>> the san francisco public defender's office says even though participation in the care court program is voluntary, judges have the last say. the mental health association of san francisco opposes care court, citing not enough resources to help everyone in need. san francisco has about 2500 mental health and substance use disorder treatment beds and is adding more mental health advocates who say that's not enough and under the care court, judges can find the city and county if they don't provide the necessary help. and beds for people in need. live in the newsroom, lena howland, abc seven news. thank you, lena. >> we're now getting more reaction to the mayor of san francisco's plan to drug test people on welfare. right now, more than 5000 unhoused or formerly unhoused people in san francisco are getting nearly $700 a month in welfare. mayor london breed wants to make it so that people have to pass a drug test or get treatment in order to get that check. the city points to its recent survey showing more than half of

detained in north korea in july. the 23 year old was released from a south korean prison where he had served time for assault. king then willingly bolted into north korea, where he was detained 70 days later. north korea announced king had been found guilty of illegally intruding into its territory and expelled him. us officials say north korea got nothing in return for king's release. now in the us, experts say king will likely be discharged from the army. >> i think we'll see an administrative discharge rather than pursuing a lengthy judicial process. >> king's mother said, is said to be, quote, overjoyed to speak to her son. she had previously raised concerns about his mental health after his cousin's death in february. meanwhile the us has issued a rare statement of gratitude for the chinese government, who, along with sweden, helped facilitate king's departure from north korea. reggie jobina thank you.

about it. >> let's take a look at the winds today. bit breezy along the coast will have the strongest winds, probably from half moon bay up to the northern coastline of marin and sonoma county. tomorrow, though, we will all feel some strong winds. this comes on the heels of cooler weather moving in here on friday and that cooling trend does continue into the weekend. but today, today is the warmest day of the week. you'll feel that above average warm temperatures this afternoon in the 70s and the 80s with a lot of sunshine tonight. minimal fog. once again, we'll have our temperatures dipping into the 50s. let's talk about those numbers decreasing over the next couple of days. by friday, you'll start to notice that cooler weather moving in, but certainly by saturday, you'll notice this below average temperatures. saturday, most of us are stuck in the 60s and that comes with a chance of wet weather. a storm develops in the gulf of alaska and then it dips into northern california. this is saturday morning at 7 a.m. and there's that chance to some light shower. so we do bring in the exclusive abc seven storm impact scale to level one with the best chance on saturday morning. looks like saturday evening and sunday we're totally

we have sunshine appearing in about 30 minutes at sun's up here at 703 this morning. we have some chilly spots, some areas starting in the 40s, mainly in the valleys of the north bay. certainly keep that jacket with you. i think through about 9 a.m. and then you can get rid of it because we are going to warm very quickly a beautiful picture from the tam cam, very limited, patchy fog out there. there are no areas of dense fog. we'll see sunshine very fast and we'll see warm weather. today is the warmest day of the week. you can see why. upper 80s inland, mid 70s around the bay shoreline, even the coast. you got sunshine today. temperatures in the 60s. that's your forecast. let's see how to do with traffic with jobina. good morning. good morning, drew. >> thank you. hi, everyone. we're sticking with our two major issues that we've been following throughout the morning. all eastbound lanes on the dumbarton bridge are shut down right now due to an overturned vehicle that turned into a fire and now is being investigated as a possibly deadly crash. that's according to the chp. they have no estimated time as to when those lanes will reopen as they investigate late southbound 680

at 101in. san jose is our second sigalert of the morning. multiple cars involved in this crash and at least two lanes still blocked there. it's out of the view of our san mateo bridge camera. but just before you get to the toll plaza as you travel in the westbound direction, we have a multi crash here as well blocking a lane. we'll end now with the look at the bay bridge toll plaza. we're metering lights came on at 532 coomassie. >> thank you. jobina starting on monday, people struggling with mental health will have an additional resource to help them get treatment and to get off the streets. san francisco will be one of seven counties in california. you see here on the map implementing the state's new care court. this is meant to help people with mental health disorders, even if they may not want it. and there is some disagreement about this. abc7 news reporter lena howland live in the newsroom with more on how it will work in san francisco. lena. >> well, under the care act, the court family and others such as first responders who may encounter someone on our streets can file a petition in civil

court if they believe that person is suffering from severe symptoms of an untreated psychotic disorder such as schizophrene, for it's then up to a judge to order a care plan for the person for up to 12 months with renewal for an additional 12 months. the governor's office says that person will be set up with a team to prescribe individualized treatment along with supportive services and a housing plan. san francisco's department of public health says the program will help them to tackle mental health differently. when we look at the program, one of the criteria that somebody has to be suffering from a schizophrenic spectrum diagnosis. >> and when we look at a population estimate, our best range estimate right now is that roughly one, two, 2000 people in san francisco may meet criteria. >> 75% of folks who are approached who have serious mental illness about assisted outpatient treatment are more than willing to participate in some type of assisted outpatient treatment and forced forced

bakery on center road in san jose. the owner says this is not the first time his business has been targeted by thieves. there could be a break in a second cold case murder here in the bay area. police say a man arrested for the 1987 murder of a boy in vallejo is now a person of interest in the killing of another young boy in martinez, jobina. what are we learning about this cold case? decades later? >> well, reggie, fred kane, the third, was arrested in oregon last week after prosecutors say they linked his dna to the 1987 murder of six year old jeremy stoner in vallejo. now, martinez police confirm they've named kane as a person of interest in the killing of nine year old eric coy and martinez that same year. investigators say coy was stabbed to death on the martinez junior high school campus while he was walking to his best friend's house. kane's family tells abc7 they don't believe kane lived in martinez at the time, but he did live in the

nearby east bay town of pacheco . lieutenant patrick salmond has been working on this case for 11 years. >> i'm always optimist nick and you know, maybe some some dna or some sort of biological evidence will exist in the future to reanalyze this. but i can tell you we're not going to stop investigating this case. >> law enforcement transferred kane from oregon to california yesterday. he's set to appear before a judge this afternoon. and investigators are hoping someone has more information to help in the martinez case. you can call the tip line on your screen if you know anything and you can remain anonymous when you call kumasi. >> thank you, jobina. happening today, house republicans will be holding the first public hearing on their impeachment inquiry into president joe biden. the focus will be presenting findings from months of gop led investigations, as with an overall goal of explaining why this inquiry is warranted, they claim president biden accused his public office or abused his public office for his family's financial gain. the hearing

target stores have cvs locations in side. so for oakland, as an example, the closest cvs to the target that's closing is a mile away and it's a pretty similar distance in san francisco. it's even further in pittsburg. abc7 spoke with a business professor at cal state east bay. he says target cannot be faulted for closing since its primary responsibility is to its stakeholders. but in a place like oakland, the pressure falls on the city to do more to manage the decreasing number of pharmacies. >> the city can try and take action so that it is more welcoming to these corporates, more welcoming to these retailers, because ultimately, if there are no facilities out there, you won't have a thriving population there. so it is all connected. >> the store closures are happening next month. >> new at six more vacancies at fisherman's wharf. the port of san francisco is evicting two restaurants on that waterfront that accrued $1.4 million in debt combined. fisherman's
