thought is one with great sorrow but great pride in dianne arriving at san francisco international airport saturday evening and escorted to sinai memorial chapel. there's no one like her. >> she was wonderful. all we want to do is pay respects to her. we wanted to recognize this moment in history and in san francisco history and in in world history. >> and not too far from the funeral home, the senator's former home marked by offerings of gratitude, including this thank you note. >> this is her city and that she will be sorely missed, recalled when then-supervisor feinstein became the city's first female mayor after the assassination of supervisor harvey milk and mayor george moscone and she led during a dark time in the city and brought a beacon of light and hope to us she was one of the first the women that got into politics and were strong enough to be able to battle her way up the ladder and stay there. going on to become the

news reporter unser hassan was at last night's event and tells us more. >> it's been a hard fought battle against hiv aids in san francisco. many of the annual sf aids foundation gala say more still needs to be done. >> it seems like getting to zero infections with hiv is within reach. but san francisco, there is so much more to do. even though it's 30 years later. the mission is still as important as it was 30 years ago. >> the atrocities of having emceed by abc7 morning news anchor reggie aqui, the gala marked a milestone and throughout the night many reflected on us senator dianne feinstein's role in the fight against aids. >> early on, we were the epicenter of the epidemic and we were really struggling to figure out who our champions would be. there would be many, but among them, some say, was then san francisco mayor dianne feinstein . >> in many different elected offices over time, senator feinstein worked to ensure that we had the local funding that we needed or the federal funds

necessary. >> that funding was crucial in keeping people alive, says paul aguilar. there are 16,000 people all living with hiv in san francisco, 74% of them are over the age of 50. >> i'm one of those people diagnosed in 1988, aguilar says. >> the funding feinstein fought for allowed for the best medical care in the nation, and that transformed how people live with the disease. >> it was about saving lives. that was her focus. and, you know, we're grateful for all that she brought to san francisco. that doesn't mean feinstein didn't have her critics. >> the sisters of perpetual indulgence, who were honored at the gala for their work, say they didn't always agree with feinstein's policies. >> well, we didn't quite get along. senator feinstein told us . we came to a mutual agreement that we were here to serve the community in our own ways. >> the person who will replace feinstein in the us senate will be appointed by governor gavin newsom. >> i'm sure the governor will make a very, very strong choice

. he he i know being very thoughtful about it and i'm sure he'll make a good decision. >> in san francisco, anzar hassan, abc seven news overnight , a person has died after a house fire in the east bay early this morning. >> a fire broke out on lillian street near crockett and fire officials are sharing information online, including the death of one person. the fire was contained at eight this morning. new details on developments now as congress narrowly averted a government shutdown. and it was down to the wire. president biden signed the bill minutes before the midnight deadline. in a stunning reversal, speaker kevin mccarthy pushed through a bill with democratic votes to temporarily keep the government open. abc's rachel scott reports on what's in the bill and what's not. >> this morning, congress averting a government shutdown with just hours to spare. >> the yeas are 335, the nays are 91. house speaker kevin mccarthy suddenly dropping his

demands moving forward with the bill that keeps the government funded through november 17th. >> and adds $16 billion in disaster aid. but he had to rely on democratic votes to get it past 90 republicans and one democrat voted against it is laid on the table. you're a no on this. i'm a no. >> and you ain't changing me on it. >> you you don't you can't articulate a solid enough message to get me to change on this one. >> as the country barreled toward a shutdown, mccarthy struggled to unite his party around a plan, telling republicans if they voted for a short term spending bill, he would add border security provisions. but it was never enough. they rebelled against him. >> i don't want to be a part of that team. i want to be a part of a conservative group that wants to get things done. it's a stark turnabout for the speaker who just days ago demanded this from democrats. if the president wants to make sure that we can keep government funded, take an action on the border now, mccarthy praising bipartisanship, something those

term deal only keeping the government funded until november 17th, which means we could be right back here having this fight. all over again in about 45 days. rachel scott, abc news, capitol hill. >> to the state capitol now. governor gavin newsom's office announced the latest series of bills he both signed and vetoed the governor vetoed a bill which would have given unemployment benefits to striking workers. newsom says he supports workers and labor unions, but he vetoed the bill because the state estimates its unemployment budget will be $20 billion in debt by the end of the year. the governor also vetoed a bill that would have enforced safety laws for domestic workers, but he did sign a bill that closes an existing loophole and bolsters eviction protections for renters. more than 75,000 health care workers could walk off the job in what would be the largest health care strike in us history . unionized health care workers, including nurses and emts, are negotiating new contracts with kaiser permanente. their

original contract ended last night, and bargaining continues as a strike could begin on wednesday. unionized staff are asking for increased pay, job protections and solutions to fix labor shortages. his two bay area labor unions representing 12,000 scientists and office employees at kaiser hospitals, will join in sympathy. developing news now. a small local group is showing its support of a uaw auto workers in san francisco. they held a rally on the gm cruise line on 10th street at bryant to give this message. we're here today in solidarity with the uaw strikers and calling for their victory and also demanding that gm, which owns cruise, actually actually not fire workers. the groups claim cruise is trying to destroy thousands of drivers and their jobs with their robo taxis. they say the cars are blocking san francisco streets. supporters believe the uaw is fighting for everyone when it

repayments begin for the first time in three years. payments were originally paused at the start of the pandemic when people were without job security. now those payments are starting again, along with interest. to find out when your loan payment will be due, check your loan service's website. happening tomorrow, a california program meant to get more people with mental health disorders into treatment will begin. that's even if the person does not want the treatment. we're talking about the care act passed by the state legislature and signed into law by governor gavin newsom last year. san francisco will be one of the first seven counties in california to implement the new care act tomorrow. abc7 news reporter loose pena tells us how the program will work in the city. >> san francisco is gearing up to bring mental health care treatment into court care. >> court is really an opportunity to support individuals with untreated mental illness in the community and provide community based treatment so individuals can

file petitions directly with the court and care court allows for a wide range of petitioners, including first responders, family members, somebody who lives with an individual who's worried about them. and those can get filed directly with the court. >> san francisco department of public health says this program will help them to tackle mental health differently with potentially thousands on our streets qualifying. >> when we look at the program, one of the criteria that somebody has to be suffering from a schizophrenia spectrum diagnosis. and when we look at a population estimate, our best range estimate right now is that roughly one, two, 2000 people in san francisco may meet criteria. >> here's why care court is controversial. even though participation in the program is voluntary, three judges have the last say. the san francisco public defender's office is preparing now to represent many in court. it's voluntary in that the court cannot force you to take medications or put you into

a locked facility, but you're still having to come to court. >> the court's still going to order a treatment plan for you. so there's that aspect of it that makes it somewhat coercive . also, if you're not successful in care court, it can actually be used in future proceedings to put you into a locked facility and can serve you, make you a concern. loved person. >> the mental health association of san francisco opposes care court, citing not enough resources to help everyone in need. >> 75% of folks who are approached who have serious mental illness about assisted outpatient treatment are more than willing to participate in some type of assisted outpatient treatment and forced forced treatment is basically taking folks civil liberties away and forcing them to do things they may not understand. >> luz pena, abc seven news. >> the program also expands the range of people who can file a petition for someone to get

mental health help. aside from family members, first responders who might encounter someone on our streets can also petition. all right. meteorologist lisa argen tracking the forecast now. lisa >> all right. good morning to you. things are brightening up out there. area of low pressure that brought us the early season rain yesterday. we're on the back side of it. it is drifting to the south and we are left with partly cloudy skies. we had a good deal of fog earlier in the north bay. now you can see not much of it left at all. here's a look at yesterday's rainfall, 0.37in napa. isn't that crazy? kentfield 0.15 5/100 in livermore to one hundredths in san francisco. not too much in oakland, san jose 8/100 in mount hamilton 0.16. so even santa cruz got a couple of hundredths. so yeah, i mean we will take it right? this is our driest time of year climatologically. and also we get these strong offshore winds and right on cue, this is going to be a warm week, 55, san francisco, 60 in oakland, 63 in

mountain view is 60. in palo alto, upper 50s, half moon bay. and you can see the partly cloudy sky here from the golden gate bridge, 54 santa rosa overnight lows have been in the 40s pretty consistently in the north bay valley. so certainly feeling like fall yesterday as well. 64 by the delta 59 concord in livermore, 56 here. how about low 80s by the middle of the week. so we're going to see not only santa cruz in the 80s, we're talking san francisco. so half moon bay pacifica. it's one of those classic events where those northeast winds will take it all the way to the shoreline. partly cloudy this morning, sunny and drier today. and that record heat possible wednesday, thursday and friday. the good news is, is that we're not looking at any fire weather watches. the north winds shouldn't be too strong, but we go up above about 1000ft. and this is what is clearing out the fog. the northeast winds mount diablo, saint helena. and this will also warm us up a little bit today. look how little fog

good morning to you. we are starting this half hour with a look at the weather and lisa is here to talk about a sunnier sunday, right? >> definitely. in fact, we're feeling that already. temperatures are slightly warmer, but it is bright out there. still a bit of a marine layer from mount tam. current temperatures are in the mid 50s. downtown, 62 in oakland, san jose, mountain view, good morning. 63 from our east bay hills camera vollmer peak air quality is good. mid 50s santa rosa with 64 by the delta. so we're cooler in the north bay. we've had a lot of fog, four degrees warmer from san carlos to mountain view and throughout the next couple of hours, it is nothing but sunshine. mid 70s by 1:00 inland, near 70in oakland. so everyone will be warmer than yesterday. we're dry out. we begin a subtle warming trend today. it gets much more dramatic for potential record heat inland and we're talking that classic offshore flow. i'll explain in further detail coming up. >> all right. thanks lisa. well, some people are relieved now

here in the bay area now that the government shutdown has been averted and that means fleet week in san francisco will take place and local national parks will remain open to abc7 news reporter cornell bernard has the local reaction. >> the navy is optimistic the blue angels will be cleared for takeoff at next week's fleet week air show in san francisco. >> i believe things look a whole lot better today than they did yesterday. we're poised to start fleet week. we're ready to go. >> the navy's brian o'rourke says a government shutdown would have grounded the blue angels and likely diverted navy ships heading to san francisco bay. i have almost a thousand sailors and marines about to arrive in san francisco, very excited to participate in fleet week. there's a bit of relief in places like fisherman's wharf, which could have lost out on big tourist dollars. >> fleet week is a huge event for the war, for the city, for

saturday. le cheval is located on clay street in the downtown oakland area. after 38 years, the owner tells abc seven news rising crime was the reason the family decided to shut down earlier this week. the restaurant joined other small businesses in oakland for a strike to call attention to rising crime and the impact on small businesses. as the owners of the restaurant say, they're looking to relocate but haven't found a new location yet. retail crime was also cited as one of the reasons the target is closing stores, including three in the bay area. those closures will impact people who rely on pharmacy for prescription medicine. abc seven news reporter answer hassan shares the impact. >> this target near downtown oakland is set to close by mid-october. >> i'm sad. what about the seniors? i do in home care and she lives right here, not too far. and i come and take care of all her business prescriptions. everything here, groceries right now. helen walton says filling the prescriptions will be the

that means insurance companies are filling prescriptions by mail, which could prove to be more profitable. he doesn't know how that might be impacting the current target cvs partnership, but he believes it's putting pressure on large discount drug stores. >> the insurance companies is trying to do the fulfillment themselves that that can be a big problem for the pharmaceutical, for the drugstore business. >> we live in corporate america . right? so ultimately, everything is driven by a profit motive. >> business professor balaraman rajan at cal state east bay says target can't be faulted for closing, since its primary responsibility is to stakeholders. he adds. but in a city like oakland, facing rising crime and increasing store closures, the pressure falls on the city to do more, such as managing the decreasing number of pharmacies. >> the city can try and take action. so that it is more welcoming to these corporate is more welcoming to these retailers because ultimately, if there are no facilities out there, you won't have a thriving population there. so it is all

connected. >> in oakland, abc7 news. >> a survey commissioned by the golden gate restaurant association found that 97% of responding restaurant had experienced graffiti or property crime in the last month. in san francisco, graffiti is the biggest problem, with 86% saying they had been tagged in the last 30 days. more than 1 in 3 reported a break in in just the past month, and 29% say they experienced some other type of crime. new this morning, a sideshow caught on camera appears to show a crowd blocking an ambulance in oakland. it's unclear if the ambulance was transporting someone or if it was responding to a call. but you could see people there standing on it. there's even spray paint on it. the ambulance got stuck at the intersection of macarthur boulevard and high street. the driver kept the doors closed as people surrounded it. at one point, we see fireworks going off as well. a different sideshow in the east bay ended with a car engulfed in
