the two strongest performances were from nikki haley and tim scott. meanwhile, the third presidential debate is set for november eighth in miami. and former president trump is already indicating he'll skip it to win. abc news, washington. >> and governor newsom gave the democrat response to last night's debate and is sure he thinks it's nothing more than a show. >> donald trump's going to be the nominee, period. full stop. it's not even interesting to me. this debate is quite literally a sideshow. it's just entertainment. it's performance and entertainment. but the real race is around the corner and it's existential and it's time for moral clarity and to understand fundamentally what the stakes are. you've got a guy that lost the election and tried to wreck this country and donald trump, and you've got joe biden that's put us on the path to prosper pretty within real economic plan, with a real infrastructure plan, with a real strategy to get this country moving again in a whole new level. he's delivered. and it's time for us as democrats to deliver for him.

>> and remember, even though newsom says he's not running for president, he has his own debate coming up, he's going to face off with florida governor ron desantis, who is running for president. but at the end of november this morning, travis king is back here in the united states. >> he's the american soldier who intentionally crossed into north korea from south korea back in july without authorization. jobina is at the live desk with the new video of king arriving in texas overnight. jobina. >> thank you, kumasi. army private travis king will now begin a reintegration process at a us military base after arriving in san antonio, texas this morning. he's back in the us after spending two months detained in north korea in july. the 23 year old was released from a south korean prison where he had served time for assault. king then willingly bolted into north korea, where he was detained and 70 days later, north korea announced king had been found guilty of illegally intruding into its territory and expelled him. us officials say north korea got nothing in

return for king's release. now in the us, experts say king will likely be discharged from the army. >> i think we'll see an administrative discharge rather than pursuing a lengthy judicial process. >> king's mother said to be, quote, overjoyed to speak to her son. she had previously raised concerns about his mental health after his cousin's death in february. meanwhile the us has issued a rare statement of gratitude for the chinese government, who, along with sweden, held, facilitate king's departure from north korea. reggie, thanks jobina. >> happening today, hawaii's top public utility officials and the president of hawaiian electric will be on capitol hill answering questions about the island's electric grid and what led to last month's deadly maui wildfire. members of a us house energy and commerce subcommittee want to know exactly how the deadly us wildfire and more than a century began. they also have questions about the electrical grid in lahaina and if it was

properly maintained. ed hawaiian electric serves about 70,000 customers on maui. the fire killed at least 97 people and destroyed more than 2000 buildings, mostly homes in 5 or 6. >> this morning, we'll take you to our east bay hills camera. you can see there's a little bit of patchy fog across parts of the east bay near emeryville. parts of oakland as well. but our marine layers just organized this morning. any fog we do have is not going to linger all that long this morning. we expect a lot of sunshine and a warm afternoon. here's the reason why. a little bit of a ridge of high pressurend, we'll see an area of low pressure develop here in the gulf of alaska. and it will dip down into northern california to bring cooler weather for the weekend. but also a chance of some light showers. visibility right now. we're watching some fog developing around novato right now we're at ten miles.

act starting monday. it stands for community assistance, recovery and empowerment. it's meant to help those with mental health disorders to get the help they need, even if they might not want it. abc7 news reporter lena howland is live in the newsroom with the details on how this is going to work in san francisco. lena. >> hey, reggie. good morning. san francisco is gearing up to bring mental health care treatment into court as the care act goes into effect. this monday, october 2nd. and the goal of this law is to help people with mental health disorders access both care and housing. so here's what's different about this program. it expands the range of people who can file a petition for someone to get mental health help. not

only family members can petition now, but also first responders who may encounter someone on our streets. san francisco's department of public health says the program will help them to tackle mental health differently, with potentially thousands on our streets qualifying so individuals can file petitions directly with the court and care court allows for a wide range of petitioners, including first responders, family members, workers, somebody who lives with an individual who's worried about them and those can get filed directly with the court. >> it's voluntary in that the court cannot force you to take medications or put you into a locked facility, but you're still having to come to court. the court's still going to order a treatment plan for you. so there's that aspect of it that makes it somewhat coercive. >> the san francisco public defender's office says even though participation in the care court program is voluntary, three judges have the last say. the mental health association of

san francisco opposes care court, citing not enough resource is to help everyone in need. and san francisco has about 2500 mental health and substance use disorder treatment beds and is adding more mental health. advocates say that's not enough. and under the care court, judges can find the city and county if they don't provide the necessary help and beds for people in need. live in the newsroom, lena howland, abc seven news. >> thank you, lena. we are getting more reaction to the mayor of san francisco's plan to drug test people on welfare right now, more than 5000 unhoused or formerly unhoused people in san francisco are getting nearly $700 a month in welfare. mayor london re wants to make it so that people have to pass a drug test or seek treatment in order to get a check. the city points to its recent survey showing more than half of unhoused people self disclosed, having a substance use disorder stability reduced drug use, instability increases, drug use, taking away people's

vital money that they use to purchase the things that they need to survive will create more instability, may test clean. >> some may test dirty for myself if i can give you an answer because i go days and i don't. i go days and i don't honest me, the board of supervisors has to approve the plan before it can take effect. >> san francisco's effort to bring the downtown area back to life took another small step forward. the 101 california building celebrates its grand reopening yesterday with a party on its renovated plaza. numerous public officials showed up, including mayor london breed, about $75 million was spent to reimagine the building's interior and exterior, and the mayor hopes it becomes an attraction. >> and what's so great is how different it looks now, how much more inviting, how it creates an experience, how it draws people in. and as we continue to activate the downtown area to make it an attractive place for

you to work and play and enjoy, we hope that this is just the beginning. >> chime in. online banking service company is currently the main tenant in this building. it's been nearly six months since the pah'-ha-row levee breach in monterey county, and some people who once lived there still do not have homes. the board of supervisors voted to allocate about $1 million over the next six months to support those families. when the levee broke back in march, hundreds of people were living in cars. they were in motels. they were either at the santa cruz county fairgrounds right now, the county says about 30 people from ten households are having a hard time finding a stable home. >> they are not waiting for repairs and they are unable to find or be approved for new housing. and they're struggling to connect with with the limited availability of housing inventory, supervisors say they

are also concerned about levee repairs. >> as we're getting closer to the winter season, we're not sitting back. >> we are taking this very seriously. we're trying to push this along as quickly as possible. >> the county expects the levee to be back to its original state by november, but efforts to strengthen it won't get started until next summer. >> in the south bay, major progress is being made. rebuilding the anderson dam valley. water officials say work on a huge tunnel is more than halfway done. the tunnel will let the utility release more water faster and safer during major storms or emergencies. >> a lot of people don't think about what goes into delivering safe, clean water to their households. but there is a lot and this is, you know, our number one priority right now. >> officials say work is on track to finish the tunnel on time and move on to a seismic retrofit of the dam itself. that project is set to start in 2025. and last seven years. >> now, to prove that one person's trash can really be another person's treasure, two

artists created this art installation using nearly 2,500 pounds of trash collect from the bottom of lake tahoe. the statue is a nine foot bald eagle holding a trout. the base represents a ponderosa pine tree, which is actually made up of anchor chains and rope. the fish is a mosaic of sunglasses and fishing gear and the eagle's feathers are made of buoys and bumpers. volunteers say the message is clear. what used to be hunks of garbage and now it's pristine, clean and a beautiful reminder to protect lake tahoe moving forward in the future. hundreds of volunteers, including divers, kayakers and jet skiers, spent about 360 days collecting the trash. >> the turn of fall means the return of pumpkin patches. and this year's unusually wet winter has given us huge gourds. >> we've never had anything quite this big. in fact, behind us, we've actually removed our entire parking lot to make more room for more pumpkins. so it's really in the last few years has

the strongest winds today likely close to the coastline, but it's a different story tomorrow. tomorrow, we're all going to feel some very strong winds and these winds gusting over 30mph will usher in dramatically cooler weather starting tomorrow. and well into the weekend. but today, enjoy the warm temperatures, if you like, this autumnal mild weather pattern we're in. we have 74 in richmond today, 82 in san rafael, 76 in palo alto, 85 in concord, hit about 71 today in san francisco with a lot of sunshine overnight. tonight, we'll dip into the 50s with patchy fog out there. again, our marine layer is really disorganized this week. we're not finding generally overcast skies in the overnight hours. now, friday, temperatures are really going to dip. you'll start to feel that cooler weather move in here tomorrow. and then look at saturday. i mean, most of us are going to be stuck in the 60s. that does come with the chance of some rain. here's future weather. we see this low pressure develop, dip in here. this is saturday morning, 7 a.m. we're likely waking up to morning showers. but with the latest information, it doesn't linger all that long. it looks like it pushes out the

murder of a young boy in vallejo will be facing a solano county judge for the first time today. we've also learned he's now a person of interest in a second cold case murder in martinez. >> number two, is court ordered treatment. the answer to san francisco's mental health crisis . that idea will be put to the test next week when it becomes among the first counties in the state to launch care court. the program will allow first responders, family members and others to petition for someone to get mental health help. >> number three, the us soldier who crossed the border into north korea illegally in july is back in the united states this morning. private travis king landed in san antonio overnight . he'll get medical and psychological attention and then be reunited with his family. >> number four, late night shows like abc's jimmy kimmel will be back with new episodes starting monday. that's the same day writers will begin voting to ratify a new contract agreement

teaching hebrew school at his small jewish congregation in the city of sonoma. well i'm going to the sukkah little sukkah here i come. but this year, the once a week classes are a little different. aren't. for the first time ever, the group has opened up to non-jewish students in a bid to help combat anti-semitism . >> um, the idea was that the more kids that come and study with us and learn our ways, experience our traditions, get to know us on a personal level, what is this rabbi? >> it's called the lulav. >> this year's group of kids includes 11 jewish students and two non-jews during class, they learn everything from teachings of the torah to ancient jewish holidays and traditions. as the inclusion of new students has been warmly received, we get to learn about other cultures and like it's just inviting kids in who aren't the same culture as us. >> and it's a new experience and it's fun. >> those types of feelings are exactly what rabbi finley wants to create. he says while jews have faced persecution for centuries, in recent times, he's

gotten more worried. he tells me his congregation regularly has armed security at their gatherings just to ensure peace of mind. according to the anti-defamation league, anti-semitic incidents are rising rampantly, not just across the us, but also right here in northern california. there were. 166 incidents in northern calif, and that was up to him, 137% year over year. that includes incidents as recently as one month ago in marin county. despite that reality, the rabbi says the challenges also give him strength, strength to keep going, strength to spread love and strength, to honor his ancestors. >> and we're an ethnicity and we're a culture and we're a nation. we're a tribe. we're a people or a religion. and we're not going to drop the baton on, you know, on our watch because as far as he's concerned, the work is only just beginning. it's a start. and we hope to, you know, with the success of

we have a lot of sunshine nine get out and enjoy it because cooler weather moves in here tomorrow and really for the upcoming weekend, we'll talk about changes headed our way in just about eight minutes. let's check in with jobina and see your traffic swing on this thursday. >> thank you, drew. good morning, everyone. so we just had a new crash come in. so i want to mention it briefly on camera here that if you're traveling through san jose, northbound, 280, right at 101, we have a crash reported elsewhere, though, at the bay bridge toll plaza. no metering lights on and yesterday they flipped on right around this time. so we'll continue to watch that one for you and see if that transfer fares today. the richmond san rafael bridge, though, very empty for you and a little blurry, too, but only two vehicles are going across right now in the westbound direction. and our drive times all clear as well. coomassie >> thank you, jobina starting on monday, people struggling with mental health will have an additional resource to help them get treatment and to get off the streets. san francisco will be one of seven counties in california implementing the state's new care act. it's meant to help people with mental health disorders, even if they may not want it. not everyone is on board with this idea. abc7 news reporter lena howland live

in the newsroom with how it's going to work in san francisco. lena. >> well, the state's care corp program meant to address serious mental illness and the state's homeless crisis. it goes into effect on monday under care. the court family and others such as first responders who may encounter someone on our streets, can file a petition in civil court if they believe a loved one is suffering from severe symptoms of an untreated psychotic disorder such as schizophrenia. the petition must also include either an affidavit from a licensed mental health professional which says they examined or attempted to examine the individual within 60 days of submitted submitting the paperwork or evidence the person was detained for at least two intensive treatments. it's then up to a judge to order a care plan for the person for up to 12 months with renewal for an additional 12 months. the governor's office says that person will be set up with a team to prescribe individualized treatment, along with supportive services and a housing plan. san francisco's department of public

health says the program will help them to tackle mental health differently, with potentially thousands on our streets qualifying when we look at the program, one of the criteria that somebody has to be suffering from a spectrum diagnosis. >> and when we look at a population estimate, our best range estimate right now is that roughly 1 to 2000 people in san francisco may meet criteria. >> 75% of folks who are approached who have serious mental illness about assisted outpatient treatment are more than willing to participate in some type of assisted outpatient treatment and forced forced treatment is basically taking folks civil liberties away and forcing them to do things they may not understand. >> the mental health association of san francisco, who you just heard from, opposes care court, citing not enough resources to help everyone in need. san francisco has about 2500 mental health and substance use disorder treatment beds and is adding more mental health advocates say that's not enough

and under the care court, judges can find the city and county if they don't, if they don't provide the necessary help and beds for people in need. live in the newsroom, lena howland, abc seven news. >> lena, thank you. a road rage investigation leads police in san jose to a cache of ghost guns. those guns are made from parts purchased online that aren't traceable. police say they're investigate began in august when a driver waved a hand gun at another person. sapd says he was later identified as manuel leon valdez. detectives obtained a warrant for his arrest after being alerted valdez was prohibited from possessing firearms. >> the assault unit, with the assistance of the gun hazardous offender suppression team, our ghost unit served a search warrant at the residence and they located approximately 16 firearms. 15 of those being privately made firearms, which we call ghost guns. >> valdez is currently detained at santa clara county jail and booked for multiple felony gun charges. >> there could be a break in a

second. cold case murder in the bay area. police say a man arrested for the 1987 murder of a boy in vallejo is now a person of interest in the killing of another young boy in martinez. jobina has more on what we're learning about this cold case decades later. thank you, kumasi fred kane. >> the third, was arrested in oregon last week after prosecutors say they linked his dna to the 1987 murder of six year old jeremy stoner in vallejo. and now martinez. police believe that they've been able to confirm for us they've named kane as a person of interest in the killing of a nine year old named eric coy in martinez. that same year, investigators say coy was stabbed to death on the martinez junior high school campus while walking to his best friend's house. kane's family tells abc seven they don't believe kane lived in martinez at the time, but he did live in the nearby east bay town of pacheco. lieutenant patrick solomon has been working on this case for 11 years.
