank you. hi, everyone. we have two major issues to talk about right now. we're going to zoom in to oakland and get to the sigalert. first, due to police activity on eastbound 580 at grand avenue, that entire area is blocked right now, according to police. they're looking for some sort of evidence due to an earlier issue. and we're not clear what that issue is. so traffic is being diverted at grand avenue. your speeds will be around 15mph. as you approach that area. also near sears point, we have a car that crashed into a power pole and now there is an outage in that area. so all eastbound and westbound lanes of 37 at 121 are blocked. traffic control is in place there. we have a new crash in oakland southbound, 880 before high street and an overturned vehicle involved with a crash with a big rig so messy there. traffic

nearly stopped right now on the san mateo bridge in the westbound direction. not clear what's happening in this part. we're looking to get some more information there. and we'll end with the toll plaza. a lot of traffic drama this morning, reggie. >> sorry to hear that. thank you, jobina. this morning, calls for action to stop theft across the bay area after target announced that it's closing stores because of crime. the company announced nine locations in four states will shut down next month and that includes three here in the bay area. abc7 news reporter lena howland is live in san francisco where one of these locations is it happens to be my target. this is really disappointing. lena it is. >> and in a little less than a month, this san francisco target right here off of folsom street will permanently close their doors. that's along with another location in oakland and in pittsburgh. and target says organized retail crime is to blame, saying in part, we cannot continue operating these stores because theft and organized retail crime are threatening the safety of our team and guests

and contributing to unsustainable business performance. rose of tents around the area where target on folsom is located. residents in the area say they're not surprised by target's decision here, pointing to a decline in safety. but in san francisco, supervisor matt dorsey believes closures will continue until more police officers are hired. >> that sucks. yeah, i mean, i'm not surprised that that people are stealing. i mean, this area is not very nice, but i feel like everywhere in the city faces theft, so i'm not really sure why. like security doesn't do something about it. >> it breaks my heart. it's because we've seen this a lot in whether it's the mid market area or the whole foods that closed in my neighborhood or the westfield mall. >> that's why supervisor dorsey is proposing a charter amendment to fully staff the san francisco police department in five years. all three of these locations are

expected to close by october 21st. live in san francisco, lena howland, abc seven news. >> thank you, lena. this morning, congress remains in a stalemate as a government shutdown is now only days away. a funding plan, even if short term, has to pass before saturday to avoid key government services going dark. senate leaders did announce a bipartisan deal on a 45 day stopgap resolution on the problem. it has little to no chance of passing in the house. house speaker kevin mccarthy is pushing a friday vote on a different and controversial bill with major spending cuts and a strict border security measure. >> republicans in the house of representatives refuse. they refuse to stand up to the extremists in their party. so now everyone in america could be forced to pay the price. >> in the meantime, mccarthy and some other republicans are trying to push through bills to fund specific agencies as if the shutdown happens 4 million federal workers, including military personnel, will have to

work without pay. >> president biden is making history in wayne county, michigan, becoming the first sitting president to join strikers on the picket line. he joined autoworkers yesterday outside of general motors. willow run redistribution center, and he gave his full support to workers. >> let's keep going. you deserve what you've earned and you've earned a hell of a lot more than you're getting paid now. >> uaw members are demanding better benefits. a 40% wage increase over four years, and also a 32 hour workweek. the union says ford is taking the request more seriously than the other two big auto companies, gm and stellantis. uaw represents nearly 150,000 autoworkers in the us. >> it's official now. the writers guild of america declared its strike over after board members approved a tentative agreement with a major hollywood studios. that means writers can head back to work tomorrow. some shows may return to tv as soon as next week. many others still need to give their final approval. but the union

has described the contract as exceptional. the wga is encouraging members to join sag after on their picket lines this week. the actors went on strike in july and they haven't been back to the bargaining table. >> the line today is that we're next. you know, the energy on the line is, is palpable. and i mean, everyone's excited. >> pay raises are the big sticking point with the sag after talks and could have an impact on two other unions whose contracts expire next year. >> developing news, the san francisco's teacher, san francisco teachers union has called for a strike vote after ten months of bargaining with district leaders. the union hopes this vote, which is set for october eighth, will pressure the district to meet their demands. according to the chronicle, the union is calling for several things, including higher salary changes in class sizes and staffing levels. district officials say they are working diligently to reach an agreement. >> a new plan aims to get more drug users into treatment. in san francisco by using their welfare checks as an incentive.

under this proposal, all users who get cash assistance would not be eligible for the money. if they refuse drug screening or treatment. nearly 5200 homeless or formerly homeless people in the city get cash from the county adult assistance program . officials argue the money often gets used for drugs because the money is not being tracked. >> no more handouts without accountability. so in order to get resources from our city, you will need to be in a substance use disorder program and consistently seeking treatment. >> city supervisors need to approve the plan. clearly, the mayor is in favor of this, but already a couple of supervisors have spoken out about it. they're saying the mayor should instead focus on stopping dealers and open air drug markets in the south bay. friends and family are mourning loved ones hit and killed on san jose streets. take a look at this map now. on the last five days. three people have have died after being hit by cars. a
