north korea claims it's planning to expel the u.s. soldier who crossed the border into the country. >> the official news agency of the country said officials have finished their interrogation of private king. let's go to marcus moore with the latest developments on travis king. good morning, marcus. >> reporter: michael, good morning. u.s. officials are confirming this morning that american soldier travis king has been released from north korean custody. this development happening overnight. the state department confirming what has happened and saying they appreciate the hard work of the personnel in the army, the united states forces of korea as well as the department of defense. as well as thanking sweden and the peoples republic of china for their assistance. again, this happening overnight. north korea saying they decided to expel king after an investigation into his border crossing that happened back in july. they, of course, revealed in august they had him in custody and that in the course of their

investigation, that he allegedly had ill feelings over treatment as well as racial mistreatment in the u.s. army. it has long been detention as propaganda. this is a major development, george. travis king released from north korean custody. >> okay, marcus, thank you very much. we turn to the big legal set back for donald trump. a judge ruled he committed years of financial fraud. the most significant punishment dealt to the former president yet. they claim he is inflating the value of his assets as charged in a lawsuit brought by the u.s. attorney general. senior investigative correspondent aaron katersky has the latest. good morning, aaron. >> reporter: george, good morning to you. the civil case here is the first in a year of court battles that could determine president trump's future. the first round brings a resounding defeat. this morning former president trump is vowing to appeal a ruling by a judge in new york
7:05 am
that found he committed years of financial fraud, inflating hi net worth by as much as $2.2 billion. the judge determined the conduct so agregious and clear. the judge decided trump valued his palm beach estate mar-a-lago at 20 times what it's worth, $600 million compared to the assessed value of $27 million. trump's interest in 40 wall street the judge said is worth $200 million. the trump organization valued it at more than $500 million. the judge found trump overvalued hi apartment in trump tower by tripling its square footage saying it's 30,000 square feet when it's 11,000. the judge adding a discrepancy of this order of magnitude by a real estate developer sizing up his own living space of decades can only be considered fraud. on the campaign trail, trump often boasts of his business
7:06 am
acumen. >> i have some of the greatest assets anywhere in the world. >> reporter: the ruling is a victory for new york attorney general james who sued jump, his eldest sons and his company last year for $250 million. in a statement, james saying she looks forward to presenting the rest of our case at trial. all that's really left for the trial to determine is how much the trumps have to pay. the former president attacked the judge and the attorney general calling them trump hating. the judge's ruling comes with immediate consequences, stripping trump of his ability to operate. it could mean he has to give up control, sell some of the properties that he owns here in new york including buildings with his own name on it. the judge also fined his attorney $7,500 apiece ruling, george, that they repeatedly made defense arguments that the judge said were straight out of fantasy world. george? >> okay, aaron. thank you very much. let's talk more about the consequences. we have our chief legal analyst dan abrams here. seems like a big win for the attorney general. >> it is.
7:07 am
it is a big win. basically what the judge has done is reviewed the documents in the case and said, this is all i need. this is a documents case. it is clear that there was fraud here. as a result, there is nothing for a tryer of fact, a judge or juror, to assess because after reviewing everything there aren't any open questions basically what the judge said. >> isn't that what juries are for? >> remember this is a civil case, not a criminal case. in a criminal case, you wouldn't see a defendant with a ruling like this. in a civil case, where it's for money damages, basically the judge is saying, there are no outstanding issues to resolve and in all likelihood it would be the judge who would be the tryer of fact in this situation. >> beyond the size of the fine, if that's what a jury ends up finding, this has significant consequences for the business of donald trump here in new york. >> absolutely. if this holds up on appeal, this could mean he loses buildings. it means he loses properties. he loses control. this, you could argue, is more
7:08 am
immediately perilous to some degree than some of the criminal cases. >> hits him in his pocket book. >> correct, where he really cares. not to suggest he doesn't care about the criminal cases, but there are all sorts of arguments about why they won't move forward now, etc. this one has now worked its way through the court. it's already in the appellate courts, to some degree. this judge is saying, donald trump loses resoundingly on this question of fraud. >> supposed to go to trial next week but there's a chance that may not happen? >> correct. currently there's an appeal, an effort by trump's team to delay the trial. we're expecting a ruling on that. that will tell us more than just the timing of the trial. it will give us a sense of where the court is going on some of the claims made here. so keep a close eye on that ruling from the appeals court. >> dan abram, thank you very much. robin? now to washington and the looming government shutdown. pressure growing on house speaker mccarthy after the senate released a bipartisan spending bill. our senior congressional correspondent rachel scott is

tracking it all from capitol hill with just three days to go to the deadline. good morning, rachel. >> reporter: robin, good morning. that bipartisan deal from the senate does not stand a chance in the house. the reality is lawmakers are only moving even further apart with just three days until a shutdown. this morning gridlock on capitol hill. house speaker kevin mccarthy dismissing a bipartisan deal from leaders in the senate to avoid a government shutdown. >> i think the priorities are backwards. >> reporter: the senate proposal would keep money flowing until november 17th and provide $6 billion for ukraine. that's a red line for mccarthy. is it the wrong move, for that deal from the senate to include additional funding for ukraine? >> yes. yes, it is wrong. we're picking ukraine over america. >> reporter: instead, mccarthy is moving forward with his own proposal insisting president biden and democrats must crack down on the border to avoid a got shutdown. but that still doesn't appear to be enough to satisfy a handful
7:10 am
of far right conservatives, opposed to any short term deal. >> i think it's doing away with our duties. >> that's not the way to fund government. >> reporter: if congress does not act, 4 million government workers could lose pay. nearly half are military troops and others who work for the armed forces. bethanny chaney's husband works for the air force. >> i have no idea if my husband will get a pay check. >> reporter: also hanging in limbo, tsa workers. they won't be getting checks either. becky mantra works at dallas airport. >> we make sure the traveling public is safe to and from. give them what they deserve, which is their money. >> reporter: i asked one of those republican holdouts what he would say to those workers? >> we have to worry about all 330 million americans not just isolated stories and specific individuals. bottom line is we've got to cut our spending. this is the time to do it. if we don't do it now, when are we going to do it? >> reporter: speaker mccarthy trying to put the pressure on president biden saying it would be important to have a meeting, but president biden has made it clear, this is the

everybody in this city should be angry. everybody that goes to these businesses should be angry. >> reporter: video showing people running out with handfuls of stolen merchandise. authorities swarming the scene, finding stores left completely gutted. police confirming at least 15 people were arrested and police say they recovered two firearms. >> we made arrests and we will continue to make arrests until we have all of the individuals or a number of the individuals that are responsible for what we have seen in custody. >> reporter: the looting came hours after a philadelphia judge dismissed charges against former police officer mark dial in the shooting death of 27-year-old eddie irizari. police say the looting is not believed to be in connection to the outrage sparked by the judge's decision. >> this had nothing to do with a protest. what we had tonight was a bunch of criminal opportunists take advantage of a situation and make an attempt to destroy our city. >> reporter: police are also asking people with information
7:13 am
or video of the looting to come forward and report it. george? >> okay, stephanie, thanks. now to president biden on the picket line, unprecedented for a president, joining striking autoworkers in michigan encouraged the union to stick with it. terry moran is in wayne, michigan, with the latest. >> reporter: good morning, george. day 12 of the autoworkers strike. they're on the picket line 24/7 at this for plant and sites across the country. now their cause has moved to the center of the presidential campaign. president biden making history with that unprecedented show of solidarity with the striking autoworkers joining the picket line at a general motors facility just a few miles from here. becoming the first president to stand with striking workers on a picket line. biden went further. he openly sided with the union and endorsed their demands. declaring the workers, quote, deserved significant raise that you need and other benefits to

paid members of prime. now the government is alleging amazon is a monopoly that crowds out competition and ends up costing consumers more and sellers higher fees as well. this morning, amazon under fire. u.s. regulators in 17 states suing the country's largest online retailer, accusing it of monopoly practices that allegedly drive out competition and inflate prices for shoppers and fees for sellers. the lawsuit alleging the $1.3 trillion giant keeps sellers from lowering prices by burying links to sellers. sellers who offer better prices elsewhere so they become invisible in search results. regulators additionally claiming amazon stifles competition by coercing sellers into using amazon's costly fulfillment service. >> it's created a very difficult retail market for anybody in the retail business.
7:16 am
>> reporter: nicholas parks is the president of snob foods.com and has been selling on amazon for 21 years. >> we have to more than double our prices in order to compensate for all the fees, in order to break even. >> reporter: in a statement amazon said the lawsuit makes clear the ftc's focus had radically departed from its mission of protecting consumers in competition and that it is wrong on the facts and the law, adding, we look forward to making that case in court. and at this point regulators are not pushing for a breakup of amazon. instead, it's much more likely this suit results in a penalty, some kind of fee amazon has to pay, if the government wins. but that is a big if, considering amazon is expected to mount a very intense defense. >> a big if. thank you. now to hollywood. writers going back to work this morning after a vote by leadership to end their 148-day strike.
