first sunday of october. the big impact, the castro street fair has on the neighborhood. abc7 news starts right now. >> building a better bay area moving forward, finding solutions. this is abc7 news. the thrill is back. >> fleet week in all its roaring glory. you hear the planes there is set to return. this year's event officially starts tomorrow. thanks for joining us. i'm j.r. stone. the annual blue angels air show, a mainstay of fleet week, was in danger of being grounded if congress had not approved a stopgap spending bill. just minutes ago, we captured one of the big ships coming into san francisco. you see it right here under the bay bridge. abc7 news reporter cornell bernard is live tonight. he spoke with the navy about this year's event. cornell. >> hey, j.r. yeah, and the navy says that is the uss john murtha

, the ship that just arrived under the golden gate. it will be docking near the bay bridge around 7 p.m. tonight. it will be open for tours to the public later, later this week. and you know, after a week of a lot of uncertainty, uncertainty, fleet week is definitely happening. and local businesses here on the waterfront, well, they couldn't be happier heart pounding rumble of jet engines over san francisco. the us navy says the blue angels are clear for takeoff. >> fleet week is happening. the blue angels will fly. >> that's the word from navy spokesperson brian o'rourke. 24 hours ago. he wasn't sure if a looming government shutdown would cancel most of the famous airshow show. >> i would say that the excitement, the suspense and the drama has come down and the excitement has gone up and the sailors and marines are very happy that they're coming up here for fleet week was a little suspenseful over the past several days, but everyone's

been looking forward to this trip for months. >> navy and marine ships are now en route from san diego, setting a course for the bay. >> it's our most busiest week of the year. fleet week troy reese says fleet week is just what his louisiana style cafe on the embarcadero needs now. >> business has not returned to pre-pandemic levels, but he hopes next week will be a game changer. >> we oversee docking the restaurant, looking for it for the large crowds, keeping later hours fisherman's wharf looking for a boost in business after a dip in tourism due to the pandemic. >> week is a huge event for the war, for the city, for the bay area. >> you know, it is a it's a standard event that everybody looks forward to. >> we definitely happy yeah definitely for sure. >> ramon laboriel and his family from sacramento say they'll be back in a few days to join thousands on the waterfront looking for a blue angels fix this. >> we're absolutely excited it's going to bring money back into

millions, millions of americans needless pain. >> house speaker kevin mccarthy moving forward, a bill that keeps the government funded through mid-november and adds $16 billion in disaster aid. unable to unite his party, mccarthy had to rely on democratic votes. if you have members in your conference that won't let you vote for appropriation bills, doesn't want an omnibus and won't vote for a stopgap measure. >> i don't want to be a part of that team. i want to be a part of a conservative group that wants to get things done. now >> a handful of far right republican turns are threatening to oust him from his speakership as punishment for backing the bipartisan measure. >> if at this time next week, kevin mccarthy is still speaker of the house, it will because be because the democrats bailed him out and he can be their speaker, not mine. >> colorado senator michael bennet briefly delayed the vote in the senate over concerns the bill did not include any new aid for ukraine. senate leaders issuing a statement committing

to vote on ukraine aid in the coming weeks. >> majorities in both parties support ukraine aid and doing more. it is vital for america's security and for democracy around the world. >> i'm confident the senate will pass further, urgent assistance to ukraine later this year. >> the president now calling for an end to the brinksmanship. >> there's no excuse for another crisis. consequently, i strongly urge my republican friends in congress not to wait past a year long budget agreement. honor the deal we made a few months ago. >> this bill only funds the government for about 45 days, which means the country could be facing another possible government shutdown on november 17th. and when abc news washington. >> funeral arrangements for the late senator dianne feinstein are set for later this week. you will have an opportunity to pay your respects to feinstein will lay in state at san francisco city hall wednesday from 9 a.m.

to 7 p.m. the event is open to the public. that is where you'll be able to sign a condolence book. a funeral service is scheduled for thursday afternoon at the war memorial theater. that is closed to the public. but there will be a public simulcast available at san francisco city hall. uh- feinstein will be buried in a private ceremony after that. she died last week at the age of 90. in the east bay, a person died in a house fire in crockett. the fire was reported early this morning at a house on lillian street fire fighters say they battled heavy flames from the bottom story of the home. crews from crockett rodeo hercules and contra costa costa county fire all fought the flames. no word yet, though, on what sparked the fire. you hear those tires screeching sounds right there. paramedics got caught up in a sideshow early this morning in oakland. video shows a crowd blocking an ambulance at macarthur boulevard and high street. it's unclear whether the

ambulance was on a call for a different sideshow in the east bay ended with a car engulfed in flames. no word if anyone was hurt or arrested in either of those sideshows. developing news on a possible worker strike at kaiser permanente. kaiser said today that contract talks are continuing through the weekend. the company says it is making progress on key issues. and recently reached tentative agreements in four key areas. a strike could begin on wednesday . it would be the largest health care strike in the us and specifically us history. more than 75,000 health care workers could walk off the job nationwide, including nursing assistants, pharmacists, x-ray and lab technicians, doctors and registered nurses would not take part. time is up for tens of millions of americans who were getting a pause on student loan payments for the past three years. hear from a local woman who's now facing the expense herself and starting tomorrow, san francisco will start

will there be some form of debt cancellation from the feds? and the answer may be we'll explain later tonight. happening tomorrow, the care act, a california program meant to get more people with mental health disorders into treatment will begin. that's even if the person doesn't want the treatment. san francisco will be one of the first seven counties in california to implement the new program. this will bring decisions about people with untreated mental illnesses into court, potentially thousands on the streets of san francisco will qualify. >> my care court allows for a wide range of petitioners, including first responders, family members, somebody who lives with an individual who's worried about them. >> it's voluntary in that the court cannot force you to take medications or put you into a locked facility, but you're still having to come to court. the court's still going to order a treatment plan for you, even though participation in the program is voluntary, judges

well, they're shaking it out there. a time honored neighborhood celebration drew a huge crowd to san francisco's castro district earlier today. crowds packed the streets for the 49th castro street fair. the event is one of the city's longest running street fairs. and since 1998. this is interesting. organizer others have given back more than $1.6 million to community groups benefiting the neighborhood. wonderful time, wonderful causes and wonderful weather. yeah i like the way you started that report. a vibrant day. it has been. and it still is a vibrant day, even going into the evening hours. >> here's a look at what's happening, j.r. and to all of you as well. this is our satellite radar composite image,

that little system we had yesterday that brought us drizzle has moved over into the great basin area. high pressure is now building in to the bay area. that's going to be the controlling figure a factor, rather, in our weather for the week ahead. right now, we've got a nice brisk onshore flow with wind speeds up to about 20mph around san francisco and it is quite a bit warmer in almost all bay area locations than at this time yesterday. 13 degrees warmer over at fairfield, seven degrees warmer at concord and livermore. so that's just an indication of what's coming our way in the week ahead. right now we're looking at a live view from sutro tower looking out over san francisco where it's 59 degrees right now. 62 in oakland, mountain view, 68, low 70s at san jose and palo alto and 59 at half moon bay at the golden gate. we have a little bit of low cloudiness right now. some little portion of the of the coastline has some low clouds at the moment, not reaching along the entire coastline, though. other temperature readings right now under mainly sunny skies, 69 degrees up north at santa rosa, also 69 at napa. novato 72, 78

at fairfield and low to mid 70s at concord and livermore. and check out this pre sunset western sky. the view from emeryville. it is stunning with the sunlight reflecting off the bay waters there. these are our forecast headlines. mostly clear skies overnight sunny and much warmer days lie ahead through the coming week and we can expect well close to a record heat. record heat is certainly possible. wednesday, thursday and friday for the overnight hours, look for mainly clear skies, except for a little patch of low clouds near the peninsula coastline overnight lows will range from low to mid 50s. we consider that the comfort zone for highs tomorrow low to mid 60s at the coast right around the bay shoreline, mainly mid 70s and it'll be getting a little bit milder inland with upper 70s to low 80s up to about 81 at concord, 83 at fairfield. now we're looking at fleet week coming our way and next weekend, lots of folks will be looking skyward at the blue angels. and here in san francisco, we'll probably have really good viewing conditions on saturday.

we're looking at sunny skies throughout the day. really warm by san francisco standards with a high of 77 degrees. and even on sunday, it'll be mostly sunny and mild with a high here in the city of about 72. here's the accuweather 70 forecast turning warmer beginning on tuesday with some upper 80s inland up to about 90 on wednesday. and look at thursday, friday and saturday, low to mid 90s will be the highs inland along the bay shoreline. we're talking about mid or mid to upper 80s and on the coast, upper 70s to near 80 degrees. on thursday, it's going to be quite a spectacular week ahead. >> for now, abc seven sports with chris alvarez as well. >> entering the day there were just three undefeated teams left in the nfl, the niners, philly in miami, the dolphins lost to the bills so that cut it to two while the eagles won to go four and zero. so san francisco trying to keep pace this afternoon against arizona at levi's stadium. shout out to this young niners fan. i have a picture wearing nearly the exact same fit at a christmas many years ago. niners first drive 82 yards and christian mccaffrey
